Closing schools is “the only option we have” unless the Province changes its educa- tion funding model by the fall, says Trustee Elizabeth Roy, chairman of the Durham District School Board. The board released its third, system-wide accom- modation and school build- ing plan at the board meet- ing. A one-year version, the draft $27.7-million plan calls for three new elementary schools in Phase 1, one each in Ajax, Oshawa and Whitby, to open in 19 months. Margaret Plackitt has been busy rounding up volunteers to pose for a calendar to help benefit the Durham Regional Cancer Centre. Ms. Plackitt was inspired after seeing the movie ‘Calendar Girls’, which is based on the true story of a group of women in England who took it off for a good cause. “I went to see the movie and it was just like a light bulb went off, this was some- thing we could do,” she said. After only a few weeks of planning Ms. Plackitt already has a number of women from Pickering and Oshawa who have volunteered to pose, along with herself. “I’m going to be Miss Janu- ary,” she said. Ms. Plackitt wanted to raise money for the cancer centre because she knows how im- portant it is; she lost her first husband to the disease in 1989. All of the women involved have been affected by cancer in some way. Barb Haggarty is one of the women who plan to pose. “It sounded like a very good cause. I’ve had breast cancer so I am a cancer survivor of three years,” she shared. The 43-year-old said her mother, who is also a breast cancer survivor, will also pose if they can pose together. “It’s a good idea to show how breast cancer is heredi- tary.” The image they plan to por- tray with the pictures is the il- lusion of nudity, but without really showing anything. Ms. Plackitt said she is hop- ing to have a lot of services donated. The photographer and peo- ple doing hair and makeup have all agreed to donate their time. Hospital is on watch Instruments may have been exposed to dust at Ajax and Pickering facility; patients monitored By Keith Gilligan Staff Writer AJAX –Eight patients at Rouge Valley Ajax and Pick- ering hospital are being mon- itored following surgery in which instruments may have been exposed to dust. Also, four of 40 surgeries scheduled for Monday at the Ajax hospital had to be post- poned because dust contami- nated instruments. “Dust got into the steriliza- tion processing area,” hospi- tal spokesman Katie Cronin- Wood said in an interview. “It’s where they do the trays for surgery.” Following an inspection of ductwork and the rebalanc- ing of airflow in the central processing department, staff noticed a layer of dust and particles covering their work area, the hospital reported in a press release. “As a precaution, staff re- moved all surgical instru- mentation and equipment trays that were processed through the department since 8 a.m. on Friday, Feb. 13 ,” Ms. Cronin-Wood noted. “As well, a review determined that eight patients, who were treated in the operating rooms, may have been ex- posed to equipment that was possibly affected by the dust and particles.” The eight patients have been contacted by their doc- tors and are being monitored, Ms. Cronin-Wood said. “The risk of any adverse impact to any of these pa- tients is determined to be ex- tremely low by infections dis- ease experts involved,” she KINGSTON RD HWY 401 PICKERINGTOWNCENTRE WE AREHERE!LIVERPOOL RDPICKERING Pickering Town Centre (2nd Floor, beside Sears) (905) 420-0744 This is how you buy one and get one for $0* *Phone price subject to activation on new 24-month service agreement on airtime packages starting at $25 monthly service fee.**3 months unlimited local calling and 3 months unlimited text messaging is available on select plans when subscribing to a 2-year term. L iz White, a director with the Animal Alliance of Canada, was at the Picker- ing council meeting to ad- dress new regulations for pet stores and kennels. “I wanted to extend a great deal of appreciation for the work that’s been done on the bylaw,” she said. “It’s an excellent bylaw.” The Animal Alliance of Canada is a national organi- zation that works on feder- al, provincial and municipal issues regarding animal wel- fare. Ms. White has researched animal protection laws across North America and called Pickering’s new regu- lations “second to none.” The City bylaw, which is now in effect, requires all pet shops and kennels to be licensed. Owners must meet ✦See This page A5 ✦See Pickering page A5 in Ajax. Trustee Roy said “there obviously would have been school closures” had Education Minister Gerard Kennedy not, in December, asked boards to wait until the fall before closing any facilities. By then, he hopes to have made changes to the funding model so boards have more options in order to generate pupil place dollars. After the Province’s closure mora- torium is over, the board this fall will be presented with Phase 2, a three- year plan to cover 2006 to 2008. Nicole Hale, co-chairman of Valley View Public School in Pickering, says her school community is on hold. Parents successfully fought the rural school’s closure two years ago. “It’s a reprieve, so now we wait until September to find out if we’re going to be on that plan or not,” she said. Ms. Hale said the community in the interim would likely lobby the ministry and local MPPs to demon- strate the “excellent learning envi- ronment for kids” at Valley View. Brooklin parents received half of what they were seeking. Citing the exploding population in north Whit- by, representative Steve Usher re- cently told trustees the community needs two schools. “We didn’t aim for two schools hoping to get one, we aimed for two schools because we need two schools,” he said. In proposing one school, Mr. Usher said the board “left the door open” for the residents to return later this year and again press their case. “The feeling in the community is we definitely need two schools by the end of three years from now,” he said. Cadarackque school council chair- man Karen Johnson and other par- ents were elated at the news, ap- plauding the announcement. Their proposed 12-room, $4.3-million addi- tion is due to open next