Warning for city parents Whisper campaign hurts Hospital says too much fund-raising time spent discussing rumours By Danielle Milley Staff Writer AJAX – Rumours of service cuts and closure at Rouge Valley Ajax and Pickering hospital are mak- ing it difficult for volunteers to raise funds for expansion. Rene Soetens, vice-chairman of the hospital’s Vital Links capital campaign, said many volunteers are spending a lot of time answer- ing questions about service changes and cuts before getting a chance to ask for fund-raising support. “The first thing that happens when you approach someone ask- ing for money is they ask about the rumours,” he said, adding vol- unteers can spend up to 30 min- utes addressing concerns. Rumours of closure began cir- culating during the municipal election campaign in the fall. More recently, over 6,500 local res- idents signed a petition asking for services to be maintained and en- hanced, while both Pickering and Ajax councils passed similar re- quests and asked that the hospi- tal consult with the public before any significant changes take place in the future. Man charged with attempted abduction, letter goes home after separate incident By Mike Ruta Staff Writer PI CKERING – Durham police have charged a Pickering man after a Highbush Public School student was grabbed and pushed towards the school’s driveway Thursday afternoon. It is one of three, separate in- cidents in Pickering this week that left Durham Regional Po- lice and school officials with a lot of questions, but few an- swers. Police spokesman Sergeant Paul Malik would not name the man involved in the Highbush incident because it would iden- tify his niece and nephew at the school. The 39-year-old is charged with assault and at- tempted abduction. “The little girl did the right thing; she made a lot of noise,” says Mark Joel, the Durham District School Board’s Picker- ing schools superintendent. The seven-year-old student was accosted outside of the school around 3:15 p.m., and the ruckus alerted a worker at the adjoining day-care centre, who came to her assistance. Police say the man then walked away. With the help of students and staff members, a man was picked up from the school on Amberlea Road, and arrested. Mr. Joel says he met with the student’s mother Friday. “She was obviously very thankful for the efforts of the day care staff member in inter- vening quickly,” he says. Similarly, Mr. Joel and police don’t know what happened near Dunbarton High School Thursday morning after wit- nesses reported a possible ab- duction. Sgt. Malik says witnesses saw a teenage girl and a man argu- ing. The man pushed her into the passenger side of a car, and she then moved to the driver’s seat and drove away, he says. “We believe he got in the car,” Sgt. Malik says. However, the investigation “is in limbo” because police have no victim. Mr. Joel says no student is missing and the woman in- volved probably does not at- tend Dunbarton. He noted the incident did not occur on school property, but was seen by someone in a nearby class, prompting a call to police. “We have had no follow up on that; we believe that may have been a domestic situation,” says Mr. Joel. Finally, on Wednesday morn- ing, two Sir John A. Macdonald students were waiting for their school bus to arrive when a stranger approached. They told the bus driver, and when police were alerted they suggested a letter go home to parents. Mr. Joel says every public school student in Pickering re- ceived a letter this week, asking them to review safety issues with their kids and reminding students to avoid strangers. PAUL MALIK Investigation in ‘limbo’ as police have no victim following argument between man and teenaged girl. ✦ Letter from page 1 GM continues to roll despite rail strike By Jane McDonald Staff Writer DURHAM –General Motors says its vehicles are still rolling on CN rail cars despite a strike by CN’s unionized employees. Stew Low, director of public relations for General Motors, confirmed the automotive giant is shipping cars and said there were no problems Friday morn- ing, about 10 hours after the strike began. “There’s lots of work going on behind the scenes,” says Mr. Low. “How the situation unfolds will depend on CN.” CN, meanwhile, has pledged to keep its trains rolling, even though union workers walked off the job at 1 a.m. Friday morning. CN and the union reps ad- journed talks Feb. 19, when the two sides could not reach an agreement, despite the efforts of federal mediators. Three ten- tative agreements had already been rejected by the CAW, which represents unionized CN rail workers. Ian Thomson, CN spokesman for operational issues, con- f irmed the rail company would keep running. “Basically, we’ve activated a contingency plan to maintain operations across the country ... to operate normal freight sched- ules, with management staff performing some of the CAW functions. “It’s possible there could be some delays,” Mr. Thomson said, “but right now, everything is running on schedule.” Abe Rosner, national repre- sentative for CAW transporta- tion, said the union contacted clients such as GM when the strike was still pending. “As a courtesy, we contacted both GM and Ford and told them they should find other ways to ship their goods,” said Mr. Rosner on Friday. To his knowledge, no more meetings have been set up to iron out the differences between CN and its workers. CN ships from coast to coast and operates seven CN vehicle distribution facilities across Canada, handling over 350,000 vehicles annually. The CAW represents approxi- mately 5,000 CN employees. The union’s current contract expired at the end of 2003. Sleeping priest robbed while at church Thief gets away with cash PICKERING – A priest napping following a noontime service