PICKERING — A new retail
development planned for the site of
the Metro Fast Trade Centre
(METC; will 'revitalize" the Brock
Road and Hwy. 410 arca, says a
Pickering councillor.
"This is a very large site in a very
good setting that's really being
under-utilized at the moment:' says
Ward 3 local Councillor David
Pickles of the METC which was
sold recently to First Professional
Management Inc. by Gentra Inc.
"Right now, quite frankly, it's a bit
of an eyesore.*

Rouge group wants Pickering residents to help save valley
PICKERING — Local envi-
ronmentalists are urging Pickering
residents to join the fight to protect
the Rouge-Duffin's Wildlife Corri-
dor this week with a 'Wilderness
,not Woodchips' campaign.
Members of the Rouge River
Restoration Committee and Save
the Rouge Valley System are plan-
ning to deliver 20,000 bags of
wood chips to Pickering residents
in the coming days in an attempt to
raise awareness of the April 10
council meeting when the Rouge
Park Neighbourhood Study will go
to the City for consideration.
The City's plans for the neigh-
bourhood, which includes the
Rouge-Duffin's Wildlife Corridor,
generated a heated debate during a
February council meeting when
more than 100 area residents urged
councillors to ensure all provin-
cially -owned land, which equals
about half of the 160 -hectare study
area, remains in public ownership
as a means of preventing develop-
ment.
Local residents are also invited
to attend a meeting at the Rouge
Valley Conservation Centre locat-
ed in the Pearse House at 1749
Meadowvale Rd., Scarborough, to
learn more about the wildlife corri-
dor and the Rouge Park Neigh-
bourhood Study at 7:30 p.m. Tues-
day, April 4.

The centre, which will in-
clude anywhere from one to
three major retailers and an-
other 10 smaller retail estab-
lishments, will employ be-
tween 500 to 700 people
when it's fully completed.
she adds.
"It's going to be a real
focus point ... it's going to be
a destination location for res-
idents in the City of Picker-
ing;" Ms. Richichi says, not-
ing First Professional will
also make a "significant"
contribution to local road
works to improve traffic flow
in the area.
"Brock Road will proba-
bly have an additional lane to
it and there will be other ac-
cesses (into the facility) to
help traffic flow;" Coun.
Pickles says, adding there
will also be a lot of "pedes-
trian and aesthetic amenities.
It will have much more of a
boulevard appeal "
But, some area residents
are concerned about the re-
tail development which will
could bring an end to trade
shows being held on the site.
"We live about five min-
utes from the trade centre
and we go to a lot of' the
functions there:' says Ajax
resident Heather Robertson,
a regular visitor to the flea
market.
She adds, "There is no
other facility in Oshawa,
Ajax, Pickering or Whitby
that can handle that. Thcy're
going to have to build some-
thing that can handle trade
shows. That trade centre was
built for Durham Region, to
get people to come to
Durham Region"
Yet. Coun. Pickles says
other sites such as the Pick-
ering Recreation Complex or
the Civic Auditorium in Os-
hawa are equipped to handle
trade shows. And, he notes
the retail development will
also address concerns about
raves that have been held in
the trade centre.
"Obviously that sort of
event won't be taking place
there. That's another plus for
the neighbourhood;" Coun.
Pickles says.
Ms. Richichi reports First
Professional made a formal
development application to
the City last week and will
hold a public information
meeting here in the near fu-
ture.

Clock ticks on possible
Children's Aid strike
Union, Durham agency have deadline of April 19
BY SUSAN O'NE1LL
Staff Writer
Although a local union
leader claims the clock is tick-
ing toward a strike at the
Durham Children's Aid Society
(CAS), the agency's executive
director is confident a walk -out
can be averted.
Rob Cull, president of the
Canadian Union of Public Em-
ployees Local 3233, which rep-
resents 120 Durham CAS
workers, reports contract talks
between the union and the
agency have taken a turn for the
worse.
According to Mr. Cull, the
union was informed recently by
the Ministry of Labour that the
agency requested a 'no board'
report which establishes a legal
strike or lockout deadline of
April 19.
"We didn't even get the
courtesy of a phone call from
the agency, but heard from the
ministry instead," Mr. Cull
says. "This does not bode well
for a negotiated settlement."
The union president reports
the two parties have only met at
the bargaining table for a total
of four days, noting there's a
long list of outstanding issues,
including workload, technolog-
ical change, contracting out,
health and safety language and
legal liability.
But, Durham CAS executive
director Jim Dubray reports the
two parties have met at the bar-
gaining table seven times, with
another four meetings sched-
uled for early April.
He notes the agency request-
ed a no -board report from the
Ministry of Labour last week
because "both of us get the job
done when we work to dead-
lines"
He notes the agency's two-
year collective agreement with
its 120 employees expire! I n -

