To ry loss is UOIT’s gain Exploring all their options Pickering wants alternatives to current nuclear alerting plan By Danielle Milley Staff Writer PICKERING –Public open hous- es are scheduled for this week regarding a public alerting sys- tem around the Pickering nu- clear station, but City council- lors would still like to explore alternatives. “We absolutely believe in a public alerting system, the concern is what form it takes,” said Ward 2 Regional Council- lor Mark Holland. “I don’t be- lieve in this day and age that there isn’t an alternative.” Provincial legislation re- quires that a system be in- stalled within three kilometres of a nuclear station to warn residents in the event of an ac- cident. Durham Region, in conjunc- tion with the City, Ontario Power Generation and the Province, is installing a new system in Pickering and Ajax (also in Clarington around the Darlington nuclear station). There are to be 27 sirens lo- cated in Pickering and two in Ajax. The concrete poles are about 50-feet tall with a siren on top. At the Pickering manage- ment forum meeting Monday, councillors expressed concern at the next stage of the alerting system that could see the sirens spread out to a 10-kilo- metre radius. University’s funding getting another look with Liberals in charge By Mike Ruta Staff Writer DURHAM – A deal isn’t always a deal, and that should mean a lot more money for Durham’s university in the future. Championed by the former Progressive Conservative gov- ernment, a legislative act for- mally created the University of Ontario Institute of Technolo- gy (UOIT) in 2002. UOIT presi- dent Gary Polonsky says the Tories would not have support- ed the university unless it agreed to indefinitely receive 15-per cent less in operating revenue than it was due under provincial funding guidelines. In a recent interview, he said “that was then and this is now,” and that some of the assump- tions on which the original handshake was based have changed. “We’re getting less money through other sources,” Mr. Polonsky said. “We’re in discus- sions now about the fairness of that (agreement).” Those talks could just about be over, to UOIT’s benefit, ac- cording to the Province. “The UOIT will receive the same operating funding as any other Ontario university, based on enrolment and the type of programs delivered,” says Dave Ross, Ministry of Training, Col- leges and Universities (MTCU) spokesman. As for the deal between UOIT and the previous government, Mr. Ross would not even con- firm the new university agreed to receive less funding. “We’re not going to discuss the business plan that was dis- cussed with the previous gov- ✦See Holland page 4 ✦See Two page 4 Public trustees consider dropping out of school boards’ association By Mike Ruta Staff Writer DURHAM –Gunning for the Province’s public school boards’ association, John Dolstra will have his chance to take a few shots next week. Representatives from the On- tario Public School Boards’ Asso- ciation are in Whitby for a public meeting April 28. It gives OPSBA officials, including president Gerri Gershon, an opportunity to ex- plain what it does for the Durham District School Board in ex- change for the almost $100,000 an- nual membership fee. The Whitby trustee says the cost is not worth it and that the board should drop out and form its own lobby group. “They’re catering to the Toron- to (school) boards,” he said at Monday’s board meeting. “I think that’s a disgrace. I don’t think we’re being treated fairly... I don’t see OPSBA doing anything for us.” He claims the Durham board was “short-changed” when, in De- cember, the Province handed out $112 million to Ontario school boards. The lion’s share of the funding was meant to support students who come from low-in- come, low-education and single- parent families and recent immi- grant households. The two Toron- to boards received over $60 mil- lion. “OPSBA should have champi- oned” the Durham board’s re- quest for more money from the pot, says Trustee Dolstra. Marilyn Crawford is the Ajax Wa rd 1 and 2 trustee and one of two Durham board representa- tives on OPSBA. She noted that in four years as a trustee the issue of OPSBA membership has come up every year. Trustee Crawford says since Toronto has far more struggling and English-as-a-sec- ond-language students, it re- ceived most of the provincial funding. “I don’t see it as being short-changed,” she says in an in- ter view. Trustee Crawford also defend- ed OPSBA from another of Trustee Dolstra’s concerns Mon- day. In the recent federal speech from the throne, the Liberal gov- ernment said municipalities would no longer pay the GST. Trustee Crawford, at a recent meeting, noted the issue had been raised by OPSBA and that it was lobbying on