John Sabean of Heritage Pickering was on hand at City council's executive committee meeting on Tuesday to urge City politicians to designate the internationally renowned Cleeve Horne House and the Dillingham-Lamorie Nouse under the Ontario Heritage Act. "The Horne house is proba- bly less recognizable to the citizens of Pickering (than the Dillingham-Lamorie House), but it is one that ought to be celebrated as it is known inter- nationally," Mr. Sabean said. Constructed in 1958, the Horne house was the first home in Canada to use "a sin- gle hyperbolic parabolic shape to roof a building," Mr. Sabean said. "The unique roof creates an effect that "almost looks like the house is flying." Thr design has since been used by other architects for other types of buildings, most notably in this area for two pavilions at the Metro Toronto Zoo. The house was also the first built in Canada that has no weight-bearing walls. "There are no walls as such; it's all glass," Mr. Sabean told councillors. The country house on the 8th Concession was a holiday and weekend retreat for Cleeve Horne, a portrait painter and sculptor who pro- duced more than 450 works of art and did portraits of many famous Canadians, including former Prime Minister John Diefenhaker and General Mo- tors founder R.S. McLaughlin. "Both the house and its owner have received acco- lades." said Mr. Sabean He also noted the home has attracted curious visitors for years. "The building itself is only part of the magnificence of the property." said Ward 3 local Councillor David Pickles. "It's an amazing home," he added. Meanwhile, the Dilling- ham-Lamorie House on Arathorn Court "is an impor- tant example of an early -to - mid 19th -century rural resi- dential building," Mr. Sabean said. "It is an excellent example of a stone mason's profes- sion ... lt is a very attractive house that has been kept up lovingly by its owners." The recommendations passed by the executive com- mittee to designate both homes will go to council for approval Monday. The group wants patients here to have access to operations such as bypass surgery at the RVHS, which includes the Ajax and Pickering Health Centre and the Cente- nary Health Centre (CHC) in Scarbor- ough. "We have so many positives going for us to put cardiac surgery services in 'Centenary. We just can't understand why.the government is looking at it the way they are," said Mr. Diamond, who had a heart bypass at St. Michael's Hos- pital in Toronto in 1998. He pointed out CHC already pro- vides patients with diagnostic services. And, the existing cardiac catheterization facilities at CHC mean the hospital could have advanced cardiac services up and running within a year if the Province comes through with funding. The Whitby resident told council the group will continue to lobby the govern- ment to ensure residents in Durham and east Scarborough have access to full car- diac care centres close to home, like the citizens in York Region and Mississauga already enjoy. Mr. Diamond said CCCAG members can't fathom why the cast isn't covered. "It's incredibly frustrating to contin- ue to knock on the door and be told the same story." Patients in Durham Region and Scar- borough currently have to travel to downtown Toronto, usually St. Michael's Hospital or the Sunnybrook Health Sciences Centre, for cardiac surgery. And, Dr, Joe Ricci, the director of cardiology at Centenary, said the need for services in this area is huge. There are currently about 9,000 by- passes in Ontario per year and approxi- mately 1,000 or more are sent from this region alone. Ever since, rail service east of Pickering has been limited to rush-hour trains. But, as GO Transit chairman Eldred King told a crowd gathered for the launch of the all -day service at the Os- hawa GO station Wednesday morning, "Not everyone works 9 a.m. to 5 p.m. these days and the extended train ser- vice gives people the flexibility they need and want." Mr. King noted, "We're carrying 20000 more riders a day (on the Lakeshore East line) than we did in 1993." The extended service will see an ad- ditional 22 trains travelling each week- day to Ajax, Whitby and Oshawa, for a total of 49 trains. "This is a truly great day for Durham and a great day for Oshawa, Whitby and Ajax," said Durham Re- gion Chairman Roger Anderson. He noted the extended service marks the first time Oshawa residents will enjoy all -day train service into Toronto. ' This is great news for Durham," said Mr. Anderson. "It's an opportunity for us to get in and out of the city of Toronto other than just in rush hour, and it's an opportunity for people to get in and out of Durham. Shelley Page, Durham president of the Ontario Secondary School Teachers' Federation, says the Province is "mis- reading" teachers if it believes they want the power to suspend pupils. "Teachers aren't interested in this power;" says Ms. Page. "This is some- thing suited to the position of an admin- istrator in the school. "It's not practical," she adds. "We have no legal ability to do this and we don't want the legal ability." Ms. Page suggests the responsibility to suspend pupils will take away from the time: teachers spend in the class- room. "We are full-time