Still think one vote doesn't matter? In the 301 ridings up for grabs in to- morrow's (Monday) federal election, a handful will come down to a few votes. It always happens. And it could be one vote that puts a candidate over the top. With 12 hours at our disposal to get to the polls (9:30 a.m. to 9:30 p.m.), there shouldn't be any excuse for not voting. If you're not on the voter's list all you need do is show some identifi- cation with name, address and signa- ture on it (a driver's licence works just fine) at the poll to cast a ballot. Don't know where to vote? Call any of the candidate offices in your riding — they' ll be glad to tell you the address of the nearest poll. Or call the Elections Canada office in your riding. It's easy. If you're not happy with the candi- dates, parties or leaders in your riding, you can choose not to vote. But make it an active, well -thought-out decision. Give all the parties, their platforms, their leaders and their overall message some thought. If you still aren't satis- fied, it's your democratic right not to vote. But don't not vote because you can't be bothered or are just too lazy to take the time to get to the polls. That's no choice at all. That's an abrogation of your responsibility as a citizen in a democracy. It's estimated this federal election has cost taxpayers $200 million. The least you can do is get your money's worth and make your vote count. Like it or not — and many don't — a newly elected government (even if the Liberals are re-elected, they're a new government with a new mandate) will be making policies that have a di- rect or indirect impact on your wallet, on the roads you drive, the health care you receive, the education your chil- dren get and the community you live and work in. A newly elected govern- ment will be making decisions that af- fect Canada's trade partners around the globe, our involvement in peacekeep- ing missions and our commitment to a cleaner environment. Wouldn't you appreciate the satis- faction of having participated in our country's future? All you have to do to- morrow is get out there and make your voice heard at the ballot box. The glorious four-month campaign will serve as a special reminder to the squad's 35 players and eight coaches of what dedication and hard work will accomplish when put to the test. The Dolphins capped a perfect 12-0 season by winning the coveted Central Ontario Minor Football League crown. And, they did it in convincing fashion, clobbering the Burlington Stampeders 36-0 in the atom final in Scarborough. Not surprised by the undefeated championship season is Dolphins' four-year head coach Ken Fedosen. All the right ingredients went into making the squad a powerhouse on the grid- iron. "I think it was pretty amazing that (an undefeated season for a Dolphins team) has never happened since 1973," he says. "We had the right mixture of players, talent, parents and team chem- istry this year. We had talented players who respected and liked one another. art•. By hard work, Fedosen means prac- tising each Monday, Wednesday and Saturday throughout the season which began in August and finished a week ago. And, on many occasions, the play- ers and coaches gathered during the week to break down game films. Dur- ing the playoffs, extra practices en- sured the team was well-prepared when it took to the field. The biggest advantage the 11-, 12 - and 13 -year-old players held over their opponents was the benefit of playing summer house league with the organi- zation. The extra games and practices made a big difference in preparation for the fall season. "It gave us a chance to further de- velop the players and it was a huge ad- vantage over other teams because of the house -league program," says Fe- dosen. Fedosen is also a firm believer in the "football as a metaphor for life" theory. To that end, the head coach and his staff ensured there was mutual re- spect among the players and coaches. And, no player could continue on the team unless they were getting good marks in school. "We demanded that they do good in school," he says. But, most of all, notes Fedosen, the season was more than simply winning football games. It was chiefly about building character in an exceptional group of young men. "We wanted to give them the whole experience of playing football for the Dolphins — the games and practices and, at the end of the. day, teaching them values." QXNG spooks and spirits, residents of Pickering's Highbush neighbour- hood found pamphlets in their doors explaining that on Oct. 31, they would be visited by some older teens on a different mission. Their purpose was to gather non-perishable items for the local food bank. Donning costumes and grease paint, they organized themselves into teams to cover. the area bounded by Amberlea, Rosebank and Highview roads. They filled bags and wagons with the generous contributions of boxes, bottles and canned goods, then returned to their base of op- erations to sort and box their har- vest. This is the third year these teens have ventured out on Hal- loween. Each time their efforts have been more ambitious and the results more gratifying. This year they gathered over 320 pounds of goods that have been handed over to the St. Paul's -on -the -Hill Food Bank. They would like to thank all of the area residents who gave so generously to their program and look forward to continuing the tradition of Halloween giving in the future. Government in Canada Canada and Ontario both have a parliamentary system of government. This system is based on a British model dating from 1215. In that year, King John of England signed the Magna Carta. It set the principle that a monarch can't overrule the system of established law. Canadian Government Organization The Constitution Act (1867) created two levels of government: a federal (or national) government in Ottawa, Ont., and the provincial governments. While Canada was more -or -less independent of Great Britain, ultimate power remained with the British Crown. Canada had few people and vast undeveloped areas, with weak links between regions. For these reasons, the founders of Confederation set up a strong federal government. Independent candidates can also run. The candi- date getting the most votes becomes a Member of Parliament (MP), and represents the riding's resi- dents in the House of Commons. There are 301 seats in Canada's parliament (one for each riding), with riding boundaries following the same boundaries as those in the provinces. After a general election, the Governor General asks the leader of the party with the most elected members to become Prime Minister and form a government. A party that wins a majority of the seats forms a majority government. A majority government holds power for a five-year term, though it can call a general election earlier. Members of Parliament of the political parties that do not form the government are called Members of the Opposition. Their parties are called opposition parties. The opposition party with the greatest number of seats is called the Official Opposition. Perhaps the biggest surprise this season is the play of the expansion Columbus Blue Jackets. The Blue Jackets had seven wins in their first 20 games. Just goes to show, you get yourself a good goalie, in Columbus' case that is Rob Tugnutt, and you give yourself a fighting chance to win. No real surprise at the top of the standings. The Colorado Avalanche was picked by many to win the Stanley Cup this season and they sat atop the standings with 21 points in 21 games. The St. Louis Blues and Ottawa Senators also, predictably, played superbly. The Senators have been helped by the return of Alexei Yashin, but even more than that, the emergence of Marrion Hossa as a bona fide star. Two of the most pleasant surprises were the Los Angeles Kings and Phoenix Coyotes. Ziggy Palffy and Luc Robitaille were vying for the scoring championship, but don't sell short the contributions made by veteran defenseman Mathieu Schnieder who was signed as an unrestricted- free agent last summer. In Phoenix, goalie Sean Burke was doing his best to make people forget about Nikolai Khabibulan whose two-year contract dispute rages on. On the down side, what's up with the Florida Panthers? As poorly as they have played, I still don't think they're that bad. If Pavel Bure can kick it into gear, they'll be fine. The same cannot be said about the woeful Montreal Canadiens. Injuries have decimated the team and it is looking very much like they will miss the playoffs for the third straight year. That hasn't happened since the twenties. As for the other Canadian teams, Toronto's play has been decent, though there is much concern about the performance of captain Mats Sundin who has appeared lethargic at times; Edmonton and Vancouver have both shown huge signs of improvement and Calgary, well, the Flames don't have a lot of talent, so it really is no surprise they are second last in the Western Conference. Individually, New York's Theoren Fleury has made a remarkable comeback. After scoring just 15 goals last season, he had 15 in his first 19 games this season.
