Under mounting pressure,
Durham Regional Police Chief
Kevin McAlpine has requested
Toronto Police conduct a formal
investigation into criminal allega-
tions against Deputy -Chief Jim
Adams, The News Advertiser has
learned.
An internal complaint filed in
February by Inspector Bruce
Pugh, the force's longest serving
officer, accuses the deputy chief of
operations of giving false evidence
during his testimony at a police ar-
bitration hearing last year.
After two months of failing to
act on the issue, the Durham Re-
gional Police Services Board last
week decided it was not within its
jurisdiction to deal with the com-
plaint, which it passed back into
the hands of Chief McAlpine.
"After seeking and receiving
several opinions and varying ad-
vice with respect to the precise
process to follow regarding the al-
legations of Inspector Pugh
against Deputy -Chief Adams,
Chief McAlpine has requested the
Toronto Police Service to review
this complaint and conduct such
investigation as they deem neces-
sary," said a memo posted on the
department's intranet Friday.
"This complaint by Insp. Pugh
is a result of alleged false state-
ments by Deputy -Chief Adams in
a grievance proceeding occurring
last fall, 1999"" continued the in-
ternal message directed to all po-
lice personnel.

Former Durham obstetrician subject of criminal probe
BY STEPHEN SHAW
Staff Writer
A former Durham Region gynecolo-
gist -obstetrician currently at the centre
of the largest disciplinary hearing in
British medical history is also now the
subject of a criminal negligence investi-
gation by local police.
A group of 1 I former patients of Dr.
Richard Neale filed separate reports
Wednesday at Durham Regional Police
headquarters alleging they were victims
of criminal negligence in relation to
botched medical procedures.
ten of the complainants, all women,
reported suffering serious complications
as a result of operations performed by
Dr. Neale at Oshawa General Hospital
and Ajax -Pickering General Hospital
between 1980-85.
The mother of the 1 Ith complainant,
Kathy Tanner, died. A homicide detec-
tive has been assigned to her case.
"We've come because we want Dr.
Neale to be held responsible for what he
has left behind: A lot of victims, a lot of
tragedies and a lot of devastation in peo-
ples' lives;' said former patient Pat Ball,
chairman of the Action and Support
Group for Medical Victims of Richard
Neale.
The British -educated Dr. Neale first
practise in Canada at Prince George
Hospital in British Columbia. When
questions arose about his abilities fol-
lowing a patient's death in the late -
1970s, he relocated to Ontario and
began practising at Ajax and Oshawa
hospitals.
Geraldine Krawchuk died under his
care during labour Oct. 17, 1981. Dr.
Neale was eventually barred from prac-
tising medicine in Ontario and in 1985
headed off to practise in England, where
he is now accused of leaving behind a
trail of medically -maimed patients.
In England, 138 women have filed
complaints against Dr. Neale, who was
stopped from practising in September.
Another 50 in Canada share similar ex-
periences. On June 12, the British disci-
plinary hearing begins.
Local victims, however, now want
Dr. Neale to answer to this country's
criminal justice system.
"I want justice for my mother. She
shouldn't be six -feet under the ground,"
Ms. Tanner, 39, said Wednesday outside
police headquarters in downtown Os-
hawa. Ms. Krawchuk, her mother, died
at Oshawa General Hospital one hour
after giving birth to a baby girl. A coro-
ner's inquest in 1982 was told Dr. Neale
induced labour on Mrs. Krawchuk using
two drugs — one not approved at Os-
hawa General — and hospital records
were altered to record a smaller amount
of the dosage.

