A male nurse who performed
an unauthorized vaginal examina-
tion on a 17 -year-old psychiatric
patient, then tried to cover it up by
lying to Ajax hospital officials,
has been found guilty of sexually
assaulting and exploiting the teen.
"(It) was not a bona fide med-
ical exam (but rather) it was
touching of a sexual nature under
the guise of a medical examina-
tion:' Mr. Justice Norman Ed-
mondson said in handing down
his decision Friday.
"This was a professional in
control of the examination... The
sexual integrity of the com-
plainant was violated;' he said as
the young victim wept in court.
During a trial last year, court
was told the registered nurse, who
under a court order can only be
identified by the initials P.S., per-
formed an internal examination

plained of menstrual cramps. At
the time, she was a patient at the
mental health unit at Ajax and
Pickering Health Centre, where

in Durham, but
youth seen at risk

Staff Writer
Although the incidence of sexu-
ally transmitted diseases decreased
in Durham during the 1990s, there
are still some disturbing statistics on
the rate of STDs among young peo-
pie here, according to a study re-
leased recently by the Durham Re-
gion Health Department.
Snapshot on Sexually Transmit-
tod Diseases tracked the rates of
gonorrhea, chlamydia, syphilis and
AIDS in Durham from 1991 to
1998.
And, although the study indi-
cates the overall incidence of STDs
has dropped across Durham, Re-
gion associate madical officer of
health Dr. Donna Reynolds reports
there's still a long way to go in edu-
cating young people about avoiding
diseases.

As with most STDs, the chal-
lenge is prevention;' Dr. Reynolds
says. "All of these diseases are pre-
ventable"
She explains the department's
goals are "to try not only to provide
youth with education around pre-
vention but also to develop better
safe -sex practices"
And, that includes education
about relationship Nilding and
teaching youth to take ownership of
their sexuality, she says.
"Our thoughts are the decreases
in many of the STDs hopefully are
due to greater awareness and use of
protective measures such as con-
doms:' Dr. Reynolds says.
She points out the emergence of
AIDS in the early 1980s "really
opened communication patterns".

But, although STDs have decreased,
there's still cause for concem, says Dr.
Revnolds.
"We would have liked to have seen
lower rates of'chlamydia in girls aged 15
to 24:' but the incidence actualh in-
creased from 1997 to 1999.
"We are watching that trend very
carefully. We're trying to put strategies
in place to meet provincial targets. Na-
tionally, rates of chlamydia have contin-
ued to decline in Canada so the increase
we saw in (Durham in) 1999 we're con-
cerned about :.

tant to go to a doctor for routine testing

The health department's study also
indicates rates for most ol' the STDs are
higher in younger age groups. with
AIDS being the one exception.
She believes the decrease in AIDS
here and across the country can he at-
tributed to improvements in treatments
that halve .lowed the progression from
the Hl% infection to the development of

The study also examined STD rates
by municipality and found the incidence
of gonorrhea and chlamydia are highest
in Pickering and Oshawa and lowest in
Clarington and north Durham.

George `Robby'
Robinson helped
build hospital
AJAX — A memorial
service is being held Tues-
day for a long-time Ajax
resident who dedicated his
life to volunteering with the
local hospital.
George Robinson,
known to friends as Robby,
died at the Ajax and Picker-
ing Health Centre Wednes-
day following a battle with
cancer.
He was 79.
"Nobody did the work he
did (for the hospital)," says
former hospital administra-
tor Ken Maclnnis who
worked alongside Mr.
Robinson for years.
"1 started in 1957 and he
came on in 1960;' Mr.
Maclnnis recalls, noting in
addition to serving on the
hospital board for more
than 30 years, Mr. Robinson
was "on every expansion
committee we ever had.-
Mr.
ad"Mr. Robinson served as a
board member of what was
then known as the Ajax
Pickering General Hospital
from 1960 to 1994.
He was board chairman
from 1966 to 1970 and was
a member of the building
and property committee that
oversaw the building of the
original hospital in 1964,
the expansion in 1976 and
the construction of the west
tower in 1994.
"I think he really en-
joyed the work;" Mr.
Maclnnis says. "There was-
n't a better guy to work
with. People thought very
highly of him and he liked
people, it was one of his
great fortes"
Born in Moncton, New
Brunswick, Mr. Robinson
settled in Ajax following a