was robbed Thursday. Durham Regional Police spokesman Sgt. Paul Malik said the 32-year-old priest was con- fronted by a man who demanded money. “A male, 30 to 35 years of age, was asking where the money was. The priest said he had no money. The man started search- ing around the room and found money in a dresser drawer,” Sgt. Malik said. The suspect took a “small amount of money, a couple hun- dred dollars,” Sgt. Malik added. “There was no act or threat of vi- olence.” The priest thought the doors to the Brock Road temple were locked, however, there was no forced entry, Sgt. Malik noted. Sgt. Woolley said the in-car video project can save time and money on cases that might otherwise be thrown out of court for lack of evidence. Mo reover, they can be used as a train- ing tool to increase officer safety while on duty. “The original intent was for officer safety, where there were some officers patrolling by themselves that were murdered and there was no witness. This is supposed to be an electronic silent witness,” Sgt. Woolley said. “But also one of the spin-offs seen in the (United) States was very help- ful in resolving (citizen) complaints. If you insist on breaking the law, likely it will be on video...it’s pretty hard to re- fute that.” The digital cameras, which cost $1 2,000, will begin recording at the push of a button, or when police lights or sirens are activated. Sgt. Woolley said the policy of the OPP is to turn them on during every traffic stop. “A lot of (Durham) people com- mute... so anyone driving on the 401 west of the Rouge River may en- counter this. While it’s a pilot (pro- ject) at this stage, if the technology holds up as well as everyone says it will we expect that this will be the norm.” All the cameras will record a wide vista in front of the police vehicle and store them on a DVD in the truck. The new in-car cameras are only going into two OPP detachments, Kenora and the GTA, to assess how well they aid police, said staff sergeant Brad Schlorff of the field and traffic support bureau at OPP headquarters in Orillia. Otherwise, he said, it would be a “bureaucratic nightmare” to gauge its success in terms of enhancing officer safety and resolving disputes, while cutting overtime and court costs. Sgt. Schlorff said anyone pulled over by camera-equipped cruisers would be told they are being filmed, but won’t have the option of not being recorded. “If someone is a little combative and aggressive...as soon as they’re told they’re being video recorded, that sort of de-escalates (the) desire to engage in that confrontation,” he said. Sgt. Schlorff noted the cost of the cameras would eventually have to be weighed against the advantages it of- fers police, but added it would most likely offer undeniable evidence that would mitigate many court trials. “When you see the slobbering drunk about to throw up on the po- liceman’s shoes...the tendency is they will plead guilty, which therefore keeps the officer out of court, which is usually on overtime,” he said. Because the cameras use digital technology, they are not affected by extreme weather the way videotape equipment would be, the OPP said. We can only demonstrate with positive action that the rumours aren’t true,” said the Ajax resident. “We can’t deal with every ru- mour.” Nancy Maxwell, past- chairman of the Rouge Val- ley Health System Founda- tion and longtime Ajax res- ident, agreed. “Some people are a little reluctant (to donate) be- cause of the questions peo- ple are asking and the un- certainty,” she said. “The hospital is committed to the community and build- ing on the needs of the com- munity.” Another problem associ- ated with fund-raising is donors worrying their money isn’t going where they want. “The impression being left in the community is that the money is not being used there and is being transferred to Centenary and that is not the case,” Mr. Soetens said. “Some- one who says I want my money to go here, it stays here. We can’t change that without the approval of the donor.” The current fund-raising campaign kicked off three years ago with a goal of raising $34 million for ex- pansion at both the Ajax and Centenary sites of the system. The campaign has entered its final leg and Mr. Soetens wants to make sure the goal is reached. “We have still been very successful and gotten a lot of support from the com- munity, but we could have been more successful with- out the rumours,” he said. “The community has been there for the hospital and we’re hoping they’ll contin- ue to be there for the last phase.” With the support of the community in the past, the hospital has been able to purchase new equipment, including a CT scanner and other diagnostic equip- ment. The campaign is current- ly sitting at about 70 per cent of the target. The hos- pital board has approved the plans to move forward with Phase 1 of the emer- gency department expan- sion in Ajax. The latest move in high-tech policing in Ontario will see digital video cameras placed inside 22 OPP cars in the Greater Toronto Area. So what's next: The Thought Police? The placement of each of the $12,000 cameras in the cars is a pilot project, but if there's one thing we know about our police and their toys - recall Durham's multi-million-dollar Air One chopper - these cameras will soon be permanent everywhere. The cameras are reminiscent of Orwell's novel 'Nineteen- Eighty-Four,' in which the omnipresent telescreen is always watching you. If the cameras wind up in each police car, every traffic stop will find citizens on film. Those who support the proposal say it will be one more deterrent for suspects who have violence on their minds when stopped by police. And in a dispute, the camera, pre- sumably, will have the video evidence to show who is telling