Proposed locations for the raw water pumping station in the south include two in the Petticoat Creek Conservation Area as well as an in- dustrial site on Sandstone Manor and a site at Granite Court and Whites Road. Debbie Korolnek, manager of York's long-term water strategy which is designed to meet York's water needs to 2031, told the crowd York Region will need an additional water supply as early as 2004. And, although the Region is inves- tigating other options to meet its water supply needs with the City of Toronto and the Region of Peel, the ongoing EA into the Pickering pro- ject will continue, she said. She reports York Region expects to reach a decision on a preferred site for the pipeline by the end of May. The Region then hopes to submit its completed EA to the Province by January 2(101, she added, noting "the earliest we might start construction is 2(X)2.*' Ms. Korolnek told residents in February York examined three alter- native routes for the pipeline in Durham, including Whites Road, Brock Road and Lakeridge Road. But, the Whites Road route was deemed the best alternative because it ..generates lower impacts to the nat- ural environment, businesses, agri- cultural community, traffic patterns and community character." However, local residents are concerned with several issues, including the safety of children during the construction process, the safety of pedestrians, truck traffic, construction noise for residents, potential dust effects, effects on property values, ef- fects on recreation activities in Petticoat Creek and effects on the natural environment. "I want York to understand most people in this community have only learned of this process," said citizens' group chairman David Steele, who also chairs PACT (Pickering and Ajax Citizens Together for the Environment). "You have to give us time to let them know what is going on. Cardiac Care Community Ad- visory Group (CCCAG) Chair- man Phil Diamond said the group met on March 31 with ministry staff and "our submis- sion was basically turned down:' The group has been pushing for a cardiac surgery service in eastern Toronto since 1991, Mr. Diamond told Ajax council on Monday. The group wants pa- tients to be able to have such op- erations as bypass surgery at the Rouge Valley Health System, which includes the Ajax and Pickering Health Centre and the Centenary Health Centre in Scar- borough. In March, the Cardiac Care Network of Ontario released a report that found as the popula- tion in Ajax. Pickering and east- ern Toronto ages, the need for the cardiac centre will grow. The re- port had been requested by Health Minister Elizabeth Wit- mer DR. JOE RICC'1 'We believe the need in this area is large.' Called Review of the Need for Additional Cardiac Services in the East GTA, it shows there's a need for a cardiac surgical centre in the eastern area of the GTA. The Health Ministry recently announced new cardiac surgery sites at the Trillium Health Cen- tre (Mississauga and Queensway Hospitals) to serve the western GTA and at York County for the northern GTA. Patients in Durham Region and Scarborough currently have to travel to downtown Toronto, usually St. Michael's Hospital or the Sunnvhrook Health Sciences Ccntrc, for cardiac surgery. Dr. Joe Ricci, the director of cardiology at Centenary, said, "We believe the need in this area is large." The closest cardiac surgery centres for people in the eastern GTA are Sunnvhrook, which is 40 kilometres away, or in New- market, which is 80 kms away, Dr. Ricci stated. "We just cannot understand why constituents in the west, in Mississauga, have cardiac surgery and there's absolutely nothing out in the area where we are," Mr. Diamond said. "We don't think that's fair." About 20,000 cards have been collected in support of a cardiac surgery unit for the eastern GTA, he added. On April 20, 1999, two heavily - armed students at Columbine High School in Colorado went on a shoot- ing rampage killing 13 people and in- juring 23 others before committing suicide. Eight days later, in what has been dubbed a copycat incident, a 15 - year -old boy shot at two fellow stu- dents at a school in Taber, Alta., killing one. Some feared the anniver- sary could spark pranks or more seri- ous incidents at local schools. Despite a number of phone calls from parents concerned with ru- moured threats at area high schools educators did not seem concerned. Carol Dempsey, principal at Whit- by's Henry Street High School, said, "obviously as administrators we were aware of the anniversary." But while Durham police officers dropped in to say, 'we're here if you need us,' Thursday morning was business as usual. "Nobody has phoned to indicate that they're keeping their son or daughter home," said Ms. Dempsey. Attendance was a little lighter, but she attributed it to the long weekend. as some parents who have made plans pre -arranged to have their children get a head start on the weekend. Ms. Dempsey said she finds that students don't want to sensationalize the Columbine tragedy, and she was more concerned the media would do so. Paul Pulla, secondary schools su- perintendent for the Durham Catholic District School Board, said Thursday