the boards’ behalf. However, Trustee Dolstra says OPSBA should have been proac- tive on the issue. “Where was OPSBA?” he said. “OPSBA had its head in the sand.” Trustee Crawford says her col- league “has raised questions and maybe every once in a while OPSBA has to defend itself.” Trustee Dolstra wanted to hold a vote on dropping out of OPSBA Monday. However other trustees argued it was only fair to wait until officials appeared before the board. “I didn’t always support OPSBA... but I think over the years I’ve come to learn that OPSBA is good value for the money spent,” said Oshawa Trustee Kathleen Hopper. She says the access to legal ser- vices the board has through OPSBA alone is worth the mem- bership fee. The public is invited to the meeting at the education centre, 400 Taunton Rd. The first woman elected leader of an Ontario political party, she is now the founding chancellor of the University of Ontario Institute of Te chnology. “I’m very excited about what is happening at the UOIT, and I do believe that in terms of its student focus and articulation of programs it is going to be a model for other institutions,” she says. The Thunder Bay resident led the Ontario Liberal Party until 1996, retiring as a member of provincial parliament last fall. By then, Ms. McLeod had notched 33 years as a local and provincial politician. She is no stranger to what the fledgling university is all about. “When the proposal was being made to fund this university, I was on the opposition side of the house,” says Ms. McLeod, noting Gary Polonsky, Durham College president at the time and now president of both schools, spoke with a number of opposition MPPs. “He came and talked with me about his vision at a very early stage... and I was supportive, as was our caucus when the university bill was brought forward.” As chancellor, Ms. McLeod be- comes a member of the UOIT board of governors. She hopes to attend the next board meeting, in May, and will be officially installed as chancellor at the June 4 convo- cation. Having grown up outside a big city, Ms. McLeod says she can re- late to Durham residents wanting a university close to home in the growing region. Ms. McLeod, whose husband Neil McLeod is a family doctor in Thun- der Bay, says neither distance nor her role as vice-chairman of the Confederation College board of governors will affect her role at UOIT. “Our retirement plan is to divide our time between Newmarket, where we have a condominium, and Thunder Bay, so we will probably be equally accessible to both insti- tutions,” she says. A former trustee and chairman on the Lakehead Board of Educa- tion, Ms. McLeod served with a board member named Gary Polon- sky. Mr. Polonsky has known the McLeods for decades, praising Ms. McLeod’s vision and leadership ability. He explains that the UOIT board of governors and academic council brainstormed names of potential chancellors, narrowing down the list until arriving at “our chancellor of choice.” “She’s one of the greatest leaders I’ve ever met; I’ve seen her in ac- tion hundreds of times,” says Mr. Polonsky. He says Ms. McLeod was in- volved in the academic leadership process, emphasizing value educa- tion and relationships, “long before most people had ever heard of it.” And while most know Ms. McLeod as a politician, Mr. Polonsky says she has dedicated most of her life to education, noting she received the Lamp of Learning Award from the Ontario Secondary School Teachers’ Federation while serving on the Lakehead board. Ms. McLeod is the Province’s representative on the Health Coun- cil of Canada, and the national spokesman for the Centre of Excel- lence for Children and Adolescents with Special Needs. In addition, she has a master of arts in psychology from Lakehead University. The McLeods have four daugh- ters and four grandchildren. It will instil fear in our community and chase away business,” he said. Wa rd 2 City Councillor Bill McLean said from the infor- mation he has read, the sys- tem purchased by the Re- g ion (and paid for by OPG) is outdated and there are al- ternatives. Councillors want the alter- natives explored before the details of the next stage of alerting are decided. Pickering CAO Tom Quinn said the three- to 10-km g uideline is not definite yet and the Province and Region are waiting for more feed- back. “Nothing is confirmed from three on, not even the distance,” he said. “Nothing has been purchased.” Wa rd 1 City Councillor Kevin Ashe said the City needs to deal with the up- coming open houses before debating the three- to 10-km. radius. “We have to engage our community next week and make a determination of path A, B or C and go from there. He said it was the propo- nent, namely UOIT, that pro- posed receiving less revenue, “based