Province identifies UOIT ‘risks’ Budget blues for Pickering Low growth means tough balance for City By Danielle Milley Staff Writer PICKERING –The 2004 budget ranks among the most challeng- ing the City has ever faced, says longtime Councillor Maurice Brenner. “This is going to be one of the most difficult budgets we’ve ever done,” said the Ward 1 regional councillor. “The growth within the munici- pality is not happening.” He said councillors have a lot of work ahead of them in order to strike a balance between what the community needs and what the City has to fund. “I’d like to see a fair and bal- anced budget that will be sensi- tive to the financial situation of the City of Pickering, but will be equally sensitive to the citizens impacted by our budget,” Coun. Brenner said. His council colleagues agree they face a complex task. “We’ve had low growth and at the same time we’re experiencing the same cost pressures as every other municipality,” Mayor Dave Ryan said. “This is going to be a tough budget.” There won’t likely be any major projects initiated in 2004. “This is going to be pretty much a maintenance budget,” Mayor Ryan said. “I don’t see any real new pro- jects,” agreed Coun. Brenner. “I think we’re going to sustain and the challenge is going to be in terms of what this magic number is going to be.” Concerns with capital plan, but Polonsky says building continues By Mike Ruta Staff Writer DURHAM – The pace of construc- tion at UOIT is likely to slow down due to government con- cerns over debt the university will have to take on to fund its aggres- sive expansion, says Gary Polon- sky. “The issue is how quickly we grow,” says the University of On- tario Institute of Technology president. “It’s not the present. It’s not the past. It’s the future.” He was responding to a Thurs- day press release by Mary Anne Chambers, Ontario minister of training, colleges and universities. UOIT last week submitted addi- tional information the Province had requested on its $190-million business plan - and it has raised some red flags with the ministry. “The new information that UOIT has provided appears to identify risks in its existing capital plan,” the minister stated. “Con- sequently, I have informed the ad- ministration that the government will require a report from an ex- ternal examiner appointed by the government to provide indepen- dent assurance that UOIT’s $190- million business plan is viable in its own right. As the government, it is our responsibility to take the measures needed to ensure that UOIT’s plan can be implemented while ensuring that current and future students will continue to receive the high quality education they deserve.” UOIT officials have been in talks with the Liberal government for months about its business plan. The previous government gave UOIT officials the go-ahead to borrow $190 million, money to complete the new campus library and two other structures opening in September. DAYS ONLY!! 2 2 2 up to up to up to A/P PAGE 2 NEWS ADVERTISER SUNDAY EDITION, May 16, 2004 www.durhamregion.com By Carly Foster Staff Writer DURHAM – Almost $2 mil- lion will be added to the cost of the new regional headquarters to cover the price of moving the Re- g ion’s phone system. “The assumption at the time was that the old tele- phone system could be moved at no cost,” said works commissioner Cliff Curtis at a works commit- tee meeting Wednesday. “But detailed investiga- tion since then has shown there are costs.” “Well maybe that per- son should be fired be- cause they’re costing us $2 million,” said Pickering Councillor Rick Johnson. “Someone has made a se- rious mistake.” Adding cabling for the phones would cost $300,000, with another $300,000 to physically move the phones, plus $200,000 to upgrade routers for data, said Ray Briggs, corporate infor- mation officer. Instead of paying $800,000 for old technolo- gy, staff are recommend- ing a $1.9 million Voice over Internet Protocol system. VoIP integrates voice, data and video transmis- sions into one, thereby re- ducing the amount of wiring and equipment in the building, said a works committee report. For example, fax, e-mail and phone messages can be delivered in one box, the report said. Workers would have to lay three cables per desktop to hook up the current tech- nology, while upgrading to VoIP would require only one, Mr. Briggs said. Upg rading the phone system was “on the radar in the next few years,” said Regional Chairman Roger Anderson. “The fact that it’s mov- ing up, there’s no conspir- acy here,” he said, adding that it makes more sense to do the work while the building is being con- structed, rather than wait until later and rip every- thing up. Mr. Anderson made a g uarantee at the head- quarters ground-break- ing last July that the cost of the 334,155-square-foot building would not ex- ceed $67.7 million. Now it will top $69.6 million. “This will create some discussion,” Mr. Ander- son said. “We’ve been dili- gent in making sure our