DURHAM (roan page I
local water supply.
-There's no such thing
as never;' Mr. Wong admits
of the possibility that
Durham's water could be-
come contaminated with
the E. coli bacteria.
But, he adds. "It's high-
ly unlikely. We have a very
extensive monitoring and
testing program in
Durham."
That program includes
chlorine disinfection treat-
ment at all municipal water
supply plants and wells,
explains Lloyd Murray,
technical support manager
of the Region's works de-
partment.
Durham has six water
supply plants, including
five facilities which draw
water from Lake Ontario in
Ajax, Whitby, Oshawa,
Bowmanville and Newcas-
tle.
Another is located on
Lake Simcoe in Beaverton.
There are also several com-
munities here which re-
ceive their water from mu-
nicipal wells, including
Cannington. Sunderland,
Uxbridge. Port Perry,
Greenbank, Orono and
Blackstock, Mr. Murray
says.
"At our surface water
supply plants we have a
complete system that in-
volves the disinfection of
both the water coming into
the plant and leaving the
plant;" Mr. Murray says.
"Disinfection through
chlorination ensures bacte-
ria -free water to the pub-
lic."
The Region's works and
health departments also
have a routine sampling
program in place, including
bacteriological monitoring
which tests water for col-
iform bacteria.
According to the health
department, coliforms are
not necessarily harmful,
but their presence in the
water supply may indicate
the presence of other path-
ogenic organisms.
"Testing for coliform
bacteria has been adopted
worldwide as the best way
to determine whether
drinking water is safe for
human consumption (be-
cause they originate in the
same place as pathogens
like E. coli):' the health
unit reports.
Mr. Wong says E. coli
bacteria are normally
harmless inhabitants of the
intestines of people and an-
imals.
And, he explains water
supplies may become cont-
aminated with E. coli
through contact with the
feces of people or animals.

coli or any other health-re-
lated bacteria present in
our treated water... We have
not detected any E. coli at
all in our regular monitor-
ing program;' says Mr.
Murray.
Dr. Donna Reynolds,
Durham Region's associate
medical officer of health,
reports, "The inspectors in-
volved in water testing col-
lect a minimum of 500
samples a year to test for E.
coli and other bacteria. -
She adds, "If contami-
nation is found, a new sam-
ple is obtained from the
same area for re -testing
and findings are immedi-
ately forwarded to the
works department for fur-
ther investigation, and
where required, treatment
of the water system."
Meanwhile, Mr. Wong
reports the health unit has
received numerous calls
from concerned residents
in recent days.
"We've started getting
calls and rightly so:" he
says, noting a lot of in-
quiries have come from
people who are concerned
about the safety of their
well water.
Mr. Wong recommends
residents whose water sup-
ply comes from a shallow
or dug well boil their water
as a precautionary measure
following a heavy rainfall.
He also suggests people
take a sample of their water
to be tested every time the
seasons change.
Residents can drop off
samples of well water for
testing at several health de-
partment offices across
Durham, including 126

Deputy -Chief Adams is currently

OCCOPS is a police oversight body
which operates under the arm of the
Ministry of the Solicitor General.
When reached Friday morning,
Insp. Pugh declined to discuss the
complaint, saying only he has been
contacted by a member of Toronto's
internal affairs unit. Interviews will
likely begin this week and may include
several police personnel, some high-
ranking.
The investigation is the latest blow
for the department's senior command,
which has found itself under attack by
an increasingly militant rank and file.
On Thursday, the Durham Regional
Police Association, following a vote,
called for the resignation of Chief
McAlpine. The move followed a sur-
vey which found less than 10 per cent
of uniformed and civilian members
have confidence in the chief's ability
to lead the force and that staff morale
has reached an all-time low.
Insp. Pugh's complaint arose from
an arbitration hearing into the transfer
of Constable Dave Robinson from the
force's forensic identification unit in
March 1998.

