"We are facing a crisis, make
no mistake about it," Bruce Cliff,
chief operating officer at the Ajax
and Pickering Health Centre told
council.
"The inn is full. It's full on a
daily basis."
Mr. Cliff told councillors he
gets a knot in the pit of his stom-
ach every Sunday night because
he knows by 9:15 a.m. on Mon-
day he'll be faced with cancelling
surgeries and an overcrowded
emergency department.
"The situation is becoming in-
tolerable. It is not in my view a
safe situation," he said. "We need
to move quickly (on the expan-
sions). I don't have time."
Mr. Cliff also said area hospi-
tals are losing doctors and nurses
because they are tired of the
working conditions here and
would prefer to work in newer fa-
cilities that have more space and
more staff. -
Regional politicians voted 25-
2 to lead a delegation to Queen's
Park to lobby fora commitment
by the Province to at least 70 per
cent of the $409.5 million capital
construction costs.
They also unanimously agreed

Act to allow municipalities to
raise capital for hospitals through
development charges.
"Our only source of income is
our property taxpayers... there's
nowhere else. We haven't found
the magic tree yet," said Claring-
ton Mayor Diane Harare, who ac-
knowledged the Region has a role
to play in funding hospitals. "I
want us to do our part.
"But I'm tired of us having to
do everyone else's part."
She added the Region gave
"pretty big bucks" toward the cre-
ation of a Durham University
Centre at Durham College and
said the Region has to make some
kind of a contribution to area hos-
pitals.
But, Oshawa Councillor John
Gray said, "The Municipal Act
does not mandate hospitals as
being one of our core responsibil-
ities."
He pointed to a recent report
by Finance Commissioner Jim
Clapp, reminding colleagues the
Region is facing "tremendous fi-
nancial pressure" in the next five
years due to the need to fund -im-
provements to roads, GO Transit,
police and homes for the aged.
That same report indicated
property taxes would increase by
$100 to $190 per year for each of
the next five years if the Region
approved the funding request.
And, although many council-
lors argued the Province should
pay for health care, Pickering

making a contribution'
"The game has changed in a
very substantive way," he said.
"We're not going to get away
with a modest commitment or a
token contribution."
Durham Chairman Roger An-
derson encouraged politicians to
question their constituents on the
issue of health-care funding dur-
ing the upcoming election cam-
paign.
He added, "the Region of
Durham is not going to grow one
bit if we don't have hospitals and
we don't have health care"

Much-needed expansions to
hospitals across Durham are in
jeopardy following a decision by
regional councillors Wednesday to
deny a request for funding, hospital
officials report.
"If we can't furnish the proof we
have a commitment of funds, we
won't get approval (from the
Province) to go ahead, said Brian
Lemon, chief executive officer of
the Lakeridge Health Corporation.
"We're talking about a delay from
April to October as a
minimum ... there are some really
important programs on the horizon
that need to be funded."
But, health-care representatives
are not about to give up on trying to
find a way to make the projects a
reality.
"We're not about to give up on
this. We can't give up on this. The
health-care system relies on fund-
ing from all levels of govern-
ment ... I don't care where the
money comes from, I have to get
the job done," Mr. Lemon said.
The $409.5 -million expansion
plans include renovations and addi-
tions at each of the six hospital lo-
cations in Durham.
The plan calls for $257 million
for Lakeridge Health Oshawa to
expand the emergency department,
critical care, surgical suites, ambu-
latory care, diagnostic services and
the number of in-patient beds. That
funding would also cover the costs
of a new regional cancer centre and
improvements to maternity, pedi-
atrics, rehabilitation, dialysis and
the IPinewood Regional Addictions
Centre, among other services.
The hospitals had also ear-
marked $98.5 million toward im-
provements at the Ajax and Picker-
ing Health Centre, including the
construction of a new emergency
department and funding for diag-
nostic services, rehabilitation, am-
bulatory care, acute in-patient beds,
continuing care, mental health and
equipment upgrades.
At Lakeridge Health Bow-
manville, $20 million is intended
for upgrades to the emergency de-
partment, surgical suites, diagnos-
tic services, in-patient medical beds
and ambulatory care.
The plan calls for an $8 -million
commitment toward in-patient
beds, complex continuing care, ma-
ternity, criticalbare and diagnostic
services at the Port Perry site; a
$18 -million contribution to emer-
gency, in-patient beds, diagnostic
services and surgical suites at the
Uxbridge site and $8 million to-
ward complex continuing care,
dialysis, ambulatory care and infra-
structure and technical upgrades in
Whitby.
"We're going to be back and
we're not going to go away. We
can't go away," noted Bev Oda,
chairman of the Lakeridge Board of
Trustees. "We have no option."

force all cities and towns to issue a
report card to taxpayers each year de-
tailing how well they are delivering
local services.
Municipal Affairs Minister Tony
Clement has announced year 2000
data will be used to measure and
compare how efficiently municipali-
ties deliver water, fire, road and other
services.
'Local taxpayers should expect
their first report'card next summer.
Mr. Clement denied charges by
the opposition the Conservatives are
merely adding another layer of red
tape to government by bringing in
mandatory report cards.
"This is accountability, it's creat-
ing another layer of accountability,"
Mr. Clement told reporters.
The areas that will be included in
the annual reports are: water, sewage,
garbage, fire, police, roads, land use,
local government spending and so-
cial services - the number of people
on workfare in the area.
Mr. Clement said the aim is to find
out which municipalities are deliver-
ing the best services and spreading
that model provincewide.
"My motive is to ensure citizens
have the data required to judge their
municipality and to have better ser-
vices," 'he said.