building doesn’t go over and stays on budget.” Several councillors questioned Mr. Briggs as to whether the VoIP would be a long-term in- vestment and not a sys- tem that would have to be replaced. “They (consultants) be- lieve (VoIP) is the way of the future,” Mr. Briggs said. “There’s nothing (else) that I know of, and w e’ve checked every- thing.” Coun. Johnson also questioned why the Re- g ion was using consul- tants only on the recom- mendation of staff rather than a public request for proposal. “I think we should be transparent, I think we should be going to market on this,” he said, referenc- ing the MFP scandal in To ronto that saw a com- puter leasing deal jump from $43 million to $83 million without council’s approval. “This is not the way you do business.” Staff are recommend- ing Dortman Associates be hired to help plan the VoIP installation, while Unis Lumin Inc. was hired in 2003 to review the current system. The Durham Region Unem- ployed Help Centre is offering skills and techniques to land the job or placement of your dreams. It offers a resume critiquing session Thursday, May 27, from 9 to 10 a.m. and May 27 from 1 to 3 p.m. In addition, the centre offers a three-day job club every Mon- day, Tuesday and Wednesday, helping the unemployed learn what employers are looking for, as well as other skills to main- tain a job. Its landed immigrant job search workshop runs every Tuesday, Wednesday and Thursday, and offers the same support as the three-day club, however classes are offered in several languages. The workshops cover resume preparation, interview skills, job search strategies, maintain- ing self-esteem and Internet training. Wo rkshops fill up quickly and pre-registration is required. Fe w were willing to speculate on what that magic number might be, but Coun. Brenner did venture a guess. “Is there going to be a tax in- crease in 2004? Definitely,” he said. “It’s safe to say we could see a tax increase somewhere above five and somewhere below nine or 10 per cent.” Despite the inevitable tax in- crease, Ward 2 Regional Council- lor Mark Holland pointed out Pickering residents pay less than other regional residents. “We do continue to have the lowest taxes in Durham and I don’t think this budget is going to change that,” he said. There are some projects he would like to see included in the budget - some roadwork and money set aside for storm water management - but he knows it’s going to be tough. “At the local level we’re going to have to show a lot of restraint,” he said. Budget discussions begin Thursday, May 20 at 9 a.m. in the main committee room at an exec- utive committee meeting. Friday has also been set aside for discus- sion, but Mayor Ryan said hope- fully the committee work would conclude in one day. The budget is scheduled to be approved at a special council meeting June 1. Polish your resume at workshop ✦ Tax from page 1 Ministry spokesman Rob Wooler says material received from UOIT ad- ministration indicates “the issues had not yet been resolved over the carry- ing costs of the borrowing. “We are willing to support the bor- rowing of the $190 million. They have to demonstrate to us that they have the capacity to manage the borrow- ing.” Mr. Wooler says the borrowing re- quest is an application under section 28 of the Financial Administration Act, which requires an external exam- ination. That process should take “weeks, not months,” he says. Mr. Polonsky says the delay is just “a very, very short-term technicality” and does not endanger the timeline for finishing the buildings. “We are going to complete $190 mil- lion worth of buildings this summer, full stop,” he said. See editorial Page 6 However, the next phase of con- struction is to include the engineering, education and justice, and student services buildings. In February, Mr. Polonsky said “the engineering build- ing has to proceed without delay and the others should proceed before too long thereafter.” But adjustments to that plan have to be worked out. “I don’t believe we’re going to build three new buildings starting immedi- ately,” he now says. “So the question becomes, how much are we going to build starting immediately?” Mr. Polonsky says he should have the answer to that question in three weeks or a month. The government release stated the government needs to be convinced, that “the buildings currently under construction will be completed and used to deliver post-secondary pro- grams and that any risk factors in UOIT’s existing business plan have been adequately addressed.” Mr. Polonsky says the “risks” re- ferred to by the minister are UOIT’s cash flow - namely the money it will borrow to build new structures, and if it can pay it back. He has no doubt it can, but welcomes “a third set of eyes.” “This is just normal business when you’re building a major project,” says Mr. Polonsky. It took tremendous energy, cooperation and long- term effort by the people of Durham to get the University of Ontario under way three years