there were no reports from schools of anything out of the ordinary. "Our schools are running very much of a regular school day," he said. Mr. Pulla said as it was Holy Thursday, the focus in schools was on liturgies in preparation for Easter Sunday. Durham Regional Police Staff Sergeant Ken Gardiner said several schools were visited in the days lead- ing up to the anniversary, as officers told school administrators they were prepared to address or respond to any concerns. "We realize the significance of the day," he said, noting the concern is not that a violent incident may occur but that threats in the context of Columbine may be made. Police probed several threatening incidents last week at schools in Os- hawa, Whitby and Clarington, result- ing in charges against three students, but said rumours of potential violence at some schools around the region were nothing more than just stupid teenage pranks. The statistics are startling. At the end of 1997, there were 1,029 peo- ple waiting for organ donations in On- tario. Ninety per cent of residents of the province said they supported organ donations or wouldbe willing to donate organs. Yet; only 38 per cent signed donor cards. On the same high school and public school library shelves where the hunting manuals were once kept, there may be books on 'Alternate Lifestyles', which could be recommended as a course for Grades as low as 5 or 6. These books are 'in', and our books — which teach ethics, sur- vival skills, wildlife identifica- tion, legal responsibilities and safe handling of firearms — are 'out'. Statistics prove that hunting as a recreational pursuit is many times safer than golf, swimming, boating and, yes, even Ping- Pong. We should all realize that pro- i scribing and suppressing books such as hunting safety manuals is prejudicial and discriminates against the cultural and legal ac- tivity of hunting: a heritage to be passed on to those who follow us. The path taken in Germany and other European countries in the '30s and •40s, banning books and burning them in the town square, was not then, and is not now, either politically correct or acceptable. Mr. Martin, until recently a Crown Attorney in British Co- lumbia, is now widely known as the man who helped free Rubin 'Hurricane' Carter from prison, a story celebrated in the recent Hol- lywood film 'The Hurricane'. A 15 -year-old, illiterate young man living in po�,crty in New York City, Mr. Martin was adopt- ed by a Torontonian and educated here. Mr. Martin said he had "a heck of a fight on my hands" overcoming a heavy burden of self-doubt which stood in the way of him achieving success. "I internalized a belief that my inferior education was my fault," he told an audience at the Durham District School Board Education Centre. "I felt really stupid; really dumb. I began to believe that I was unequal to the simplest of tasks." Despondency gave way to "a little bit of anger and frustration," which eventually fuelled his progress, said Mr. Martin. He was addressing students, parents, school board staff and community members involved in the 'Together We Light the Way' model, which seeks to build re- siliency and responsibility in young children by involving the whole community in working with kids. The pilot program began a year ago at Parkside Pub- lic School in Ajax, Oshawa's Vil- lage Union Public School and Holy Cross Catholic School, and Dr. Ross Tilley Public School in Bowmanville. Funded by Justice Canada and corporate sponsors including General Electric Cana- da, its effect on student behaviour is being tracked by the University of Toronto. Several students met Mr. Mar- tin to get his autograph, including Parkside Grade 7 student Rebecca Howerton, who enjoyed his speech. "It was good because he talked about his accomplishments and how you have to overcome your obstacles in life," she said. In the respect program, one as- pect of the TWLTW model, stu- dents at the school earn "respect tickets", and when they amass 100 they are invited to a respect luncheon served by teachers. Ex- cellence in the 'three Ss,' scholas- tics, sports and school activities and service, is rewarded with a certificate recognizing a student's achievements. Rebecca said the program has prompted students to do their best. "We all try to get high grades and we study together," she said. Parkside principal Bonnie Lar- son -Knight said staff spent most of their time disciplining students before the program was imple- mented. "We had fighting, we had spit- ting, we had swearing; we had everything," she said. But in the short time the pro- gram has been in place, there has been a change for the better at the school, said vice principal Al Ashby. "We're seeing a change in the behaviour patterns around the school yard and the school," he said. "We have seen an incredible f decrease in fighting and bully- ing," added Ms. Larson -Knight. Pickering residents ready to mark Earth Day � A host of activities are planned for Saturday, April 29 PICKERING Pickering residents are being encouraged to take pride in their community as the City celebrates Earth Day and the fifth annual Take Pride in Pick- ering Day with a host of activities