year. “We would have liked it to be 16 rooms, but we’re happy with 12 rooms,” she said. Parents will “fight to stay on” the plan until it is approved, she said. The proposed schools would each cost $7.8 million and be built for 506 pupils. They are to address pockets of population growth in north Ajax (Rossland/Westney roads area), Os- hawa (Taunton Road/Grandview Street area) and Brooklin (Carnwith Drive/Thickson Road area). Parents have a single public meet- ing, March 8 at the education centre, to provide input on the plan. It will either be approved at the March 22 board meeting or at a special meet- ing soon afterwards. Several trustees endorse the cur- rent version. “I certainly would support this draft plan because we tried to ac- commodate all the growth areas and we’ve spread it out,” said Oshawa Trustee Susan Shetler. Scugog Trustee Steve Martin also favours the draft. “We are giving (the Province) the time they requested; hopefully the ministry will come through,” he said. If the Province does not change the funding model, Whitby Trustee John Dolstra predicted “one of the toughest accommodation plans in the history of this board” in the fall. He noted that not closing schools was left “at the discretion of the board” since it was not mandatory. “I know everybody is not happy, but this accommodation plan is only to September 2004 and we will start a new one,” said Trustee Dolstra. The board proposes to pay for the plan by issuing a $15.2-million debenture and using $12.5 million from its capital reserves. Mr. McArthur is already eligible for parole, having served seven years as required by law, but likely won’t be released any time soon given his record. The violent criminal has more than 50 robbery convictions and once penned an autobiography ti- tled, ‘I’d Rather be Wanted Than Had: Memoirs of an Unrepentant Bank Robber’. He was on parole when he gunned down three Durham Regional Po- lice officers and two civilians during a holdup at a Bank of Montreal on Hwy. 7A. Armed with a high-powered mili- tary assault rifle and a handgun, Mr. McArthur and an accomplice wore ski masks and burst into the branch screaming, “This is a holdup,” a Superior Court trial in 19 97 was told. Mr. McArthur shot bank manager Alan Knight in the leg and sprayed gunfire at police responding to the robbery. Constable Warren Ellis was shot in the forehead. A bullet struck his partner, Constable Mark Mc- Conkey, in the face, blowing away half his jaw. Detective Paul Mooy took cover behind a pillar but a bullet ripped through his right arm. A stray bullet struck Debra Tay- lor as she sat in her real estate of- fice across the street. All of the vic- tims miraculously survived. On April 3, 1997, a jury found Mr. McArthur guilty of 17 crimes includ- ing four counts of attempted mur- der, armed robbery and kidnapping. His younger brother Angus McArthur was acquitted as his ac- complice. Prosecutors sought to have Mr. McArthur, then 47, declared a dan- gerous offender and jailed indefi- nitely but Mr. Justice Harry LaForme rejected the bid. “An entire community was terror- ized... Mr. McArthur and his accom- plice... turned that small communi- ty into a war-zone... Mr. McArthur’s conduct... was most assuredly sav- age and cruel. Many lives have been permanently affected by his con- duct,” said Justice LaForme at the time. In appeal arguments Crown counsel Howard Leibovich said the sentence was “demonstrably unfit” considering the gravity of the crimes. “The Crown’s position is that this was clearly a case of stark horror and the only fit sentence was life,” said Mr. Leibovich. After a 30-minute recess, the three-justice panel agreed. Reasons for the decision are to be released at a later date. Mr. McArthur abandoned an ap- peal of his convictions, meanwhile the Crown did not pursue the failed dangerous offender bid. ‘I don’t dwell on it or it would eat me up. I’ve just tried to move on with my life. I was hoping for a positive outcome and we got it. I think it’s a more suitable sentence. It’s closure.’ CONST. MARK MCCONKEY Police officers in Durham lauded the life term given to Mr. McArthur. “It’s a relief that it’s finally over. It’s been a long nine years but it’s nice to know justice finally won out over evil. He’s a sad individual,” said Const. McConkey, who still pa- trols 26 Division. The veteran officer has tried to put the ordeal behind him, but is re- minded of “that night” every time he looks in the mirror at his scars. “I don’t dwell on it or it would eat me up. I’ve just tried to move on with my life. I was hoping for a pos- itive outcome and we got it. I think it’s a more suitable sentence. It’s closure.” Detective Sergeant Rolf Kluem, who now heads up Durham’s homi- cide unit, called the sentence a sat- isfying final chapter in the case. “I’m very pleased by the outcome. It’s been an awful long road. It’s a sentence that fits the crime,” said Det. Sgt. Kluem, one of more than a dozen officers assigned to the inves- tigation. “This was a devastating crime on a community that would never ex- pect to see the shooting of three po- lice officers and two innocent peo- ple, who were just going about their business. All over a sum of money,” he said. The $50,000 take from the heist was never recovered. www.durhamregion.com NEWS ADVERTISER,WEDNESDAY EDITION, February 18, 2004 PAGE A3 A/P 107,000 SQ. FT. The three “highly decorated” con- stables refused orders to provide in- ter views to OPP investigators prob- ing the former drug squad, police said. DRP spokesman Dave Selby said four officers were ordered last week by Durham Chief Kevin McAlpine to participate in the “witness inter- views” as part of the ongoing OPP in- vestigation, now entering its second year. “Three of the officers chose not to participate in the interviews after consulting with their legal counsel, triggering the suspensions,” said Mr. Selby. The officers are suspended from duty with pay, but have not been charged. However, they could poten- tially face charges under the Police Services Act for insubordination pending further investigation, Mr. Selby said. The trio were members of Durham’s drug unit