on the fact that it could be more efficient in its operations than other uni- versities. “That was one of the sell- ing points for the new univer- sity.” Mr. Polonsky this week would not confirm the uni- versity is getting a full share of revenue, only saying uni- versity and government offi- cials are still talking about it. The UOIT in 2003/04, its f irst school year, received just more than $18 million in government operating and start-up revenue, says Mr. Ross. Tw o sides still talking about funding deal ✦ Tw o from page 1 Pickering man charged after car crashes into investigation scene PICKERING –A Durham police officer was sent to hospital Wednesday night after his cruiser was hit while he was investigating a collision involving a young girl on a bike. Shortly after 8 p.m. an eight-year-old girl was riding her bike on Whites Road south of Sheppard Avenue when she entered the southbound lanes and was struck, breaking her leg. No charges were laid against the driver. At 9:45 p.m., while offi- cers conducted their in- vestigation, a vehicle ap- proached the scene. “A vehicle hit the police cruiser and the officer was hurt and sent to hos- pital,” said Sergeant Paul Malik, Durham Regional Police spokesman. The officer was treated at Rouge Valley Ajax and Pickering hospital and then released. Sgt. Malik said the officer was quite shaken up. A 51-year-old Pickering man was charged with careless driving, although police had not released his name as of press deadline. The cruiser had been parked in the southbound lanes on Whites Road fac- ing east with the red lights flashing when the crash occurred, Sgt. Editorials &Opinions SUNDAY, APRIL 25, 2004 ✦ News Advertiser ✦ DAVID STELL, NEWS EDITOR, 905-683-5110 EXT. 249 Editorial Hire expenses need to be eliminated Councillors already compensated to do work they’re hiring assistants for Pickering residents paid Councillor Rick Johnson's wife Sue $4,800 to answer phones and e-mails at his home of- fice in 2003. They also picked up a $4,800 tab so Mark Hol- land could hire help to run the City of Pickering's Winterfest, an event for which the councillor serves as chairman. They weren't alone when it came to hiring outside help, ei- ther. David Pickles anted up $4,400 so an agency could prepare a newsletter for mailing to his constituents, while Bill McLean did the same, although he got the job done for $650. While there were other questions raised with the release of the annual Pickering expense report, the hiring of individuals to carry out council or City duties certainly stands out. It's also the chief reason council's expense allowances need an immediate review. At the very least, council must do away with the $4,800 entitlement for outside agency help. A councillor's duties are many, no doubt, but answering phone calls and e-mails certainly fall well within the guidelines of the job. Taxpayers can't be asked to pay for a spouse or some- one else to do the job. Consider too that the City already provides office staff and re- sources to the six councillors. The same concerns apply to community events. Imagine how officials with the Terry Fox Run or the Pickering Santa Claus Parade, for example, must take news that Coun. Holland is pay- ing someone to do what so many others do out of a sense of civic responsibility. To be sure, time commitments are huge with any volunteer position, but countless groups still manage to plan, ex- ecute and carry out events through community goodwill. If this worthwhile event truly is growing beyond the ability of volunteers, maybe it's time the City looked at hiring or desig- nating the appropriate support. Finally, hiring staff to put out newsletters doubles up on the account already designated specifically for newsletter expenses. Consider too that 2003 was an election year. Countless politicians around the region, including Dave Ryan, who served as a councillor for much of last year before election to the Pickering mayor's chair, and Ward 1 Pickering Regional Councillor Maurice Brenner, did their jobs in 2003 without charging taxpayers for help. Taxpayers expect respon- sible governance. This account fails that test. Councillors were elected to do the jobs themselves. Energy solutions needed fast To the editor: Re: 'Electricity market needs a boost: IMO,' April 14. We 've been warned that within the next 10 years, Ontario's electricity supply might fall short. With the recent black- out we all can see that this is an inconve- nient reality, and it is time for us to do something about it. The Independent Electricity Market Operator is responsible for monitoring Ontario's electricity supply and believes there may not be enough generation units to produce the amount of electrici- ty we need. The Province