stint in the Royal Canadian
Air Force during the Sec-
ond World War. He moved
to the town to attend the
Ajax campus of the Univer-
sity of Toronto where he
studied engineering. In
1953, three years after his
graduation, he opened his
own construction firm here,
Glenwood Construction
Ltd.
And, shortly after that he
launched a consulting busi-
ness, Walvin Ltd.
"He was also very active
in the community," says Mr.
Maclnnis, noting Mr.
Robinson served as presi-
dent of the Ajax Rotary
Club.
Mr. Robinson retired in
1994. He is survived by son
Alan and his family who
live in Ajax and is prede-
ceased by his wife Robina.
A memorial service will
be held Tuesday at 7:30
p.m. at St. Paul's United
Church, 65 King's Cr.,
Ajax.

she was being treated for chronic de-
pression.
The exam lasted about 10 seconds
and the teen said she later felt
"shocked" and "unsettled" by the ex-
perience.
It wasn't a "normal internal" in that
there were no stirrups on the bed, no
special lamp, no medical instruments
and no female personnel present, she
later testified.
Court was told P.S. failed to docu-
ment the exam in the patient's chart
and later lied about it when questioned
during a subsequent internal investiga-
tion by the hospital.
The 36 -year-old married Scarbor-
ough father maintained during the trial
he was checking for ovarian cysts. It
was the position of the defence that al-
though "inappropriate:' the exam was
a medically justified procedure, given
the teen's history of ovarian cysts and
kidney problems.
P.S. testified he concealed the exam
after realizing. "I did something I
shouldn't do. I was afraid the hospital
would find out that I'm not supposed
to do this examination and they would
discipline me:'
The judge, however, didn't buy this
explanation.
"His assertion (that) his lies were
only to avoid professional censure
rings hollow:' Mr. Justice Edmondson
said.
Court heard P.S. studied nursing in
Hong Kong and Canada and had no
practical experience performing inter-
nal exams. And despite the fact the
teen agreed to the examination, at the
nurse's suggestion, prosecutor Janice
Smith argued her consent was obtained
by fraud, since P.S. did not disclose to
the patient that, as a nurse, he was not
permitted to perform such an invasive
procedure.
The judge agreed, saying P.S. was
in a position of trust and obliged to tell
the teen. His failure to disclose consti-
tuted "a fraud within the expanded
meaning"
The judge described P.S. as an
"above-average nurse" respected by
his professional peers and found no ev-
idence he was sexually aroused during
the exam. "One would expect of such a
nurse the closest adherence of profes-
sional guidelines," he said, adding
"there was neither an emergency or ur-
gency" for the procedure.
The victim was a credible witness
and came across as an "intelligent, ar-
ticulate young woman:' the judge said.
She wept following the decision. "I
feel very happy. like someone's on my
side:' she said outside court.
"Hell:' was how she described the
court process. But, "It was more than
worth it because I've stopped him from
doing the same thing to someone else:'
she said.
Despite the assault and the breach
of trust, she says she hasn't lost her
trust in the medical profession.
"You've got to realize not everyone
in positions of authority are going to
hurt you. Unfortunately for me, I was
hurt.'
A part-time nurse at the Ajax hospi-
tal, P.S. was fired last November. He
also worked at St. Michael's Hospital
in Toronto, where he remains suspend-
ed.