until last August, when they requested their transfers. The Durham Regional Police Asso- ciation, which represents the force’s 1,000 front-line officers and civilians, defended the constables’ decisions. “The DRPA has lost any and all confidence in the OPP to conduct a fair and impartial investigation and as such, supports their members’ principled response and the decision to exercise their Constitutional rights,” DRPA president Doug Ca- vanaugh said in a statement. All three constables are “highly decorated and dedicated officers” with exemplary records, and are justi- fiably upset by the suspensions, he added. The association vowed to “vig- orously” defend the former drug offi- cers. Chief McAlpine called in the OPP last February to investigate what he described as “serious” allegations of criminal and professional miscon- duct involving a few members of the force’s drug enforcement unit. The source of the allegations - none of which were made public - was an internal complaint filed by a former unidentified drug squad officer. In August, 11 front-line officers re- quested transfers out of the drug unit in protest of the ongoing OPP investi- gation. strict rules regarding the housing of animals and the conditions of the store. The bylaw also prohibits the sell- ing of sick animals, requires a regis- ter be kept of all animals, and sets out provisions for caring for sick animals. “This is by far an amazing bylaw,” Ms. White said in an interview. “I don’t know if it’s going to shut down a particular pet store but it is a very good bylaw.” Silia Smith also welcomed the bylaw. “Every year our organization re- ceives a large number of com- plaints from individuals who visit pet stores and see animals housed in overcrowded, inadequate condi- tions,” she said. “Unfortunately, a lack of regulations has meant poor standards of housing and care in many pet stores throughout the province.” Ms. Smith is the regional director for the World Society for the Pro- tection of Animals, which promotes legislative changes for animal rights. Local veterinarian Dr. Mimi Ehrlich also made a presentation to council. “I have been delighted that (Pick- ering) council has taken the steps to implement this bylaw... and with council’s efforts to protect animals and the community at large,” she said. Dr. Ehrlich works at the Ajax An- imal Hospital. Wa rd 2 City Councillor Bill McLean was instrumental in get- ting the bylaw drafted after he and Wa rd 2 Regional Councillor Mark Holland received several com- plaints in the fall and early winter about a local pet store. The City is currently developing a checklist for bylaw officers to use when inspecting stores and ken- nels. City clerk Bruce Taylor said now that the bylaw has been passed a letter is to be sent to all pet stores and kennels informing them that they need to be licensed. Once the City receives the application and other documentation, a bylaw offi- cer is to do an inspection. Businesses that don’t pass the inspection will be told what they can do to pass and if they don’t comply within a certain timeframe they will be fined under the bylaw. Bylaw officers, police and officers from the Ontario Society for Pre- vention of Cruelty to Animals are all able to enforce the bylaw. www.durhamregion.com NEWS ADVERTISER,WEDNESDAY EDITION, February 18, 2004 PAGE A5 P 5 PIECE BEDROOM SUITE 5 PIECE BEDROOM SUITE 5 PIECE BEDROOM SUITE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE OPERATED BY HWY 401 DUNDAS STREET THICKSON ROAD HOURS: MONDAY TO FRIDAY 9AM - 9PM SATURDAY 9AM - 6PM SUNDAY 9AM-5PM *Pictures not exactly as illustrated. Editorial Editorials &Opinions WEDNESDAY, FEBRUARY 18, 2004 ✦ News Advertiser ✦ DAVID STELL, NEWS EDITOR, 905-683-5110 EXT. 249 Letters to the Editor Pay increases not taxpayers' priority To the editor: Re: 'Council pay hikes ring in at nearly $2 million,' Feb. 13. So, council has axed the one- third non-taxable status on re- g ional councillors' annual in- come and given them a pay in- crease. Ergo, instead of councillors receiving a marginal annual in- crease in their pay (from mu- nicipal taxes) and a tax break footed by other levels of govern- ment, now the Region is volun- tarily downloading the salaries for your municipal dollar to buy. In effect, the municipal taxpayer is to pay for the loss of income by adjusting it to 100- per-cent tax status and the raise. So, is this a 'travesty'? Yes. Is the raise itself a travesty? No. The real travesty is who is paying for this decision and why. The approved solution is funded entirely by the munici- pal tax base and costs the re- g ional tax coffers an extra $370,000 each year. To be fair, this was done on advice based on constituent rec- ommendations that complained the old way wasn't fair. For those of that mind who are reading this: Congratulations, your way is much better and you deserve some credit where cred- it is due. As for council members, un- necessarily heightening our costs on salary alone is not on our agenda, and it shouldn't be on theirs. Adam Carr Ajax Taxpayers, not McTeague, were betrayed To the editor: Re: MP says he's been 'be- trayed', Feb. 15. Dan McTeague's comments only make one wonder further about this government. Here is a party that has misused $250 million and he uses words like "I've been betrayed." No sir, we've been betrayed. He goes on to say "the serious actions of a few individuals" are responsible. This suggests, be- fore an investigation has taken place, that only a small group is responsible. Does he know something we don't? He defends the prime minis- ter before the inquiry has even started. He goes on to say that no minister is able to know how each dollar is spent. Hello, we're talking about $250 million, not a loonie. I guess we can rest assured that this won't happen in Pick- ering, after all, Mr. McTeague told us he pays the tip out of his own pocket when using a taxi at government expense. Jim Clark Pickering Time for Region to cut the fat To the editor: Re: 'Regional budget fore- casts a six-per-cent tax hike,' Feb. 11 Such an increase is not ac- ceptable, given the Consumer Price Index has increased by half