intends to close all coal-fired generation stations, which is a good call on account of the environ- ment and our health, but is now con- tributing to the shortage. Now it is trying to find new ways to produce electricity in a cleaner and cheaper way. Pickering's wind turbine, which is fair- ly new, produces electricity to power 300 homes. It is very environmentally friend- ly, unlike other methods used. If the IMO spent some money on more of those there would be a lot of energy saved, and less money wasted. Beyond that, I must add, people need to be more aware of the energy they are wasting on a daily basis, whether it be leaving a light or radio on when no one is home. Was the blackout not enough? We should have learned from that scare that we cannot take electricity for granted. Whatever the soultion, one thing is for sure: It's time to come up with some bright ideas so we won't be left in the dark. Lynn Harding Pickering Letters to the Editor Terry Fox organizers looking to enlist commercial partners The Terry Fox Run couldn't feel any further away than it does right now. It's spring and everything is start- ing to grow again, so fall, when the run is held, just doesn't seem very close. Yet folks like Paul Leduc are already trying to drum up support for the annual September fund- raiser. Sure, the event does well every year. A lot of people will say it's their favourite fund-raiser, often for per- sonal reasons since so many people are touched, tragically, by cancer every year. But, another part of its success can be attributed to the de- termined efforts of volunteers like Mr. Leduc. Mr. Leduc contacted the News Advertiser this week to talk about the importance of getting started early and raising awareness for the run even this far in advance. He has a goal to reach a relatively un- tapped resource; he wants to bring Terry's dream to the world of com- merce. "We would like to get businesses in the local area and create aware- ness in corporations for the run," he said. "To encourage participation in the form of teams." Individuals in these organiza- tions are needed to step forward in the coming weeks, to step up as team leaders -- the best-case sce- nario being competitions among different companies. If you want a way to show your company's superiority over a rival in the area, here's a fun way to be a contributing member of the com- munity and take bragging rights in generosity. We here at the News Ad- vertiser have fun topping our Os- hawa counterparts in similar events and have combined in the past to make one big Terry Fox team, so it may inspire even more donations if we can turn it into a competition this year. Our regional co-workers deserve another chance to break out of the winless column, after all. For the truly inspired individual, there's also a place on Terry's Team for new members to get involved as volunteers on the organizing end of the event. Mo re than 350 Ajax and Pickering participants walked the walk on Sun- day, April 18. They began and finished a five- or 10-kilometre walk at Picker- ing High School. In Ontario, overall, more than 20,000 walkers raised about $3.75 million. Participants still have four weeks left after the walk to collect pledges, said Jason Balaban, co-ordinator of fund-raising events for the MS Soci- ety of Canada, Ontario Division. It’s also never too late for anyone to make donations he points out. All proceeds go towards research and services. Multiple sclerosis is a disease that attacks the neurological system. With a large majority of Canadians heading on to the golf course to take advantage of spring, Canadian physiotherapists want to ensure golfers enjoy an injury-free season. Golfing is an activity that involves the entire body – building mobility, strength and endurance. With its focus on swinging, walking, bending, reaching and lifting, golfers need to prepare and be aware of their bodies. “While the effortless appearance of a professional golfer’s swing may fool many into thinking no one could get hurt playing golf, many parts of the body are moving through maximum ranges of motion and at maximum velocity during the swing,” says David Lindsay, Physiotherapist at the Sport Medicine Centre, University of Calgary. “In fact a typical male golfer’s swing reaches a speed of 100 mph in less than one fifth of a second and requires between 3-4 horsepower of muscle power. This equates to about 30 lbs of muscle contracting as hard as it possibly can. In terms of stress, the golf swing puts three times greater load on the spine than running. These numbers mean that fitness and proper warm-up are just as important to golfers as good equipment. There are many different elements that contribute to a healthy level of fitness. These