HomeMy WebLinkAboutNA2004_04_11Provincial amendment will bring $100,000 salaries to light By David Blumenfeld Staff Writer DURHAM -The names of nearly 4,000 Ontario Power Generation employees who earn $100,000 or more will be made public later this spring. On Thursday afternoon MPPs passed an amendment to the Public Sector Salary Disclosure Act that require OPG and Hydro One to disclose salaries and ben- efits paid to employees earning $100,000 or more. The list will include all those at OPG and Hydro One who have earned six figures annually since 1999. OPG and Hydro One had been exempt from revealing how many $100,000-a-year-plus people they employ, even though all provin- cial and municipal agencies must publish the names and salaries of their top earners. John Earl, OPG manager of media relations, said the compa- ny would work “as quickly as we can” to put a list together of their $100,000-plus employees for the government to make public. That list has yet to be com- piled, but Mr. Earl confirmed ear- lier reports that nearly 4,000 em- ployees at OPG took home salaries in the six-figures in 2003. “There will be somewhere in the neighbourhood of 4,000 staff from OPG that have salaries or compensation...probably within that range...that would provide for them to be in the salary dis- closure legislation,” he said. The first witness called by the Crown in the first-degree murder trial of Cosmo Jacobson (aka Avi Mundy) and Sean Hall, Keith Jones described his brother as hard-working and “family orient- ed. “He was like a father figure to me. You can’t always relate to your parents. He was always there for me.” Roy was returning home from his job as the security supervisor at the since-demolished Metro East Trade Centre in Pickering between 10:30 and 11 p.m. on Sun- day, Feb. 4, 2001. As he ap- proached the family home on Twilley Lane in Ajax, he was con- fronted by his assailant and tried to flee. He was shot four times, in- cluding once in the head. The Crown contends Roy Jones was murdered after seeing Mr. Ja- cobson use a cash machine at the trade centre, shortly after a home invasion. The trial is being held in the Supe- rior Court of Justice in Whitby, before Justice Dan Ferguson. Roy Jones had been scheduled to testify Feb. 7, 2001 at a preliminary hearing related to the home invasion. On Feb. 4, Keith Jones said he re- turned to the family home around 10 :30 p.m. after seeing a movie with his girlfriend. While in his upstairs bedroom, Keith said he was watching television when “I heard kind of like a grunting, struggling. Like a scuffle. “At first, it sounded like my broth- er,” Keith said. He then heard “a loud, popping noise, like a gun shot. The sound was in between the houses, outside our house,” Keith stated, adding the sound “was fairly loud. It echoed, to tell you the truth. It echoed between the houses.” Keith jumped up and ran down- stairs, while his father, who had been in the basement, came running up- stairs. When questioned by Crown attor- ney Paul Murray, Keith said he saw his brother’s work binder on the ground and that was a concern. Roy Jones kept work notes in the binder, his brother stated. “That’s not the type of person he was, to leave his binder outside. He would come inside first. He was very tidy. He wouldn’t leave it outside,” Keith said. He went to the end of the driveway and saw a woman in a car “just going hysterical.” Keith approached her and she gave him some information. “I proceeded to go up Pickering Beach Road (since renamed Salem Road). I went up Pickering Beach Road to see what had happened. I ob- served my brother just lying there on Pickering Beach Road,” Keith said. With family members in court look- ing on and wiping away tears, Keith added, “I ran up to him and put my hands on him. I shook him to see if he was OK. He didn’t respond at all. I no- ticed a pool of blood around his head. I was shaking him and calling his name and he just wasn’t responding.” He then started to return home and stopped his mother from reaching Roy. “She asked if it was Roy and I didn’t want her to see that. I told her to go back,” Keith said. Keith said his younger brother An- drew, now 13, came out of the house and “I didn’t want him to go near and see that.” Keith agreed with Paul Burstein, the lawyer for Mr. Hall, that the broth- ers had gone to Pickering High School at the same time as Mr. Hall and were acquaintances through mutual friends. Ten days after the murder, Keith re- ceived a phone call from another ac- quaintance that left him uneasy, he said in responding to Mr. Burstein. “You alerted police to the call be- cause it unsettled you,” Mr. Burstein asked. “Correct,” Keith said. During the call, the person asked Keith “if the po- lice knew who killed your brother.” Also, the caller didn’t express con- dolences, Keith added. The trial continues Tuesday. The original estimate of 6.2 per cent has been decreased because of reductions in vari- ous departments and