that amount or less, and most earned incomes by even less. Those on fixed incomes are another issue. A reordering of priorities must be made to keep the in- crease to the inflation rate, if not less. Some things, such as some roads, may have to wait. Retreats may have to be can- celled. Trim the fat and make the cuts necessary. The just-announced council pay increases are staggering and show the excess. The public pocket is not bottomless. David Bergson Ajax Dalton McGuinty needs a strategy It’s time to get on with governing While it may be Dalton McGuinty and his 72- member-strong Liberal government found themselves facing a bigger deficit than expect- ed, it shouldn't take the better part of five months to face reality. No, the provincial Liberals won't be able to keep all the promises they made. But, for heaven's sake, Mr. Pre- mier, show some confidence in your abilities and in the abilities of your cabinet ministers. Take the mandate you were given Oct. 2 seriously, and get down to the business of governing. When the Tories were elected in June 1995, they faced a far bigger deficit than the one the Liberals recently in- herited. There was some hue and cry about the mess the NDP left behind, but that didn't last long. Mike Harris and his cabinet had to make tough choices, some of which involved reducing the size of government and paying out less to those on welfare. The moves were not popular at the time, but at least they represented ac- tion. The public couldn't fail to see that the Conserva- tive Party's 'Common Sense' agenda was off and run- ning. The Liberals, however, were sworn into office more than four long months ago and have yet to take action. Their "Choose Change" agenda contained more than 200 campaign promises, many of which have been either broken or shelved until a later date. More upsetting is Mr. McGuinty's insistence on going to the public for input on what priorities the government should have over the next few years. Are we to conclude now that all that rhetoric, all those pledges, all that talk, was worthless? Is Mr. McGuinty suggesting that it is up to us to tell him how he should govern, to explain what his priorities should be? The only real decisions we've seen from the premier thus far have been the breaking of key planks in the aforementioned list of promises. The only main pledge he hasn't gone back on - yet anyway - is that he wouldn't introduce wide-sweeping tax increases, which, at least, would allow him to keep his word to boost education and improve health care. Mr. McGuinty, his advisers and his cabinet ministers must go back to that election platform - that pact they made with the voters - and figure out how to make it work. While nobody expects any leader to keep all his promises, the premier needs to get his priorities in order. Otherwise, we're left wondering if he has any plan at all. Dairy farmers, if they're worth their salt, work their butts off. They are married to a milking parlour for at least two, and sometimes three sessions a day, and they have myriad other chores to do that, in spite of the farmer's Herculean efforts, just keep reappearing every day. Their cows represent a huge in- vestment, which can sometimes require attention 24 hours a day. Consequently, dairy farmers don't take a lot of time off. When they do, however, they play real- ly hard. I like to go tobogganing with my buddy Brent. He does it right. For starters, he has a killer hill on his property. It doesn't matter that the hill is lo- cated in the middle of a snow- covered hay field an acre or so away from the nearest paved road. Brent has a big snow blow- er attached to an even bigger tractor. When he is done, he has cleared a swath of frozen earth so clean and flat that I could drive a Viper to the lip of the hill. Upon arrival at the promonto- ry, Brent has discovered that there is, ironically, too much snow. The assorted GTs and tubes will not go very fast or very far. And what would be the fun of that? After all, a day of to- bogganing, like a snowball fight, is not really complete, until some kid cries. Not to worry. Did I mention Brent has a very big snow blower attached to a very big tractor? In no time he has cleared a luge run the length of the Don Valley Park- way. It's as wide as a road with ninety-degree sides carved into two feet of snow. Now the GTs and tubes go very fast and very far indeed. So far, in fact, that we can barely hear the chil- dren's screams as they hurtle at approximately 4 Gs toward the fence at the bottom. We may need to fix that. We decide to build a high- banked turn three-quarters of the way down the run. Brent's eyes gleam as he once again climbs into the cab of his trac- tor/snowblower. This is way more fun than milking cows. In no time, we have created a five-foot-high, curved wall of snow that theoretically will channel the children safely around a corner and down into a gently sloping field, well away from any fences. Theoretically. The first child down hits the turn with the speed of an F-16 Tomcat, shoots not around, but up and over the five-foot high bank of snow, describing a truly spectacular arc through the air, the look on his face a mixture of surprise, confusion and mild be- trayal. He splashes down, some 10 feet away, with the force of Apol- lo 11 and there is suddenly an awful, hushed silence on the hill. Brent and I look at one another with the faces of men who have just started a brush fire or spilled Coke on a new couch. Both of us are fingering the 911 speed-dial buttons on our cell- phones and desperately fighting the adolescent urge to simply take off. Frantic, judgmental women's feet can be heard rushing down the hill from above us. But then, thank God, the snow-covered, 9- year-old Neil Armstrong pops up with a triumphant hoot and a victorious "That was awe- some!" and all is well again. Brent and I smile nervously at one another, well aware of the fine line between idiots and he- roes. Sunderland resident Neil Crone, actor-comic-writer, saves some of his best lines for his columns. Nicole Gaspar, left, and teacher Lynn Taylor enjoyed a dance to the Village People. Fa ther