the truth. That works for or against police, depending on the situation. Besides that Big Brother feel, opponents are concerned about the cost of the cameras, especially at a time when po- lice budgets have been consistently rising in Durham by at least $10 million per year. This, should it become permanent, will be just one more cost borne by taxpayers who have taken a beating, especially in recent months. Operating costs will be ongoing. It will cost money to monitor the images collected by the cameras. Some officers don't care for having a camera watch their every move and are worried the videos may be used for job evaluations. And citizens may not be comfortable being recorded in every instance. Privacy issues could be raised by those who believe the cameras are intrusive and unneces- sary. It will be some time before the results are in on this pilot project and a proper evaluation of the cost-effectiveness of the cameras is done. But for citizens who have noticed the proliferation of cameras everywhere - on cellphones, on Web cams, at home, at work - this is just one more invasion of pri- vacy. Pay increase an outrage To the editor: Just imagine if the Durham Region report (recommending pay increases for our regional councillors) had come out four months before the election. Also imagine the incumbent regional councillors campaigning for this huge pay hike for themselves before the vot- ers had cast their ballots. If this were the case, the result would have been an overwhelming defeat of them all on election night. Such is the mood of the voter. How convenient for the candidates that the report came out four months after the election! In the private sector this would amount to an employer hiring staff, who subsequently turn around and tell their boss (through their spin doctor) how much they will be paid. Also, the appointment of unelected Roger An- derson as regional chairman, is akin to the newly hired staff bringing in anoth- er person (of their choice, not their boss's) to be their manager. What happened at regional council smacks of blatant disregard for the tax- payers. When I cast my vote next time, I hope I'm not the only one who re- members what happened on Feb. 11, 2004. Hats off to the nine councillors who voted against the pay raise. Our regional politicians are mak- ing a very strong case for scrapping our current eight-municipal, one-re- gional governing system in favour of one big city. In recent weeks they set their minds on merging local transit sys- tems into a region-wide loop, while waste collection will soon be entirely shifted from a municipal duty to the Region due to the cost-efficiencies Durham can deliver. Add in an entrenched regional police force, the Durham Emer- gency Medical Services, responsibil- ity for a number of roads across the reg ion and a bigger picture devel- ops. All that's left is a merger of fire services, control of municipal roads, and consolidated planning powers. After that, what's left for the indi- vidual municipality? Not much. Despite all those years of protest- ing, this group seems to be proving Mike Harris's theory - for local gov- ernance, bigger is better. "Not true," counters Pat Brown. "It would be a sad day to lose that contact with people," adds the long- time local Ajax councillor. "As a gov- ernment gets larger, contact with elected officials gets more and more remote." You just can't take planning out of local communities, she continues, and notes local councillors, many of whom hold other jobs, bring plenty of valuable outside experience to council tables. From a regional perspective, Pickering Councillor Maurice Bren- ner believes there's still strong justi- fication for local representation. However, he says when an opportu- nity for any type of cost-efficiency arises Durham-wide, it must be pur- sued. "Key services need to be done at the front line," he says. "Planning still needs to be at the local level." He adds that parks, recreation departments and libraries are also best delivered locally. Durham councillors at all levels - and taxpayers too - have an impor- tant choice to make. Councillors Brown and Brenner are right; one big system won't serve taxpayers best. It will further erode the necessary base of the relation- ship between your tax dollar and proper representation. But, if that's the intended direc- tion, get on with the job. Teeple Architects, the firm that designed the facility, has been awarded a certificate of excel- lence for best new public library building from the Ontario Library Association (OLA). The firm was praised for blend- ing architectural features with user-friendly functionality, along with the use of natural and manu- factured materials, such as light, stone, marble, wood and glass, says Geoff Nie, the Town’s chief li- brarian. Teeple, a leader in library reno- vation and design, is known for its innovative work, linking a build- ing’s architecture with its use. “Designers were asked to use their imagination and creativity to develop a new central library in Ajax, and bring local library ser- vice into the 21st century,” Mr. Nie states. “This modern, well-lit fa- cility, has replaced the 37-year-old library, and provided a corner- stone for improved library ser- vice.” The 30,000-square-foot build- ing, at the corner of Harwood Av- enue and Achilles Road, replaced a 16,000-sq.