Students are like sardines in an under -sized tin
I am one of the People of the Stair-
well. I'm a student at a high school in
the Ajax -Pickering area, which I won't
name for fear of stepping on too many
toes. Not that identifying the: school
would really make a difference, as I
have a strange feeling there is a similar
situation at pretty much every school
in the region, maybe even across On-
tario.
We the People of the Stairwell don't
eat in the cafeteria. It's not that we
don't want to. We can't. There just
isn't room.
With the rampant overcrowding at
my school, my friends and I have been
forced to down our sandwiches and
cafeteria fries in the stairwells. Most
days, the teachers moving from class
to class gently, and sometimes not so
gently, remind us that we really
shouldn't be eating there. Apparently,
we are supposed to go back and cat in
the cafeteria. When we try to voice any
logical appeal, like the fact stuffing any
more people in the cafeteria would
probably violate some sort of public

sponses like " I don't make the rules; I
just enforce them"
We People of the Stairwell harm no
one, we clean up our garbage, and we
always let others pass. However, even
the most straightforward and well -
thought -out argument is useless
against the powers of grinding bureau-
cracy.
The real issue here isn't the fact
people are bugging us about eating in
the halls and stairwells. That, I can deal
with. The issue is that we have to do it
in the first place. The fact that every-
one can't fit into the cafeteria is just
part of a larger problem. The forest of
portables, the sea of buses, the stag -
gored classes for the junior and senior
grade's are all symptoms of one dis-
ease, a disease that is ripping my
school apart. That disease is over-
crowding. We can't learn in a school
we can't even fit into. It just doesn't
work.
Maybe we should blame the gov-
ernment for not building a new school
sooner, for jamming us in like so many
sardines in an under -sized tin. But, that
is a cop-out, a cheap shot at a target
that's too busy to defend itself. The
politicians are trying to get things
done, and they're succeeding on this
count. A new high school is scheduled
to be built soon, but I'll be in universi-
ty before then.
Things will improve slowly. But,
for now, we need to deal with the way
things are as best as we can. And if that
means letting us eat in the stairwell in
peace, then maybe that's what it'll

public on the issues. How can the
public decide on the future without
information? We meed a healthy
democratic debate to help clear the
air, pique our interest, motivate us
to further question the objectives
and research the issues. Then de- i
bate the nese for a referendum.
Ah, but there is a problem with
this. Premier Mike Harris wouldn't
like it, would he? Debates are rc-
servead for those privilege citizens
whose value to society is directly
related to their income. Mr. Harris
seems to have the deepest respcet
for corporations and privatization.
He consults regularly with the cor-
porate sector even as the effects of
privatization quietly creep into
every aspect of our lives. I
Perhaps Mayor Arthurs fears 1
not so much the futility of a public
debate, but the wrath of Mike.
After all, Pickering council has
worked hard to win favour as
Mike's pet. Council is happily
jockeying for position in the future
amalgamated Tory stronghold —
in the best interest of the con-
stituents, of course.
It's time for municipal politi-
cians to carry out the responsibili-
ties of public office while they're
still on the payroll. Stop sucking up
to the Province or anyone else with
money. Have the guts and take on
the moral responsibility of inform-
ing the public of the fundamental
changes amalgamation will bring
to our communities. Do your job
and fairly represent your con-
stituents.
I have done my homework as
have many other citizens and we
understand the complexities of the
issues. In this so-called democracy,
all citizens have the right to discuss
their views and voice their opin-
ions. Whether politicians like it or
not! So let's have a debate and a
referendum.

The Fires . of Desire
In the days when homes were heated by wood stoves and fireplaces, no one
questioned the blaze that claimed the lives of Mary McLaughlin and her two sons
For us long as there have been

gles. Many go unnoticed with the
few that do almost alwuvs ending
up in tragedy..Such was the case
on Halloween Eve in 1909 in the
quiet hamlet of Uxbridge. A tale