a ‘bit of a local hero,’ says agency By Lesley Bovie Staff Writer DURHAM – If trees could talk, they would most likely have words of thanks for the curiosity of a Durham family. Heiko and Jannette Mantik and their daughters Keisha, 10, and Sha- nia, 8, are being credited with discov- ering perhaps one of the greatest threats to Canada’s hardwood forests - the Asian Longhorned Beetle (ALB). “We regard Heiko as a bit of a local hero,” said ALB project officer Howard Stanley, of the Canadian Food Inspections Agency (CFIA), which is heading up the containment efforts in parts of Etobicoke, North Yo rk and Vaughn. Since making the discovery in Sep- tember, Mr. Mantik has been hon- oured by the City of Vaughn and for- mer federal agricultural minister Lyle Van Clief. His picture has even been flashed on newscasts and appeared in several articles published across the country. But the Oshawa resident of 13 years says it’s his wife and two daugh- ters who deserve most of the credit for identifying the pest. A computer technician at a ma- chine shop in Woodbridge, Mr. Man- tik said a co-worker was getting in his car to go home one night and noticed a strange-looking insect on his wind- shield. “He brought it to me because he knew my wife and I and the kids were looking up bugs we found in our back- yard on the Internet, just for our own interest,” Mr. Mantik explains. The black beetle with whitish-blue antennae went home with him that night and his wife and children soon identified it as the ALB, and all sorts of pest-control warnings started com- ing up on their computer screen. They e-mailed authorities in the United States, where the ALB has ex- isted since 1996, and were given the CFIA’s number in Ottawa. Within days, the CFIA picked up the beetle, now frozen because it had died a few days after being captured, and CFIA headquarters in Ottawa confirmed it was an ALB. The next day, officials descended on the machine shop, now known as “ground zero,” inspecting all the trees in the area, Mr. Mantik said. Those efforts are still continuing as the CFIA tries to determine the ex- tent of the ALB’s spread, said Mr. Stanley. There are 11,000 trees in the core infested area, which will likely have to be removed. There are anoth- er 4,000 trees in “satellite areas,” thought to be “early infestation areas.” The CFIA is collecting data in the core areas to determine how to treat those satellite areas, Mr. Stanley said. In the meantime, his office is trying to get the word out to the public to keep “all eyes peeled” for the beetle because in the United States, tradi- tionally it’s been residents who have discovered the pest, he said. At the same time, the CFIA is ad- vising residents not to take any fire- wood or dead limbs outside the in- fected area. The beetle is two-and-a-half to three inches long and leaves exit holes of about 10 to 15 millimetres in diameter, which is about the size of a dime. The adult female ALB eats into the bark of a tree, inserting its eggs under the bark. Within 11 days, the eggs hatch and the larvae feed on the inside of the tree until they reach the centre. The larvae grow to about 5 centimetres in length until they pupate and leave an exit hole to live as an adult beetle out- side the tree. About 50 per cent of Canada’s hardwood trees are affected by the ALB, including maple, horse chest- nut, birch, willow, elm, poplar, moun- tain ash, sycamore, hackberry and silk. ALB adults start emerging in late May and prefer trees standing in open areas. There are no natural predators in Canada, nor can sprays be used because all of the damage is done internally. If you spot ALB, contact the CFIA immediately at 1-800-442-2342 or its To ronto office at 416-665-5055. www.durhamregion.com NEWS ADVERTISER,WEDNESDAY EDITION, February 18, 2004 PAGE A9 A/P MAJOR CORPORATE PROMOTIONAL CLOTHING MANUFACTURER BANKRUPT! An award- winning news team The News Advertiser Metroland Durham Region Media Group By Shelley Jordan Staff Writer DURHAM –A panel made up of groundwater, health and air experts will assess the environmental effects of Sound-Sorb, after local people complained to the Province for years about the substance. The panel, which includes eight members and which will operate at arms-length from the Ministry of the Environment, will meet with identi- fied stakeholders in the debate over Sound-Sorb. It is expected to pre- sent recommendations to the MOE by December. Sound-Sorb is created when paper sludge, the residue left over in the paper recycling process, is mixed with sand. It’s used as filler in berms on business properties such as the Oshawa Skeet and Gun Club. Con- cerns were raised about Sound-Sorb after analysis of water from a well lo- cated near the gun club uncovered chemical levels that exceeded the legal limit. Local citizens’ groups have been asking since 2001 that Sound-Sorb be banned and have waited on the MOE to make a decision. The cre- ation of the panel is the latest twist in the long road. “I think you should go away tonight with the confidence these guys (panellists) are good at what they do,” said Robb Ogilvie, inde- pendent facilitator for the panel. Mr. Ogilvie has worked as a facili- tator for 26 years leading projects such as the Advisory Group on mer- cury in the sediment of the St. Lawrence River at Cornwall and the Oak Ridges Moraine Advisory Panel. The panel includes a hydrogeolo- gist, experts in groundwater and air quality, a risk-assessment specialist, a representative from Environment Canada to measure petroleum hy- drocarbons, and three experts to as- sess human health effects. Mr. Ogilvie said while the panel will be assessing available studies on the ef- fects of Sound-Sorb, it is unlikely it will commission additional indepen- dent research studies. Invited to witness panel discus- sions in the workshops are 11 indi- viduals and organizations from Durham Region who are considered stakeholders. They include: Cour- tice Auto Wreckers, Oshawa Skeet and Gun Club, Protect the Ridges, Brock Land Stewards, City of Os- hawa, Municipality of Clarington, and Durham Region’s Health and Social Services Committee. “The expert