The drilling will start later this month and take until early May. City council was told at a recent meeting "Where is the sense of community if we're willing to send our kids to Ajax?" Keith Falconer, a Grade 12 student at St. Mary Catholic Secondary School, asked Pickering politicians. "Where is the democracy when the (school) board dictates what school our students should attend'?" He was referring to a de- cision by Durham Catholic District School Board trustees that could see pupils from three Pickering elementary schools bused to the new high school being constructed in north Ajax to alleviate crowding at St. Mary on Whites Road. In January, trustees ap- proved in principle a mo- tion that would see gradu- ates from St. Wilfrid Catholic School, St. Antho- ny Daniel Catholic School and Holy Redeemer Catholic School attend the new north Ajax high school when it opens in September 2001 near Harwood Avenue and Rossland Road East. According to Durham Re- gion's 1999 Annual Building Permit Activity Review, the value of residential and non- residential building permits issued here last year in- creased by more than 46 per cent, climbing from $582 million in 1998 to $851.4 million in 1999. The total value of building permits issued in the GTA also rose by close to 20 per cent last year, from $7.9 bil- lion in 1998 to $9.4 billion in 1999. And, Durham's share of the total GTA value increased from 7.4 per cent in 1998 to nine per cent last year, which is similar to the levels experi- enced approximately 10 years ago. According to the study, "Building permit information is an indicator of regional housing and employment ac- tivity, the level of local in- vestment, and economic per- formance" The data, which was col- lected from Durham's mem- ber municipalities, is used by the Region for a number of purposes, including bond rat- ing reviews, the Regional De- velopment Charge Back- ground Study and the Annual Servicing and Financing Study. The report indicates the number of permits issued for new residential units in Durham in 1999 increased by 34 per cent from 3,043 homes in 1998 to 4,082 last year, which is higher than the average annual number of permits issued over the past 10 years. And, the value of those permits increased by 39.5 per cent from $407.9 million in 1998 to $569.1 million in 1999. Meanwhile, the value of non-residential permits is- sued in Durham increased by 62.2 per cent, from $174.1 million in 1998 to $282.3 million in 1999, with the greatest gains in the institu- tional sector, followed by the: commercial and industrial sectors. And, according to the Re- gion, the current trend is like- ly to continue. "New non-residential building permit activity can be expected to continue along its positive course into 2000 and beyond;' the report states. Police have also charged the mother of six-year-old Sarah Ann Dorrian, who was the third victim of the fire. The pair were arrested yesterday afternoon follow- ing an "extensive" three- month investigation by Durham Regional Police, Os- hawa Fire Services, the On- tario Fire Marshal's Office and Ontario Coroner's Of- fice. Stephanie Dawn Daven- port, Il, and sister Nicole Christine Davenport, 7, died of smoke inhalation after being trapped in an upstairs bedroom of their dad's town- house when the fire broke out early Dec. 18. The sisters had been liv- ing with their mother in Lindsay and were spending the weekend with their father. Sarah had spent the night at the: residence along with her mother. Ms. Doman escaped ser- ous injury when she was res- cued from a basement win- dow by firefighters. The three girls were pulled from a second -storey bedroom, but the Davenport sisters were pronounced dead shortly after arriving at Lak- eridge Health Oshawa. Sarah died a day later in hospital, her organs donated by family. Also injured in the fire was the sisters' 10 -year-old brother, Johnny Davenport, who frantically tried alerting the others before managing to escape the blaze by jump- ing out of a second -floor window. When he re- turned a half-hour later, the townhouse was engulfed. Mr. Davenport kicked in the front door of the house in an attempt to save the chil- dren but was met by smoke and flames, police said. He suffered facial burns. Yesterday, after complet- ing his shift at the General Motors plant, he surrendered at police headquarters in Os- hawa. The 42 -year-old man, now living on Centre Street South, is charged with four counts of arson by negli- gence and three counts of failing to provide the neces- saries of life. Kim Dorrian, 36, now of Whitby, has been charged with four counts of failing to provide the necessaries of life, police said. Like the Davenport sis- ters, Sarah Dornan was on a weekend visit with a parent at the time of her death. She had been living with her fa- ther on Nonquon Road. Durham Sergeant Jim Grimley said the criminal charges are "certainly the first of their kind we've ever laid in this region:' He said an investigation by the Fire Marshal pin- pointed the origin of the blaze to a living room sofa. Careless smoking is the "suspected cause;' he said. "['here was some indica- tion alcohol may have been a factor. There was evidence present the next morning that both (Mr. Davenport and Ms. Doman) had consumed alco- hol;' Sgt. Grimley said. Of the seven or eight loca- tions probed in