Light on those short fall and
winter days was provided by coal -
oil lamps, and heat was entrusted
to wood stoves and fireplaces. So,
house fires were not uncommon
and no one thought much about the
tragic late-night blaze that claimed
the lives of Mrs. Mary McLaugh-
lin and sons Harold, 4, and Gor-
don, almost 2, on Oct. 30, 1909 in
Uxbridge.
Husband Archie McLaughlin
managed to escape and save six-
year-old daughter Morita. As evi-
dence from a coroner's inquest
started coming out, it became ap-
parent all was not as innocent as it
appeared at first.
The initial indication was
Archie spent those first few pre-
cious minutes outside the burning
house in an apparent daze, unable -
or unwilling - to tell would-be res-
cucrs of the whereabouts of his
wife and sons. It was Monta who
confirmed her mother was in the
bedroom. But by then, it was
deemed too dangerous to effect a
rescue.
When neighbour and acquain-
tances started coming forth pre-
senting evidence Archie and Mary
were not on the best of terms, it be-
came apparent this was an inten-
tional crime. It seems Archie didn't
have much use for his wife in the
months leading up to the tragedy.
Mary's sister reported that on a
recent visit, Archie had very few
words for his wife (and no compli-
mentary ones) and openly spoke of
a "sweetheart" down at the general
store where he worked, even when
Mary was within earshot.
As evidence was brought out, it
became clearer Archie was infatu-
ated with an Alma Nix (a clerk
who worked with Archie at the
Alexander 8c McPhail general
store). He had corresponded with
her on several occasions, and
openly conversed with hc:r in the
store and on the street. He even
went out of his way to meet her on
occasion and supposedly spent
most of his evenings at her house
before going home to his wife and
children.
On her behalf, Miss Nix said
she never responded to Archie's
advances and only wrote him to
tell him to cease his actions and
dispel rumours of their intimacy.
None of the letters written by
Alma or Archie was ever intro-
duced into evidence.