It was near the end of the candidacy
speeches for student council vice-pres-
ident, however, when things got really
interesting. A normally meek, reserved
Grade I I student took the microphone.
He was brutally honest, speaking
out against an uncaring administration
and the rampant overcrowding at our
school. When he mentioned that many
teachers were being called traitors by
their colleagues for running extracur-
ricular activities, there was obvious
manoeuvring by staff to try to cut his
speech short. The best — or worst —
was yet to come.
Tim
Munro
Co-op student
The aspiring vice-president then
went on to announce his disapproval of
the current student council. He related
a personal story about how, one day
not too long ago, he had walked into
the student council office to discuss
something with one of the incumbent
members. He reported he was greeted
by the student councillor. The visitor
said he was quickly dismissed, and told
by the current council member to per-
form a certain sexual act on him. The
vice-presidential hopeful repeated,
word for word, exactly what that re-
quest was.
The administration's reaction to the
offending statement was swift. The mi-
crophone connected to the podium was
shut down, and the vice -principals
quickly escorted the candidate from
the gym to the office, where he was im-
mediately suspended.
I don't believe what he said was ap-
propriate. It wasn't politically correct,
it wasn't proper, and it sure as heck
wasn't necessary. Still, if he had toned
the story dawn and made it less graph-
ic, much of the impact it had would
have been lost.
As much as people may disapprove,
the student had every legal right to go
up to the microphone and say what he
said. The Charter of Rights and Free-
doms guarantees us the freedom to
speak our minds. Though we might not
approve of what people may have to
say, they have every right to say it. The
suspension of the student was a direct
violation of the Charter, period.
The school administration acts
more like a police force than an agent
of education. Some staff harangue stu-
dents in the hallways, in the cafeteria,
even in our classes. They crack down
on anyone who doesn't conform to
their unrealistic standards. Anyone
who stands up to them risks a suspen-
sion.
Welcome to high school. Leave
your freedom at the door.
•-----------------------------------------------------------
good moral life come from or even
our ability to distinguish good from
evil? The essence of morality itself
stems from one's ability to choose
right from wrong, or to even know
the difference. If free will is taken
out of the equation, morality would
cease to exist.
If one acknowledges the exis-
tence of evil in the world. one must
also acknowledge tlx: existence of
good to attain an equilibrium. In
response to the common argument
that because there is evil in the
world, there must be no God, I pose
the following alternatives:
God could have create nothing
at all. This would wrongly imply
that nothing is better than some-
thing. Thus, the concept of morali-
ty would be nonexistent. God could
have created a world without free
creatures, animals or robots who
are force to love Him, to only do
good, with no choice in the matter.
This kind of force love is no love
at all. In a world like this, morality
would he nonexistent. Or, God
could have created free creatures
who would not sin. In this case,
how could there be a guarantee that
there would be no sin, unless free
will had been tampered with? This
would bring us back to the second
alternative.
The writer tends to side with the
second alternative and implies that
not having free will is a better situ-
ation because we would not com-
mit evil; and lacking free will we
wouldn't even miss it. These two
ideas imply that because we are not
living in a 'perfect' world, God
cannot possibly exist. However, a
world without free will may not be
the best world since without free
will, we are left with alternative
two which is an inferior situation,
since this world would impose a
forced love always inferior to
freely chosen love. We live in a
world where we have the free will
to choose between good and evil.
No, our world may not be the best
world, but considering the above
alternatives, the current situation is
the best way to the best world.

