Pickering all aboard transit plan One system benefits all of Durham, say councillors By Danielle Milley Staff Writer PICKERING – Council took the next step towards a regionwide transit system on Monday night. Pickering council reaffirmed its support of a regional system and consented to a Durham bylaw that provides for the transfer of responsibility for public transit from the municipal level to the Region. “Clearly I believe we are prop- erly positioned and poised to move forward on implementa- tion,” said Ward 1 Regional Councillor Maurice Brenner. Coun. Brenner, who is vice- chairman of the implementation committee, said the City can take what it learned from the amalga- mation of the Ajax and Pickering transit systems and apply it here. Every councillor supported mov- ing forward. “We’re on our own now and in order to make (transit) work you have to work on the large num- bers, not the small ones,” said Wa rd 3 Regional Councillor Rick Johnson. Wa rd 2 Regional Councillor Mark Holland said with a larger system, Durham would be able to capitalize on funding from senior levels of government. “We move closer to the munici- pality being able to deliver real transit solutions, not just patch- work services,” he said. “This is the first step to being able to achieve quality transit across the region.” Raising the alarm Brenner questions nuclear alerting towers and sirens By Keith Gilligan Staff Writer PICKERING – Residents should be consulted before sirens are erected within three kilometres of the Pickering nuclear station, says a Pickering councillor. Maurice Brenner adds a reso- lution will be considered by Pickering council Monday call- ing for public consultations, which “can be done very quick- ly.” The sirens are a provincial re- quirement within three kilome- tres of a nuclear station. Coun. Brenner says local councillors support the alerting system, but have concerns about the towers the sirens will sit on. The towers and sirens are “very powerful looking. They’re very striking. The reality is we may not have any say over what they use,” the councillor notes. “I think everyone is in agree- ment an alerting system is a re- quirement. It’s an insurance pol- icy,” he added noting Pickering council is on record supporting an alerting system of up to 10 kilometres. Those fears were erased at 5:25 p.m. Tuesday, when 8,600 Ontario Public Service Employ- ees’ Union (OPSEU) members, including about 300 at Durham College, reached a tentative, two-year deal with the Province’s College Compensation and Ap- pointments Council. Ken Swan says students col- lectively exhaled “a big sigh of re- lief. “It’s just the time of year is re- ally bad,” the president of the Durham College and University of Ontario Institute of Technolo- gy student association says. “No student wants to extend the year because they’ve got summer jobs or full-time jobs.” Wednesday was “basically a regular day” on the Oshawa campus, says Mr. Swan. A settle- ment was reached early enough Tuesday, and communicated by the media, so that students knew classes were a go on Wednesday. Students were hopeful a strike would be averted, but in the event of one, wondered how long it would take to cross picket lines and get onto the campus, says Mr. Swan. “We’re very pleased not to have disrupted the students’ year,” says Ted Montgomery, a Seneca College teacher and chairman of the faculty bargain- ing team. “They’ll be able to fin- ish on time and go on to their summer jobs, or if they graduate, they can start their careers.” A ratification vote might be held March 31, and he expects members to “overwhelmingly” approve the agreement. The deal would see employees receive a three-per cent increase retroactive to Sept. 1, 2003, a 0.5 raise April 1, a two-per cent hike Sept. 1, and a 1.8-per cent raise April 1, 2005. It means the base salary of a full-time college professor, li- brarian or counsellor at the top of the grid will rise to $82,299 by April 1, 2005. In addition, those who are at the highest grid point, Step 20, for one year or more starting next April will see the annual recognition al- lowance double from $700 to $1,400. Installing the 27 sirens is costing Ontario Power Generation $1.6 mil- lion. The Region and lakeshore com- munities - Pickering, Ajax, Whitby, Oshawa and Clarington - have been meeting as a group since 1998 on an alerting system, Mr. Ciuciura adds. In 2000, OPG paid for a consultant to do a study and it recommended sirens for outside. That recommendation was ap- proved by the Region and local mu- nicipalities, and in 2001 another con- sulting firm was retained to design a system. “There isn’t a viable alternative outdoors, except sirens,” he notes, adding a radio-activated system could be used indoors. Mr. Ciuciura says the issue being raised among Pickering politicians is “they obviously have a problem with the sirens, although they