Saturday, April 29. Volunteers are needed to plant trees and shrubs, create a perennial garden, install wildlife boxes and do a little spring cleaning around the Frenchman's Bay watershed. "Residents are encouraged to get out to one of these activities andgive something back to the community," says Patricia Lowe, co-ordinator of the Frenchman's Bay Watershed Rehabilitation Pro- ject. "These activities are all about making a difference to your com- munity and having fun with family and friends." Volunteers can assist with five projects being held at various loca- tions throughout the city. Resi- dents can meet at the Frenchman's Bay Yacht Club, 635 Breezy Dr., at 9 a.m. to assist with the West Shore Beach and Bay Area Cleanup, which is being held until noon. Also beginning at 9 am. there will be an opportunity for planting and installing wildlife boxes in Douglas Ravine. The event runs until noon and volunteers are asked to meet in the parking lot at the East Shore Community Centre on Liverpool Road south of Bayly Street. A Waterfront Cleanup is also being held from 9 a.m. to noon at the bottom of Liverpool Road and from 10 a.m. to I p.m. residents are invited to assist the Rotary Club of Pickering with a planting and cleanup of the West Shore Conservation Lands. Volunteers can meet Rotary Club members at 10 am. at the Frenchman's Bay Yacht Club. There is also an afternoon cleanup of Pine Creek from 2 to 4 p.m. Volunteers can meet behind the Coffee Time Donuts at Finch Avenue and Dixie Road. Councillors supported the mo- tion passed by the Region of York's No Smoking Bylaw Task Force after Oshawa Mayor Nancy Diamond introduced an amend- ment requesting the government make workplaces smoke free as opposed to making the entire province smoke free, as York had suggested. Durham will also ask the Province to permit the sale of nicotine replacement therapies in retail outlets wherever cigarettes are sold, a recommendation that also originated in York. '"There is a whole lot of work to be- done to help people stop smok- ing, said Whitby Councillor Pat Perkins, while Clarington Coun- cillor Mary Novak noted the Province needs to ensure "smok- ing cessation products are just as available as cigarettes are." Decision on mandatory rabies vaccinations deferred Regional politicians voted Wednesday to hold off on making a decision on mandatory rabies vaccinations for dogs and cats in Durham until thev've received more information from staff. A recommendation from the Region's Health and Social Ser- vices Committee that the "Lieu- tenant Governor in Council be re- quested to enact Ontario Regula- tion 567 (Rabies Immunization) under the Health Protection and Promotion Act in the Durham Re- gional Health Unit" was initially tabled last December and will be addressed by Council May 3. "'Phis policy will result in more animals being abandoned to the street," said Oshawa Councillor Brian Nicholson, who's concerned that mandatory vaccinations could prove to be too expensive for some Durham residents. "People will be in a situation of not obeying the law or abandoning their animals to the street ... thg key is not draconian laws that drive people into being criminals," he said, noting the key is education. But, Brock Councillor and Health and Social Services Com- mittee chairman Larry O'Connor told his colleagues Durham is "the sole jurisdiction (in Ontario) that isn't covered in this legislation. It's important we move forward with this now rather than wait until we have incidents of rabies in Durham Region." At this time the board has de- cided to remain operational;' says Karen McLean, the board chair- man, who notes the decision is only temporary for now. Whether the shelter remains open in the long term will depend on the Re- gion, she says. Bethesda House, a women's shelter providing temporary hous- ing and services to women and children, many coming from abu- sive homes, sent out a cry for help to the community last week as it sat on the brink of closure. Unable to make payroll or insurance pay- ments, the centre's board of direc- tors called an emergency public meeting on April 12. This week, it meets with the Region to find out if it can receive block funding, a type of financing that would guarantee it about $175,0(X) a year; approximately half of its annual $340.0)0 budget. But even if the shelter raised the full amount of its budget, that is only about half the amount other women's shelters of equal size, fully funded through the provincial government's Ministry of Commu- nity and Social Services, receive. The ideal would be for the provin- cial government to add Bethesda to the list of shelters it supports, says Ms. McLean. On Monday, Clarington coun- cillors voted to give Bethesda a $5,000 municipal grant, during its general purpose and administra- tion committee meeting. Council- lor Jane Rowe noted the shelter had not applied for funding for 2(XX) under the municipal grant program. In 1999, when it did apply, the municipality gave the shelter $5,000. At the same time, the municipal council called for the Province to find new funding for Bethesda. The same day, a Liberal MPP. George Smitherman (Toronto