Regional growing pains Maragh ‘lucky murderer’ Only medical help saved victim from death, says Crown By Stephen Shaw Staff Writer DURHAM – Medical science saved a bullet-riddled Teran Richards from death. Now prosecutors are trying to send his assailant away for life. Crown attorney Isabel Pargana urged Justice Bruce Glass to hand down the maximum sen- tence of life in prison to Marlon Maragh, the gunman who fired four bullets into Mr. Richards during a pickup basketball game, turning a crowded Pine Ridge Secondary School gymnasium into a “shooting gallery.” The sentence will be handed down next Thursday. After a four-month trial a jury last September convicted Mr. Maragh, 23, of attempted murder and a slew of other crimes in the April 3, 2001, shooting. Mr. Richards, 22, then of Ajax, was struck in the back by three slugs from a .357-revolver - a fourth ripped through his elbow - during the game. Emergency room doctors who performed surgery and saved Mr. Richards, who lost a kidney, half a lung and some of the mobility in his arm. “He (Mr. Maragh) is the lucky murderer. Mr. Richards is alive by virtue of quick medical interven- tion,” said Ms. Pargana during Durham puts off discussing changing political setup By Carly Foster Staff Writer DURHAM – At one regional councillor per 18,000 people, the Region already has the largest representation per capi- ta in the Greater Toronto Area - and it may add two more. But it will be at least two more years before a decision is made. Oshawa put forward a recom- mendation last week to Durham council to add one councillor each to Whitby and Pickering, which would bring the regional body to an even 30, plus the chairman. The move came after Whitby councillor Gerry Emm, in a Dec. 10 committee meeting, asked to have his municipality’s level of representation reviewed because of its booming growth. “You just can’t keep raising the population and not the rep- resentation,” said Oshawa councillor Brian Nicholson, who brought the issue forward to his council Dec. 15. “I think it’s a valid claim.” Oshawa lost three councillors in a 1997 restructuring that also saw Clarington lose one repre- sentative. Coun. Nicholson said there’s a perception people want to take councillors away from Os- hawa or the north Durham mu- nicipalities. Chemical seeps out in non-nuclear area By Keith Gilligan Staff Writer PICKERING –An investigation is now under way at the Pickering nuclear station following a chemical spill at the non-nu- clear side of the facility. The substance morpholine was spilled shortly after mid- night Jan. 4 when a valve wasn’t closed properly, said Frank Ba- jurny of Ontario Power Genera- tion. Speaking to the Community Advisory Committee Tuesday, Mr. Bajurny said morpholine is a “chemical added, in trace amounts, to our boilers to con- trol the pH.” The incident occurred when a “veteran technician added con- centrated morpholine to a mix- ing tank,” Mr. Bajurny stated, noting water is also added with the chemical. “He thought he closed the water valve but hadn’t. Water continued to flow and the tank overflowed,” he said. The mixing tank is connected to the Unit 8 reactor. When the tank was full, it spilled into a diked area, he added. The floor drains were blocked off, but caulking around the drains allowed the morpholine to seep on the floor below. “The leak was detected by staff at the lower level.” The event lasted about 15 minutes, he said. It leaked onto electrical bus- ing connected to Unit 6, he noted. At the time of the inci- dent, Unit 6 was offline for planned maintenance. When asked if the incident was human error or mechani- cal, Mr. Bajurny said, “A bit of both.” The investigation is ongoing, he said, but added, “There’s a significant component of human error. They failed to check it.” Given the fact the amount of morpholine was so small and had been diluted by water, there was no environmental harm, Mr. Bajurny said. “There was no toxicity at this level to fish life.” There was also no health haz- ard for employees. He added, “The concern is human performance and a me- chanical problem. “It shows we can’t let our g uard down,” he said. A Durham Regional Police in- vestigation into a string of recent break-and-enters at businesses in Ajax, Oshawa and Clarington led officers to the storage facility on French Street. A search warrant was executed early Tuesday, and thousands of dollars worth of electronics and other stolen property was seized, police said. Two suspects were later arrest- ed at a Montrave Avenue resi- dence, where officers found more hot merchandise. The investigation is continuing. Robert Dave Smuck, 34, of Montrave Avenue, and Jamie Ross Smith, 34, of no fixed ad- dress face numerous counts of breaking and entering, theft under $5,000 and possession of stolen property. Brock has one per 6,000 people, Uxbridge one per 9,000 and Scugog one per 10 ,000. Oshawa is fourth, with