deliverers of cur- riculum. If you're caught up in all of the follow-up and fallout from the ability to suspend, you're going to be distracted." Conditional sentences, which are essentially house arrest with 'condi- tions' such as allowing the convict to work and requiring a curfew, are the latest thing in the judicial system and to many, they are totally unjust. Is it really punishment to be stuck in your house? Who really keeps track of the offender" Is house arrest vigorous- ly enforced? The real reason for conditional sen- tencing is not to punish the offender and to make sure justice is done but rather to save the system considerable money by having a guilty person do soft time at home. It certainly sends the wrong message to victims of crime, the community in general and even to the convicted offender who can hardly feel he's being punished. Mr. Flaherty has instructed Crown attorneys not to ask for conditional sentences for those who commit sex crimes or any crimes of violence. He needn't won since Crowns do not make that request at present. It's de- fence lawyers who go after the light- weight sentence and judges who im- pose it who are the problem. Mr. Flaherty's request is really aimed at the federal government and Justice Minister Ann McLellan who has locked horns with Ontario and other provinces for years over many justice issues, especially the Young Of- fenders Act and the much maligned Firearms Registry legislation. The On- tario minister would really like to see a complete overhaul of the sentencing system with truth in sentencing at its core. Sentences should mean what they say. For instance, why in almost every case do convicted offenders never, ever get the maximum sentence'? Why are there so many loopholes in the proba- tion system'? Why does, say, a 10 -year sentence really mean less than half that time? These are questions citizens want answers to. As for conditional sentences, they make little sense. If the issue is cost, surely we can come up with better al- ternatives. When convicted sex offend- ers are given conditional sentences, what's to prevent them from continu- ing to commit crimes while jailed at home? How hard is it for such crimi- nals to slip out of the house and find other victims? They belong in jail. That's the only condition that counts. Rohm and Haas Compa- ny is working with regional and local officials to identify job opportunities and train- ing needs for employees who will be displaced over the next two months at its Finley Avenue plant as the result of consolidation of manufactur- ing at its Lansing, Illinois fa- cility. Rohm and Haas has been a supplier of coatings for bumpers and other plastic au- tomotive trim parts for 14 years. But, the Ajax plant is one of the smaller facilities owned by the company, while added capacity and newer technology and equip- ment exists at the other sites within the firm's global net- work. About 34 out of 7t) jobs at the Ajax plant will be lost as the company moves its man- ufacturing operations to its main pnxiuction facility in Lansing. The company's current plan is to keep approximate- ly 30 sales, technical and ad- ministrative employees at the Ajax site. In the short term, the firm intends to operate a warehouse at the facility. Bill Wulfsohn, Rohm and Haas vice-president and business director of automo- tive coatings, met with the Ajax employees earlier this week. The company is offer- ing outplacement services and is working with local economic development rep- resentatives to determine em- ployment options for dis- placed workers. "These employees have demonstrated an excellent work ethic and are skilled in process operations, batch making and maintenance", says Mr. Wulfsohn. "We also have people experienced in accounting, human relations, customer service and admin- istrative services. Bottom line, any company would be fortunate to have these em- ployees." There are several outstanding issues, the major one being language to deal with increased caseloads for CAS workers. The agency is asking these hard-working, committed women and men to protect the most vulnerable children in Durham, but they're not prepared to give them the proper tools to do that. In Mike Harris' lean and mean Ontario, this is like tying the workers' hands behind their backs and asking them to try and do their jobs. Ultimately. R leaves the children vulnerable. Contracting out, job security language and wages are also still on the table. Ironically, the Executive Director of the Durham CAS was recently named to the $100,000 club, receiving a tidy 9% pay hike this year. This is the second time in eight years, these workers have been forced to take strike action. One Durham CAS Board member has already resigned over the agency's position with its employees. Durham residents interested in stopping urban sprawl and preserv- ing, protecting and promoting `smart -growth' planning, viable farmland, natural areas, wildlife and clean air, water and soil are invited to attend the inaugural meeting of the Durham Conservation Associa- tion at 10:30 a.m. in the Claremont Community Centre on Brock Road North. The region -wide group "has been formed basically to stop urban