a de- crease in the solid waste bud- get. The controversial $20,000 to help employees cope with mov- ing into the new headquarters in 2005 was removed from the budget, along with $254,000 from the five conservation au- thorities, $192,500 from health and social services and $450,000 in GST savings from the federal government. The Region is also talking about increasing the rent charged the Province for the courthouse at regional head- quarters, which would add $200,000 to Durham’s coffers. The 5.91 per cent increase would mean an extra $88 for a home assessed at $250,000. If you’re on a afternoon or mid- night shift, you get a premium,” he said, adding staffers also earn time and a half on Saturdays and Sundays. “What you have is a very highly trained, highly skilled workforce providing a near-essential service within the community.” Whitby-Ajax MPP Jim Flaherty said he supports public-sector salary disclosures, but is con- cerned about the retroactive na- ture of the legislation. He said it should only apply forward from the day it’s passed. “They’ve done it on the Equity and Education Tax Credit, with a retroactive change in the tax laws. Their acting like legislative cowboys now...it’s not right,” he said. “This is dangerous territory they’re in. It’s contrary to the rule of law and it raises concerns.” Pickering-Ajax-Uxbridge MPP Wayne Arthurs disagrees. He said the current government is acting “quite responsibly” and in line with the mandate given to the people of Ontario last fall. He also said there is no partic- ular problem or anything “spe- cial” preventing the legislation from being applied retroactively. “I think it’s reasonable that if we’re going to public sector dis- closures over $100,000 that all public sector bodies be included, and neither OPG nor Hydro One are in reality a private sector enti- ty,” said Mr. Arthurs. The salaries of the very top ex- ecutives at OPG are regularly published, and the latest figures are available for 2002. Eugene Preston, the chief nu- clear officer who left last October, earned $2.5 million. Former CEO Graham Brown earned $1.6 mil- lion, former president Ron Os- borne earned $950,767 and former chairman Bill Farlinger made $250,000. Canada Mortgage Hous- ing Association figures re- veal 255 housing units were started locally as op- posed to the 167 started last March. That makes it the best March for housing starts in Oshawa since 1992. While the number of sin- gle detached housing starts slipped 12 per cent to 111 units, the more volatile multiple sector rose to 144 units from 41 last March. Despite a ter- rific month, total housing starts for the first quarter of 2004 in Oshawa are down 26 per cent from the same time last year. Of the three municipali- ties in the Oshawa CMA, Clarington saw the largest number of residential con- struction starts, with a total of 39 detached and 86 multiple starts. In Whitby, 54 single detached units and 54 multiple starts got going. Oshawa City saw 18 single detached starts and 4 multiple starts. Across Durham Region, 434 housing starts took place this March, up from 284 from March of 2003. Due to a high volume of complaints from insurance companies and their cus- tomers over unsettled is- sues, the federal govern- ment established the Gen- eral Insurance OmbudSer- vice (GIO) in May 2002, to provide the two parties with a fair, self-reliant, and open-minded environment to negotiate differences and resolve issues. GIO outlets are spread throughout Canada and of- fers bilingual services. The non-profit corporation acts as a third party during a free 90-minute session with the consumer and his or her insurance company representative. However, before contact- ing GIO, the consumer should first see if he or she can settle the issue with the company over the phone, by contacting the Regional Consumer Information Centre of the Insurance Bureau of Canada. If the issue is still unresolved or the consumer is discontent, he or she can then contact the GIO. For information about GIO, Durham resi- dents can call 1-800-387-1399 or 1-416-440-2500. Students show off brain power High school robot challenge more than just a game for young scientists There have been many famous fictional robots through- out the years - the likes of R2D2 of 'Star Wars,' or Robot Danger Will Robinson from 'Lost in Space.' But here in Durham, a few student-made robots are making names for themselves. Two Ajax schools were among five Durham area school teams competing at the For Inspiration and Recognition of Science and Technology tournament, held at the Hershey Centre in Mississauga last weekend. Taking part in the competition were Ajax High School and J. Clarke Richardson High School, along with Courtice Sec- ondary School, Whitby's Sinclair Secondary School and Port Perry High School. It's an invaluable learning experience and one that has like- ly changed the lives of many Durham students. The Ajax High School team ended up 35th after the