one councillor for every 18,000 people - which is the average for Durham as a whole. Pickering and Whitby, meanwhile, each have one councillor for every 22,000. Giving them an- other councillor each would resolve the issue and demonstrate “a spirit of co-operation,” Os- hawa’s motion says. Whitby mayor Marcel Brunelle offered another suggestion. “There’s no question the numbers are out of whack,” he said, agreeing that Whitby and Picker- ing probably each deserve another councillor. “But I don’t think the people of Durham have a stomach for adding more.” Redistribution across the Region could be one option, Mayor Brunelle said. But what are really needed are a formula and a process to look at the issue every term of coun- cil. “We need that as op- posed to having a gun- fight each time it comes up,” he said. “That kind of con- frontational approach has to change... no one wants to disturb the amity from Oshawa.” Compared to the other regions in the GTA, Durham has the most councillors per capita. Halton is the closest to Durham with one council- lor per 19,000 people, while Toronto has one per 57,000. In Peel Region, it’s one councillor per 47,000, while in York the ratio is one per 36,000. Any addition or reduc- tion of councillors must be approved by the Province and would in- volve at least one public meeting, the Municipal Act states. A triple major- ity - or support from five of Durham’s eight munici- palities, amounting to a representation of a mini- mum of 51 per cent of the Region’s population - is needed to approve the move. Durham council on Wednesday deferred the issue to 2006 when a spe- cial committee will exam- ine regional representa- tion. The United Way of Ajax- Pickering-Uxbridge an- nounces the results of its 2003 fund-raising campaign at an event Saturday, Jan. 31. The goal was $1.6 mil- lion. “There were some real challenges,” executive di- rector Edna Klazek notes, adding the “closure of Daimler Chrysler was the biggest one. They were one of our largest employee groups.” The other challenge was Volkswagen looking at its corporate campaign and deciding if it wanted to di- rect money elsewhere. In 2002, Chrysler donat- ed $54,000 and Volkswagen, including the company and employees, contributed $12,000. The United Way provides funding to 54 programs through 27 agencies, she says. As well, donors request- ed their contributions be directed towards 27 pro- grams not funded by the UW. The 2003 campaign chairman was Val Marshall. “She did an excellent job for us,” says Ms. Klazek. “She’s a good leader.” Contributions to the 2003 campaign can’t be made anymore, although previ- ous commitments are still coming in, Ms. Klazek notes. Also, work is getting started for the 2004 initia- tive, with both volunteers and staff gathering for a “full day of planning. We’ll also look at new businesses coming to the area and how we’ll approach them.” The Jan. 31 wrapup is at the Carruthers Creek Golf Centre, at the corner of Lakeridge Road and Bayly Street, in Ajax. This is an attempt- ed murder rather than a murder, by virtue of good fortune,” she said. Court heard that a disputed foul during an after-hours game between players from Pickering and Scarborough led to the explo- sion of violence on the court. Mr. Richards snapped when Scarborough player Tyshan Riley - a friend of Mr. Maragh - punched his Pickering teammate Al Nabe in the face. The game came to a halt and an enraged Mr. Richards charged Mr. Riley, but was held back by teammates and game organizers. Just then, Mr. Maragh, who had been watching the game, stepped onto the court and opened fire. A stray bullet grazed the face of a 15-year-old girl, T-Sean Grant, who was sitting in the bleachers among 100 other spectators when the shooting started. “It is the Crown’s position there was stark horror in the callous- ness, in the brutality, in the venue being a local high school gymnasi- um,” said Ms. Pargana. The court can impose maximum sentences in cases deemed to qualify as stark horror. Mr. Maragh, a member of the notorious Galloway Boys street gang in Scarborough, admitted he was a pistol-carrying drug-dealer who was serving a weekend sen- tence for trafficking in crack co- caine at the time of the shooting. But he denied being the gun- man and claimed his confessions to an undercover officer and a cell mate, in which he boasted about the shooting, were false. He said he took credit for the shooting to win respect in jail. Ms. Pargana, who is prosecut- ing along with Crown attorney Paul Murray, said Mr. Maragh shouldn’t get a break on sentence because his victim lived and de- serves a life sentence, just as a murder conviction would carry. “His moral culpability is that of a murderer. He did virtually all he could to kill Mr. Richards,” she said Defense counsel David Bayliss said the crime warrants a jail term of eight to 10 years and urged the judge not to impose a “crushing” sentence on his client. Mr. Maragh grew up in a rough neighbourhood where gangs, drugs and crime are a way of life, he told the court. “One does have to consider what made Mr. Maragh who he is. He is, to a very large extent, a vic- tim of his environment,” Mr. Bayliss said. The shooting wasn’t a planned attack but rather was a “sponta- neous reaction” to the violent be- haviour of the victim toward Mr. Riley, he said. “Stark horror in my submission is a bit of a stretch,” Mr. Bayliss said. He was also found guilty of pos- session of a firearm while prohib- ited, illegal possession of a gun and three counts of flight from po- lice causing bodily harm. P PAGE 6 NEWS ADVERTISER, FRIDAY EDITION, JANUARY 23, 2003 www.durhamregion.com Durham needs to go smaller, not bigger Fair representation required at Region instead of more councillors Alot has changed since the 1997 municipal election when Durham Region last altered its allotment for regional councillors. Some areas have grown much faster than others, and we are now faced with the need to change the num- ber of regional councillors per municipality. Pickering and Whitby, with four regional councillors each and populations near the 100,000 mark, are clearly under-rep- resented in the current setup. On the other hand, the three northern townships of Brock, Uxbridge and Scugog, with six councillors (two apiece) and a total population of just under 60,000, are vastly over-represented. What should council, with the approval of the Province, do? It wouldn't hurt to see how Durham's GTA regional neigh- bours operate. Durham, with 28 regional councillors for a population of 507,000 (one councillor per 18,000 people roughly) has a higher degree of representation than any other GTA region. Halton, with 375,000 people, has 20 regional councillors or one per 19,000. However, other regions have far fewer councillors and far more people than Durham. Looked at in this light, a motion to increase the size of Durham council by adding a councillor each for Pickering and Whitby and leaving all other municipal- ities as they are would balloon council to 30 members, along with Regional Chairman Roger Anderson. Durham should instead be looking at ways to reduce the size of its council. It would be easy to drop to 23 councillors from 28 by cutting a councillor from each of the three northern townships and two from Oshawa. The five southern munici- palities would then be at about one councillor per 25,000 resi- dents, while the north would still be over-represented, but far less so than now. Pickering and Whitby, with four each, and Ajax and Clarington, with three apiece, would be just about right. Of course, the municipalities losing councillors would shriek, but the change would bring Durham more in line with its GTA neighbours and would reduce the size and expense of regional government. Council must come up with a fair process that makes every resident of Durham an equal partner in regional government and eliminates the vast disparities we currently live under. This afternoon in Kingston, Jamaica people are going to be frolicking on the beach dressed in shorts, tank tops or bikinis as the sun shines and the mercury hits a forecasted high of 29 C. Meanwhile, back in the Greater To ronto Area people are wearing their layers of sweaters, down- filled jackets, boots, scarves, hats and gloves to try to keep from freezing as the mercury fights to reach the forecasted high of - 9 C. Canadians know winter in the Great White North is going to be cold and there is going to be snow, but for those of us in the GTA, the past three weeks have been tough. Just after ringing in the New Year, local residents had to ring in some new weather as the temper- ature went from an unseasonably warm high in the mid-teens Jan. 2 to a temperature well below the freezing mark -- and well below average -- just a few short days later. I'm all for the occasional - 20 C day - it makes us thankful for those regular winter days where the temperature only dips slightly into the minus area - but to have day after day where the daytime temperature might reach a high of - 10 C or - 12 C is just too much to bear. The normal daytime high for this time of year is a balmy - 2.6 C. I don't remember the last time the mercury got that high. The nor- mal low for this time of year is - 12 C -- even that would be welcome at this point if there wasn't any wind or snow accompanying it. I'm not asking for Jamaica-type weather -- or even Victoria, B.C. weather (today's high is expected to hit 7 C) - but I would like some Edmonton weather. Not Edmonton's normal winter weather, but the city's high yes- terday of 2 C would be great. However, Edmonton residents can keep their - 17 C with snow forecast for tomorrow and shouldn't complain as it's to be expected -- they do live in Alberta after all. But for residents here, we will have to bundle up and