we're really concerned about is
the new child welfare reform
agenda.
Mr. Dubray explains
changes to the Uhild and Fami-
ly Services Act, which came
into effect Friday, will affect
how the agency delivers ser-
vices to the region, which will
impact on employee workloads.
"There's more rigour at-
tached to the whole field than
there has been previously;" he
says, noting "we're concerned
about workload too...there are
no easy answers.
Mr. Dubray adds he's confi-
dent a strike can be averted and
says a lockout by the agency is
unlikely.
"We've always been able to
settle our differences and I
don't see any reason that won't
happen again." he says. "It's

Councillor ar es for end to Regionalg-'overnmentgu
Durham chairman points to consensus on two-tier system
BY SUSAN O'NFILL
Staff Writer
PICKERING — Phasing out
Durham's regional government
and encouraging amalgamations
among local municipalities is the
"best option" for governance re-
form here, argues a Pickering
councillor.
Ward 2 local Councillor Mark
Holland will call on his colleagues
Monday to support a plan to phase
out regional government and re-
place that structure with larger
local municipalities that would be
responsible for operating utilities
and services with their neighbours.
"There should only be one level
of local government;' Coun. Hol-
land maintains. "The process of
having two municipal governing
bodies serving the same residents
is wasteful, confusing and unnec-
essary.,
Coun. Holland contends the Re-
gion should be replaced with sepa-
rate service commissions that oper-
ate as agents of the lower tier mu-
nicipalities such as Veridian, the
hydro utility owned by the munici-
palities of Pickering, Ajax.
Uxbridge and CLuington and Port
Hope.
-We deliver public electricity
through a separate business unit in
the form of Vendian that operates
solely in the interest of its owning
municipalities;' he says, noting the
utility is "not encumbered by the
bureaucracy and competing inter-
ests that are introduced with addi-
tional layers of governance"
He suggests services such as
police, water and sewage, which
are currently the administered by
the Region, could be delivered in a
similar manner.

`There should only be one

Coun. Holland also argues
Durham's two-tier structure of mu-
nicipal government undermines
the importance of local issues.
"Municipal government should
be the closest level of government
to the people it repre•se:nts;' he
says. "Durham Region violates
that principal. It controls more than
60 per cent of the taxes collected in
Pickering and is deeply involved in
how our community will unfold,
yet most residents don't even real-
ize it exists"
He adds, "We find ourselves
fighting for the interests of Picker-
ing at Regional Council on issues
that Oshawa and Scugog council-
lors have little understanding of
and certainly should not he voting
upon"

Courteous people are a dyxtinct
Leszek Apouchtine is a Ryerson
University student who's doing his
internship at the News Advertiser.
People who are courteous and
friendly are becoming a rare breed.
Most people just seem to be in bad
moods, in a rush, stressed out, fed up
with the world or a combination of all
four. And who do they take it out on?
Everybody who comes their way.
One extreme example of how peo-
ple's tempers are becoming short is
the act of road rage. However, this is
relatively rare. Most people simply
choose to express their foal moods
with random acts of rudeness.
As a retail store employee, I am a
frequent observer of people in the
foulest of moods. Although some
customers are friendly, many seem to
think it is too strenuous an effort to
even say `hello' or `thank you.'
And why is it always the last per-
son in a long tine up who is the fastest
to run over when a new cash opens?
But if you are somebody who be-

lieves that most people are generally
courteous I'm happy that you live
such a contented life. If you are ready
to test your belief then I recommend
a rush-hour ride on the subway.
Some people will push an 80 -year-
old grandmother, with a cane, carry-
ing ababy, out of their way if it
means getting the last available seat.
If I'm on a crowded subway car and I
offer my seat to an elderly man or
woman the first thing I usually see on
their face is shock. That's usually fol-
lowed by at least a half a dozen

Courteous people are a dying

To the editor:
1 was very impressed by this
article by Norm Jezioranski in
your March 10 edition.
I am a father of four children
and grandfather of two, and
agree with the author on his
views.
Nowhere is it more true to say
`actions speak louder than
words' than in the bringing up of
children.
From their earliest days as ba-
bies, they watch their parents
a hawk. If your actions do
not follow what you preach, your
words will be wasted.
When I see how some parents
in public in front of their
children, driving recklessly,
parking illegally at mall parking
lots, being rude to others and
generally displaying a distinct
lack of good manners, I shudder
to think how the children will act
when they grow up.
Good manners and showing
consideration for others' needs is
what makes society operate suc-
cessfully.
These are the attributes par-
ents should be displaying in front
of their children.