Lake Ontario by an employee at the
Pickering nuclear plant was cancelled

broke away from its mooring.
The 30 -foot, three-man racing
canoe went missing from French-
man's Bay and was spotted a half -
kilometre from the shore at 3:40 p.m.

ports of a head in the water and called
out the force's helicopter, Air 1, as
well as COMRA and the Toronto Po-
lice marine unit. A CFB Trenton
search and rescue helicopter was also
sent to the area, police said.

the water and the search was called off
around dusk after police concluded
the canoe broke away as a result of
strong waves.
Police said rescue crews were sent
to the lakefront again at 7:50 p.m.

The City of Pickering is allocating
a grant of more than $80,000 towards
the United Way's Campaign 2000.
Pickering politicians passed a reso-
lution Monday approving a grant of
$81,200, which equals $2.90 per
household or an increase of roughly
$7,400 over the City's 1999 campaign
contribution.
"I think property taxpayers do want
to help all of these agencies'" said

Johnson, who believes a contribution
of less than $3 per household is mini-
mal when you consider the impact the

Junior Citizen of the Year award nominations open

Every year young people in Ontario
are honoured for their kindness or gen-
erosity by receiving the Ontario Junior
Citizen of the Year Award.
It's time once again to pay tribute to
those special young people in your
community who have gone above and
beyond the cause in making a positive
difference.
In recent years recipients of the
awards have rescued a man from
drowning, organized cancer support
groups, or given their help unquestion-
ably in life-threatening situations. Last
year four teenagers from Whitby work-
ing with local police, won the Group
Award for a video about the misfor-
tunes of drunk driving. That video is
now being used in schools across On-
tario.
This year celebrates the 20th An-
niversary of the Junior Citizen award
and over the years community newspa-
pers across Ontario have recognized the
achievements of more than 260 young
people and 16 groups. Of the nominees,

If you know of a youth who ex-
hibits any of the qualities men-
tioned above; being an outstand-
ing citizen, selflessly giving their
time to help others or who have
battled a limitation only to help
others like them, nominate them
for the Junior Achievement Award.
Nominees can simply be good
kids you think deserve recogni-
tion. All nominees receive a cer-
tificate.

Police have stepped up their
hunt for a federal parole violator
who failed a recent drug test after a
loaded semi-automatic rifle was
found hidden in a provincial park.
Durham Regional Police
Sergeant Jim Grimley warns Jef-
frey Finnegan, 41, is considered
armed and dangerous and poses "a
serious threat to the public and po-
lice."
A career criminal with 59 con-
victions for armed robbery, break -
and -enter, theft, criminal negli-
gence, escape custody and other
crimes, Mr. Finnegan was released
from Kingston penitentiary in
May.
A parole violation warrant was
issued last month after the convict
tested positive for cocaine, Sgt.
Grimley said.
Last Saturday police in
Northumberland County were
called to Ferris Provincial Park, in
Campbellford, after a man was ob-
served concealing property in a
wooded area.
Police recovered a loaded semi-
automatic rifle as well as identifi-
cation and clothing belonging to
the wanted fugitive, who disap-
peared by the time officers arrived.
"He is a known drug user and
obviously he has access to guns,
which is definitely a concern," Sgt.
Grimley said.
He said Mr. Finnegan was on
parole in 1995 when he staged a
series of bank robberies in Ajax,
Oshawa, Cobourg and Brockville
before finally being captured in
Ottawa.

struggle against totalitarian oppression, his
series of etchings, The Champions of Liberty,
is a reminder of the struggle of the Baltic
people since World War II. While Imants' seeks to communicate with the viewer in his
work, "I also believe that there are very personal, intimate feelings and thoughts in any
artist's work that must remain a mystery to the world."

Teens get keen driving

Safety emphasized in challenge
The ways in which a select
group of Durham Region
teenagers will drive their vehi-
cles just got a lot safer.
Students from five Durham
Region high schools took part
Sept. 30 in the first annual Teen
Driving Challenge, an event de-
signed to help young drivers be-
come more aware of the chal-
lenges of operating a motor ve-
hicle.
To qualify, students with dri-
ver's licenses competed in an
in-depth safe driving knowl-
edge quiz last April and early
May. The top students then
went on to a simulator before
graduating to the Teen Driving
Challenge course set up in the
Iroquois parking lot, designed
to test their reactions to every-
day driving situations.
Twenty students 'represent-
ing Father Leo J. Austin
Catholic Secondary School and
Sinclair Secondary School in
Whitby along with Monsignor
Paul Dwyer Catholic High
School, O'Neill CVI and R.S.
McLaughlin CVI in Oshawa,
competed for a top prize of
$500. Attorney General Jim
Flaherty, Regional Chairman
Roger Anderson, Whitby
Mayor Marcel Brunelle and Os-
hawa Councillor John Gray and
local media also took turns nav-
igating a Fraser Ford's Focus
2000 through the course.

teachers have had on their lives as
"role models, mentors and
