City seeks more rigorous review of nuclearp lant Pickering to call on feds for independent panel BY SUSAN O'NEILL Staff Writer PICKERING — The City of Pickering will call on the federal environment minister to order an independent panel review of the proposed restart of four reactors at the Pickering Nuclear Generating Station which have been laid up for more than two years. City council voted unanimous- ly early Tuesday to ask the federal government to order the review following a report from a team of scientists hired by the City to re- view the environmental assess- ment (EA) process currently being conducted by Ontario Power Gen- eration (OPG). The scientific team has concluded the draft EA is in- adequate. "It sent a clear, definite mes- sage," said Ward 1 Regional Councillor Maurice Brenner of Pickering's decision. "I've been asking since this process commenced for an arms - length panel review or mediator," said the councillor who initially called on his colleagues to support such a request in April. 'The night (that motion) was tabled I was somewhat disappointed. In hind- sight I am glad ... we now have a stronger case to present to the minister in requesting his inter- vention." York Region is currently conducting an environmen- tal assessment on a plan to build a water pipeline through the City to provide York with water from Lake Ontario as early as 2(X)4. Debbie Korolnek• the York Region's long-term water supply project man- ager, told a crowd of ap- proximately 40 people gath- ered at Don Beer Arena, that a raw water pumping station could be built in Pet- ticoat Creek Conservation Area with a pipeline tun- nelled north along Whites Road if York chooses the Durham West alternative to meet its water needs. There would also be two construction shafts, where trucks would enter the tun- nel to build the pipeline, lo- cated at the intersection of Bayly Street and Whites a ,waw�y'.�J,k�{• Road and another at Whites Road and Sheppard Avenue, across the street from Dun- barton High School. "These sites really con- cern me," said south Picker- ing resident Don Brooks, who wonders how officials can expect those shafts to operate safely, especially when one is located so close to such a large high school. "They probably have the most impact on a communi- ty (of all the options York could choose from)," he said in an interview. "Whites Road is a single ac- cess road into this commu- nity. Regardless of the miti- gation, the noise, dust and traffic are all going to be a major problem (for area res- idents)." John Rider• executive vice-president of manufac- turing at Purdue Pharma on Granite Court, told officials they have chosen "the worst possible spot" for the pipeline project. "My concern isn't the se- lection of sites in the area. My concern is the method that selected the Durham West corridor. Pickering residents did not have an opportunity to debate and discuss that. That is a major flaw in the process•" he said in an interview, adding the community at the south end of Whites Road is an en- clave with few exit roads. "it's amazing a process would select such a site," he said. "I don't believe fair treatment has been given to other alternatives." Mr. Rider, who had ex- pressed concerns at a previ- ous public meeting about the potential impact of York's proposals on Purdue Pharma, said Tuesday the company plans to move ahead with its expansion plans. One of York's proposed sites for the pumping sta- tion would have limited the company's ability to ex- pand. But, he said. "It looks as if the bullet has missed us." Meanwhile, Mr. Brooks, a member of the Pickering Community Working Group (PCWG) which is opposing the project, maintains local politicians need to become more involved in the process. The City of Pickering, represented at Tuesday's meeting by Ward 1 Region- al Councillor Maurice Brenner and Ward 2 Re- gional Councillor Doug Dickerson, is on record as being opposed to the pro- ject. This is a political issue. System let obsessed husband out on bail BY STEPHEN SHAW Staff Writer Ralph Hadley tried to blackmail his estranged wife, Gillian, with compromising photographs, once threaten- ing: "Wait 'till I get through with you, and what I'm gonna do to you...," court heard dur- ing his February hail hearing. The 34 -year-old postal worker was charged with criminal harassment, breach of recognizance and breach of undertaking after allegedly repeatedly contacting Mrs. Hadley, despite being re- quired to keep away. Although prosecutor Frank Giordano requested his detention, he was freed on $5,000 hail with strict condi- tions imposed by Justice of the Peace Brenna Brown. On June 20, almost four months after his release, Mr. Hadley broke into Mrs. Hadley's Hillcrest Road home in Pickering, chase the naked mother of three onto the street and virtually dragged her back inside the doorway, moments after she passed their infant son to neighbours. She was shot dead inside the doorway by Mr. Hadley, who then turned the small - calibre handgun on himself. Police later recovered a chilling seven -page suicide note in which Mr. Hadley de- tailed his deadly plan. Homi- cide detectives are now prob- ing the tragedy under the au- thority of regional coroner Dr. Peter Clark, and an in- quest is expected to be called at a future date. During his bail hearing on Feb. 28, court was told Mr. Hadley had been charged in January with assaulting Mrs. Hadley as well as breaching the conditions of a peace bond in relation to her severe- ly disabled stepson. Mr. Hadley had earlier been ac- cused of abusing the child. Mr. Hadley had been re- leased on an officers under- taking following the January attest, with conditions not to communicate directly or indi- rectly with his wife. During another call on Feb. 21, Mr. Hadley persisted in trying to arrange a meet- ing, but was again rejected. "He said, 'We've got to meet. I've got your picture's.' She said she wasn't going to meet him and she hung up immediately. He called right back and said, 'So you don't care if these pictures get outT She said, 'Look, whatever -- whatever you want. Just leave me alone. I'm sick of it. "To which he replied, 'After what you've done to me, wait 'til I get through with you, and what I'm going to do to you is...' "The concern is obviously at the end of the day for the protection of the safety, priva- cy and rights of Gillian Hadley... If it need be by way of a detention, so be it." Defence lawyer Graham Wakefield proposed Mr. Hadley's mother, Christine, to act as his client's surety, meaning it would be her re - hold joint responsibility for keeping tabs on their son. "What assurance can you give the court that I could pass on (to Gillian Hadley)'' What can you say you're going to do that would help prevent any danger to her''" Mr. Giordano pressed of the witness, the transcripts show. Christine Hadley said her son worked nights and her husband would be home with him during the days. When further questioned by the prosecutor, Christine Hadley advised the court her son was not a drinker. "And what about weapons''" "No, no," she replied. "Have you ever seen him with anything'?" 