Scam
NEWS ADVERTISER, SUNDAY EDITION, May 28, 2000 PAGE 7 MP
Don't get fooled again
BYJACQUIE Mc1NNES
Staff Writer
f someone came to your
door relating the plight of
_JLthc local high school kids
who were in need of new
gym equipment, you might
be inclined to pitch in. When
someone else called on the
phone asking you to help se-
niors in the area, devastated
by elder abuse, again you
might reach into your wallet
to lend support. That is, un-
less you were already scam -
proof.
Last week, Bowmanville
High School issued a public
warning stating it was not
canvassing for funds to re-
place outdated sports equip-
ment in a door-to-door fund-
raising effort, which was
being pitched to Clarington
homeowners.
Last month, local seniors
groups across Durham raised
an alert about a non-profit or-
ganization telemarketing and
soliciting door-to-door in a
campaign which many
thought was on behalf of
local seniors' centres but was
not affiliated with any se-
niors' organization in
Durham.
Every day residents re-
ceive bogus prize offers and
finance or investment offers
through phone, Internet or
'mail with promises which are
either downright scams or, at
best, legal but misleading
ploys to drum up business.
'"lice bottom line is, if it
sounds too good to be true, it
is:' says Lynn Muir, program
assistant for the Oshawa Se-
niors' Centre community ac-
cess. '"There are a lot of orga-
nizations with integrity and
honesty. You don't want peo-
ple to stop giving to charity
but you don't want them to
get ripped off, either."
"Ilse Oshawa Seniors' Cen-
tre was one of the centres
which informed its members
it was not affiliated with the
Coalition for Seniors, which
was canvassing Durham re-
cently. The Whitby Seniors'
Activity Centre and Durham
Region Community Care no-
tified their members to be
aware as well.
"Otte of our staff here was
ready to give money to the
Coalition for Seniors," relates
Whitby Seniors' manager Fay
McCorkell. "It was so well
done, so slick and profession-
al, they were ready to write
out a cheque."
Staff Sergeant Barry El-
liott, co-ordinator for Phone -
busters, a national call centre
with a mandate to combat
telemarketing fraud, says one
common, though not illegal,
canvassing strategy is for
non-profit agencies to run
under a name which sounds
like a more well-known, le-
gitimate charity.
"People should be asking
lots of questions:' says Staff
Sgt. Elliott. "Like how much
of the money collected will
be used in the area. A lot of
non-profit organizations
don't even have an office in
Ontario. Some have huge
telemarketing fees and most
of the money collected goes
to telemarketing. The person
(solicited) may not be happy
with how much money is ac-
tually going to charity. Find
out if it's being spent the way
you think it is:' he advises.
Groups collecting money
without a truly legitimate pur-
pose hurt the valid charities
which rely on donations from
individuals to help support
them, adds Staff Sgt. Elliott.
"You're not a lousy Cana-
dian if you don't give 20
bucks to everyone who comes
to your door," he says,
adding, with proper research
as to where the money is
going, it will do the most
good.
f1sysuggests people
houldn't be drawn in
appearances when
canvassers come to their door.
"Just because they have a
pamphlet and money in a
clipboard:' doesn't mean they
are legitimate or even that
anyone else has given to them
already, he says.
One of the most popular
scams currently, says Staff'
Sgt. Elliott, is a phony lottery
ploy which leads people to
believe they have won prizes
but must first call a toll num-
ber or pay the taxes, custom
charges or other fee in order
to claim the prize.
"If you've won something
you don't have to pay any-
thing to claim it, you don't
have to call any number."
Seniors make up about 80
per cent of the target market
for this particular type of
scam, says Staff Sgt. Elliott.
Local seniors centres are
attempting to combat these
crimes on their own terms,
bringing in representatives
from Durham Regional Po-
lice to educate members and
raising the issue in their inter -
newsletters.
"Seniors are more embar-
rassed than they should be
about being taken in by
scams;" observes Ms. Mc-
Corkell, who adds, " fbey're
not necessarily more gullible.
It's just they're more reluctant
to tell about it"
The Oshawa Seniors Cen-
tre offers a peer helper pro-
gram any older adult with a
problem can access, says Ms.
Muir. Seniors can call and
speak with a peer helper if
they think they're being sub-
jected to fraud, she says. The
volunteers, seniors them-
selves, will advise them on
their options and resources
available to them in the com-
munity, she says. Another
scam often targeted at seniors
is the home renovation sale
where work is either highly
over -priced, shoddily done or
even left undone after an ini-
tial down -payment is given.
"We had one really bad
case where they gave low
quotes to get the contract for
one thing and then they'd find
all kinds of other things
wrong with the house. They
just destroyed some people's
homes:' recalls Staff' Sgt. El-
liott. '"I'hese guys are really
friendly, the kind of guys you
automatically like. Even after
they've scammed you, you