include an efficient cardio-vascular system, good posture, and an optimal balance of muscle strength, joint flexibility and coordination.” Golfing continues to be a focus for NPM because it’s a great activity for maintaining mobility. Physiotherapists are concerned about the state of the nation’s physical mobility, particularly, as a result of the most recent CPA/Ipsos Reid National Mobility Study. Three key findings of the poll are directly relevant to golfers: • A majority of Canadians (54 per cent) believe that they are less mobile than they were 10 years ago. • One quarter (28 per cent) of Canadians have difficulty bending, kneeling or stooping. • One quarter (24 per cent) of Canadians have difficulty walking a kilometre. Physiotherapists recommend these key tips for golfers looking to Spring into Action this season: • To reduce the risk of strains and pains, it’s best to warm up and stretch prior to your game. • Stretching is essential to ensure gr eater flexibility, strength and endurance. Areas to stretch include the neck, shoulders, wrists, low back and legs. • Stretches should be slow and controlled, and held for 10 – 15 seconds, to the point of gentle tension. CPA offers tips on good stretches for golfers and recommends that choosing the right kind of golf shoe is essential as is ensuring proper body positioning to avoid discomfort and injury. S.M.A.R.T. Come out and help d’Feet ALS By Stephanie Mason Special to the News Advertiser DURHAM – A change in sea- son for the Walk to d’Feet ALS will hopefully generate more funds for research and support services. Traditionally held in the fall, the Ajax and Pickering walk will instead be held in the spring on June 5, start- ing at 10 a.m. at Rotary Park in Ajax. Participants need to regis- ter at 8:30 a.m. on the day of the walk. “It’s been in the fall for the past three years. Hopefully, the spring will bring out more people,” said Corina Chevalier, fund development co-ordinator of the ALS So- ciety, and she hopes the weather will be better. ALS, or amyotrophic later- al sclerosis, currently afflicts 3,000 Canadians. There’s no cure and it’s al- ways fatal Hall of fame baseball play- er, Lou Gehrig, was known for never missing a game and his famous quote: ‘I’m the luckiest man on the face of the earth’. After being diagnosed with the then unknown disease in 19 39, Gehrig became remem- bered just as much for the disease that killed him on June 2, 1941. ALS weakens the muscles of a person’s legs, arms and eventually lung muscles. People who have ALS still think clearly, but become im- mobile and soon have no muscles to keep them alive. “Ninety per cent of people diagnosed die within three to five years of diagnosis,” said Susan Graham Walker, a di- rector of communications for the ALS Society of Ontario. “It’s what we call rapidly pro- gressive.” ALS sufferers have one or more of the following symp- toms: weakness in the arms, legs, throat, or upper chest muscles, (difficulty) to swal- low, slurring in speech, stum- bling, and muscle twitching. It’s more common with people between the ages of 55 to 65, but anyone can de- velop ALS. Unfortunately, there is no cure and the cause is still unknown. “Don’t ignore them, they are people too,” said Carol Burgess, Durham Region’s walk co-ordinator at this year’s ALS walk for Durham- area residents. (People with ALS) “need to know that people actually care.” L ast year more than 10,000 Canadians walked in 40 walks across Canada. They helped to raise about $1.6 million. Durham Region had approximately 300 residents who participated, raising ap- proximately $36,000. This year, the society ex- pects more than 50 walk events in Canada. They hope for a better turnout to raise more funds and support, according to Matthew Wiesenfeld, devel- opment co-ordinator of the ALS Society. The proceeds will go to re- search and support services. Funds help purchase wheel- chairs, feeding tubes and computers for people with the disease. Volunteers are needed to help run the next session of the ‘Free To Be Me’ group. Responsibilities would in- clude helping in set-up, facil- itating small group discus- sions, role-playing, assisting g irls to complete exercises, and clean up. ‘Free To Be Me’ is a life skills group for young girls aged 9 to 12. The five-evening program focuses on issues like body image, relationships, self-es- teem, self-care, and assertive behaviour. The program uses music, role-playing and vari- ous other activities to ex- plore the topics and build self-esteem. The spring group will be starting Tuesday, May 25, and will run to June 22, at the Oshawa Girl Guide House. Making his own mark Sammy Felicien has carved out his own place in sporting world By Al Rivett Sports Editor PICKERING —L iving