pre- liminary rounds. Teacher supervisor Leroy Crooks says they had so much fun they are already planning an entry for next year. J. Clarke Richardson physics teacher Shane Stagg said their 63rd-place finish wasn't important, but the project was. He explains that the students learned a great deal in just a short time. So it's clear, win or lose, the students who had the FIRST experience are learning key lessons that can serve them well into the future. With scientific learning so es- sential to the future productivity of our society, it's hearten- ing to know we have students who can compete with the very best. And FIRST brings together the brightest high school lights. FIRST sees engineering professionals and students come together to build a robot, which must complete certain tasks, such as hanging off a bar, climbing stairs and pushing balls. Teams are formed in October and start fund-raising for the $15,000 needed to build their robot. The games are revealed to the teams in January, and they have six weeks to construct their robots using some specified parts, motors and electron- ics. It's programs like FIRST that school boards need to find and support - for the kid's sake. It's an investment that can pay dividends today and in the future. Artists, actors, musicians and all the groups dedicated to them, are coming together in a tempo- rary home as part of a two-year pilot project. The many groups that are moving in together under the same roof make for an inter- esting script, worthy of a TV sit- com. Call it the new Full House. Although it's a new home, it's long overdue. The excitement in the house at 72B Old Kingston Rd. was infec- tious last week. Aside from the cof- fee being a little late the event went off without a hitch. Live music, politicians, actors in period costumes, including a wee baby, all celebrated with the founders of the centre in the front room of the building. The room was so packed it took time for each speaker to get through the crowd to climb the steps before they could give their message. But, despite years of hard work to get this far, Edward Falkenberg, the chairman of the centre's board, and his counterparts like John Sabean and David Stone, have lofty goals yet. Mr. Falken- berg says they want every arts group to be involved and for the DWAC to serve as a place for each to go for support as well as to sim- ply offer space for meetings and displays. And what a place to have all of these groups meet. The house is centrally located for everyone in west Durham and it simply looks the part. It's no sanitized modern glass and steel building, this has a sense of history already built in. Executive director Angie Little- field is holding down the fort right now and says by April 21 they will be ready to open for regular hours throughout the week: noon to 5 p.m. Monday to Wednesday and noon to 9 p.m. Thursday (with reg- ular Thursday evening events), noon to 6 p.m. Fridays and 1 to 3 p.m. Sundays for children's pro- grams. I agree with the suggestion by these local seniors who hope their voice is heard at Queen's Park. Their petition for a freeze on further assessment of their units until they are sold, is not some- thing new. It has been successful in other Nor th American jurisdictions and if it works for them, why not Pickering and Ajax? It makes abundant sense as all in- creasing assessment will do is drive many seniors to the point of distraction and result in many having to sell their re- tirement condos and homes. Even though the end price increase will be to their benefit, as Pickering-Ajax- Uxbridge MPP Wayne Arthurs says, they will be saddled with choking taxes on a fixed income until the time comes to sell. The reply by Mr. Arthurs was most disappointing and totally disregarded the seniors in his riding who elected him. To say "the increasing costs (of ongoing assessments) are unfortunate but there are a reality," speaks volumes for our elected representative. All he had to say was "This is an inter- esting proposition. If it's working else- where why not consider it for Picker- ing/Ajax?" Why not try to do his best, on behalf of those who elected him, by at least bringing it to the attention of the legislature for debate and not cavalierly dismissing the suggestion by saying, "I didn't campaign on freezing, or lowering, property tax". It would appear our elected provincial member is only championing our inter- ests in the areas of health and education, which he says he campaigned on, and is bereft of new ideas or even considering them. Pity the next election is four years away. MADD Man cycling to curb drunk driving Fund-raising journey arrives in Green River May 14 DURHAM – A man born with cere- bral palsy will be making history by going on a cycling journey of a life- time. Shawn Thomson, a 27-year-old native of Goderich, will start his Shawn MADD Man Thomson Bike Tour in Ottawa on Monday, May 3 and will conclude his 740-kilometre cycling journey on