ing fraud, is but a phone call away. You can also call

still like them.:
" I'he key is don't rush
into anything:' he says,
suggesting homeowners
check with the local
builders' association, talk to
people they know who've
had work done, get refer-
ences and "always be sus-
picious of inspectors" 4
who knock on the
door suggesting
there's work re-
quired on your
home.
Have they got a deal for you...
You could be on the
sucker list
Congratulations, you've
won a prize but first we just
need you to buy our fabulous
product. Or maybe you just
need to pay the stropping fee
or taxes.
If you've fallen prey to
these types of scams the next
call may be from someone
telling you they'II recover the
money you lost to a telernar-
keter. Staff Sergeant Barry
Elliott of Phonebusters has
some advice. Say'no thanks:
The recovery offer is just
another scam you've been
set up for now that your name
appears on the "suckers list",
as its known.
Other scams to watch
out for include:
• A scragand-win card ar-
riving in the mail that turns
out to be a winner. Acoordrng
to the card, all you have to do
is call a 900 number to win;
• An official document advis-
ing you that you've won some
gifts but have to call a speaf-
ic telephone number to claim
the prize;
• An ad in a publication telling
you to call a number to obtain
a loan. You are approved lir
the ban, even if your credit ►s
bad, but an up front insur-
ance fee is required to
process your request.
Anyone who has already
participated in any of these
scenarios are likely on a hit
list already. The list is soIJ to
other companies who will try
to convince those named to
send more money. Staff
Sergeant Elliott has one
word. "Don't"
How to
just say `no'
The people who operate
scams are generally very
persuasive, says Staff
Sergeant Barry Elliott of
Phonebusters, a national call
centre set up to combat tele-
marketing fraud.
They know how to use
hard -sell tactics when neces-
sary and they know how to
make you like them, he says.
Thafs why he suggests, "Al-
ways have a plan in place;
know how you're going to
deal with annoying telephone
calls"
Phonebusters offers a
rxxnber of scenarios the pub-
lic should be aware of in
order to protect themselves
from telephone and mail
fraud. They include:
• If you have really won a
prize, it doesn't cost you a
dime;
• You do not have to send
money in advance, at a
caller's request, to recover
lost moneys, to receive an
award or a cash settlement;
• If you have won a prize
you do not have to call any
telephone number in order to
cairn it.
In certain jurisdictions, it
is illegal to request an up-
front fee in order to obtain a
loan. If someone offers to
give you credit despite a bad
credit rating and does require
an up -front fee, be cautious
and check them out. They
may be fraudulent.
Who ya gonna call?
Phonebusters
If there's something
weird in your neighbourhood,
a call to Phonebusters, a na-
tional call centre set up to
combat telemarketing and
mail fraud, may be in order. i
Phonebusters is operat-
ed by the Ontario Provincial
Police in conjunction with
several government agencies
at both the federal and
provincial levels, corporate
sponsors and a nurnber of
police agencies across the
country.
In 1997, the organization
established Seniorbusters
after it became apparent el-
derly victims were being re-
peatedly targeted, says the
program's co-ordinator, OPP
Staff Sergeant Barry Elliott.
Anyone who calls
Phonebusters' toll free infor-
mation line can give a corn-
pkuM or receive information
to assist them in combating
fraud. People over 60 are fur-
ther referred to Senior -
busters, whose staff will pro-
vide a follow-up call to ensure
the older adult is not subject-
ed to further attempts at
fraud.
Phonebusters also pro-
vides a free video and infor-
mation to any individual or
group who would like to view
it.

nail builders, committee told
Members of Durham council's fi-
nance committee agreed Wednesday
to meet with local builders to address
concerns about the Region's develop-
ment charges.
According to the Urban Develop-
ment Institute (UDI). which is calling
on the Region to re-examine its new
development charge bylaw, the time
frame for paying Durham's fees is re-
stricting the financing ability of
builders here.
Kelvin Whalen. chairman of UDI's
Durham chapter, asked councillors in
February to revisit the development
charge bylaw which came into effect
Sept. 1. But, the matter was deferred
until the Region's budget process was
wrapped up.
Finance committee members voted
to meet with UDI representatives
within the next two weeks to try to
find common ground.
UDI is requesting council with-
draw the provision in the bylaw which
requires a developer to secure 110 per
cent of the value of regional develop-
ment charges at the time of execution
of the subdivision agreement.
In a letter to council, Mr. Whalen
argued, "That additional security adds
further costs and restricts the financ-
ing ability of many developers, partic-
ularly smaller developers, as these
credit lines are often cash -col lateral -

Catholic board won't hire
s Imeducation funds ecraiser
Hiring a marketing staff
member to raise money for
special education would be
.,a gamble" the Durham
Catholic District School
Board will not consider at
this time, education director
Grant Andrews said Tues-
day.
The notion came out of a
Mav 2 Special Education
Advisory Committee meet-
ing where it was decided the
board should look into the
idea.
"Are we going to pursue
this?" Whitby Trustee Judy
Morris asked at Tuesday's
board meeting.
Mr. Andrews stressed the
item was not a motion, but
in response to Trustee Mor-
ris pointing out the board
was asked to investigate the
possibility of the new staff
member. But, he said, it's
not in the cards.
-The kind of money and
energy that would go into
this is not something we
would normally do because
we'd have to drop some-
thing else to do it."