sprawl," says Claremont resident and Durham Conservation executive director Angie Jones. "A lot of pressure has to be put on the provincial government to set a policy for areas like the Oak Ridges Moraine and (determine) what it's going to do about agricultural lands" Ms. Jones reports the Durham Conservation Association's primary aims are to lobby government to set appropriate policies regulating de- velopment and to make presenta- tions at Ontario Municipal Board (OMB) hearings. Sun. 12 - 6 P.M. 905-426-6242 Find the soul of Japan just south of Osaka BY RAY CHATF.LIN Special to the News Advertiser Just south of Osaka, hanging down into the Pacific like a giant earthen earlobe, lies the soul of Japan, the Kii Peninsula. Within the region is the fountainhead of Japan's culture - a living time cap- sule that links every Japanese in a brotherly bondage. At the top of the Kii are the two great ancient cultural and religious centres of Kvoto and Nara, usually all that Westerner% see of this cul- ture -rich region. Near the bottom of the peninsula is the gorgeous re- sort area of Shirahama Spa and Mio Mura, the original source of immigration to Canada. The greatest temples and the most cherished shrines were Io sat- ed in Kvoto because it was inland and surrounded on three sides by mountains. During the periods of constant civil wars it remained Japan's most secure enclave. It was the capital of Japan for almost 1,100 years beginning in 795. Nara, to the south, is only 45 minutes away by train. It was the focal point for cultural activity be- ginning around 710 when the city was then called Heijo (Citadel of Peace). It was from there Bud- dhism blossomed and today it's where the great Buddha, The Todai-Ji, sits - 16 metres high, looking down with open arms to those who visit. But, to see the heart of this area, take a train from Osaka to the south of the peninsula along the coast, past hills of orange groves, small villages, countless coves and shoreline inlets. Eventually, you ar- rive in Gobo. From there it's a short drive by cab into the village of Mio Mura, from whence the first immi- grant came to Canada. Population and growth in Mio Mura is strictly controlled. It's a living museum site of about 2,000 population. The only obvious evi- dence of 20th Century incursion is the one road splitting the village and winding up the hill to the light- house that marks the entrance into Osaka Bay. From a rocky point that juts out on the south side of the sheltered cove that fronts the village you can survey the surroundings. Below the rocks, in the middle of the cove, divers come to the surface gasping for air while depositing the cut of seaweed tips into a small, wooden punt. They're diving for wakame - a black, noodle -like seaweed har- vested in the harbour. When dried in the sun it becomes a very tasty dish. Other seaweed, called funoli, is also harvested here. When it dries it turns white and is used commercially in shampoo and glue. On the shore, shrimp boats line the foreground of the village - bows pointing seaward just below the village itself where it seems as though nothing has changed for centuries. It's a bit like walking into the movie set of 'Shogun.' Narrow 'streets' barely accom- modate two people shoulder to shoulder, the drying seaweed in racks and on the beach, the temple and the Shrine, seem to have com- pressed centuries of time. At the top of the hill, just above the lighthouse, is a small hotel. At- tached to it is a permanent museum display commemorative of Japan- ese emigration to Canada. In front are two flags, Canadian and Japan- ese, while inside is a collection of tools and artifacts used by the first settlers on the west coast. From the same rocky point that allows you to watch the sleepy vil- lage, with its centuries-old lifestyle, you can see across the ex- panse of ocean to Shirahama-Spa further down the -oast. The spa is an incredible jewel of a place, glit- tering in its freshness and the good taste of its hotels, with the seeming limitless graciousness from every- one, door -openers to hotel man- agers. The contrast between the two places reflect the multi -layered complexities of modern Japan. What NIio Mura offers in centuries- old atmosphere, Shirahama-Spa with its combination of white sand beaches, rugged rock formations and magnificently clean hotels, al- lows you to luxuriate in traditional styles. Shirahama has the entertain- ment, luxury living and relaxation you expect from any top resort area. The downtown centre has countless shops and good restau- rants, though hotels provide break- fast and supper as part of the tariff. There is a long, white sand beach, boat excursions to view the coral and divers. Further along the coast arc re- sorts at Wakanoura, Ryujin, Tsuba- ki and Katsura, though Shirahama is recognized as one of the best spas in all Japan. And scattered throughout the peninsula are cul- tural treasures, temples, shrines and rugged physical beauty. Like all great adventures, find- ing the essence of Japan's culture has pitfalls - mainly language diffi- culties. But touring the Kii is worth every moment of linguistic insecu- rity and the countless mistakes you'll make along the way.