ap- proved them. There are ongoing dis- cussions.” Some of the equipment has al- ready been shipped, he adds. The poles are about 10-feet taller than a telephone pole so the sirens “clear the tree tops.” He added an acoustical study done by the consultants found the best locations. “They weren’t randomly stuck here and there.” Pickering concerned by towers ✦ Pickering from page 1 Anderson wants to get moving Tr ansportation, balanced growth key to Durham’s future By Danielle Milley Staff Writer PICKERING – Improving transporta- tion is a top priority in the year ahead for Durham, says Roger Anderson. The regional chairman was at Pick- ering council this week to update councillors on how the Region fared in 2003 and what can be expected for 2004. He said 2003 was the year the Re- gion set its sights on the future, and that this year, as well as in the years to come, Durham is going to work to- wards balanced growth, protecting the environment, building the econo- my and improving transportation. “Durham’s transportation master plan will be critical to achieving our transportation goals,” he said. Those goals include reducing de- pendency on cars, improving existing roads and building new roads to ac- commodate growth. The Region has had problems in the past finding enough money to re- pair streets and build new ones, Mr. Anderson admits. “Building new roads will be chal- lenging to say the least,” he said. To help with that challenge, he said Durham plans to contribute one per cent more of its budget to transporta- tion. “Improving our public transporta- tion system is also a goal and creating a regional system,” he said. Mr. Anderson also talked about up- grading sewage facilities, ensuring residents feel safe in the community, more economic support from upper levels of government and partner- ships within Durham’s borders. After months of public consultation and debate, and nearly two years after Durham Region announced its intention to invoke a non-smoking bylaw governing public places, an Os- hawa nursing home has decided to challenge the bylaw in court. There are some valid concerns being raised by officials at Thorntonview Long-Term Care, where a separate ventilation system is in place for elderly residents who smoke. Under the new bylaw, which takes effect June 1, the seniors will no longer be able to light up in their own home. Not all of them can get outside safely on their own, and in bad weather, it seems unfair to expect the elderly to take their cigarettes outside. Nor is it reasonable to expect seniors to quit what is, for many, a habit they've had all their adult lives. Regional councillors, in their collective wisdom, have already granted exemptions from the bylaw to several facilities. These include bingo halls, with the rationale being charitable groups would suffer if attendance dropped off at bingo halls. Nor will the bylaw apply to legion halls, on the logic it's re- spectful to war veterans to allow them to keep smoking. It seems reasonable to extend the same courtesy to our el- derly residents in nursing homes, but somehow this was over- looked when the bylaw was being drafted. Where were all the nursing homes when the Region of Durham was soliciting public input on the bylaw? Citizens and businesses were given months to provide feedback. That would have been the ideal time for Durham's retirement homes to come forward with their opinions. With the bylaw coming into effect in just a few months, Thorntonview has cer- tainly left its objections to the eleventh hour. Instead of heading to court, perhaps the nursing home should head to Durham Re- gional council chambers to request exemption, albeit belatedly. Our elected officials should consider the concerns raised. Thorntonview, meanwhile, says the Province is considering surveying nursing homes on the smoking issue. If the majority of homes agree with Thorntonview, then the Province can cer- tainly override a municipal bylaw. But if Durham and the Province leave the bylaw as it is, nursing homes have no one to hold responsible but themselves for staying silent so long. He spouts off long and hard that his position as chairman of Durham Region council is cere- monial at best, a figurehead for Durham Region if you like - any- thing but political. But his track record, his words, his impassioned pleas, tell a completely different tale. Mr. Anderson finds himself squarely in the spotlight these days as calls for an elected chairman in Durham Region begin to ring loud- ly once again from plenty of corners. While the debate is one that has reared its head many times in the past, mayors Steve Parish in Ajax and Clarington's John Mutton are quite rightly giving the issue anoth- er hard push. As it sits now, Mr. Anderson is only beholden to the members of Durham council. Every three years, as a new set of councillors settle around the regional table, they, and