City council voted unanimously Monday in favour of a resolution requesting the Province do a more detailed environmental as- sessment of the provincially owned Seaton lands after the On- tario Realty Corporation an- nounced it had commenced a Category C Class Environmental Assessment process for the parcels of land that will be sold or swapped for property on the Oak Ridges Moraine. “A Class C is a very basic process, it doesn’t get into stud- ies... It’s more a lot of data collect- ing of what’s available and it in- cludes comments on the data,” said Ward 1 Regional Councillor Maurice Brenner. “It’s designed to move quickly and not get into a lot of details.” Coun. Brenner brought forward the resolution asking the Province and the ORC to bump up the EA to a Category D Individual Envi- ronmental Assessment. “It gets more into the actual de- tails. It’s not a fast track, it’s a long process,” he said. He said a Class EA is essential- ly done “in house” with the minis- ter of municipal affairs reviewing the data and making a recom- mendation. Region backs hospital campaign Council agrees with move to restore services DURHAM –The Region has unanimously supported a peti- tion asking that services be maintained at the Rouge Val- ley Ajax and Pickering hospi- tal. The move came at regional council Wednesday, after a lengthy debate by Rouge Val- ley executives and an Ajax doctor. As a result of Dr. Romas Stas’s outspokenness at vari- ous councils and public meet- ings, Ajax resident Yvonne Bosch has compiled a petition of more than 10,000 signatures. She and Dr. Stas are trying to take it to Queen’s Park with the help of Wayne Arthurs, MPP for Pickering-Ajax- Uxbridge. Dr. Stas, who has practised in Ajax for 32 years and has privileges at the hospital, said medical and surgical services have been cut at the facility. Those include fewer surg- eries, a reduction in beds and downgraded obstetrics. Dr. Stas said these cuts go against a 1998 agreement - made when the Ajax site amal- gamated with Scarborough Centenary - that said, services would remain unchanged. “The guarantee of a full-ser- vice emergency at each site is a hollow promise and impossible Pickering wants details ✦See City page 4 ✦See Residents page 2 Real estate network ranks investing potential By Lesley Bovie Staff Writer DURHAM –Four commu- nities in Durham Region have made Ontario’s top 10 list of towns in which to invest in residential real estate. Whitby, Pickering and Ajax tied for the sixth spot, while Oshawa ranked eighth on the study conducted by the Real Estate Investment Network (REIN). “For Whitby to be in- cluded in REIN’s Top 10 list of communities all across Ontario is a reflec- tion of the strength of the local economy, and the work ethic and confidence of our residents,” said Jen- nifer Morrison, Whitby’s manager of economic de- velopment. The study examined 59 cities and towns in On- tario looking at housing prices, unemployment rates, transportation sys- tems and other indicators. Durham Region’s prox- imity to the lake and ac- cess to other recreational activities have made it an attractive area for baby boomers, said REIN presi- dent Don Campbell. “There’s also a more small town feel than other urban centres and Durham Region is also more affordable than a lot of towns the same size,” he said. But transportation is- sues are keeping Durham Region from reaching the top of the list, Mr. Camp- bell said. “The majority of people are still commuting and their ability to commute is still difficult because of tie-ups on the 401,” he said, adding plans to move to a regional transit sys- tem may help the area’s ranking in the future. Whitby, Pickering and Ajax came in at a three- way tie for sixth place be- cause they are slated to benefit from a future air- port being built in Picker- ing and from the extension of the 407, the study said. “REIN recognizes that Ajax is a thriving commu- nity,” said Luisa Da Rocha, Ajax’s manager of economic development. “We are planning an excit- ing future for people who live here, establish busi- nesses here and invest here.” Pickering Mayor Dave Ryan was also pleased with the study results. “The REIN study makes it clear Pickering has a very positive economic fu- ture and is an excellent place to do business and live,” he said. As for Oshawa’s rank- ing, the study pointed to the City’s stable, well-edu- cated workforce, Oshawa’s lower than average unem- ployment rate and hous- ing prices, and the con- struction of the University of Ontario Institute of Te chnology. Cindy Symons-Milroy, Oshawa’s director of eco- nomic development ser- vices called the City’s ranking “welcome news.” “The ongoing develop- ment of Canada’s newest university in Oshawa will serve to support REIN’s prediction that we’ll do even better in the years ahead,” she