panel was something we were very much wanting to have instituted,” said Martin Feaver, co- chairman for Protect the Ridges. “We need people who actually know what these numbers (in the studies) mean.” Mr. Ogilvie said the panel will weigh information and answer three questions. First, does Sound-Sorb have an adverse effect on human health or the environment? Second, if yes, to what degree and what mitigation measures, if any, can be instituted to eliminate or minimize the risks to acceptable lev- els? Third, given the intent to apply the findings across the province, are there any site conditions that may be more sensitive to the use of Sound-Sorb? The first workshop, which is not open to the public, takes place Feb. 20. The last is expected in December, with the public presentation of the report to follow. Perdita Felicien finished second to U.S. hurdler/sprinter Gail Devers, 37, at the U.S. Golden Spike Invitational Indoor Meet at the University of Arkansas at Fayetteville last weekend. Devers, the reigning world in- door 60-metres hurdles champion, won the event in a time of 7.87 sec- onds, with Felicien finishing second in 7.94. A week ago at the Millrose Games in New York City, Devers and Feli- cien finished one- two, with Devers winning in 7.76 seconds, followed by Felicien in 7.94. Devers also won the women's 60m dash crown at the Arkansas meet. Felicien will fly to Europe to compete at the Gaz de France meet Feb. 28 in Lievin, France. Felicien and Devers are expected to be on the starting line again at the indoor world championships in Budapest, Hun- gary, March 5 to 7. In a recent interview, Felicien says she's looking forward to the chance to add a world indoor crown to go with her world outdoor 100m hurdles title in Paris, France last August. "I've been itching to run in my first world indoor championships. It's fresh and exciting and I'm going there to prove myself again," says the 25-year-old. The U.S. Golden Spike meet repre- sented Felicien's third indoor competition of the season. She had previously won the 60m hurdles event at the University of Illinois Invitational before taking part in the Millrose Games. Donlands gets tough, but it's not enough AJAX —Donlands Jewellers knew it would need to make tough defensive stops against the high-flying Scotiabank team in Ajax Ladies' Basketball League action Wednesday night, but it wasn't enough. Donlands did manage to hold the bankers to only eight first-half points, but Scotiabank adjusted to a more defensive game than they are used to in the second half, and emerged victorious 22-15. Kim Bourque led Scotiabank with 10 points. Sue Nowry and Cheryl Owens- Carr each netted six for Donlands. Select Foods kept pace with Scotia- bank by posting a 33-21 win over East Side Mario's in the second game. With a well-distributed offence, Se- lect was difficult to defend. East Side was plagued by foul trouble and sent Select to the line 23 times. On the brighter side for East Side, with the game still within reach, Nadine Kruss made back-to-back defensive stops. The first was a clean blocked shot and the second was the play of the night as Kruss caught up to Select's fast break and stole the ball from a surprised Tiina Henkusens. One of Select's more prolific scorers, Henkusens led all shooters with 11 points. League players reside in Ajax and Pickering. Generals double up on Petes DURHAM —Justin Donati and An- drew Gibbons each had a goal and an as- sist as the Oshawa Generals beat the Pe- terborough Petes 4-2 Sunday at the Civic Auditorium. It capped off a strong weekend for the Generals, who also split a pair of road games against elite OHL competi- tion, winning 3-2 in Kitchener Friday and falling 2-1 to league-leading London Satur- day. The Generals (21-26-8-1) are still in sixth place in the Eastern Conference, two points ahead of the Sudbury Wolves (20-27-5-4), four up on the Petes (21-30- 2-3) and five ahead of the Brampton Bat- talion (19-29-6-2). They face three East Division foes on the road coming up: in Peterborough Thursday, in Kingston Friday against the Frontenacs (24-23-6-2) and in Ottawa Sunday against the 67's (25-21-6-4). Tyler Donati and captain Tobias Whe- lan also scored for the Generals Sunday, while Ben Eager and Paul Ranger each had a pair of assists. The Generals killed off all six Peter- borough power plays, including a five- minute elbowing major to Eager that saw him ejected in the second period. Dan Turple made 29 saves for his second straight win and eighth in his last 10 starts. Chris Hulit scored Oshawa's lone goal in London Saturday. Ryan Gibb was strong in goal as the Knights outshot the Generals 40-23. You can call Ajax ‘ringette town’ More than 2,000 players descend on the area for annual Silver Ring tourney By Al Rivett Sports Editor AJAX —The annual Ajax Silver Ring Ringette Tournament is firmly entrenched as one of the pre-emi- nent events on the sport's calendar each season. The 32nd edition - arguably the biggest ringette tournament in the province -- is set to take the ice at the Ajax Community Centre and Pickering Village Arena Friday, Feb. 20 until Sunday, Feb. 22. And again this year, the event is full to over- flowing with 75 teams and more than 2,000 players. Teams are coming to Ajax from across Ontario, along with eight Quebec squads, including clubs from Pierrefonds, Boucherville, Pointe Claire, Lac-St-Louis, St. Laurent and Rive Sud. Sadly, say tournament co-chair- men Debbie Bignell and Sheila Flo- rio, they couldn't find a spot for all inquiries. "We had to turn a lot of teams down; we had a waiting list again this year," says Bignell. The tournament's continued pop- ularity, says Florio, is due to its abil- ity to offer all divisions, from the youngest (bunny minor age four), right up to the open categories, where players can be 20 and older. The event also features competitive ringette, from the 'C' level up to the 'A A' designation. But, it's more than just the calibre of play and the number of divisions offered that sets the Silver Ring tournament apart. It prides itself on being a fun weekend for players and parents alike, with a number of other