The Region's 2000 Road Ser- vicing and Financing Study, which focuses on the financing and servicing issues facing Durham over the next five years, reports it's essential that the area's arterial toad network "be kept not only in a state of good repair but also improved to meet community needs and expecta- tions." And, according to Durham council works committee chair- man Rick Johnson, the Region is faced with playing catch up in an attempt to improve major streets here. He notes the proposed 2000 roads capital budget is $20.1 million, which represents an in- crease over the $14.6 million set aside in 1999. But, the Pickering councillor says. "We need about $84 mil- lion to be spent on roads to catch up (with a backlog of needs)." Coun. Johnson reports the Region has lost provincial subsi- dies over the past 10 years while taking jurisdiction over more roads thanks to downloading by Queen's Park. The study reveals the Re- gion's "road inventory has grown by 22 per cent over the past 10 years" with downloading of provincial highways, includ- ing Hwy. 2 in 1995, a portion of Hwy. 12 in 1997 and Hwy. 47/48 in 1998, resulting in almost two- thirds of that increase. And, Coun. Johnson expects the provincial downloading trend to continue. "It looks like we're getting more roads passed down " The Region is anticipating it will be handed jurisdiction over Hwy. 7 from Green River to Brock Road following the com- pletion of the Hwy. 407 exten- sion to Pickering in late 2001. Coun. Johnson reports the Region is hoping to get funds from the Province and the feder- al government to meet the needs here. Durham officials are hop- ing to meet with local MPs and MPPs for a "presentation on the deterioration of roads because of the increase in growth, a lack of commitment from the Province and downloading." Meanwhile, according to the roads study, the major benefits to the regional infrastructure sys- tem through 2004 will include the completion of the Hwy. 401 interchanges, much of the recon- struction and widening of Taunton Road and improve- ments to the transportation sys- tem as a result of the Hwy. 407 extension to Brock Road. It's anticipated the Region's share of costs associated with those pro- jects will total at least $13.5 mil- lion over a period of five years.. The expansion of Hwy. 407 into Pickering, expected to be completed by the fall of 2001, will alsd result in additional do- mands on Durham's major streets, the study reports. "Capi- tal costs for regional road im- provements incurred as a direct result of the 407 extension up to and including 2004 total $4.7 million, of which ($100,000) will be incurred in 2000." Other major capital projects proposed for 2000 include the widening of Taunton Road at the intersection with Lakeridge Road on the Ajax -Whitby bor- der, improvements to Westney Road from Hwy. 2 north to Rossland Road in Ajax; up- grades to the intersection at Bayly Street and Shoal Point Road in Ajax; and improvements to Taunton Road from Ritson Road to Harmony Road in Os- hawa. Pickering man jailed BY STEPHEN SHAW Staff Writer ' A Pickering man who impregnated his 13 -year-old niece while carrying on a year-long "affair' with her was sen- tenced yesterday to four -and -a -half years in penitentiary for what the Crown called a "reprehensible" abuse of trust. Before being sentenced by Mr. Jus- tice Donald Halikowski, of the Ontario Court of Justice in (hhawa, the 31 -year- old man stood in the prisoner's dock and apologized to his wife and her brother, the teen's fattier. "All 1 am asking is, if you can sec it in your heart, don't cry, please forgive me - 1 am sorry," he said. He pleaded guilty in January to sexu- al assault. Court heard the girl was living with her aunt, uncle - by mar- riage - and father when the attacks began in October 1998. They started out with fondling and progressed to inter- course several times a week, while his wife and brother-in-law were asleep in the residence. According to an agreed statement of facts, read out by prosecutor Ken Polley, the girl was a "willing participant" and "believed herself to be in love" with her abuser. It wasn't until last October, when an ultrasound revealed the teen was seven - months pregnant, that she disclosed the "affair" to her aunt, court was told. Mr. Polley said the girl was "a fish out of water' when she came to Canada to live with her aunt and uncle. '7W customs were new to her... She was trying to fit in to this country as a Canadian;' he said. At the time. "she was alone in this country with nobody to turn to except the accused;' he said. "He was like a fa- ther figure to her. He took gross advan- tage of that... and took advantage of her plight... One cannot think of a more rep- rehensible abuse of trust." Heck. in the time it's taken you to read this far it's probably jumped another few cents a litre. The tack force, a Tory backbencher group headed up by the Durham MPP, made a pit stop in Bowmanville recently to hear complaints about the skyrocketing tally at the pumps. There was much gnashing of teeth and wringing of hands, but few real suggestions about what can be done. The task force is due to report to Minister of Consumer and Commer- cial Relations Bob Runciman by the end of the month. The Legislature, which has been off since Christmas, resumes sit- ting in early April. At that time. it's presumed the Province will ask the feds to help in either crapping or lowering prices or the Tories might offer some provincial gas tax relief when Finance Minister Ernie Eves delivers his budget in May. Federal Finance Minister Paul Martin missed a chance to do something about the cost of gas by not offering any gas or GST tax relief in his budget. opting instead to offer cuts to in- come tax. Surely you could find at least one person willing to share driving duties with yew, possibly through word of mouth, by posting notioes in the neighhbotrhoW and at your workplace. By joining a car pool, you'll be doing the environment a big favour and help in reducing the stress of driving in morin- ing and evening rush hours. Of course, you could rid yourxlf of the stress of driving o the city completely by taking GO Transit on a daily basis. With the cost of gas at obscene rates and no end in sight to die price increases, commuters driving to Toronto we likely spending more than you would in GO fares to get to and from work. That's without factoring in the tab for parking. Plus, GO Transit is about to become an even more feasi- ble option to driving for Ajax residents when all -day train service to and from town resumes May 1. Additionally, travelling to work on the wain or the bus makes your trip much more relaxing than battling highway gridlock. You even have time to read the morning papers and find out what the politicians aren't doing to else the crisis of skyrocketing fuel prices.