said. When it came to housing and rental costs, Oshawa is below both the provin- cial average and lower than the other three Durham communities. An average home in Oshawa is listed at $167,342 as com- pared to $235,251 provin- cially, $237,526 in Picker- ing, $248,326 in Ajax and $241,755 in Whitby. Av erage rent for a two- bedroom apartment was $845 in Oshawa, just below the provincial average at $900 a month. Similar units were priced at $1,105 in Pickering, $1,100 in Ajax, and $903 in Whitby, the study found. Those included restor- ing all “downgraded and downsized” services and making the Ajax-Picker- ing facility a “major, full- service hospital.” Residents don’t want ‘glorified walk-in clinic’ Ajax, Pickering among best communities ✦ Residents from page 1 DAVE RYAN ‘Very positive economic future.’ Wants reinvestment partnership with Province, federal government By Lesley Bovie Staff Writer DURHAM –General Motors Canada Ltd. is lobbying hard for a deal with Queen’s Park and Ottawa, which could put new competitive life into Oshawa’s auto industry. Buzz Hargrove, national pres- ident of the Canadian Au- toworkers Union, confirmed in an interview Thursday that talks are ongoing between the automaker and the two levels of governments for a possible three-way “reinvestment” part- nership. Reportedly, the Region’s largest employer is seeking help for a rumoured $2 billion rein- vestment, which could include retooling Oshawa’s two car plants and more research and development in Canada. Mr. Hargrove wouldn’t discuss any details, adding that those announcements must come from GM. However, GM spokesman Stew Low wouldn’t confirm or deny any of the re- ports. “I’m not going to go into de- tails about our government rela- tions,” he said. “We meet with different levels of government all the time. It’s a fairly normal thing we do. As for any specific projects, we only talk about those behind closed doors.” The CAW has been involved in “several” of those discussions and has been just as vocal about the importance of reinvesting in Canadian auto manufacturing, said Mr. Hargrove. “Imports are killing us. We have to have new investments,” he said. “New investments are about maintaining our current facilities and trying to keep the jobs we have. We have to stop the bleeding (of jobs going to the United States).” Since the provincial election, the new Ontario government has been “talking positive about the industry,” he said, pointing to the new $500-million Automo- tive Investment Strategy un- veiled by Premier Dalton McGuinty in April. Distributed over the next five years, the fund is earmarked for advanced-skills training and research and inno- vation. Mr. Hargrove also pointed out at that press conference, GM President Michael Grimaldi said with the new strategy the gov- ernment was committing to do its part to help the auto indus- try, now the industry itself must come forward as well with new investment. According to reports, GM is considering turning Oshawa’s two car plants into more flexible assembly plants, allowing multi- ple models to be built on the same undercarriage. Currently, Oshawa’s car plants manufac- ture Chevrolet Impala, Monte Carlo, Buick Regal and Century models. While Mr. Hargrove wouldn’t confirm those reports either, he said any plans for re-investment would naturally include the Os- hawa complex, which is the “crown jewel of GM and Cana- da’s auto industry”. “We’ve always said the future of the industry is in flexible man- ufacturing. It’s expensive. We’re talking billions (of dollars),” he said, adding the benefits would be phenomenal for Oshawa’s more than 11,000 autoworkers “Right now we have the truck plant and the one car plant doing three shifts. We’d like to see the other car plant with a third shift. That could happen if we get the right product,” Mr. Hargrove said. The reports didn’t seem to come as a surprise to local gov- ernment officials. At roughly 8:25 p.m., drug enforcement unit offi- cers executed a search warrant at a Harvest Drive house and found a sophis- ticated, hydroponics oper- ation. They seized 332 pot plants, worth an estimated $332,000, and $27,000 worth of growing equipment. “Over 300 plants gets to be a fairly big production; that’s a million-plus per year,” said police spokesman Sergeant Paul Malik. Hong Fei Lin, 23, of Markham and Tuan Duong, 44, and Fenglin Chen, 20, both of Toronto, are each charged with pro- duction of a controlled substance, possession of a controlled substance for the purpose of trafficking and theft of electricity. Eighteen hours earlier, around 2:30 a.m., drug offi- cers executed a search warrant at a Melman Street house. They found 106 pot plants growing in the basement, with a street value of roughly $106,000. Anthony Nicholas No- cera, 28, of Melman Street, is