activities offered beyond the ice. Among the tournament's offering is a barbecue and bar, karaoke for the kids, a number of raffles of prizes donated by local businesses, and 50/50 draws. The Ringette Store will also set up shop for the week- end. But, most of all, the tournament has been well received within the Ontario ringette community, with many teams returning on a yearly basis. "We've received a lot of positive feedback from the teams," says Bignell. Adds Florio: "Many of the teams want to get back in (the tourney) because they had such a good time here." Action gets under way Friday at 9 a.m. and continues all day. Games are played all day Saturday, culmi- nating in playoff action in all divi- sions Sunday, starting with the pe- tite 'B' final at Ajax Community Centre Pad 2 at 10 a.m. and ending with the belle 'B' (ACC Pad 3) and belle 'A' (ACC Pad 1) at 3:30 p.m. The Ajax Ringette Association's 'Shooting Stars' club will have teams competing in 14 of the 19 divisions. Ajax’s Kristin Johnston tries to evade the check of Whitby’s Megan MaCauley during recent junior ‘AA’ ringette action. Johnston and her teammates will suit up in the 32nd annual Ajax Silver Ring Ringette Tournament, which gets under way Friday morning. Action continues through the weekend, with the division finals Sunday. Sports Briefs FEBRUARY 18, 2004 PERDITA FELICIEN Second to Devers at Golden Spike. Pickering Trojans rip into Raiders Ajax school opens semifinal series with big win over Whitby’s Anderson Collegiate By Al Rivett Sports Editor A JAX — The Pickering High School Trojans took a big step for- ward in their quest to get back to the Durham Region senior boys' hockey championship. The defending champion Trojans came out hungry for another shot at the Lake Ontario Secondary School Athletics (LOSSA) title and devoured a listless Anderson Colle- giate Raiders squad from Whitby 7- 3 at the Iroquois Park Sports Cen- tre yesterday afternoon. The Trojans outskated and out- worked the host Raiders through most of the contest, and their hard work was rewarded. Pickering High led 2-0 after the first period and continued to take the play to the Raiders in the middle frame, adding four more goals for a com- fortable 6-1 cushion heading into the final period. Although the Raiders mounted a mild resurgence in the third, scor- ing two goals, the damage was al- ready done as the Trojans coasted home with the all-important Game 1 victory. Game 2 is either next Monday or Tuesday afternoon at the Ajax Community Centre. Game time is 2:30 p.m. Trojans' coach Ted Snetsinger was happy with the effort, although he mildly chided his team for letting off the throttle late in the game. "They played well. I didn't like the third period. We didn't skate as hard as we did in the first two peri- ods, but when we had a 6-1 lead, we got a little too comfortable," says Snetsinger. Most of all, Snetsinger was de- lighted with the solid team play ex- hibited by his players. "We try to get them not to leave the (defensive) zone early and we wanted them to play a more defen- sive role," says Snetsinger. "I think we played good positional hockey." Co-coach Lou Manserra praised the work of starting netminder Ryan Mason, who made numerous big saves in the first two periods. In total, Mason stopped 20 shots. "I thought Mason certainly played like he wanted to win," says Manserra. The coach added his players con- tinually beat Anderson to loose pucks, which set the tone early in the contest. Anderson coach Chris Ordanis says his players must play with a great deal more passion to have any hope of prolonging the series. "We have to play with more emo- tion," says Ordanis. "We have to carry over what we did in the third period into the next game and hopefully that will be enough to match them. We have to play with emotion -- it's as simple as that." The Trojans came out flying, scoring in the early going with Paul Kent accepting a feed from Marcus Carroll on a 2-on-1 break and mak- ing no mistake on the shot. With 3:28 left in the first period, the Trojans went up by two goals on a power-play goal by Mike Mc- Farlane. McFarlane's point shot went through the legs of Anderson starting goaltender Jason Blan- chard. The second period was all Picker- ing. Carroll scored off an odd-man rush, followed by a goal by Michael Rocca, who picked the pocket of an Anderson defenceman at the blue- line and put the Trojans in control 4-0. Anderson's Todd Collins broke through for an unassisted power- play marker at the midway point of the period. Pickering High, howev- er, responded with goals from Car- roll and Mike Parna. Anderson scored its second power-play goal of the game when Dan Nicholls put a rebound past Mason in the third period. Stephen Dizig, from Ryan Lane, made it 7-2 off a 2-on-1 break. Nicholls finished the scoring on a solo effort with 2:49 remaining. A.J. Teamwork pays off in gold for Nicholls Pickering-based swimmer posts solid results at U.S. Spring Nationals PICKERING —A Pickering Swim Club athlete continued her strong season with a solid performance at the Cono- coPhillips Spring National Champi- onships 2004 in Orlando, Florida from Feb. 10 to 14. Laura Nicholls swam along with other members of the Canadian na- tional team at the U.S. spring nation- als, which traditionally attracts the top swimmers from Canada, the U.S. and other nations. The 25-year-old helped the Canadi- an relay team to a gold medal, while swimming in one event final and a consolation final. The gold came in the women's 4x100-metre freestyle. Nicholls, along with Jennifer Button, Jennifer Porten- ta and Anna Lyndall, captured top spot in a time of 3:45.38. Finishing sec- ond was the Irvine Novaquatics team from Irvine California in 3:47.90. Third place went to the Longhorn Aquatic Club team from Austin, Texas. Nicholls also finished seventh in the 100m freestyle 'A' final in a time of 56.50. Lindsay Benko, of California, won the event in 54.43. Nicholls was first (ninth overall) in the 'B' final of the 50m free in a time of 25.80. In her other event, the 200m free, Nicholls finished 56th in a time of 2:06.19. So far this season, Nicholls