they alone, pick the chairman. Sorry, all you eligible voters. To heck with opening the position to a truly deep field of candidates and giving a needed boost to terribly low voter turnout rates. Mr. Anderson is once again balk- ing at the suggestion of putting the position to a regionwide vote. Party politics enter the picture, he sug- gests, and objectivity will be lost. "There's been lots of times I'd love to have my own voice on that coun- cil... but that's not the role," he said this week. Yet, Mr. Anderson has consis- tently played just that role. In the last few years, just as a small sample, the chairman has championed having regional funds directed at hospital building cam- paigns and the new university, has fought for a massively expensive new Durham headquarters, and de- fended his ever-expanding salary, now almost at the same level of our elected premier. All were issues that generated splits among members of regional council. Given the divisiveness at times of those decisions, certainly his actions were not consistent with an impartial viewer. Male and female parents each have something special to offer to a growing child. If the father is a loving partner to the mother, he will not only provide her with companionship, but will also dis- play to his children, day after day, what it is to be a human male, with all its unique quirks and predispositions. A small boy, with all of his inborn urges growing year by year, needs a masculine role model to relish them and a female one to curb them. In this way, he will grow up with a balanced male personality. A small girl needs similar dual influences. They need to feel their own instincts being confirmed by the example of the parent of their own sex, and also need to experience the counter-balancing ex- ample of the parent of the opposite sex. A child raised in an alternative family unit, such as with two mothers or two fathers is liable to develop a confused identity. The heterosexual family unit, com- plete with a father and mother, has been around since we left the trees and began to walk on the ground. It is part of our human heritage. If you are 65 years or older, your prescription drugs are covered. But as the provincial government tries to rein in the rising costs in spending on doctors and hospitals, it has also bandied about how much it spends on drugs. That may in- clude forcing seniors with higher in- comes to pay for their own prescrip- tion drugs. Arguing such changes are neces- sary to maintain an affordable health-care system, Health Minister George Smitherman has put himself in the line of fire of the established health-care interests: doctors, hos- pitals and drug firms. Forever Young▼▼FY The Health Ministry’s budget has increased by more than $1 billion a year for the past nine years; it soared to about $28 billion this year from $17 billion in 1995, and accounts for almost half of the government’s spending on programs and services. Only $1.6 billion went to public health. The government spent $10.5 billion on hospitals, $6.8 billion in OHIP payments to doctors and oth- ers, and $2.8 billion on drugs for se- niors and people on social assis- tance. But Mr. Potticary is adamant. At the current time, he and other se- niors pay $100 per year and then a $4 to $5 processing fee when the med- ication is dispensed. If not for the coverage, he says he and others could easily be paying $13,000 annu- ally for their drugs. “A fter paying $800 to $900 for rent, what’s left?” he asks. Mr. Potticary is not the only On- tario senior to react after learning the Province’s Liberal government was thinking about forcing those with higher incomes to pay the full costs of their medication. “People are absolutely terrified,” said Judy Cutler, the communica- tions director for CARP - Canada’s Association for the Fifty-Plus. Many older, middle-income earn- ers have difficulty paying the small portion of the cost of their drugs that is currently required, let alone the full bill, Ms. Cutler said. “It’s so short-sighted. (Seniors) are going to end up in hospital be- cause they are not taking everything they need to. One way or another, it’s going to cost the government more and it’s so ridiculous (the Lib- erals) don’t see that.” Perhaps the government has changed its mind. When the health minister addressed the Economic Club of Toronto recently with his Transforming Health Care in On- tario speech, there was no mention of tampering with the way seniors’ prescriptions are now covered. Monarchs sweep Pickering High for LOSSA hockey title By David Stell Staff Editor PICKERING –The St. Mary Mon- archs senior boys’ hockey team is hoping to mix things up in its first-ever trip to the provincial championships. Coach Mike Dion says his team can do it too, since all the elements are there for a cham- pionship team. “We have team chemistry and even stronger team defence,” he