charged with production of a controlled substance and possession of a con- trolled substance for the purpose of trafficking. Other areas of the Seaton land have already been des- ignated as part of a natural heritage system and are to be permanently protected. “I don’t want them mov- ing forward with develop- ment that could be ex- tremely detrimental to areas of archeological sig- nificance or areas of envi- ronmental significance,” said Ward 2 Regional Coun- cillor Mark Holland. “At the end of the day whatever is built here we’re going to have to live with forever.” Seaton holds archeologi- cal and historical signifi- cance because it was a Huron Nation village. There are several burial grounds within the area. David Grey Eagle San- ford, of the Huron First Na- tion, is angry over the lower- class EA. “What they’re doing is wrong, once again there is no consultation,” he said, adding they’re swapping one sacred place for anoth- er, referring to the moraine. The study also includes the acquisition of lands on the Oak Ridges Moraine in Richmond Hill. “As far as the Huron are concerned putting a shovel in the ground is disrespect- ful to a people’s history,” he said. If the Province doesn’t bump up the EA then the federal government could become involved through the Department of Fish- eries and Oceans (DFO) because of the environmen- tally sensitive cold water streams in the area. “This is not a new posi- tion of council,” Mayor Dave Ryan said. “We continue to feel this is a highly sensitive area that needs full assess- ment.” In October 2002, council asked DFO to undertake a full EA. David Steele, chairman of Pickering Ajax Citizens To- gether for the Environment (PACT), has also requested the ORC bump up the EA. “A Class C will not protect the streams, will not protect the large woodlots, it will not protect the groundwa- ter, it won’t protect the three aquifers, and also it will not protect the Indian burial grounds,” he said. He said the Pickering growth management study already identifies environ- mentally sensitive areas and if that study were used in conjunction with a sur- face water study it would provide for smart planning. The ORC has invited in- terested parties to partici- pate in the process. Mr. Lambie said the EA would provide the public and other stakeholders the op- portunity to comment. Seven months ago, the 20-year-old Whitby resident travelled to the Middle East for an adventure she’ll not easily forget. Ms. Boyd travelled to Dubai, United Arab Emirates, Amman, Jordan, and Is- rael, but settled mainly in Nablus, a city in the West Bank. At 19, she became the youngest Amnesty International volunteer in Nablus, according to Ms. Boyd, who de- livered her message recently to the Ajax and Pickering chapter of the group. “I stumbled on a Web site for a volun- teer program for Internationals at a uni- versity in the West Bank,” she said in a recent interview. “I was just hoping that by volunteer- ing through a university and sticking to office work I could use my talents to their best potential and do what I was really determined to do.” Her mission was simply to gain a bet- ter understanding of the Palestinian life and to learn more about the conflicts in the East. Ms. Boyd became involved in Amnesty International at 13. She first heard about the program from her older sister, who joined a high school group at Fa- ther Leo J. Austin Catholic High School. Through Amnesty International and her Internet friends in the East, the need to learn more consumed Ms. Boyd. “When it came to choosing my topic in world religions I chose the Palestinian- Israeli conflict hoping it would give me the chance to really dig deep into causes and effects of what was happening around us,” she said. “I completely ne- glected all my other classes.” All her attention was put into studying Middle East issues and soon she found a specific outlet to be more involved. “I was accepted as a participant in Amnesty International’s Human Right’s College and Annual General Meeting in Vancouver,” she said. “They paid to fly me over for five amazing days, linking me up with other activists my age from across the country and learning about other human rights.” She was thrilled, but the idea of doing volunteer work overseas grabbed her at- tention. Ms. Boyd found out about An-Najah National University, a school in the West Bank that wanted volunteers. She im- mediately signed up and was accepted. She left in June 2003 for the Middle East. As soon as she arrived she began to understand the realities of life for Pales- tinians. She learned not to take anyone or any- thing at face value. “I started to learn that there were few people genuinely interested in helping Palestinians,” she said. In Nablus, she learned how water was in huge shortage and a major problem, noting it is so bad that not even Pales- tinians drink it. “I got sick a lot,” she said and ended up in the hospital for what foreigners refer to as ‘Nablusgut.’ And then, she continued, there were the bombings and terror. On Christmas day, Israel bombed Gaza City and invaded Nablus. That’s when she said everyone was put under a strict curfew. “As a Canadian I had a lot more free- dom to travel around,” said Ms. Boyd. Palestinians were stopped by Israeli sol- diers and usually turned back at every checkpoint. Ms. Boyd found it strange that al- though she went to West Bank to help Palestinians, in the end, they helped and protected her. She said there’s many misconceptions about the Middle East. “People think that Palestinians look at life and don’t care,” she said. Howev- er, Ms. Boyd said it’s clearly untrue. Some of her friends have not seen their family in years, because they were sepa- rated by checkpoints and borders, and most of all that foreigners have more freedom within their land than they do themselves. Despite all the conflicts, Ms. Boyd learned some very powerful lessons. “Through all the horrible experiences I was exposed to, I still found amazing people.” Ms. Boyd returned home to Canada in mid-January. “There’s nothing simple about the Middle East. Nothing about it fits the mould in any way shape or form that people in the west seem to love putting everything into. It just doesn’t work that way. With a large majority of Canadians heading into their gardens to take advantage of the spring thaw, Canadian physiotherapists want to ensure gardeners have an injury-free gardening season. Thirty minutes of gardening delivers general health benefits similar to going for a brisk walk. It’s an activity that involves the entire body building mobility, strength and endurance. With its focus on crouching, bending, reaching and lifting, gardeners need to prepare and be aware of their bodies. “Gardening is an activity for all ages and stages of life,” says Judy Cline, a physiotherapist based in St. Catharines, Ont. “It is also an excellent way to gain and maintain mobility. It involves all the major muscle groups and all parts of the body. To enjoy a pain free gardening season, remember that you need to start gradually, stop frequently and stretch often. Make sure that your tools fit you; that they are sharp and well lubricated. Spread the heavy activities out over several days. Enjoy the physical benefits of gardening while you stop to smell the flowers.” Gardening continues to be a focus for NPM because it’s one of the best activities for maintaining mobility. Physiotherapists are concerned about the state of the nation’s physical mobility, particularly, as a result of the most recent CPA/Ipsos Reid National Mobility Study. Two key findings of the poll are directly relevant to gardeners: • A majority of Canadians (54 per cent) believe that they are less mobile than they were 10 years ago. • One quarter (28 per cent) of Canadians have difficulty bending, kneeling or stooping. Physiotherapists recommend these key tips for gardeners looking to spring into action this season: • To reduce the risk of strains and pains, it’s best to warm up and stretch prior to gardening. • Stretching is essential to ensure greater flexibility, strength and endurance. Areas to stretch include the neck, shoulders, wrists, low back and legs. • Stretches should be slow and controlled, and held for 10 - 15 seconds, to the point of gentle tension. CPA offers tips on good stretches for gardeners and recommends that choosing the right kind of gardening tools is essential as is ensuring proper body positioning to avoid discomfort and injury. By Jane McDonald Staff Writer DURHAM –Although the two teenage boys at the centre of the Blackstock abuse case are developing basic life skills, their primary caregivers agree they will need continuing support, an Oshawa court heard Monday. A sentencing hearing for the two former Blackstock residents who pleaded guilty in January to abusing their two adopted sons continued be- fore Judge Donald Halikowski on May 3. Court heard Brett Gatt has been a primary caregiver for Dale, 18, since a space was found for him November 2001 in a group home. Mr. Gatt said it took him as long as six months to teach Dale basic hy- giene and how to take a shower. “He had no idea what this was for or that was deodorant and this is the way you comb your hair.” Both Dale and his younger brother Adam, now 17, were taken into the care of the Durham Children’s Aid So- ciety on June 29, 2001. Adopted by their biological aunt and uncle in 1988, the boys had been kept chained, tied up, locked in dog cages and con- fined to cribs that had been turned into holding cells during their 13-year stay with Mr. and Mrs. Smith. During Monday’s session, court heard