Police Services Board won't deal with alleg BY JENNIFER STONE AND STEPHEN SHAW Staff Writers The Durham Regional Police Services Board will not be dealing with criminal allegations levelled against Deputy -Chief Jim Adams in a senior officer's complaint. The internal complaint, filed by Inspector Bruce Pugh, the force's longest serving officer, accuses the deputy chief of operations of giving false evidence during his testimony at a police arbi- tration hearing last year. The matter was discussed behind closed doors at Thursday's meeting of the services board. The heard determined it wa,, not its place to deal with the "Upon careful review of the (Police Services Act) leg- islation... it is clear the police services board does not have jurisdiction to deal with the matter and consequently, it will be left as an internal po- lice matter;' said regional councillor Bob Boychyn, chairman of the police board. Mr. Boychyn, a lawyer, could not explain the reason for the board's decision, say- ing only that with the "way the complaint was brought forward, we do not have ju- risdiction." Pugh said he was handed control of the forensic unit and told by the deputy: `7 would be inheriting a prob- lem child by the name of Dave Robinson... but that he would be moving him out of the unit as soon as he figured out a way to do it" A police veteran of 35 years, Insp. Pugh was sched- uled to testify at the hearing as a witness for the associa- tion. However, a settlement was reached by the board and the union just prior to his tes- timony. Const. Robinson was re- turned to the forensic unit and given 50 per cent of lost salary resulting from the transfer. And a senior citizen needing help. Or, for that matter, anybody in obvious difficulty. You might even cross the street or go a little bit farther to lend a hand. It's curious, then, that the Ajax - Pickering Block Parent program can't find enough area residents to help oth- ers from the comfort of their own home. There are probably many reasons. And. there are a lot more excuses, had excuses. Local Block Parent program chair- man Leslec Hicbert has heard them all. And, she'd like to set the record straight for those Ajax and Pickering citizens reluctant to become Block Parents for all the wrong reasons. "We are dealing with a number of common misconceptions in the com- munity regarding the Block Parent pro- gram, most of which revolve around the notion that people don't have the extra time needed to take on an additional commitment;' Mrs. Hiehert reports. An fact, the simplicity of the pro- gram is that it requires very little from a volunteer, only a willingness to make their neighbourhood a safer place" All that's required is, firstly, that you be a responsible adult. Check. You have to care about the well-being of children and other vulnerable people. Check. And, you need to be willing to open up your home as a temporary refuge in an emergency, just like you've probably done numerous times for neighbour- hood kids. Check. Congratulations. You're qualified to be a Block Parent. But, we're not talking about rocket science here. Besides, we sus- pect you probably know the drill. It goes like this: Put the red -and - white Block Parent sign in a window of your home when you're available to an- swer the door. Take it down when you're out of town, you're stepping out for a moment or you're just too busy. It couldn't be any simpler. You're on easy street when you become a Block Parent because you can volunteer from the comfort of your easy chair. Program officials need you to get out of that chair for a minute and make the phone call. Congratulations. And, thanks for making your community a safer place. I was relieved at the fact I was not the only one bitten by the prom bug. 1, too, am constantly planning and discussing this event like any other adolescent from the suburbs. But unlike many of my teenaged coun- terparts, my opinions tend to be more practical and cynical. Much like Mr. Munro, I believe that nothing is perfect, and that all the planning and primping in the world cannot prevent our night of adolescent dreams from experi- encing a few unsuspected night- mares. With limo and hotel plans already falling apart at the seams, THE EDITOR my evening is headed toward dis- aster. I found it easy to identify with Mr. Munro's other thoughts and criticisms regarding prom. Howev- er, there was one comment direct- ed at females which I disagree with. He said we "anticipate prom with an almost religious fervor". Though the comment was correct in some ways, I found it insulting in others. Mr. Munro made the mistake of making a generalization about we girls and our reactions to prom. Yes, some girls do become consumed with it and spend the greater part of their time shuffling through magazines, trying to find the best dress, shoes, hairstyle, etc. His comment seemed to insinuate that girls spend the better part of their high school career and con- centrate all their thoughts and en- ergy on prom. This, I believe, is false. The Ajax -Pickering Block Parent program is in the midst of a new member- ship drive as officials believe too many people fail to vol- unteer because they don't know just how simple it is. Local Block Parent pro - grain chairman Leslee Hiehert reports, "We are dealing with a number of common misconceptions in the community regarding the Block Parent program. most of which revolve around the notion that people don't have the extra time needed to take on an additional commit- ment. In fact, the simplicity of the program is that it re- quires very little from a vol- unteer, only a willingness to make their neighbourhood a safer place" Block Parents are respon- sible adults who care enough about the well-being of chil- dren to volunteer their homes as a temporary refuge in an emergency. All Block Parents are screened by police and in- structed on the local program by volunteers. Robert Geddes, 64, whose five- year judicial appointment ended in 1994, pleaded guilty to one charge of uttering a forged document in ad- dition to six counts of misrepresen- tation under the Canada Citizenship Act. He will be sentenced June 1 by Mr. Justice Norman Edmondson of the Ontario Court of Justice, Os- hawa. Mr. Geddes, of Peterborough, was arrested in May 1997 following a lengthy investigation by the RCMP. Harley Nott, a justice department prosecutor, said the probe began in 1996 after officials at the Depart- ment of Citizenship and Immigra- tion discovered "serious deficien- cies" in citizenship applications submitted by Mr. Geddes on behalf of- six Hong Kong families. "Such deficiencies... would most likely have resulted in a negative de- cision on the applicants' applica- tions for citizenship;' said a state- ment of facts read by Mr. Nott. The applicants, landed immi- grants in Canada, paid a retainer of $2.000 to $3,(XX) to the Toronto cit- izenship consultant firm Perfect Link, with which Mr. Geddes shared a "joint business arrange- ment;' Mr. Nott said. The money was divided 50-50 between Mr. Geddes and Grace Chum, the operator of Perfect Link, who later helped blow the whistle on Mr. Geddes, court heard. The applications were filed prior to Hong Kong coming under the rule of Communist China in 1997. "This was not a particularly so- phisticated or clever scheme. It is probably appropriate to describe it as sloppy and amateurish," defence lawyer Martin Murphy told Mr. Jus- tice Edmondson during the sentenc- ing hearing. In part to ensure there's a ready supply ofblood available to treat accident victims, Canadian Blood Services (CBS) is holding a donor clinic in Ajax Saturday, May 20 from noon to 4 p.m. at the McLean Community Centre, corner of Westney Road North and Magill Drive. Another chnic is being held Monday, May 22 between noon and 7 p.m. at the Whitby Legion hall, 117 Byron St. S. As an incentive, CBS is giving all blood donors a free package of seeds courtesy of gardening ex- pert Mark Cullen. Mr. Cullen, a regular blood donor, will be at se- lected clinics to offer gardening advice. The CBS Toronto Centre needs to collect more than 650 units of blood each day to keep the gift of life flowing to the 59 hospitals it serves from Oakville to Napanee and north to Huntsville.