bear the winter we've been handed be- cause there doesn't appear to be any relief in sight. That’s what local hos- pice organizations are say- ing about a six-week com- passionate-care leave now available to families facing life-threatening illness. “Our clients, when they are referred to us, are in end-of-life care,” explained Cheryl Macleod, executive director of Hospice Durham, which provides volunteer palliative care for Clarington, Oshawa, Whit- by, Ajax and Pickering. “We’re talking about the dying process, and who can predict how long that is?” she said. “Even the wisest physicians can’t.” Effective Jan. 4, the com- passionate-care benefit is available to workers eligi- ble for employment insur- ance (EI), who must be ab- sent from work to provide care for a child, parent, spouse or common-law partner. To be eligible, relatives must have worked 600 hours and must obtain a medical certificate from a doctor indicating the ill family member has a seri- ous medical condition with a significant risk of death within 26 weeks. While hospices are pleased the jobs of care- givers will be protected, they worry the 26-week de- termination is putting a lot of pressure on doctors. “It’s a difficult challenge for doctors to determine that time frame,” added Betty Bignell, executive di- rector of North Durham Hospice, which serves Uxbridge and Scugog. “For some patients, that 26 weeks could be given more than once.” She also noted that, under the eligibility rules for EI, homemakers aren’t recognized by the benefit, which amounts to roughly 55 per cent of one’s earn- ings up to $413 per week. “I’d like to see the full salary for a longer period of time and every person taken care of,” Ms. Bignell said. That family members have to share the 26 weeks between them is “short- sighted,” because it usually takes more than one rela- tive to care for someone who is dying, added Ms. Macleod. “We schedule in volun- teers to help where we can, but it’s a 24-hour-a-day job that can go on for weeks and weeks,” she said. Both organizations have yet to hear of a family tak- ing advantage of the new benefit. It’s just too new at this point. “Trying to get this infor- mation out to people who need it, will be difficult,” said Ms. Macleod. “They’re so involved with the care for their loved one and dealing with their own grief, which starts from day one with the diagno- sis.” As with other EI bene- fits, there is a two-week waiting period. When a benefit is shared, the first family member who ap- plies will have to serve the waiting period. Federal employees are entitled to up to eight weeks of compassionate- care leave and job protec- tion. An employee who takes a leave must be rein- stated in their former posi- tion or a comparable posi- tion at the same location, with the same wages and benefits. Get an up-close look at the stars next month Applications jump at UOIT, buildings quickly climbing the skies By Mike Ruta Staff Writer DURHAM –Durham’s university is on track to double its student popula- tion next fall. The Ontario Universities’ Applica- tion Centre (OUAC) this week re- leased preliminary enrolment num- bers, the first count of high school students who have applied to become full-timers at Ontario universities this fall. As expected, the overall figure is down from last year at this time, when both Grade 12 and OAC stu- dents, a ‘double cohort’, were prepar- ing for life after high school. OUAC says 71,222 students have applied thus far, compared to almost 102,000 a year ago. But while provincial appli- cations are down 30 per cent, the fig- ure is just the opposite at the Univer- sity of Ontario Institute of Technolo- gy. “The neat news for us is we’re up in applicants by 29 per cent in a year when overall it’s down,” says Richard Levin, UOIT’s vice-president of strategic enrolment management. According to OUAC, 3,796 high school students have applied to UOIT, compared to 3,003 a year ago. Add another 800, non-secondary stu- dents and the total number of appli- cants is roughly 4,600, says Mr. Levin. Also up is the number of students listing UOIT as their first university choice: about 58 per cent put UOIT at the top of their list, almost 200 more than last year. An additional 1,160 made the university their second or third choice. Mr. Levin says UOIT currently has 933 students, and is looking at a total enrolment next fall of between 1,700 and 1,900. “Last year we beat our (enrolment) target and I think we’re right on track this year,” he says. “Word is getting out; students are having very positive experiences here and they’re telling people about it.” The construction of new facilities continues at a rapid pace, with three new buildings to be ready for the start of UOIT’s second year, says Bruce Bunker, director of special projects. Staff will occupy A2, the second university building, largely made up of labs, in six months. Mr. Bunker says