that when there was a thunder- storm, Dale would become fright- ened, watch the window and ask group home staff if there was going to be a tornado. “Staff had to reassure him,” ex- plained Mr. Gatt. “Apparently, he’d been locked outside during a thun- derstorm. He pulled the mattress off the bed and slept on the box spring. Sometimes I’d find him in a fetal posi- tion in the closet. We had to teach him not to gorge himself... When he first came to the group home, one of his worries was will there be enough food so we posted the menus.” Once he learned to trust staff, Mr. Gatt said Dale was eager to learn. “When he first came, his academic skills were very low. He’s in Grade 11 now. He has a coach and is on track with his graduating class ... He plays basketball, is on a soccer team and on a league hockey team.” Mr. Gatt reported there have been no complaints about Dale from his school and that his hockey coach re- cently named him the most improved player. “I’ve turned him into a young man,” Mr. Gatt told the court. “There are a lot of things he can do on his own. He has a good life ahead of him.” Also appearing before the court was David Young, the primary care- giver for Adam. Mr. Young told the court he remembers Adam talking constantly when he first moved to the group home, separate from Dale, two- and-a-half years ago. “It was constant verbalizing about anything that occurred to him, con- stantly, so you couldn’t speak to him,” said Mr. Young. “He was hyper vigi- lant ... he wanted to know where the people in the house were and he did- n’t sleep.” Adam also had to be taught to shower, brush his teeth and not to sleep in his clothes. Like his older brother, he is doing better academi- cally, although Mr. Young says school is not his strong suit. He enjoys going to Tim Hortons, a movie, out for din- ner and walking. He also inline skates, has a paper route and sees his broth- er at least twice a month. When Adam recalls the past as he did for taped testimony in January, he becomes extremely anxious, said Mr. Young. “He was emotionally ravaged and conflicted,” Mr. Young said of that time. “He was in bad shape. His No. 1 fear while we were here in court, regardless of how often - me and oth- ers - told him about all the protection, was that his aunt was going to get her hands on him and kill him.” There is still anger as well as fear, continued Mr. Young. Nor can the boys’ family doctor who treated them for more than 10 years. Dr. Paul Puckrin of the Port Perry Medical Associates told the court that at no time did he ever suspect the boys were being abused, despite seeing each of them about three to four times per year. “I didn’t see any signs, no,” said Dr. Puckrin when asked by Assistant Crown attorney Soula Olver if he had ever seen any indications of physical abuse. He also told the court that a diagnosis of fetal alcohol syndrome would explain the boys’ small stature and weight. Mr. Smith, 52, and Mrs. Smith, 42, pleaded guilty in January to two counts each of forcible confinement, failing to provide the necessaries of life and assault with a weapon on the boys, who were 14 and 15 when they were removed from their Blackstock area home on June 29, 2001. See page 23 Burrows says organization has ‘blossomed’ By Paul Futhey Staff Writer DURHAM —It practically goes without saying: in a team sport, the success of the group is the top priority. Volleyball is no exception. For Scott Burrows, who played as a high schooler in North York and then at the University of To ronto, teamwork is one of the biggest reasons he was attracted to the sport, both as a player and a coach. "How it depends on a team ap- peals to me," he says. A physical education and law teacher at Pickering High School, Burrows is the co-founder and president of the Durham Attack Volleyball Club. In 12 years, what started as a men's team has evolved into the largest volleyball club in the province, one that most recently added a pair of under-12 girls squads to its ever- expanding group of teams. It started in a simple enough fashion. In 1992, Burrows and Dwayne Cochrane organized a men's team, which included a number of Durham College play- ers and named the team the Durham Attack. One year later, a women's team was formed along similar lines. Burrows, already teaching and coaching at Pickering, and others, however, saw an opportunity, given the "hotbed" of volleyball reputation the region has. "We knew there was an un- tapped bed of volleyball players in Durham," he says, pointing to the well-established programs in the area's elementary schools. "Play- ing was still interesting for us, but we wanted to coach." And so the club transformed. Today, there are 20 rep teams catering to players aged 12 to 18; in fact, there's often more than one team per age group. There is