A woman's search for happiness turns deadly for herself and her infant -daughter
The world is littered with sto-
ries of unhappy housewives who
end up throwing away their future
and family on ill-conceived and
short-lived flings disguised as
eternal happiness. In the case of
Ajax's Teresa Laurie, her deci-
sion to leave her family turned
deadly for herself and her infant
daughter. We call this story ...
Dying to run away from home
Dcarh
Shadows
by Joe Duarte
The Horner family of Oshawa
was quite unprepared for what
they would find on their Sunday
afternoon outing. Then again,
who can prepare themselves for a
couple of dead bodies, when the
most excitement you hope to en-
counter is a nice patch of ripe
wild strawberries and perhaps a
healthy young maple.
It was June 16, 1946 around
2:15 p.m., on the north bank of
the four -lane, gravelled highway
(now the six -lane Hwy. 401) link-
ing Oshawa to Toronto, near an
area dubbed Irwin's Bush (a
grove of maples roughly two
kilometres east of the wartime
community of Ajax).
Lloyd Horner first stumbled
upon what he thought was a dead
fox or dog in a hollow surround-
ed by deep grass. As he got clos-
er, though, he realized it was a
woman and child and quickly
hustled the family back into the
car and proceeded to the Whitby
Ontario Provincial Police station
where he collapsed from the
shock.
Inspector Ward Kennedy of
the Criminal Investigation De-
partment of the Ontario Provin-
cial Police, rushed to the scene
and came upon a grisly scene.
The two, presumed to be mother
and child, apparently had their
heads battered by a 40 -pound
rock (found blood-soaked about a
foot or so from the bodies). The
long grass around the bodies had
been trampled within roughly a
10 -foot circle, and an empty pack
of cigarettes had been discarded
nearby.
The woman had apparently
been struck by four blows on the
back and side of the head, the
force of the blows severely mis-
shaping her head and hammering
it about an inch into the ground.
The child had the side of her head
smashed beyond recognition ap-
parently by only one blow. She
lay with her skull partially hidden
by a fold of the woman's over-
coat, one tiny bloodied hand rest-
ing on the woman's side - as a
child would innocently seek reas-
surance from a parent that
"everything would be all right."
Two paper shopping bags
containing clothing and personal
effects a woman and child might
need for a two- or three-day trip
were found nearby. Some of the
clothing, and a couple of teddy -
r
k
bears had been strewn about.
Initially, it was believed the
two had been walking down the
side of the highway and had
stopped to rest when they were
attacked.
Tufts of grass were found in
the woman's clenched and
bruised fists indicating she put up
some sort of struggle. Closer ex-
amination of the face also showed
bruising and some abrasions, in-
dicating she had received several
blows.
Provincial Pathologist Dr.
E.C. Fielden believed the two
were probably knocked uncon-
scious before the death blows
were administered and placed the
time of death as no later than
Thursday, June 13.
Later that afternoon, the bod-
ies were identified as Teresa Lau-
rie (34) and her four-year-old
daughter Patricia. Teresa left be-
hind husband Alec (35), and chil-
dren Doreen (17), Ronald (16),
Barbara (15), Glen (12) and Jack
(8). Married at age 14, the moth-
er of six was described as a beau-
tiful woman who looked much
younger than her age.
Mr. Laurie said mother and
daughter had left home Thursday
afternoon, while he was at work,
to apparently visit Teresa's sister
Nellie Mercer in Toronto.
As Inspector Kennedy and his
team tried to piece together Tere-
sa and Patsy's final movements,
they uncovered a disturbing sce-
nario.
Neighbours reported seeing
her leaving the house in the com-
pany of a medium -height, thick-
set, swarthy man.
The three w6re seen together
waiting for a bus at a stop -light
along the highway and later sit-
ting on the bank of the highway
not far from where the bodies
were found.
They had apparently also been
headed in the opposite direction
from Toronto.
Based on the description pro-
vided, Sgt. Ronald Love knew the
man he was looking for and
might know where to find him.
Exactly 12 hours after the bodies
were discovered, Sgt. Love and
Const. John Thomas found
George Norman Bilton (25)
sleeping in the front seat of a
truck parked in a Whitby parking
lot.
Earlier that evening, Bilton
had been in the police station ask-
ing for a place "to flop" Sgt.
Love had sent him on his way
with 30 -cents bus -fare to Oshawa
and a cup of coffee.
A welder by trade, Bilton had
found it hard to find work of late,
had apparently lost his home and
family (his wife Christine and
two children, aged five and three,
had left the couple's lakeside cot-
tage in Ajax two months earlier