the 87,000-square-foot facility is beside and connected to the existing A1 building, so that it will appear they are one structure. “We start moving in July 15 and it’ll be ready for labs on Labour Day,” he says. Brittany smiles and laughs but her expression turns serious when she fears she has made a mistake. “That’s OK,” Ms. Ruddy says with a smile as they continue cooking in her bright kitchen. This is a typical scene when the two get together. Ms. Ruddy is Brittany’s mentor; the two have been paired up since November 2002 as part of the local Girls Incorporated program This is Ms. Ruddy’s first experi- ence with the program (formerly Big Sisters of Ajax-Pickering) while Brittany has been in the program for seven years; she had one previ- ous pairing. “My sister is special needs and my parents were spending a lot of time at the hospital. They wanted some- one I could spend time with and talk to,” she explains as to why she signed up. The two usually spend four hours together on Saturday doing any- thing from cooking to watching a movie or going for a hike. Both get a lot out of the relationship. “(Linda) is actually always there. A lot of stuff is happening in my life and when I get together with Linda we talk and she makes me feel bet- ter,” says the 14-year-old. “The whole week goes by slow but Satur- day goes by fast because I spend it with Linda.” Ms. Ruddy, a mother of two grown children and a grandmother, decided to volunteer with Girls Inc. because she had the time to be a mentor and friend. “It’s very rewarding getting in- volved in someone else’s life and seeing them grow,” she shares. The two appear very comfortable with one another. Brittany sits in Ms. Ruddy’s living room looking quite at home while petting her friend’s black cat. “I consider Linda not only as my Big Sister but also my friend,” she says. Ms. Ruddy is equally fond of Brit- tany. “I find Brittany to be really ambi- tious and creative. She has a lot of goals, which is unique for a 14-year- old,” she says. “She is the type of person who can be whatever she wants to be.” For anyone thinking of volunteer- ing with Girls Inc., Ms. Ruddy says she gets a great deal of satisfaction out of the pairing and speaks highly of the organization. “They take a genuine interest and a lot of work goes into putting a match together,” she says. Volunteers need a police check and personal references, as well, they must attend an initiation meeting and agree to an interview in their home. There are currently 27 girls wait- ing for a mentor. Whitby Trustee John Dolstra, who has pointed out the Municipal Elections and Education acts do not require background checks, motioned at the Jan. 19 Durham District School Board meeting that the policy “be deleted off the books. “I had one done but I won’t sub- mit it to this board,” said Trustee Dolstra of a police check. Sally McIlveen, the board’s em- ployee services superintendent, says just one of the 11 trustees has handed in a check. But she noted board staff handled the checks on the previous board, while this time the onus is on individual trustees to obtain and submit one. Oshawa Trustee Mike Barrett says there’s no legal necessity for trustees to submit a check, but ar- gues there is a moral necessity. Fel- low Oshawa Trustee Kathleen Hop- per says anyone who visits schools should have to submit a reference check. In a recorded vote, Trustee Dol- stra’s motion was defeated five to four. Trustees are writing Education Minister Gerard Kennedy, asking him to look at the idea of making reference checks mandatory for trustees. Oshawa Trustee Susan Shetler said she was “quite frankly tired of this discussion.” The issue is the ministry’s to deal with and the board should leave it alone, she said. Social services department in $1.4M hole DURHAM –The coffers of the Region’s social services department have plummet- ed to a $1.4-million deficit. Previously sitting at a small surplus, the depart- ment realized in November that something was up, said Dr. Hugh Drouin, the commissioner of social ser- vices. The culprit: The first year costs for operating the newly built Hillsdale Es- tates in Oshawa. “It was a highly unusual year because of SARS, the blackout, heat waves and cold snaps,” Dr. Drouin said. “We didn’t have the experience of being in the building over a number of years.” The deficit was an- nounced as part of a fi- nance and administration report last week that showed surpluses and deficits from all regional de- partments. “I can’t go on three para- graphs as to why this hap- pened,” said finance com- mittee chairman and Clar- ington Mayor John Mutton, adding all departments file quarterly reports. “They should have been well aware with where they were going.” The report said extra costs are cropping up over building and ground main- tenance at the facility, as well as increased staff costs due to training mandated by the