also a burgeoning house league, the brainchild of club vice-presi- dents Chris Williamson and Janet Cairns. It has a membership of 200 and the high school-age rep players, partly to attain commu- nity hours and partly to attain ex- perience, lend a hand with coach- ing. "It's blossomed into this won- derful, large family of players, coaches and parents," Burrows says proudly. Indeed, Burrows credits a dedi- cated, knowledgeable staff of coaches for keeping the club's goal of developing and nurturing players, many of whom have gone on to earn spots on Canadian and American university teams, in the forefront. "It's about the kids," Burrows says. "As it should be." In less than a month, another season will be over. Burrows, who coaches a boys' under-16 team, is readying his troops for the na- tionals in Sherbrooke, Que. At the provincial championships this past weekend, the team suffered a disappointing ouster in the quar- terfinals. After a team meeting the fol- lowing practice, Burrows is confi- dent a medal placing is within range at the nationals in Sher- brooke. "We remedied a lot of situa- tions," he says. "We mended fences." To Burrows, the significance of mental toughness, in addition to skill level and commitment, can- not be understated. Like team- work, they're reasons why he was drawn to the sport in the first place. As for the club itself, Burrows doesn't see why it can't continue growing. "The sky's the limit," he says. Teens can hoop it up this summer DURHAM —A local basketball organization is getting ready to run a league for high schoolers through the summer months. Durham City Basketball is of- fering a 12-week summer league, starting in June. It's for students in Grade 9 to 12. The league will be split into two divisions: Grade 9 and 10, and Grade 11 and 12. PICKERING —A group of teens lived, ate and slept soccer while touring the heartland of the sport re- cently. The Pickering Power On- tario Youth Soccer League boys' under-16 team re- turned from a tour of Eng- land recently where it played three games against top youth clubs, and watched some of the top professional performers. The Pickering team played English youth soc- cer giants Tranmere Rovers 'School of Excel- lence', 2nd Division Wrex- ham 'School of Excellence' and the Shaftsbury Boys' Soccer Club. Pickering opened against Shaftsbury, a feeder team to the Tranmere Rovers professionals, with the Power conceding two late goals in a 2-0 loss. Although the tough tack- ling by the English players became a reality early, the skill and flair of Pickering was evident as it settled into the game. Excellent goalkeeping by Ryan Henriques and solid defending by William Ro- drigues, Thomas Berger, Devon Munch, Jayden Geense and Matthew Lym gave their teammates time to feel out the opposition. Luke Stedmond and Mark Wa rd shocked the English fans with some great diago- nal runs. At the 20-minute mark, Fabrizio Savarino, Steven Axe and Mathew Groves combined on some nifty ball work, with Axe brought down in the penalty box. Savarino stepped up and drove a hard shot over the upright. The miss seemed to give Shaftsbury extra fighting spirit, although Pickering continued to have its chances. Miguel John, Thomas Rivas and Sted- mond set up Axe whose screamer to the top right of the goal, was tipped away by the Shaftsbury goal- keeper. Prior to Pickering's sec- ond game against Wrex- ham, a 1-1 tie, the players were treated to a tour of Wrexham stadium and given a ball signed by the team's players. Pickering opened the scoring after Stedmond was pulled down in the penalty box and awarded a penalty. He buried the shot for a 1-0 lead. Wrexham tied the score with two minutes to go on a penalty. In the third game, Picker- ing faced Tranmere at its training centre west of Liv- erpool. In their best effort of the tour, the Power dropped a 2-1 decision. The game was seconds away from the end when the Rovers scored the win- ner on a penalty. A confident Tranmere side was all over Pickering to start the game, however, Power started to defend and attack as a unit, pro- ducing several near misses off some vicious shots. Pickering opened the scoring when Groves made his run into the box and, isolated on a Rovers' de- fender, showed some bril- liance with a ball fake and was pulled down in the penalty box. Stedmond stepped up and smashed it to the goalkeeper's left, rat- tling the net. Minutes after, the referee awarded Tran- mere a penalty to make it 1- 1. Before the games, the Pickering boys met Canadi- an national and Tranmere Rovers player Ian Hume who came to visit the play- ers at the training grounds. The Pickering contingent also visited Prenton Park to attend the Queens Park Rangers-Tranmere Rovers league game and attended a game between Liverpool and Blackburn, won 4-0 by Liverpool.