ago. And now, with the Liber- als at Queen's Park waffling over providing necessary loan guarantees for the school, it will take a renewed effort to keep the UOIT ball rolling. While all can see the tremendous amount of work that has been put into UOIT these past three years, it seems the provincial Liberals remain unconvinced of the vision that would allow a world-class, high tech university to flourish. That means it will take renewed political will and pressure from the people to ensure UOIT becomes the first-rate tech- nical university the staff, the students, the board of governors and the community have always dreamed it would be. The provincial Liberals, far from offering loan guarantees to construct all the buildings the university plan entails, are now making UOIT jump through hoops before approving a long overdue $190-million loan guarantee. Even if the Liber- als, as most expect they eventually will, guarantee that $190 million, it will still leave the university short of funds to build the remaining three buildings. What's wrong with this picture? It's simple. UOIT, with EllisDon by its side, has worked fu- riously at the north Oshawa campus, putting up buildings and facilities in rapid fashion, so the university could meet the demands of the previous government and provide stu- dent spaces in the post-secondary system in time for the dou- ble-cohort. Dr. Gary Polonsky and his staff have put in back-breaking hours lining up professors, designing programs, soliciting do- nations, lobbying governments and laying the groundwork for an ambitious post-secondary institute - an MIT of the north that the Mike Harris government called for. The business case for UOIT was painstakingly prepared. What more does the Government of Ontario want or expect? At this stage of the game, it's far too late for second thoughts. Premier Dalton McGuinty and Mary Anne Cham- bers, the minister of colleges and universities, need to see for themselves the situation at the UOIT campus so they have a clear physical image of what's already done, what's in the works and what remains to be done. But we can't simply rely on the Province to be there to look after UOIT's needs. With a federal election expected any day now, it makes sense for Durham residents to ask pointed questions of federal candidates about what they are prepared to do to support UOIT. While education is chiefly a provincial responsibility, the federal government does have funding available and a role to play in making sure Canada has high- ly-trained and qualified graduates to take on the complex jobs of the future. UOIT was designed specifically for this purpose. There has been scant federal support for high-tech initia- tives in Durham in recent years. The shameful lack of backing for the International Thermonuclear Experimental Reactor by now outgoing Liberal MPs was a disservice to the people of this region and this province. While ITER was a blown op- portunity, perhaps new federal representatives can help pick up the pieces with UOIT, but only if we pressure them to. So contact your local municipal, regional and provincial representatives and your federal candidates and let them know, loud and clear, that you want a full-service UOIT in Durham. There's nothing quite like people pressure to make the wheels of government turn. It worked before and it can work again. The newspaper contacts only those whose submissions have been chosen for publi- cation. With the regional chairman issue apparently behind us, hopefully it's time to focus once again on transit. After all, it was the other hot button issue in the early stages of this six- months-old municipal term before coun- cillors (at least those in the north and Whitby) focused on deciding they knew better than colossal public demand and decreed residents can't be trusted to vote for a Durham chairman. Well maybe now that they've taken part of our democratic rights away, they can get to telling us our thoughts on tran- sit. Because, it's an issue that's almost drawn more attention than, well, the public's demand for an elected chairman. There seems to be two camps: Those who like Durham's current three-munici- pal-system setup and those who believe those collective parts can't come any- where close to what the whole of a re- gional server could deliver. Right now the Region is waiting on a 'business case' before deciding on a future course. But there really is only one choice - go big or people will just stay home, be- cause our cities and towns are already dealing with burgeoning gridlock. Transit is never going to be a revenue- generator, not unless people want to start seeing triple-digit increases in fares. But it's about moving people as quickly, seamlessly, and as logically as possible. And right now Durham's just not doing it. Yo rk Region Transit (a merger of five systems in 2001) recently announced a three-way partnership that will see the reg ional, federal and provincial levels of government putting $50 