Province, vacation, illness, insurance and bene- fits. “These things happen, you know, and once we have experience with them, we monitor them and fix them,” Dr. Drouin said, call- ing the huge deficit “highly unusual.” The department may take funds from other ser- vice surpluses, and is still hoping for increased fund- ing from the Ministry of Health and Long-Term Care. Three Ajax, Pickering residents nominated for citizenship awards DURHAM –Three young Ajax and Pickering residents offer bright hope for the future. Graeme Barlow, Thomas Jansz, and Cassandra Alexopoulos were among the 156 outstanding youth across Ontario nominated for On- tario Junior Citizen of the Year awards. Graeme was nominated by Lind- sey Brenner, co-ordinator of the Pickering Teen Council on which he is the promotions co-ordinator. The 14-year-old is described as being very hard-working, self-motivated, dedicated and punctual. “Graeme has the personality of a winner,” said Ms. Brenner. “His self-confidence and people skills are something that many people aspire to be; he is lucky enough to have this at age 14.” She notes the Pickering teen is always willing to help out and took part in such events as a car wash fund-raiser and the free fall bash teen event, while also approaching local businesses for sponsorship and support. Graeme is a well-rounded indi- vidual who excels in and out of the classroom, showing leadership skills in his many tasks and ex- tracurricular activities. Thomas was nominated by his mother Sharon, who described an extraordinary child with a good na- ture and positive attitude. In Grade 2, on his own he taught his class- mates O Canada in sign language, something he learned from a prior teacher. In addition, as part of a challenge to read at least 100 books through- out the year, the Ajax resident sur- passed the goal by consuming more than 400 books and encouraged his peers to read more often along the way. Thomas has a positive impact on those around him and always seems to challenge himself and oth- ers to work harder. “He is an active child who is an avid reader and has a ferocious ap- petite for knowledge,” said Sharon Jansz. “Thomas has a number of in- terests and hobbies and is always willing to share his things or teach that which he knows.” An Ajax resident, Cassandra was nominated by her grandfather Gor- don Haughton. He described a young teen any family would be proud of. She is a great role model for her younger sister and is both shy and outgoing at the same time. She is polite, courteous and al- ways well-mannered. She is already involved in extracurricular activi- ties, including the cheerleading team, despite just beginning high school in September. She is an am- bitious young lady and a great leader, instilling confidence in peers. Rev. The Ontario Federation of Snowmobile Clubs, along with sled manufacturers and media related to the sport, are seeking public support, and have launched the Save Ontario Snowmobiling campaign to save a hobby they say has an impact on tourism, recreation and sports. “We want to encourage people to send letters to Minister of Tourism Jim Bradley and their local MPPs to help stop this soaring insurance cost,” said Bill Stapleton, presi- dent of the Central Ontario Region Snowmobile Asso- ciation. As president of the Ga- naraska Snowmobile Club, Mr. Stapleton says there are five other snowmobile clubs in the area affected by increases. They include the Heart of Ontario in Sunderland, Port Perry, the Cartwright Dynos in Blackstock, the Long Sault Ridge Runners in Ponty- pool, and Great Pine Ridge north of Cobourg. Each club maintains trails that interconnect in a larger sys- tem. Charlie Harper, presi- dent of the Port Perry Snowmobile Club describes the pastime as a family sport that is gradually be- coming less affordable. “Some insurance compa- nies are blackballing snow- mobiles all together,” he said. A bulletin released by OFSC shows many recre- ation, sports and tourism operations are unable to secure trail liability insur- ance. Those able to find a provider found their costs increasing by 1,000 per cent over the past three years. The Ontario Federation of Snowmobile Clubs is look- ing at $4 million in insur- ance this season. Accord- ing to Mr. Stapleton, the re- sult is costly trail permits for clubs. “When I bought my first trail permit (in the early ‘80s) it cost $10,” he said. “This season, if you bought before Dec. 31 it was $160, but as of Jan. 1, it was $195.” Other industries are tak- ing a hit because of rising costs as well. In tourist areas, restaurants, gas sta- tions and recyclers are feel- ing the strain. “Some restaurants will have 150 to 200 sleds parked out front during peak season,” said Mr. Sta- pleton. One restaurant feeling the strain is The Antrim House Pub on Water Street in Port Perry. Located be- side Lake Scugog, it nor- mally serves snowmobilers coming across the