and now lived in the Kingston
area) and had taken to finding ac-
commodations from the kindness
of others (whether they knew it or
not) ... specifically others' unse-
cured vehicles.
Bilton had apparently met up
with Mrs. Laurie about a year
earlier and the two had begun a
clandestine romance.
At the preliminary hearing in
Whitby, the Laurie teenagers
(Ronald and Barbara) said Bilton
often came to the house when
Alec was at work. Barbara added
that Bilton had threatened to
"smash (her) face in" if she ever
told of his meetings with her
mother.
After that revelation, Alec ad-
mitted having had trouble with
his wife in the past and that she
had previously been away from
home for as long as a week with-
out his knowing her whereabouts.
Barbara added Teresa and Bil-
ton had previously gone away to-
gether for a couple of weeks. On
the fateful Thursday, Barbara said
her mother had told her (as she
was packing clothes into a couple
of shopping bags) Bilton was
coming around 1 p.m. to pick her
up (Ronald reportedly let Bilton
into the home at about 2 p.m.)
and the two were going away to-
gether. She added her mother had
recently alluded to being preg-
nant by George.
Barbara last saw her mother
and Patricia walking away from
the house with Bilton at about
3:40 p.m. - circumstances corrob-
orated by neighbour Kenneth
Skene (14).
The three were later placed at
the side of the highway by Works
employee Charles Ariss (who had
been cutting back the grass along
the highway). Ariss said he had
seen the three walking east some-
time between 3:30 and 4 p.m.,
and at about 5 p.m., saw them sit-
ting on the bank, roughly 100 feet
from where the bodies were
found.
He added he had met Bilton
the day before in roughly the
same area, and the two had chat-
ted for about a half hour, with
Bilton reportedly bumming a
couple of cigarettes over the
course of the conversation.
The July 2 preliminary hear-
ing lasted about two hours, with a
disinterested (and often apparent-
ly bored) Bilton not represented
by counsel and he was committed
for trial at the Ontario County As-
sizes in the fall.
Crucial to the proceedings in
late September were five sup-
posed confessions by Bilton - two
written (one on June 17 to inves-
tigators), one oral (to Ontario
County Jail Governor James D.G.
Sutherland), and two letters de-
scribing the killings. Together,
they provided a picture of Teresa
and Patricia's final hours.
As outlined by the Laurie
children, Bilton had visited the
Laurie home and asked Teresa to
go away with him. Patricia had
started to cry as the two made
their final preparations, wanting
to go with her mom. The three
left the house and walked to the
highway.
After resting on the bank for a
time, Bilton said he had decided
to leave the district by himself.
Teresa and he got into an argu-
ment and she threatened to go to
police with information of his fa-
thering her child.
He'd struck Teresa and
knocked her down, picked up the
rock and smashed her head with it
three times as she lay face down
in the tall grass.
Bilton said the child had wan-
dered away while this was hap-
pening, but came back and
touched the body.
He said Teresa appeared to
tremble and he picked up the rock
to strike her again, but accidental-
ly hit the child.
He again hit Teresa with the
rock. He put the time of the
killings at about 5:30 p.m.
Apparently unaffected by
what had just transpired. Bilton
left the scene and supposedly
went to a show in Whitby, return-
ing later that night to see if the
bodies had yet been found.
After a good night's rest. Bil-
ton then went to Toronto (Friday)
with the intention of turning him-
self in at the Don Jail.
There, he spoke to several jailers
(uncorroborated) but changed his
mind and left, intending to throw
himself off the Danforth Viaduct.
Studying the unforgiving pave-
ment below, he apparently again
changed his mind and returned to
Whitby, where he was later ar-
rested and charged.
The weight of evidence pres-
suring him, Bilton reportedly at-
tempted to hang himself in his
cell at Ontario County Jail (Whit-
by Jail) on Sunday, Sept. 22, but
was rescued.
The jury deliberated less than
an hour and on Sept. 24, returned
a guilty verdict.
Bilton was sentenced to hang
Dec. 10 in Whitby.
After unsuccessful appeals to
the Ontario and Federal courts,
Bilton was hanged at 12:11 a.m.
from hastily -erected scaffolding
(no carpenter would build a gal-
lows) in the governor's office
(with a makeshift trap cut
through the floor boards).
By then, the region had lost
complete interest in the case and
the last bit of news was created
by 'Globe and Mail' correspon-
dent Elmer Ross, who was al-
legedly attacked by Governor
Sutherland in the latter's adjoin-
ing apartment, as the former tele-
phoned the news of the hanging
to the 'Globe' newsroom.