million each into a pot to launch a rapid transit system. The vision will see the network developed over the next 20 years, linking with TTC subway lines, GO Transit, and even here in Durham. Many transit officials believe only a re- gional system can deliver the dollars to make these types of partnerships possi- ble. We 're well aware of Durham's projec- tions for its future, for the doubling of our population, the continued attraction of more commercial and industry to the re- gion, and even an aggressive regional plan to have 15 per cent of people using anything but a car. But, no one will come if they're met by a wall of traffic. There are many ingredients in manag- ing our growth ahead, sure, but without a cutting-edge transit system, we're likely bust. The University of Ontario Institute of Te c hnology and Durham College hosted a Celebration of Science at its Oshawa campus April 28 and 29. Grade 4 classes from 16 Durham public schools partici- pated in the day of hands-on science ac- tivities, bringing together 405 students. “We hope to make this an annual event,” said Martin Gabber, the Durham District School Board’s science/technolo- gy facilitator. “It’s a great opportunity for them to see science outside of the class- room, and science that’s relevant to the curriculum.” UOIT mathematics professor Greg Lewis invited a class from Dr. Roberta Bondar Public School in Ajax to build a rudimentary paper airplane - and then showed them how to improve upon the design to make it a better flier. “The thing that makes a paper airplane f ly well is the thing that makes a real air- plane fly well,” he told the students. “What you want is a plane that’s stable.” After students saw the first model flew poorly, Mr. Lewis added some paper clips to the nose, and then created flaps at the back of the wings. When students in small groups made a second plane, they flew them to determine the best from their group to compete against others. “Mine was the most stable,” said Kyle Hewlett of his Airplane 1. “It didn’t exact- ly go far, but everyone else’s is going back and forth.” Kyle added flaps to his plane for lift, but Ryan Waye was so confident that his Hot Nose was a winner, he didn’t bother with the flaps. Tishanna Smith made the Girls’ Group entry, and it gracefully dipped and rose in the school’s atrium. She main- tained the flaps made a big difference. “Science is fun,” she said. “You can, like, build and it’s a lot of fun.” At another activity area, Fareh Malik and other students took glue and laundry detergent and mixed them together. “If you followed the instructions right it would look like this,” the John Dryden Public School student said, presenting his creation. “I learned how to make Silly Putty.” Fareh and his small group, at the Sound of Music station, also learned how to make Lissajous figures with some basic materials: a tin can with no top or bot- tom, a balloon stretched over one end, a mirror shard glued to the balloon and a f lashlight. After directing the light beam at the mirror, and then screaming into the open end of the can, students saw how the light reflection moved on a piece of paper, creating the fig- ures. In another part of the lecture hall, Christina Gaudet, Reid Boyko and Ryan Olafson used a ray box, strategically- placed mirrors and other objects to trace light ray patterns on paper. The Dryden students were first in their class to finish the activity, but science isn’t in their ca- reer plans. Christina wants to be a balleri- na and Ryan a professional golfer. “I want to dedicate my life to animals because not a lot of people care about an- imals and I want to help them,” Reid added. Alana Morrison learned about the spread of germs and bacteria at the Glow- ing Germs activity. Using fluorescent materials to stand in for germs, students saw them under an ultraviolet light, learned how they are spread and the im- portance of hand washing. The Dr. S.J. Phillips Pub- lic School student would like to become a scientist be- cause it’s fun, and when asked, said her science mark is “pretty good. “I like learning all kinds of new things and doing different experiments.” Mr. Gabber said more than 40 Durham schools wanted to attend, but organizers logistically could only handle 16. With a large majority of Canadians heading out onto recreational paths and hiking trails to take advantage of spring, Canadian physiotherapists want to ensure runners and walkers have an injury-free season. Running and walking are activities that involve the entire body - building mobility, strength and endurance. With its focus on full body motion and cardiovascular work, runners/walkers need to prepare and be aware of their bodies. “As we age, many Canadians start to lose their ability to move,” says Cathy Simon, physiotherapist at Active Physiotherapy Clinic in St. John, New Brunswick. “Walking is an excellent activity to maintain and improve mobility as well as overall health. It can give your arms, legs and heart