trail. “The weekends aren’t busy any more,” said Amanda Locke, the pub’s cook. “When they (snow- mobilers) are out, we’re close to being packed. We’re only half full on week- ends these days. Because sledding is an off-road sport, it doesn’t fall under auto insurance coverage, which is part of the reason Mr. Stapleton says it’s so expensive. He suspects if people were will- ing to take on personal fi- nancial responsibility in ac- cidents, insurance premi- ums would go down. “Some people I know have seen their insurance rise from $200 two or three years ago to $800 or $1,000,” he said. “Some are even as high as $1,500.” Mr. Stapleton says it’s hard for some people to justify the sport during a poor season when a $900 premium ends up covering a mere six to eight weeks rather than the usual three months. He hopes insurance com- panies will take note and make some provisions ac- cording to the way individ- uals use their sleds. The price per person is calculated based on the assumption that two people will be travelling in that stateroom. Third and fourth passengers sharing the same cabin generally pay a substantially lower rate, no matter what their age. Purchasing that cabin isn’t as straightforward as it may sound. Cruise lines divide their ships into categories or classes of cabins that don’t always relate to the size of the room. Generally, the higher the cabin category, the higher the cost. The Ajax-based KMW Adult Day Program wants to add clients with acquired brain injury (ABI) to its list of services. Program spokesman Ann Marie Webbe says those with ABI are a group “with nowhere to go. We’re putting together a commit- tee to help them. There’s nowhere to go once they leave” hospital. However, to get the ABI pro- gram going, a board of directors is being recruited. “We’re looking to put impor- tant people on our board to help with the development of our pro- gram,” Ms. Webbe says. “We want support from the public.” The adult day program is “pri- marily for seniors,” she notes. To expand to include those with ABI, “We need assistance from all levels of government. “We’re trying to find funding because they’re (those affected by ABI) on disability and can’t afford it.” While the cost for the seniors day program is $25 a day, the cost for the ABI program hasn’t been set yet. “We have a count of 60 people (Lakeridge) hospital no longer can accommodate. There’s no program at all in Durham Region to assist them. We want to try to help them. They’re in dire need of assistance,” she adds. “There’s no place to continue their rehab program. There’s so many of them with the same problem. There’s nowhere for them to go.” She says hospitals are strapped for funding and can’t continue to provide services to those with ABI once clients reach a certain functional level. Thompson was also one of the first to "vision Canada from coast to coast." That's according to author and Ajax resident D'Arcy Jenish, who's just completed a 309-page biogra- phy, 'Epic Wanderer: David Thompson and the Mapping of the Canadian West.' It's Jenish's fourth book and second on the Canadian west, the first being 'Indian Fall: The Last Great Days of the Plains Cree and the Blackfoot Confederacy.' Epic Wanderer is "a followup to my last book, Indian Fall, and the 19th century west. That was the expropriation story. White Euro- pean society took control of the land mass. This is the exploration saga." Another difference between the two books is Epic Wanderer is an individual's story, while the first was more about groups. A freelance writer, Jenish worked as a senior writer at Maclean's magazine for 15 years. Prior to that, he wrote for Alberta Report and was a reporter for small newspapers in southwest- ern Ontario. Other books he's written in- clude 'The Stanley Cup: A Hun- dred Years of Hockey At Its Best,' which was published in 1992, and 'Money to Burn: Trudeau, Mul- roney and the Bankruptcy of Canada,' published in the mid- 1990s. Jenish also edited 'Canada On Ice: Fifty Years of Great Hockey from the Archives of Maclean's.' Epic Wanderer took two years to research and write. "It was the hardest book I wrote," he says. "I had to read handwritten journals on micro- film." Thompson kept journals for 60 years. "It's all a really rich depic- tion of daily life." Born in London, England in 17 70, Thompson passed away in Montreal in February 1857. While he died in poverty, Thompson lived a rich life, with his accom- plishments matching those of Meriwether Lewis and William Clark, Alexander Mackenzie and Simon Fraser. Thompson's masterpiece is a map measuring more than six- feet high and 10-feet wide of the 'North West Territory of the Province of Canada,' which hangs in the Archive of Ontario in down- town Toronto. The map shows in great detail and accuracy the area between Lake Superior and Hud- son's Bay, west to the Pacific Ocean. "It was the most comprehensive and