Resource book helps students meet volunteer requirements
The provincial Education Ministry
now requires Ontario high school
students to perform 40 hours of com-
munity service before they earning a
diploma.
Paul Pulla, Durham Catholic Dis-
trict School Board secondary schools
superintendent, says community ser-
vice has been an integral part of
Catholic students' school experience
for years.
The board. however, has prepared
a draft resource document to ensure
the Province's requirement is consis-

system.
Mr. Pulla says volunteering at a
seniors' home and teaching younger
students are examples of such activi-
ties.
And, with the Ontario 2000 Sum-

Pickering woman wins
$1 million in Heart
and Stroke draw
Jessica Samuel has one million rea
sons to smile these days.
The 24 -year-old Pickering resident
won the grand prize of $1 million in
the Heart and Stroke Foundation of
Ontario winter lottery.
A didn't believe it at first. I thought
it was a gimmick;' Ms. Samuel says.
She had to call the foundation back
before believing her good fortune. "I
didn't believe it at all. I said 'get out of
here':'
Among her plans for the money are
to return to the University of Toronto
full-time in the fall, where she'll study
cognitive science. She also plans to
travel, buy a car and invest.
When asked if she was shaking
when given the cheque, Ms. Samuel
says, -Very much so"
Ms. Samuel moved to Pickering
three years ago and lives with her par-
ents.
She was one of 9,000 winners in the
winter lottery, which raised $10 mil-
lion for research.
The foundation is planning a spring
lottery and prizes include 43 automo-
biles and three grand prizes of $1 mil-
lion. Tickets will be available as of
April 3 and cost $100 each. To buy a
ticket, call 1-888-55 1 -1 1 1 1.

Funding for Durham mental health centre,
budget don't match
Preliminary allocation well short of expected needs _
Whitby Mental Health
Centre is looking for a way to
trim close to $1 million from
its budget after getting its
preliminary 2000-2001 bud-
get allocation from the
Province.
..We are receiving funding
but in essence it's the same as
last year," said administrator
Ron Ballantyne, emphasizing
the allocation is preliminary.
"It could always change but
r our operating plan will be
prepared on the basis of that
(preliminary allocation)"
If nothing changes.
WMHC, which serves all of
Durham Region, will be short
about $900,000, the cost of
negotiated salary increases
for its employees. Those
costs have also not been cov-
ered in the current fiscal year,
Mr. Ballantyne said. The
health ministry might still
provide the funds but there
are only eight days left in the
fiscal year, he pointed out.
If the 2000-2001 alloca-
tion doesn't change, the hos-
pital's board will have to find
ways to absorb that cost, he
said.
"We have to come up with
a plan which will match the
services we provide with the
resources we have to work
with;' he said.
Joan Gates, a nurse at the
hospital and president of
OPSEU Local 331, said that
means more cuts in a facility
that's already running lean.
"After years and years of
restraint, there isn't a lot to
cut," she said. "This is really
unfortunate for the mental
health community in On-
tario "
She said the hospital has
already been trying to save
money to meet the extra costs
this year. Vacancies have
been left open and adminis-
tration has tried to cut nurs-
ing hours, she said.
"It's extremely difficult to
do because of the acute needs
of the clients;' she said.
If the budget doesn't in-
crease, she predicted the ad-
ministration will have to look
at cutting programs, services
and staff.
"I thought they'd fund the
salary increases. I was really
shocked when I found out;'
Ms. Gates said, adding the in-
crease amounted to about one
per cent.
She's already talked to
Whitby -Ajax MPP Jim Fla-
herty and written him a long
letter to lobby for increased
funding. The local union
members have met to deter-
mine strategy in their contin-
ued campaign. Letters will be
going out to Mayor Marcel
Brunelle and all local MPPs,
she said.
Mr. Flaherty said Ms.
Gates' concerns are "prema-
ture and they may never be
real concerns"
The hospital still has to
submit its budget proposals
for review by the ministry, he
said.
"I think we've been
through this before, where
this is some lobbying going
on before any operating bud-
get proposal has been submit-
ted;' he said.
As to the current fiscal sit-
uation, Mr. Flaherty said if
Mr. Ballantyne is waiting for

Mr. Ballantyne said the

He added the hospital has

Meanwhile, there's been
no word on timing or extra
funding from the ministry on
last year's announcement of
an expansion for a forensic

An announcement last
Wednesday about the govern-

stronger mental health laws is

will cost money, but she's not

Ms. Witmer announced
she'll introduce amendments

She said the changes will