-ft. facility attached to Town Hall. The old library space is being renovated as part of a project to expand and refurbish the municipal building. Mayor Steve Parish notes the new library has “quickly become a community landmark. The archi- tects did an exceptional job de- signing this state-of-the-art facili- ty.” The larger building has enabled the library to expand services, in- cluding a local history room, a computer lab, a dedicated teen area, space for a 19-language print and non-print multilingual collection, program rooms, and 42 Internet and public access termi- nals. The Ajax building was se- lected from 25 nominated li- braries, in a competition that runs every three years. The award was presented dur- ing the OLA conference last month. Keeping feet warm during any outdoor activity is dependent upon blood flow through the capillaries, the smallest of blood vessels. Too tight a boot, or too many layers of socks, will cut off the blood flow, and as blood flow decreases, so does temperature. Once your feet are in your ski boots, the buckles are used to equalize the fit, not just to secure your feet. Reducing pressure around your feet will allow the blood to flow unimpeded. This is best done by doing the buckles up in a specific order. The first buckle to close is the one over the instep (the second buckle from the toes). This positions the foot evenly on the orthotic or inbed. The next buckle to close is the one above the instep, or the second from the top. This helps position the heel of the foot in the rear of the boot. The next buckle to close is the top one. At this point bend your knee and flex your ankle. This allows the foot to slide further back in the boot and frees up the toes. Now secure the top Velcro strap. The last buckle to close is the one over the toes. As the liner compresses, your boots may loosen. If you have to re-adjust your buckles, do so in the same order as above, paying special attention to the buckle over the instep. Never keep your boots in the trunk of the car. Cold boots will keep feet from ever warming up. These feet don’t STAND a chance of skiing an entire day. Thin, thin non-cotton socks are also important in keeping feet dry and warm. Body heat through a thin sock will help warm the inside of a boot, much like your body heat war ms up the inside of a sleeping bag. Cotton socks absorb perspiration but as they saturate the socks then help to keep the feet cold and clammy. Wool and wool blends help remove moisture from the foot and displace it to the liners, keeping the foot dry and warm. Liner should be removed at the end of each day and allowed to dry for the next day. Caffeine, in coffee, dark teas, and some soft drinks should be avoided to maintain warm feet. Lastly, foot beds are most important in stabilizing the foot, These, as we spoke about last week, will improve steering and control and will ensure a better fit of the foot within the ski boot. A more exact fit will ensure the message from the leg is more accurately transfer red to the skis by way of the foot. With less collapsing of the foot as it sits on an orthotic, the pressure from the ski buckles is more evenly distributed over the entire foot. Finally, as the season comes to an end make sure the liners are dry. Keep the boots buckled over the summer to maintain its shape. It it also a good idea to stuff newspaper down the boot. Remember, warm, mechanically sound feet will allow for many hours of trouble free skiing. See page 17 Skaters earn spot in interclub event Allen and Degenstein off to Caledon By Al Rivett Sports Editor PICKERING — Two Skate Canada Pickering Skating Club members are looking for a fine showing at the upcoming Central Ontario Section Interclub Champi- onships (COSIC) in Caledon next weekend. Breanne Allen and Rachelle Degenstein will represent the club at the Teen Ranch Arena, near Caledon, from Feb. 27 to 29. It's the biggest competition of the year for both girls. Allen has qualified for COSIC for the past three years. In 2003, she broke through for a third-place finish in one of her events. This year, she's confident of an even better per- formance. "Yes, I'm hoping to do well," says the 15-year-old Grade 10 stu- dent at Dunbarton High School. Allen qualified for COSIC in two events, the gold interpretive and the gold ladies' solo dance. Meanwhile, Degenstein will compete in the pre-juvenile ladies' free skate 'B' event. The COSIC meet is an oppor- tunity for Allen to test her skating skills against others in the province at a similar point in their careers. "It lets you know who's at your level and who's the best out there," says Allen, who's been skating for the past 12 years. The gold interpretive event al- lows competitors to use their skating skills to interpret a piece of music. Allen says she'll com- bine three types of music in her routine - a Charleston, a waltz and a modern hip-hop song. Meanwhile, the gold solo dance is more restrictive, as competi- tors perform the same two dances -- the Argentine tango and the Viennese waltz. "We all do the same steps and we're judged on presence, timing and steps," she explains. She enjoys competing in both events, but concedes the inter- pretive dance is her favourite. "There's a bit more freedom to do what you want," she says. To advance to COSIC, Allen and Degenstein placed first in their respective events at the Skate Canada Pickering Skating Club Home Club Competition at the Pickering Recreation Centre in December. Marching to Winter Games PICKERING —The Pickering ju- nior 'B' ringette team suffered a heartbreaking defeat at the hands of the hosts in the final of the recent Seaforth Ringette Tournament. Fa cing several tough tests in order to qualify for the final, Pickering faced a strong Seaforth team. In an exciting game that featured several lead changes, the teams played to a 3- 3 draw at the end of regulation time. In overtime, despite having several good scoring opportuni- ties, Pickering went down to de- feat 4-3. In preliminary-round action, Pickering skated to a 5-3 victory over Waterloo in Game 1. The next opponent was from Woolwich and, after a hard- fought battle, the game ended in a 4-4 draw.