Friday, May 21 in Goderich on his hand-powered bike. Mr. Thomson will be on this three-week ride in support of Moth- ers Against Drunk Driving. He will passing through the Oshawa and Whitby area on Thursday, May 13 and Friday, May 14. On May 13 he will be going from Welcome to Os- hawa, and on May 14 he will be going from Oshawa to Green River. A group of community volunteers has been working behind the scenes with Mr. Thomson and his parents for the last year planning every step of the tour. The study, conducted by the not- for-profit Environmental Earth Angels and funded by Environ- ment Canada, teaches students how to read their home’s energy meter and challenges them to con- serve energy by making small lifestyle changes. “It makes a difference to get kids involved in conserving energy at an early age,” said Wendy Lee, execu- tive director of Environmental Earth Angels. “They learn that a lot of little things they can do will go a long way.” Some of the ways students are encouraged to conserve energy around their homes include turn- ing off computers and lights that are not in use and spending time outside, rather than watching tele- vision or playing video games. “Our main goal is to make people more aware of the electricity they’re using,” said Ms. Lee. The Environmental Earth An- gels have been in existence for 11 years and have planted around 5,000 trees with the cooperation of 520 schools in Ontario as part of their schoolyard tree plan. Built by a 36-member team from Port Perry High School, Fast Eddie II was one of five Durham robots to compete amongst 75 teams from across Canada and the U.S. at the For In- spiration and Recognition of Science and Technology (FIRST) tournament, held recently at the Hershey Centre in Mississauga. “Even when you walk in you can feel the energy,” said Caitlin Christoff, 17 from PPHS. “Everybody just cheers and screams and it’s insane.” The FIRST competition brings engineering profes- sionals and students to- gether to build a robot, which must complete cer- tain tasks, such as hanging off a bar, climbing stairs and pushing balls. Teams are formed in Oc- tober and start fund-rais- ing for the $15,000 needed to build a robot. The games are revealed to the teams in January, and they have six weeks to build their robots using some specified parts, mo- tors and electronics. That resulted in an “ex- tremely intense” month and a half of late nights spent constructing and programming, Caitlin said. “What those kids did in six weeks was get a set of rules and a bunch of parts and build machines that were computer-controlled,” said Bill Holtby, one of the team’s mentors who works at General Motors in Os- hawa. He was wearing his medal at the office Monday. “It was incredible.” So incredible that, de- spite losing to a U.S. team for first place, the team was ecstatic when they received the Chairman’s Award. “A fter winning (that) we forgot completely about losing the tournament,” said Leo Tallion. The top award exempli- f ies what FIRST is all about, said the 17-year-old: teamwork, community in- volvement and promoting careers. The Fast Eddie II team, for example, was a mentor to RH Cornish Public School, made pre- sentations about robotics to other elementary schools and had a float in the Uxbridge and Port Perry Christmas parades. “Everyone was on their feet cheering, and confetti was falling from the ceil- ing,” Caitlin said. “It was one of those experiences when everyone was so happy.” After finishing second overall last year, Sinclair Secondary School’s team had a good run this time around as well. “To make it into the semifinals, this year you had to be in the top 16, which we were,” said lead teacher supervisor David Smith. However the Sprockets won a match, tied another and dropped one in the semis, which wasn’t good enough to move on. Mr. Smith says the team’s robot was pretty beat up at that point after some in- tense competition. “We had been flipped over a few times in the last match,” he explains. The Ajax High School squad was game, but ended up 35th after the preliminary rounds. “It was an excellent time; the energy level was high,” says teacher supervisor Leroy Crooks. “We had a meeting already for next year’s (competition).” He says the team fin- ished as high as 19th in a round, but was held back by “mobility problems with one of our motors.” J. Clarke Richardson physics teacher Shane Stagg was still pumped a few days after the event, despite a 63rd-place finish. “It was the most impor- tant project I’ve ever been personally involved in, and I’ve never seen a group of students learn so much in such a short period of time,” he says. See page 22 Pickering instructor Darrell LaFrance inducted into hall of fame By Brad Kelly Staff Editor DURHAM —It just so happens Darrell LaFrance is in line for a couple of awards in May — one is guaranteed while the other is most likely a lock. As the head coach of the Cana- dian men's grappling team, he will lead a