Nuclear officials rapped over radioactive gaffe
Regulator to probe how radioactive drums were missed by monitors
BY SUSAN O'NF.1LL
Staff Writer
PICKERING — Cana-
da's nuclear regulator will in-
vestigate how six metal
drums contaminated with ra-
diation slipped through an in-
spection at the Pickering Nu-
clear Generating Station
(PNGS) last month, ending
up at a scrap yard in Bolton, a
federal official says.
Sunni Locatelli,
spokesman for the Atomic
Energy Control Board
(AECB), said Friday an in-
vestigation will be launched
into a chain of events in
which officials at the Picker-
ing nuclear facility violated
the station's operating li-
cence, Atomic Energy Con-
trol regulations and rules on
transporting radioactive ma-
terial.
"What happens now is our
people will do an investiga-
tion;' Ms. Locatelli reports,
adding "No decision has been
taken on any penalty yet.-
Ontario
et"Ontario Power Generation
(OPG) officials told the board
at a meeting in Ottawa Thurs-
day six metal drums contam-
inated with small traces of ra-
diation, that had not been de-
tected by trained Pickering
workers, were shipped to Re-
cycle Trade in Bolton April 4.
Scrap dealer Joe Leo de-
tected the traces of radiation
when an alarm sounded as
the truck from the Pickering
plant drove through a moni-
toring device there.
The drums had reportedly
been inspected three separate
times by trained workers at
the Pickering plant with
hand-held radiation detectors
which didn't identify the con-
tamination.
Ms. Locatelli reports the
incident was first raised at the
AECB's regular meeting in
April and OPG officials were
asked to attend this week's
meeting to outline how the
incident occurred and what
they have done to ensure it
won't happen again.
Pickering vice-president
Bill Robinson, who appeared
before the AECB this week,
confirmed a special truck
monitoring device, like the
one that detected the contam-
ination at the Bolton recy-
cling facility, has been sitting
for five months at the Picker-
ing plant waiting to be in-
stalled. He also reported 60
drums containing a mixture
of water and lubricating oil
have been sitting at the power
station for years. And, six of
those drums somehow be-
came contaminated with
patches of low level radiation.
According to a transcript
of Mr. Robinson's presenta-
tion to the board, he said,
"From a public safety per-
spective, this event caused no
threat to the health and safety
of the public or any member
of the public. However, we
recognize and understand
that radioactive material
being sent to the public do-
main is a very serious issue"
He also noted, "Tice pro-
cedures, processes and train-
ing currently in place in Pick-
ering, if followed, would
have precluded this event"

Mr. Robinson told the
AECB several factors con-
tributed to the event, one of
which was "poor work prac-
tice in the contamination sur-
veys performed on the
drums"
AECB member were told
several corrective actions are
being taken to ensure the in-
cident is not repeated, includ-
ing disciplinary measures,
improved job training regard-
ing the expectations of conta-
mination monitoring and the
use of improved contamina-
tion -monitoring equipment,
including the planned instal-
lation of a large truck monitor
at the station's truck exit
which should be in place
within the next few weeks.
"I'm not at liberty to say
what discipline is enacted on
our employees," said Picker-
ing plant spokesman Pat
O'Brien Friday. "There is
certainly greater attention to
detail and procedural compli-
ance ... all staff are being made
aware how important it is to
pay attention to procedures"
He notes the drums con-
tained an "extremely low
level (of radiation) and at no
time was there any concern
for public safety ... it would
have absolutely no impact on
the health of the (truck) driver
or anyone else who came in
contact with it.
"But that's not the point.
The point is we were sup-
posed to have monitored the
(load) and we failed in doing
that properly and radioactive
material, albeit extremely
low, left our plant. It's not
something we're proud of...;'
Mr. O'Brien said.

A refresher course in Religion 101 ,
Where has all the Christian
charity gone? People pray and
sermons are preached week
after week about the need to
help the sick and needy. Yet
most still deny, or ignore, the
new medical technology to re-
store the human body, organ
transplantation. Is it because we
believe we must have a "whole
body" to enter the Pearly
Gates? Can we be that naive?
I used to sing in the church
choir twice a day as a young
boy. So I've heard a lot of
preaching. That of course does
not make me an expert on theol-
ogy.
But I believe I did learn one
basic Christian principle. It's
the soul, not the body, that goes
to Heaven. That the Lord is not
going to slam the Pearly Gate
on anyone missing a body part.
In fact, I was told you can be
accepted even if missing the en-
tire body!
Yet surveys show this theo-
logical message has not been
heard by many Christians.
In one study 75 per cent of
those who refuse to donate an
organ believe it's important the
human body retain all its parts
when buried or cremated!
But the majority of religions
support organ donation. Pope
John Paul II said "With the ad-
vent of organ donation man has
found a way to give of himself
and his body so others may con-
tinue to live"
Many Protestants churches
favour organ donation as do
Lutherans. Judaism considers
saving a human life superior to
maintaining the sanctity of the
human body. And for Jehovah's
Witnesses the gift of an organ is
a matter of human conscience,
provided the organ is complete-
ly drained of blood before
transplantation.