Cen- tre - Rosedale) supported the mu- nicipality's request, when he read it out in the house. If this sounds absurd you should think again. New research shows we should all practice how to blow our noses. Or not blow them at all! It's estimated 35 million North Americans suffer from sinusitis. But manv don't know they have it. Rather, they blame stuffiness and pain on a lingering cold or allergies. And each year they spend over $2 billion on over-the-counter medica- tions that often bring little relief. Sinusitis is an inflammation of the sinuses. These are the air-filled spaces behind and below the eyes. They are normally sterile spaces that help to amplify our voices. The sinuses are lined by a thin membrane that secretes mucus. Hair cells sweep this fluid along to drain through small openings into the nose. Problems occur when these small outlets become clogged. Mucus stagnates and the sinuses be- come a breeding ground for infec- tion. The resulting pressure triggers facial pain, headaches, toothaches and postnasal drip. Dr. lack Gwaltney is an oto- laryngologist at the University of Virginia in Charlottesville. He re- cently addressed the Interscience Conference on Antimicrobial Agents in San Francisco. And he made everyone sit up and take no - lice. His speech was about blowing the nose. After all, this topic isn't exactly a very high-powered subject for medical research and discussion. l Xi The Doctor Game W. Gifford -Jones M. D. But it was an extremely practical message for all those who suffer from sinusitis. His research showed nose -blowing creates great pressure in the nose. In fact, it's 10 times greater than coughing or sneezing. He clocked the pressure at 60 to 70 mm Hg. This pressure is suffi- cient to shoot mucus containing micro-organisms back into the si- nuses. And this may set the stage for either acute or chronic sinusitis. But how could Dr. Gwaltney prove viruses and bacteria enter the sinuses'? He asked 10 volunteers to place co ntrast material in the na- sopharynx. Then they were asked to cough, sneeze or blow their noses. CAT scans were performed to see if the contrast material had en- tered the sinuses. Artd it was there for all the researchers to see. What surprised the researchers was coughing and sneezing did not have the same adverse effect. Doctors attending the meeting asked the obvious question. "What dors this finding mean'?" After all, it's hard enough to stop a sneeze or a cough. But what are you supposed to do if you have a runny nose? One physician asked facetiously, "Do you just tell patient.%. sniff and swallow?" And another doctor with a sense of humour hummed 'Greensleeves.' Dr. Gwaltney replied he was not composed enough to walk around with a stuffy nose full of mucus without Mowing it. Most people share this view. Studies show adults with colds blow their noses an average of 45 times a day during the first three days of their illness. This provides ample opportunity for micro-organisms to enter the sinus cavities. In fact, one would suspect from these studies all nose blowers would develop sinusitis. Luckily that's not the case. Dr. Gwaltney reports the inci- dence of bacterial sinusitis is only two to five per cent. Nature, it ap- pears, is on our side most of the time. Dr. Gwaltney suggested the best way to prevent sinusitis is to de- crease the amount of mucus at the first sign of a cold. This can be done by using an antihistamine such a% Clantan along with 400 milligrams of Motrin. This combination stops the mucus and sneezing. But I have one other suggestion. I recently flew from Barcelona. Spain to Toronto. During the flight I had the questionable pleasure of sit- ting next to a man with a cold who was constantly blowing his nose. He blew with such gusto that I kept thinking he could be heard back in Barcelona. My advice. Blow your nose without trying to rousse the entire neighbourhood. Gentle nose blow- ing decreases the pressure and the chance of propelling micro-organ- isms into sinus cavities. Be sure to see your doctor if you believe your problem is sinusitis. Sometimes a short course of antibi- otics can be helpful. In other cases sinusitis may be a complication of seasonal allergy. Overall, the most common concern arising from a child's gait development is the question of flat feet. Although a child's feint normally appears "flat, fat and flop- py" there is a gradual development of an arch and vertical heel position by the age of seven or eight. Excessive rolling in of ,the feet might be thought of as week ankles but is usually the result of Flat arch- es. Mediated talks aimed at averting a strike ended early the morning of April 20, with no clear indication from the employer whether or not they would even meet again before Tuesday. There are several outstanding issues yet to be resolved, including: • increased caseloads for CAS workers • contracting out • job security language • wages ` • technological change Durham CAS workers are being asked to protect vulnerable children, but they need the proper tools to do that. The meet attracted nearly 500 swimmers from 17 clubs from all over Ontario. The Pickering club sent 66 swimmers into the pool.