'No, I've never seen him with anything." Mr. Wakefield noted there is always a concern when dealing with cases of domes- tic violence that "sometimes then things spiral into far more serious circumstances. "It is my suggestion here, however, that of the allega- tions. what we arc really talk- ing about is some phone calls. an allegation of driving past and stopping... "There is, apart from the outstanding (assault) charge, no allegation of violence. There is the hint of a threat... along the lines of these so- called o-called photographs and the issue of the usage of a private detective, which... is not un- usual, again in family mat- ters." Mr. Wakefield argued. In her ruling, JP Brown said the allegations against Mr. Hadley were serious and of a "threatening nature." "There are situations which this court is mindful of, indeed very mindful of, where people who for per- haps reasons of their own in- security need to control situa- tions and even to the point where there are profound tragedies, "So this court must be very, very careful that any order of release where there are these kinds of allegations, and where people have per- haps been physically harmed and are being threatened again, that there has to tee a structure put in place so that the person who is on release has no substantial likelihood of committing any further of - fence." the justice of the peace said in her decision. First we needed to pour the concrete base. %Ic father-in-law who constructed this store came out of retirement and did the installation for us. Ae wanted the patio units to be permanently installed in the concrete but we didn't want generic metal picnic tables and we didn't want the plain white colour. So we contracted Peter Anthony, a Canadian owned company from Windsor Ontario who specialize in outside patio furniture. to custom design picnic tables in fibreglass. lou'll notice the soft. comfortable texture of our picnic tables and seats. The finished units were then taken through a special paint run using white paint and the trademark red used by International Dairy Queen. The finished red and white units were then delivered from Windsor to the store where installers from Peter Anthom- core drilled the units directly into the concrete. They looked great! Now we needed a railing. We wanted it done in matching white but we wanted something sturdy and durable that looked awesome. A number of companies submitted designs for railings but the most outstanding came from Losar City Mailings, a Canadian company in Whitby. I think vou'll agree when you see the railing that we made the right choice. We then wanted red and white umbrellas to finish the patio. But not just any umbrella. In April, International Dairy Queen ran their Easter cake commercials on national TV across Canada. In those commercials beautiful red and white patio umbrellas were used with the DQ logo emblazoned on them. I had to have them! Dairy Queen Canada decided to make a volume purchase of these umbrellas for their stores across Canada! They were delivered the second week of June. But we weren't finished. 1 love to eat outside but something was missing for our customers. The needed a TV to watch while they were eating. In fact. McMorrow, 18, was in his backyard having a barbecue with family and friends and waiting by the telephone when his agent called with the good news. Seconds later, Sabres' general manager Darcy Regier also called McMor- row to welcome him to the organi- sation. And, although he went late in the draft — the third pick of the eighth round — McMorrow is pleased just to be chosen at all in a draft that selects players from all corners of the world. "There are a tremendous amount of good players who don't get picked at all because of the Euro- pean influence, so I'm proud to have been picked. A lot of pretty good defencemen — (Toronto Maple Leafs') Thomas Kaherle and Alexander Karpovstev — were drafted in the later rounds. It does- n't matter when you're drafted, just as long as you've improved by your third year of junior. I think I can crack the Sabres' line-up (by the third year of junior hockey):' The 6'4" -205 -pound defence - man played one year with the Pick- ering Panthers during the 1998-99 season, helping the Ontario Provin- cial Junior 'A' Hockey League squad win the league's Eastern Di- vision crown. The Panthers eventu- ally advanced to the league semifi- nals that year, but were eliminated by a powerhouse Bramalea Blues squad. McMorrow looks back fondly on that season with the Panthers as his "finest year of hockey". And, success on an individual level as a rugged stay-at-home defenceman and of the team played a role in making him a high draft choice in the 1999 Ontario Hockey League Priority Selection Draft. "Because of our success, it was the main reason I was such a high pick in the OHL draft;' says Mc - Morrow, who was chosen by the Sarnia Sting in the second round of the draft, but dealt at mid-season to the Kit, honer Rangers where he'll play his second season in the fall. "I had a lot of confidence because of my time in Pickering. It was a big boost to me when I went to major junior hockey." McMorrow says he has no illu- sions as to where his immediate fu- ture lies, and it's not with the Buf- falo Sabres. After attending the Sabres mini -camp in July and the NHL club's main training camp in August, McMorrow will likely be returned to Kitchener to continue his playing career with the Rangers. "I'll probably play two more years in Kitchener. It's a three- or four-year process to get to the NHL after you're drafted. Many of the first-round picks have to spend a year or two more in junior hockey." Although he hasn't spoken di- rectly to the Sabres since draft day, McMorrow says his agent has told him the Sabres like his size and toughness on the blue line. They say, however, that he has to work on his mobility. "if I can work on that. I'll be more of a complete player;' says Mc Morrow, who'll be on a summer training regimen in preparation for next month's mini -camp in Buffalo.