a great workout. To prevent injuries, start slow and pace yourself. Make sure you take time for a proper warm up such as stretching and cool down. So, get moving and stay moving to enjoy a healthy and active lifestyle!” Walking continues to be a focus for NPM because it’s a great activity for maintaining mobility. “Running is one of the simplest and least expensive ways to improve stamina,” says David Lindsay, physiotherapist at the Sport Medicine Centre, University of Calgary. “Stamina, or aerobic endurance, depends on the efficiency of the heart, lungs and blood circulation systems to get oxygen and other nutrients to working muscles while also removing metabolic waste products. Improved aerobic endurance means there is a greater reserve of oxygen available within the body (i.e. there is a bigger fuel tank) and less oxygen is needed for the same amount of work (i.e. there is also better fuel economy). However, r unning is also a fairly aggressive physical activity on the lower limbs and back, which means it is not suitable for everyone. Anyone starting a running program or suffering pain from running should see a physiotherapist to learn how to better prepare their body for running and have their technique assessed to ensure maximum benefits are safely achieved.” Running is a new theme for NPM 2004 because it’s a growing activity in Canada and it’s a great way to maintain mobility. Physiotherapists are concerned about the state of the nation’s physical mobility, particularly, as a result of the most recent CPA/Ipsos Reid National Mobility Study. Three key findings of the poll are directly relevant to runners and walkers are: • The majority of Canadians (67 per cent) said they have difficulty taking part in vigorous activities, such as running or participating in a strenuous sport. • More than half of Canadians (54 per cent) believe they are less mobile today than they were 10 years ago. • One quarter of Canadians (24 per cent) have difficulty walking a kilometre. Physiotherapists recommend these key tips for runners and walkers looking to spring into action this season: • To reduce the risk of strains and pains, it’s best to warm up and stretch prior to your run. • Stretching is essential to ensure greater flexibility, strength and endurance. Areas to stretch include the calves, hamstrings and quads, buttocks and hip flexors. • Stretches should be slow and controlled, and held for 10 – 15 seconds, to the point of gentle tension. CPA offers tips on good stretches for runners and recommends that choosing the right kind of running shoe is essential as is ensuring proper body positioning to avoid discomfort and injury. After a summer spent chasing butterflies, swimming, working or just plain lazing about, Labour Day rolls around and hundreds of thousands of students file back into their schools ready for a new year. Or are they? A teacher friends of mine tells me that, “We have to allow at least a month for everyone to get settled and back in a learning mood.” That puts us into October and according to other teachers, many students are still not refocused and ready to learn by then. However, according to the same source, “by mid October most kids are back to speed.” According to my calculations, this would mean that from July 1, through at least October 15, most kids are not focused or at their best. “For at least three and a half months, learning can be haphazard to say the least,” says Robert Primrose, a Grade 10 teacher. In fact, it may even be worse than that. Think about your child’s learning experience in June each year. Tests, exams, field trips and other events consume most of that month’s schedule adding another month to the let down period. Considering that the average school year includes only 200 days of instruction, and many of those days are spent in less than idea conditions, we soon see why many schools struggle to meet the educational needs of students and expectations of parents and society. What can we do to help? Easy. Help your kids stay sharp over the summer holiday and there will be no let down - no big gap in the fall. Kids who are focused and ready in September will learn, integrate and understand new material right away. This will allow them to make the most of each school day instead of only a fraction of them. There are many ways to help kids remain on top of their school skills. Make sure that your children read and write during the summer. Even if they have a busy social life and a part or full time job, make sure that they take time each day to read. Set up brief study periods at least every other day; times when younger children can read to parents, talk about the ideas in the book they are reading, and write in their journal about something fun they did that week. Older children can review the worst or hardest subjects, read ahead into next year’s material and organize for next year. However, possibly the best way to help students stay sharp is through supplemental education programs. Good