contingent of five members into the World Champi- onships in Florida where Canada is considered the premiere coun- try in the sport. In winning three consecutive world titles, the Canadian team hasn't lost a match. L aFrance is too humble to credit that streak to the coaching. He is sure to be humbled on the same trip, though, when he is in- ducted into the World Martial Arts Hall of Fame during a cere- mony held in conjunction with the worlds. "Several 10th degree black belts who I've taught and trained with over the years nominated me," says the 43-year-old Durham res- ident and Pickering instructor of the process leading to his induc- tion. "Back in September I got a call and was told that I had been inducted. I had no idea I was even nominated. "I was very surprised and hon- oured that somebody would think of me for that." A native American Indian, LaFrance's great-grandfather passed down the tradition of martial arts fighting through the family, and over time, ju-jitsu and grappling were combined. LaFrance became the first per- son to teach the grappling por- tion of ju-jitsu in Canada, opening his first instructional school in 1983. Since then, he has become the highest ranking grappling in- structor in Canada, and one of the most renowned teachers worldwide. His expertise has taken him to France, Norway, England and Austria to share his knowledge. "When I'm teaching people who don't speak English, I go over the moves and show them proper technique, but it's certainly diffi- cult in a fun and challenging way. "Most pick up on it quite easily." His specialty is grappling, which mainly centres on defend- ing while on the ground. "The whole idea is to concen- trate on using the other person's strength and momentum. You can defend yourself without hurt- ing your opponent if you choose not to, but you have that option. "You don't have to be big or strong to do it. It's more like a martial art science." It also helps build self-esteem and confidence, a couple of char- acteristics LaFrance admits to lacking while growing up. "It develops self confidence and self discipline, which I really need- ed. I lacked a lot of self-confi- dence, and wasn't a big kid so I al- ways got bullied. It made a huge difference in helping me believe in myself." He has also been able to apply his martial arts knowledge on the job as a Durham Regional police officer working out of the Bow- manville detachment. "As a policeman, when we ar- rest somebody, there are those who want to fight and the first place we take them is to the ground," he says of the grappling technique applied to diffuse any potential dangerous situation. To that extent, a number of po- lice forces south of the border are interested in tapping into his ex- pertise, including the Ohio St. Troopers and the U.S. Coast Guard. Tennis challenge goes a Long way Ajax man hits the court for eight-hour fund-raiser AJAX —An Ajax tennis pro took up a challenge on the court to raise funds and food for the local food bank. John Long of the Ajax Winter Tennis Club at the Ajax Community Centre took part in an event dubbed the 'Pro Charity Challenge', which included playing eight hours of tennis to raise money and buy food for the local food bank. During the event, Long played left-handed, used a wooden racquet and played a doubles team. In the end, he compiled a 14-1 record. The event raised $240, which was used to pur- chase 307 pounds of food. Sydney Johnson pulled the Shooting Stars into a tie later in the contest. Ajax continued to keep the pres- sure on Markham for the winning goal, but wasn't able to solve the Markham goaltender. Meanwhile, Ajax netminder Melissa Cho made a couple of key saves on breakaways to send the game into overtime. In extra time, both teams contin- ued their intense play with the gold medal on the line. It was Robin Carol who potted the winner for Ajax. The Ice Rockets and the Mini Ice Rockets are extend- ing an invitation to interested skaters for the 2004-05 season. Mini Ice Rocket tryouts (for skaters ages 12 and under) are Wednesday, April 14 from 6 to 6:45 p.m. at the Pickering Recreation Complex's O'Brien rink and Friday, April 16 from 5 to 6 p.m. at the complex's Delaney rink. Meanwhile, the Ice Rockets (12 and over) tryouts are April 14 from 6:45 to 7:30 p.m. at the O'Brien rink and April 16 from 6 to 7 p.m. at the Delaney rink. The two teams came off a f ine 2004 season. "This is a great way for women to come out and have fun, exercise and contribute to a great cause," says Loretta Vrzovski, an organizer. The main goal is to raise approxi- mately $1,000 for the Cancer Society's 'Relay for Life'. The relay is in Oshawa June 4 and 5. She has entered a soccer team in the fund-raising relay and is encouraging others to do so. Organizers will also host a soccer shoe exchange to coincide with the tournament. Cost to enter a team is $20 per per- son. Organizers are hoping for an eight-team event. The registration deadline is May 1.