in the large shadow cast by his all- world sister is no big deal for Sammy Felicien. In fact, the Pickering resi- dent draws a lot of inspiration from the accomplishments of his two-time hurdles world champion younger sister, Perdita. "She has inspired me so much," says the 29-year-old, who's an accomplished martial artist in the tae kwon do disci- pline. "She's helped me put all my attention to what I'm doing and represent Canada at the international level. Perdita has motivated me so much." In fact, Felicien is quietly making a name for himself in tae kwon do, competing and winning at various events throughout Canada and the U.S. over the past 10 years. As a black belt, he's been on the provincial and national team over the past five years. He'll get a chance to qualify for government funding at a carding meet in Toronto next month. He’ll also be in Dart- mouth, N.S., competing in an event coinciding with the na- tional junior championships, also in May. L ast weekend, Felicien com- peted in the black belt fly- weight division at the Ultimate Challenge tournament in Markham, finishing first. There, he defeated two oppo- nents in the sparring division of the competition. Over his years in the sport, he's won "tons of medals and trophies" and continues to train both in Toronto at World TKD, where he trains under Master Kim, as well as at Liv- erpool Martial Arts in Picker- ing. Like his Olympian sibling, Sam says his sport has taken him across Canada and the U.S., but he acknowledges the lack of funding for tae kwon do has hampered his ability to compete internationally. "I've been doing it for so long. There's no money in it. I have to work myself to be able to com- pete," he says. At om Knights as good as gold DURHAM — The Durham Knights were twice as good come crunch time. Competing at the Basketball On- tario Championships in London, the Knights atom team doubled the Nia- gara Falls Red Raiders 52-26 in the final to bring home the gold. The Durham squad had trouble scoring in earlier games, but found the net with regularity in the final. Austin Smith, the team MVP for the season, and Sarah Ralph, the tournament MVP, combined to score 22 points. Julie Duignan played her best game of the tournament, scoring nine, and all but two players scored for the Knights. Other scorers were Tyler Charles and Brandon Camacho with five each, Samantha Jacobs with three, Holden Francis, Frazer Norton and Chris O'Leary with two each. The Knights finished second in their pool, defeating Brantford Briers 38-20 but losing a tough 43-42 game to Windsor in overtime. In the Brantford game, Camacho, Sarah Ralph and Austin Smith had eight points each while Jacobs scored six, Norton and Francis had four each and O'Leary two. Against Windsor, Smith and Cama- cho scored nine, with Ralph getting six, Chris Ricketts five, Tyler Charles four, Adam Becker three, Francis, Norton and Duignan two each. The semifinals pitted the Knights against first place Plainville Lightning from Cobourg. The Knights had a slim two-point halftime lead but took the game over in the second half and won 48-32. Ralph had nine points, Smith six, while Taylor McDonald put in her best game of the tournament. Local ringette players excel at championships DURHAM —Whitby's Karen McWilliams didn't just sit idly by as On- tario's belle team struck gold at the recent Canadian ringette champi- onships. The lone Durham Region player on an Ottawa-based team, McWilliams had a goal and an assist as Ontario edged Alberta 4-3 in the national championship game. McWilliams played an integral role throughout the tournament, scoring three times and adding eight assists as Ontario compiled an 8-1 record. Pickering's Beth Hurren also re- turned home with a medal, settling for silver as an Ontario wild card entry fell 7-5 to Alberta in the open division final. Hurren scored in the championship match. Pickering atoms record 3-2 win to clinch crown PICKERING — The Pickering Pan- thers Coffeetime/Moncada Win- dows atom select hockey team needed a fifth and deciding game to secure the York-Simcoe Hock- ey League championship recently. Playing in front of a packed house at Don Beer Arena, the Panthers edged the visiting Uxbridge Bruins 3-2 in a heart- stopping final game. Jordan Mill scored the winner. Pickering started a big come- back in the series after falling be- hind two games to one. The Pan- thers had defeated Uxbridge 1-0 in Game 4 to force the winner- take-all final game. Every game in the hard-fought series was decided by one goal. The Panthers defeated the Vaughan Rangers in the semifi- nals in four games. Pickering's regular-season record of 18-1-1 had given it a first-round bye past the quarter-finals. The Panthers posted an overall 43-7-3 record.