says. “They’re a very tight bunch and everyone knows their roles and accepts them.” Those factors, he says, were the reasons the Monarchs earned the trip to the Ontario Federation of School Athletic Associations championships, by defeating Pickering High School this week in a best-of-three playoff series for the Lake On- tario Secondary School Athlet- ics (LOSSA) championship. It was a role reversal for the two teams from last year when Pick- ering High won the shot at OFSAA. St. Mary captured the area title on Thursday with a 1-0 win in Game 2, sweeping the series. Ryan Jackson scored the winner in the third period and the team held on to that slim lead to win the series and halt the Trojans’ quest for a repeat champi- onship. Dion explains it was a big change from Game 1, a 6-4 win in a penalty-filled contest. The two teams “clamped down” in Game 2 and “there was less risk-taking for sure and (more) attention to defence.” That attention to play in their own zone has been a focus all year, he adds, and it won’t stop when they travel to London March 23 to face the rest of the best. He says the team is proud to be the first Catholic sec- ondary school representative from Durham Region to go to OFSAA, and in his third year of coaching the senior boys pro- gram at the school, this is the best team he’s had. “It’s not the most talented, but it is the best team we’ve ever had,” he says. The rankings for the provin- cial championships aren’t com- plete because not all of the teams have been determined. But, Dion suspects St. Mike’s from Toronto will likely carry the top seeding of the 20 clubs. He expects St. Mary to be con- sidered a strong entry too though, possibly a fifth seed. He explains the talent level is pret- ty close among the top six teams in Ontario. Faced with a new kind of test, he won’t be concerned with eas- ing the pressure on his players. They were part of the 13-member Scarborough Swim Club team that journeyed to the 2004 Eastern Nation- als Championship just ahead of the blizzard that delayed the competition for two days. Kur tis Miller, 18, a Canadian record holder, blasted out of the blocks with a gold medal in the 100- metre backstroke, followed by a silver medal in the 200m backstroke. He also placed fourth in the 50m freestyle. Warren Barnes, 18, came through with a silver medal in the 100m breast- stroke and a bronze in the 200m. Daniel Langlois, 15, also did well. He won silver in the 100m backstroke and placed fifth in the 200m. He cap- tured a bronze medal in the gruelling 1,500m freestyle and placed eight in the 200m freestyle. The women also did well, led by Laura Barnes, 15, and her bronze in the 100m breaststroke and seventh in the 200m. Sarah Wolch, 15, and Vanessa Wappel, 15, put together a string of personal best swims over the week- end. Both Wolch and Wappel shaved two seconds off their previous best times in the 200m breaststroke. The team came home with a total of seven medals. They compete next in the provincial championships. AJAX – Jen Beckberger was a force in at the Eastern Canadians. The Ajax Aquatic Club member picked up four medals at the Eastern Championships in Halifax. Beckberger came home with the gold in the 200- metre freestyle, silver in the 100m free and bronze medals in the 50m free and 100m backstroke. She also turned in a fifth-place finish in the 200m back, in a personal best time, and a sixth-place in the 400m individ- ual medley. She was one of eight Ajax club members at the meet. Others attend- ing included Leanne Stewart, Katie Lawrie, Lindsay Sutterlin, Colin Ack- royd, Eric Chan, Daniel Vollmer and Adam Dunn. The meet was scheduled to run over four days, but the massive snowstorm forced organizers to com- press it into two. The school clinched three Lake Ontario Sec- ondary School Athletics titles this week, winning the boys’ and girls’ senior hockey crowns, and se- nior boys’ basketball title. The varsity girls clinched with a 4-2 win over Dun- barton, joining the boys who managed a 1-0 win to sweep their best-of-three series over Pickering High School. The senior boys basket- ball squad came out on the winning end of a 44-37 match against Pine Ridge. Basketball coach Mike Gordensky said there was no magic formula to the win, noting his team actu- ally had trouble hitting the basket during the final game. “We should’ve scored more, we missed about 15 free throws,” Gordensky said. “The score doesn’t ref lect the amount of op- portunities we had.” Gordensky said the lack of scoring is not a major concern heading into the Ontario Federation of School Athletic Associa- tions this Wednesday, adding that team has been solid defensively. “We’ve been shooting great all year,” he noted. Duane Howard led the scoring for St. Mary with 11 points, with Nathan Thomas chipping in eight. The OFSAA basketball f inals are hosted by As- sumption College in Brantford this year.