sociation for

dividuals with

The Doctor

W. Gifford -Jones
M.D.
Buddhism, Hinduism and
the Greek Orthodox religions
do not ban organ donation. And
Islam claims that organ dona-
tion allows man to share, and to
give and what is more precious
to give than life?
A health committee in Cana-
da is trying to solve the organ
donor crisis. But it has proven
once again -a "camel is a horse
designed by a committee."
The committee recently
made this asinine ruling. That
none of us can make the final
decision about organ donation.
Rather, even if we have signed a
donor card, our family should
be able to override our wishes.
They say Canadians are protect-
ed by the Charter of Rights and
Freedoms. Some freedom!
This dictum makes no sense
in either Canada or the U.S.
Distraught families in their im-
mediate sorrow are understand-
ably prone to counteract the
wishes of the deceased. But in a
democracy each of us should
have the right to decide what we
want done with our organs at
death.
Alternate suggestions to in-
crease organ donation are to in-
stitute training programs for
doctors and nurses on how to
appeal to families for organ do-
nation. And establishing a reg-
istry for those wishing to donate
organs. But these approaches do
not meet the demand.
The U.S. and Canada should
follow the example set by Swe-
den, Portugal, Austria and Fin-
land. These countries presume
people want to donate their or-
gans on death unless they have
indicated otherwise.
Some argue this is a Dracon-
ian measure. But you won't
have much luck convincing pa-
tients who are attached to renal
dialysis machines for hours
every week that it's too authori-
tarian. Or the family of a child
who has died waiting for a heart
or kidney.
I think you can make a good
case for this scenario. Unless
it's against an individual's faith
none of us should own our body
after death. And that whatever
organs are viable and needed to
save a life should be made
available.
Today if something goes
wrong in medicine it's reason-
able to blame doctors. If the
postal service isn't working we
blame postal workers. So per-
haps it's reasonable to blame
theologians for failing to get the
Christian message of organ
transplantation across to their
parishioners'?
Today there are courses in
economics 101 and other basic
subjects.
I'd like to suggest religious
leaders of all faiths take a re-
fresher course in religion 101 . It
would be a very short course
because this "soul message"
doesn't seem very complicated.
Hopefully they could con-
vince themselves and parish-
ioners it's senseless to bury
loved ones in expensive caskets.
It's a terrible waste of money.
It's bad for the environment.
And it's sinful when young peo-
ple are dying for want of these
organs.
But maybe I've got it all
wrong. Possibly I didn't listen
hard enough to those sermons
as a young boy. If that's the case
I wish someone would educate me on
this matter.
Or provide a better solution for this
problem before too many more pa-
tients die from lack of a life-saving
organ.

Pick -A -Mix Concrete's history dates back to
dump truck bought by John Aprile after WW
The Aprile family business start-
ed after World War 2 when John
Aprile bought his first dump truck
after leaving the navy.
He started hauling sand and
gravel in the Scarborough area and
then bought another dump truck, a
front end loader and a backhoe.
In 1965 he bought his first
mobile mixer and that started their
future in the concrete business.
Today Pick -A -Mix Concrete and
Elirpa Construction are thriving busi-
nesses serving customers all over
Toronto and Durham Region.
Today, son Pat is the Pmskk!nt
and the company has 6 mobile mixers
all radio dispatched to quickly meet
its customers needs.
The mobile mixers look different
from the large cement mixers with a
rotating drum you see on the streets
and construction sites. In the photo at
right is the newest addition to their
fleet.
As with the older trucks, it fea-
tures separate hoppers for the gravel,
sand and cement.

"When the truck reaches the site
the cement is freshly mixed to order,"
says Pat. "Itis way customers get
exactly the amount they want mixed
to their particular needs."
To further make construction
projects easier Pick -A -Mix also uses a
high-tech concrete pump.
"There are many hard to get at
places for concrete LSat trucks just
can't reach," says Pat. "Upper floors,
basements and retaining walls. It
saves the time it would take to keep
running wheel barrels full of cement
back and forth"
The mixture is poured into the
machine's hopper from a truck and a