accurate map of the day," Jen- ish says. "It was used by others, but never published. "The province of Canada at the time was along the St. Lawrence, the north shore of Lake Ontario and Lake Erie. He had a vision of Canada that stretched north of the St. Lawrence to the Pacific. He was the first to vision Canada from coast to coast. His idea was incorporated into Confederation. It's the first expression of a nation stretching from the Atlantic to the Pacific. What we now think of Manitoba, Saskatchewan, Alberta and B.C., he was the first to put it on paper." In the 1840s, he worked on the 'Oregon question,' which involved settling the border between Cana- da and the U.S. from the Rockies to the Pacific. "Of course, the U.S. wanted the border to go north of the 49th parallel. Thompson was advocating for the Colorado River, which would be the natural boundary." Jenish notes Thompson "trav- elled further than all the explor- ers." Lewis and Clark, Mackenzie, Fraser and others "all made great journeys. But they went from 'A' and back. Thompson was all over. He met every Indian nation," Jen- ish states. "There's never been a full biog- raphy of the guy," he adds, noting there should have been one "given all he did." Jenish has divided the opening of the west into three stages - ex- propriation, exploration and ex- ploitation. He would like to do a third book on the exploitation stage. However, as a freelance writer, "I'm so busy making a living, it might preclude more books." Whatever his next book, "I'll stick to history books," he says. "I have 10 different ideas. There's nothing definite in the hopper right at the moment." Enter Chris Greenwood, a.k.a. Manafest. The Pickering-raised hip hop artist is gaining populari- ty in and out of Canada, travelling across the country and beyond to belt out his music. Greenwood, who is in his 20s, recently released his first full-length album 'My Own Thing,' and will be promot- ing it at some upcoming shows. Greenwood started listening to hip hop at 11 years old, and start- ed composing his own work at 15. "It was something to do when I was chilling with my friends," he said. "They were like... you should start doing your own stuff. So I did." Manafest lists EPMD, Das EFX, and the Beastie Boys as big inspirations for his music. His lyrics are inspired from real-life experiences and issues, he said, even dealing with suicide in one track. However, his music is not all doom and gloom. "I try to put something positive into my music," he said, saying a lot of artists these days are focus- ing on negative images and mes- sages. Manafest said what makes him unique as an artist is he is not limited to one genre of music. Al- though he focuses on the hip hop aspect, which is what is mostly featured on 'My Own Thing', he said he also has a harder-edged rock style sampled on the album. DURHAM — Despite stiff compe- tition that kept the Ajax-Picker- ing Raiders major atom 'AAA' rep hockey team winless, the squad took a positive experience out of the fifth annual 2004 Bell Canada Ottawa International Hockey Fes- tival. The tournament, played Jan. 1 to 4 out of 29 different rinks around the Ottawa area, featured 18 ,000 players, coaches, and family members attending with teams from Ontario, Quebec, the U.S. and Europe. The Raiders, entered in the 36- team major atom 'AAA' division, faced some strong teams and were edged out in round-robin play by Albany Storm (ranked 11th), Toronto Junior Canadians (ranked 6th) and the Ramapo Saints from New Jersey (USA). No scores were reported. Adam Valadao and Alex Fortin played in a competitive all-star game where the rest of the team members cheered from the stands. Valadao potted one goal and assisted on another to help ensure a win. All team members participated in a skills competition where Jor- dan Minos and Eric Rizzo man- aged to grab second place in the agility session. The Ajax-Pickering major atom Raiders are currently in third place in the ETA and had to qual- ify to enter this tournament. Other team members are Rob- bie Affleck, Jake Bannister, Steven Deeg, Christian Kirk, Jor- dan Kotsopoulos, Tyler Malone, Tyler Trail, Jake Buckler, Scott Desroches, Jacob Lessard, Eric Mitchell, Hugh Hill and Kristoff Lyons. Atom Raiders soak up tourney experience PICKERING —The Pickering Cot- tontail ringette team hopped to it on the ice in two tournaments recently. The Cottontails, four- and five- year-olds from the Pickering Ringette Association's house league, played their first games at the Whitby and Richmond Hill tournaments. The team was organized at the request of the Whitby and Rich- mond Hill Ringette Associations to give their younger players an opportunity to play other teams. The games were swift and played with enthusiasm and en- joyment. No scores were report- ed. Kayla Coles, Michael Carty, Gabby Lamanna and Erin Crum- mey scored, with assists to all players.