the Rouge River area, there's "only one site we couldn't say clearly was glacial in origin;' he added. A study of the geology under the Pickering plant concluded there's no possibility of a major earthquake, said Mr. Alexander. We'd like the hazard at zero at the Rouge River site:" An earthquake measuring 3.8 on the Richter scale about 20 miles off shore under Lake On- tario last November was heard and felt throughout the area, Mr. Alexander noted. "Yes, the plant is safe;" said Pickering station site vice -Presi- dent Bob Stricken. Mr. Alexander noted the nu- clear plant was designed to with- stand earthquakes in the six to seven magnitude range. -The 3.8 was felt (at the power station);' Mr. Stricken said. But, ' The plant could with- stand at least 1,000 times that shaking, 2,000 times, 3,000 times." Mr. Froats reported an earth- quake measuring seven wouldn't affect the nuclear station but it would cause homes and bridges to collapse. "This plant will withstand one whopping shake while there will be a lot of rubble around," Mr. Stricken said. OPG is undertaking a seismic study to assure the public "the station can withstand seismic ac- tivity," Mr. Alexander noted. Seismologists "say we should expect a five in the area every 100 years:' he pointed out. But, there's been little seismic activity near the Pickering plant, making it a "boring spot- for the Geological Survey of Canada, Mr. Alexander quipped. I note with great interest that Region Chair - 0 Testsjust don't add up 'Too much pressure put on Grade 3 students A week of testing for eight -year- olds. No teacher would be willing to do this to children. Although some bright students enjoy the tests, there are the other pupils with special needs, lan- guage problems, learning disabilities, etc., who are all too often devastated by this week of unnecessary pressure and frustration. For what? My personal experiences and those of my colleagues too often have seen children crying in frustration; teachers troubled at answering questions with the government -mandated response: "I can't help you"; one child refusing to take the test because, "the government will kill me if I fail" (he saw a relative murdered by goverment troops in Central America); children saying they don't care how they do on the test (home situations make survival a prior- ity for these students, not tests): other students who cannot concentrate for a week of tests because of lack of proper food in their diet; children with fragile self-confidence being destroyed; teach- ers angry with their work to encourage Lary Noonan Opinion Shaper low -achieving children being dashed by their failures; and much more. You may think these are rare occur- rences but one or more of these situa- tion occur in every school. Teachers can alter tests and space them out and take many other measures to help these students which a week-long testing pe- riod cannot and was never meant to do. Are these tests worth this? Are they worth closing the special education class in a school or the English as a Second Language class for a week? Try asking the Grade 3 teacher in your neighbourhood school if he or she has learned anything new about the students. I have talked to many of them with the same response - no new infor- mation is gleamed from the tuts that would help a teacher to improve the teaching of the students. The Tory government ignores what any teacher who has taken a testing course knows. Valid tests must be mod- ified for children of different social and cultural backgrounds as well as for stu- dents with special needs and for those with English as a second language. Now the tests have expanded to Grade 6 with pilots in Grade 7 and the stated intentions to give tests to most if not all the grades. The purpose of the tests are not to inform parents or help students but to be able to compare a provincial average against other provinces and countries. Are tests that do not help teachers teach better and are so devastating to so many children worth the $17 -plus million spent on them yearly? Why Mr. Anderson and any other hanger-on has to make this trip is beyond me. Perhaps the public will re- member this sort of personal ex- penditure when we get a chance to actually vote for the regional chairman of our choice. As far as the police goes, they should be given every spare penny. We need them. What we do not need is local politicians having a jolly good time at our expense. Although some bright students enjoy the tests, there are the other pupils with special needs, lan- guage problems, learning disabilities, etc., who are all too often devastated by this week of unnecessary pressure and frustration. For what? My personal experiences and those of my colleagues too often have seen children crying in frustration; teachers troubled at answering questions with the government -mandated response: "I can't help you"; one child refusing to take the test because, "the government will kill me if I fail" (he saw a relative murdered by goverment troops in Central America); children saying they don't care how they do on the test (home situations make survival a prior- ity for these students, not tests): other students who cannot concentrate for a week of tests because of lack of proper food in their diet; children with fragile self-confidence being destroyed; teach- ers angry with their