summer programs, such as those at the Oxford Learning Centres, keep those thinking, reading, writing, math and study skills sharp and ready for September. “It’s not so much the memorized material that students forget over the summer,” says Dr. Pete Gamlin from the University of Toronto’s Ontario Institute for Studies in Education. “It’s learning how to learn that gets forgotten each summer. That’s because it is seldom taught independently of school subjects. Students who develop good learning and thinking skills will be ready for success in September. TO ADVERTISE IN THIS FEATURE CALL MARILYN BROPHY AT 905-683-5110 Mosque arson investigation stalled By Mike Ruta Staff Writer PICKERING – Seven weeks after a fire was set at a Pickering mosque, police say the investiga- tion into finding the culprit is at a standstill. “We’ve come up with nothing,” said Durham Regional Police De- tective Bud Fluke of the Ajax- Pickering community office. Despite a call for assistance, he says police have not received any tips from the public to help them find who was responsible for the blaze. On March 25, around 2 a.m., the Al-Mahdi Islamic Centre’s caretaker called 911 after smelling smoke in the building, located at Rosebank Road and Concession 3 in Cherrywood. Extinguished by Pickering firefighters, the fire damaged the canopied women’s entrance to the mosque, where female members leave their coats and shoes. In yellow paint, the words ‘Jesus Rules’ were written on a closet. Police Chief Kevin McAlpine visited the crime scene that same day, vowing police would “do whatever we can to apprehend who was responsible.” The day after the fire, the mosque’s answering machine recorded a message in which a male caller stated, “get out of my country.” While not claiming responsibil- ity for the fire, the caller suggest- ed the Muslim community had it coming because of its “criminal” actions. Det. Fluke says while police have not closed the case, “are we actively pursuing it at the mo- ment? Not really.” Mosque president Ahsan Butt notes “there are a lot of other cases police can’t solve in the city. “I’m sure they’re trying.” Since the fire, Mr. Butt says there has been no trouble at the mosque and things have general- ly returned to normal. The mem- bers appreciate the support of police and local politicians, he says. “That was sort of comforting,” Mr. Butt says. The mosque opened in 1995 and has roughly 250 members, generally from Durham, Markham and Toronto. See page 19 Moves to Formula Ford 2000 series PICKERING —After claiming top honours in the 2003 Canadian Formula Ford Championship, Christopher Guerrieri is moving up the racing ladder to compete in this year's Formula Ford 2000 Zetec Championship. The Pickering resident joins JDC Motorsports of Minnesota, which is second in the champi- onship standings after three weekends. "I'm getting a bit of a late start with JDC Motorsports," says Guerrieri in a press release. "It was a bit of a struggle to put a program together given the chal- lenges that open-wheel racing were faced with in the off-season. But, JDC team owner John Church decided to give me a chance to race with his organiza- tion and I am very excited to see how I can do in a more powerful car and on wings and slicks. I've missed a few races but I'm going to do everything I can to make up for lost time. My goal is to learn from the team and do the best I can." Guerrieri won the 2003 Canadi- an Formula Ford Championship with 123 points and earned the coveted Ford Driver of the Year title, posting seven top-five finish- es, including three wins, two pole positions and two fastest race laps. He maintains this year his sponsorship with the Society of Obstetricians and Gynaecolo- gists of Canada (SOGC), acting as a national spokesperson for its contraception awareness pro- gram. Guerrieri's first race with JDC Motorsports is on Victoria Day weekend, at Mosport Internation- al Raceway, the only Canadian stop on the Formula Ford 2000 Zetec Championship. "I am happy that my first race will be on home turf," says Guerri- eri. "I wish we had a chance to race more in Canada, but unfor- tunately that's just the state of open-wheel racing in this country. Besides regional racing and the Molson Indy events, there is no professional open-wheel develop- ment series in Canada for a Cana- dian driver to move into. "I think the only reason that I am fortunate enough to continue racing is because we have devel- oped a marketing program that leverages our sponsors' money in Canada. We take our sponsors to places they want to be, teen events, sporting events, concerts, here in this country even when I'm racing elsewhere. It's a system that makes everybody happy and keeps me behind the wheel. Cana- dian drivers have to be innovative if they want to race professional- ly." For the Eastern Canadians in Terrebonne, Que., three Sky Dragons — Jason Au, Thomas Chambers and Munro Chambers — were chosen by Gymnastics Ontario to represent Ontario.