has chalked up a series of impressive re- sults at high-profile meets -- all lead- ing to her end goal of competing for a spot on the Canadian swim team travelling to the 2004 Summer Olympics in Athens. The Canadian trials are slated for the Etobicoke Olympium Pool in Toronto July 6 to 10. At the U.S. Open in Seattle in De- cember, Nicholls helped the Canadian relay teams to two gold and one silver medal. She also competed at the Canadian Short Course Swimming Champi- onships in Quebec City in December where she won six gold medals, in- cluding four in the relay races. Nicholls plans to compete at the Canadian Eastern Championships this month. AJAX MINOR HOCKEY ASSOCIATION NOVICE DIVISION As of Feb. 14. Axemen swept AJAX —The Ajax Axemen went down to defeat -- but not without a fight. The Wexford Raiders did the ex- pected and swept the Ajax Axemen out of the best-of-seven opening round OHA Ontario Provincial Ju- nior 'A' Hockey League South Con- ference series four games to none. The series ended at the Ajax Community Centre on Saturday af- ternoon, with the Raiders hanging on for a 4-3 victory. While unhappy to be swept out of the post-season, Axemen head coach Larry Labelle was nonethe- less satisfied his charges had given all they had in Game 4. "Anytime you lose any game you're not happy, but at least the guys put the effort in. You're upset with the outcome, but you're not upset with the effort," says Labelle. In fact, after trailing the Raiders 2-0 after the first period, the Axe- men rebounded to tie the game 2-2 early in the second. In the same pe- riod, Wexford gained a 3-2 lead and upped it to 4-2 on the eventual game-winning goal by James Bates. Chase Deleon closed out the Ajax scoring late in the second frame. Jordan Weinberg and Matt Har- ris had the other Ajax markers. Kyle Nova, starting his third game of the series, took the loss in net for the Axemen. Local bands say they go elsewhere to find gigs Jeff Hayward Special to the News Advertiser PICKERING –If you're an aspiring music band based in Pickering, you might have to look elsewhere to find a place to shine. The lack of an attractive venue in Pickering to play tunes is a prob- lem, according to some Pickering band members. Although a select few locations in town offer bands a chance to book shows, the bookings are usually done on a monthly basis only -- which is not particularly healthy to a band trying to raise their popularity. Peter Munro is the drummer for the up-and-coming Pickering band, The Swindle Kings. Munro, 17, is one piece of a quartet that has been together for about three years. Al- though he has lived in Pickering his entire life, there seems to be no evi- dence of a music scene in the city. "We never have anywhere local to play," said Munro. "Anyone living in Pickering who wants to see live music has to go to Oshawa or down- town (Toronto)." Munro did say, however, that his band has found some recent hope in the Royal Canadian Legion, at 1555 Bayly St. in Pickering. They played there Jan. 30 along with some other bands, and said the ex- perience was positive, despite hav- ing some technical difficulties with their gear. "We brought the house down nonetheless," he said. "I estimate about half the people there were there to see us, so I was satisfied." Munro and his band are search- ing for more gigs, to increase the frequency of their performances. They had a show lined up at the Le- gion in Oshawa on Feb. 13, however it was cancelled due to a double booking. They now look forward to their next Pickering Legion appear- ance on Feb. 27. Vicky Butler, who books talent for the Oshawa Legion, says the scene is good there. "We're actually looking to hire some more bands," Butler said. "We have shows every Saturday night," she added. "We usually have between 80 and 100 people show up to watch the bands." Butler also said that some of the bands the Oshawa Legion features are from Pickering. Maryjayne is an established Pick- ering-based group that has played shows all over the region. However, the band has been avoiding Picker- ing as an option. "There's no interest," said Trevor Easton, drummer for the band. "We don't have our own P.A. (soundboard)," he explained. "Most bars in Pickering require you to bring your own soundboard." He added that the closest the band had come to playing in Pick- ering was a shot at the Chameleon Café in Ajax, before it shut down. It didn't pan out, but the band still used the venue to rehearse in. Maryjayne has a show scheduled for the Atria Bar & Grill in Oshawa on Feb. 27. There is, however, at least one bright spot for the future of music promotion in Pickering. Steve Miller, of Miller Entertain- ment, is helping to develop the scene. He promotes bands, mostly by word-of-mouth, including re- cruiting talent to play at the Picker- ing Legion. Miller says there are some obsta- cles to booking bands into Pickering venues. "Pickering (bar) owners are wor- ried about what kind of a crowd these bands will bring in," Miller ex- plained. He said the young, punky image of some of the groups give the owners the impression a bad crowd will come into their establishment. "I promote the funky, happy punk bands," Miller added. Miller said that he gives the bands he brings into the Legion $1 for every ticket over 30 they sell. Tickets to the shows typically cost $7 in advance, and $10 at the door. "If they do well, I send them to bigger venues (outside Pickering) where they can make some money," he said. Miller is negotiating with a Toronto venue to do their music promotions, as well as handling spots in Peterborough and Guelph. A check of other venues in Picker- ing did not reveal much informa- tion. Bob Caygeon's on Liverpool Road also advertises monthly band features, however the owner is out of town and unavailable for com- ment. Melanie Greenwood represents Pickering hip-hop artist Manafest, who recently performed at Bob Cay- geon's. "It is a smaller venue, very inti- mate," she said. "Bob Caygeon's was the first place we approached for a show... it was a bit of back and forth (negotiating) with the owner, but he decided to experiment and try us out."