work to encourage Lary Noonan Opinion Shaper low -achieving children being dashed by their failures; and much more. You may think these are rare occur- rences but one or more of these situa- tion occur in every school. Teachers can alter tests and space them out and take many other measures to help these students which a week-long testing pe- riod cannot and was never meant to do. Are these tests worth this? Are they worth closing the special education class in a school or the English as a Second Language class for a week? Try asking the Grade 3 teacher in your neighbourhood school if he or she has learned anything new about the students. I have talked to many of them with the same response - no new infor- mation is gleamed from the tuts that would help a teacher to improve the teaching of the students. The Tory government ignores what any teacher who has taken a testing course knows. Valid tests must be mod- ified for children of different social and cultural backgrounds as well as for stu- dents with special needs and for those with English as a second language. Now the tests have expanded to Grade 6 with pilots in Grade 7 and the stated intentions to give tests to most if not all the grades. The purpose of the tests are not to inform parents or help students but to be able to compare a provincial average against other provinces and countries. Are tests that do not help teachers teach better and are so devastating to so many children worth the $17 -plus million spent on them yearly? He reports the youth un- employment rate in Canada is steady at 12.5 per cent, the lowest it has been in about 10 years. Of approximately 900 em- ployers the Toronto-based SEN has contacted about hir- ing intentions this summer, more than 40 per cent are op- timistic they'll be looking for workers. While that translates Summer work chances `wonderful' for youth who follow expert tips into more jobs for young peo- ple this summer, Mr. Makra says students should not be complacent and assume work is there for the taking. Young people should begin looking for summer jobs as soon as possible, he says. "The sooner the better;" advises Mr. Makra. "If we're talking about summer jobs, you should have started al- readv. He mailed his re- sume to several bank branch- es, but realized he was just a face in the crowd, indistin- guishable from other appli- cants. To set himself apart, Mr. Makra personally deliv- ered his resume to banking personnelin charge of hiring, and the: tactic paid off with a job. "I was more noticeable than the next person who had just sent their resume in the mail;' he says. Statistics show more than two-thirds of young people find a job because they know someone on the inside. So Mr. Makra says students should tap parents, friends and neighbours as resources in their job searches. Summer jobs tend to be entry-level positions in the re- tail, clerical and outdoor sea- sonal areas. he says. But stu- dents shouldn't ignore the hi - tech sector, currently "experi- encing tremendous growth. "A lot of companies are looking for young people, particularly in this sector," says Mr. Makra. For those summer job seekers who don't start early, seasonal work is generally a good bet. He notes Canada's Wonderland, a bit of a hike for most Durham students, hires 3,800 young people every year. "For those who are maybe leaving it to the last minute, it's a great place to hit if you can arrange the transportation" A final tip is to consider several job options, since fo- cusing on one area eliminates possibilities, says Mr. Makra. "Try something new;" he advises. ' This is where you start to learn what your likes and dislikes are" After becoming frustrated in his own job search, Mr. Makra wrote two books which focus on employer in- formation. The $6 million in new funding is in addition to the $4.4 million in operating funds announced by the Ministry in December. This additional funding will allow the two hospital sites to maintain current levels of patient care. and deal with growth issues. It also positions the organization to undertake much needed improvements and renovations at both sites. As a result of the emergency funding announced by the Ministry in December, Rouge Valley has opened 26 additional beds - 14 at the Centenary site and 10 at the Ajax and Pickering site - as well as an additional ICU bed for each site. "We need this service and we need it now. These special intensive care units will have highly qualified staff and the capability to provide ventilation up to 48 hours for premature babies of 32 weeks gestatign or greater. The Pickering peewees battled gamely, but lost the four -point se- ries to the first -place Stars five points to one. In the third game of the series, ►, Pickering peewees drop playoff semifinals to Richmond Hill the Panthers were blanked 3-0. Pickering came up short in a 3- 2 loss to the Stars in game two of the series. David Demarinis was strong in goal. Michael Rocca and Shawn Coultice provided the scoring. Drawing assists were Patrick Mundy and Coultice. The Panthers and Stars began the series with a 2-2 tie in Rich- mond Hill. Scoring were Rocca THIS and Kyric Aitken. Coultice earned two assists, Kevin Cryan and Mundy drew one apiece. Quinn Caggiula was outstanding in the Panthers net. In the previous playoff round, the Panthers beat the Barrie Fly- ers.