When it was revealed Archie
had bought 10 grains (about 0.02
ounces or 0.6 grams) of strychnine
at T.C. Nichols' drug store and that
some of the poison had found its
way into Mary's system, it became
obvious the crime was intentional.
Archie confirmed he had bought
the powder to mix with rat poison
in order to rid his house of the vcr-
min.
He claims to have given the
package to his wife and told her to
put it in a safe place away from the
children, and lost track of it. In
Archie's defence, the testimony of
druggist Fred G. Vickers indicated
he did not ask for the poison by
name, but rather asked for some-
thing that would aid him in getting
rid of rats. The druggist proposed
strychnine and Archie had left with
the quantity suggested, although it
was claimed he had wanted more.
A post-mortem examination
revealed the presence of over a
grain of strychnine in Mary's stom-
ach and some in her intestines
which, combined with the lack of
soot or carbon in her lungs, indi-
cated she was dead before the
smoke reached her. Ironically,
strychnine poisoning and smoke -
inhalation produce very similar re-
sults - death by suffocation - with
the main difference being the pres-
ence of contaminants in the lungs.
When the fire was extin-
guished, the state of the bodies and
their surroundings furthered the
theory of an intentional act. Mary
was found in bed, her arms folded
over her chest, with the bedding
neatly arranged. Surely a person in
convulsions resulting from strych-
nine poisoning, or one struggling
to breathe due to smoke, would
cause some sort of disturbance.
Also, both sons were found
under the bed with one (or both,
depending on whose reports you
believe) pinned under a bedpost.
The bedroom itself was nearly un-
touched by flames (the only indi-
cations were slight scorch marks
on a pillow case and a pile of neat-
ly -folded children's clothes on a
nearby dresser) while a coal -lamp
stood unscathed on the bedroom
floor.
The bedroom itself faced the
rear of the house with a window
overlooking the roof over the
kitchen and close to the outhouse.
If she were alive, it would have
been very easy for Mary to gather
her sons and safely escape out the
window to the ground. Also, had
would-be rescuers been alerted to
her whereabouts sooner, they
could have easily rescued her and
the boys.
There was now very little
doubt in anyone's mind that Archie
had :murdered his wife, and he was
so charged on Nov. 19, Over 40
witnesses testified at the inquest
and Archie was ordered to stand
trial for the murder of his wife and
sons at the spring assizes in May
1910.
In his own defence, Archie said
his wife was melancholic and
often spoke of doing away with
herself and her family. He even
went so far as to suggest Mary had
gone to a closet beneath the stairs
(where, it is believed the fire was
started) to get the poison and
dropped a match before retiring to
her bedroom to die peacefully.
When that statement was dis-
missed due to the evidence of the
state of her person and bed. Archie
suggested Mary had put her lamp
down on the floor (as she often
did) and that one of the boys had
knocked it over in a sleepwalking
state. This too was dismissed due
to the state of the bedroom and the
bodies.
Although the details are
sketchy, the events of the fatal
evening might have unfolded as
follows. Archie came home at
about 10:30 p.m. to find his wife in
the kitchen. She was not feeling
well and he may have suggested
she take some cough syrup (Mary
had reportedly been battling a hug)
and retire. Had Archie laced the
cough syrup with strychnine'? It's
possible, said expert witnesses,
since the taste of the syrup would
effectively mask the bitter after-
taste of the strychnine.
He then likely followed her up
to her bedroom to ensure she didn't
attempt to seek medical help as she
struggled for life (death would
have come anywhere between five
and 30 minutes, said experts).
Daughter Morita said the family
had gone to bed (the boys with
their mom to her bedroom, she in
her dad's bedroom) before Archie
came home.
She heard her father come up
the stairs and go into her mother's
bedroom. He then came into his
bedroom and carried Monta down-
stairs, went into a closet beneath
the stairs and brought out some
:oats. It is believed Archie set the
fire in this closet at this time.
Sometime between 11:30 p.m.
and midnight. Mr. and Mrs. Nor-
man Beal were coming home from
a party when they spotted flames
rising from the main floor of the
house. Mr. Beal went to the fire-
house to ring the alarm. Mrs. Beal
went to the McLaughlins' to ensure
everyone was safe.
She spotted Archie exiting the
house (via the kitchen), suitcase in
hand, pushing Morita in a baby
carnage with an overcoat over her
to protect her from the cold. The
next-door neighbour. Rev. Alfred
Bedford. was awakened at around
midnight by screams of fire and
saw flames in the McLaughlin din-
ing room or parlour.
As the volunteer fire brigade
arrived to battle the flames, Archie
and Monta were reportedly taken
to the home of Joseph Chinn (edi-
tor of the weekly newspaper, 'The
Times') where Archie steadied
himself enough to jot down a cable
to be sent to relatives. It said !Mary
and the boys had perished in a fire
of undetermined cause, but that he
and Monta were safe. This hap-
pened at about I a.m.... the bodies
were not brought out of the
McLaughlin house until about 2
a.m.
The weight of evidence was
heavy against Archie, and on May
13 he was found guilty of killing
his wife and sons and sentenced to
hang on July 12 at the Whitby Jail.
In passing sentence, Mr. Justice
Teetzel called it "the most shock-
ing murder it has ever been my
duty to try ... (and) ... doubt there
has ever been a more horrible mur-
der in the annals of Canada."
Prior to his 7:05 a.m. execution
on July 12, Archie prepared a
statement the Rev. W.B. Tighe
later handed to a reporter from
'The Globe.' In it, Archie called his
sentence a just one and warned all
young men to "be careful of whose
company you keep, and above all
things keep away from all forms of
strong drink, which has been my
undoing."

Library looking for your help in compiling early town history
AJAX — The Ajax Public Library
is looking for a bit of help from the
public as it undertakes a genealogy
project.
Librarian Jill Nicholson has begun
a project to find as much personal
data about Ajax as possible, which
will assist others who are compiling a
family tree or conducting other ge-
nealogical research.
"This summer, we'll be compiling
all the births, deaths and wedding an-
nouncements from the News Adver-
tiser and other local newspapers
going back to the early days of Ajax
during World War II.- Ms. Nicholson
says.
"That will form a solid foundation
for our database."
Old phone books, municipal direc-
tories, school or church yearbooks,
family trees, and family histories are
also being sought, she adds.
"When Ajax was just beginning to
be established, there was a lot of
movement in and out," she notes. "It
means there is a huge population with
roots of some sort here. That infor-
mation is extremely useful when
someone wants to trace his or her
family tree."
Many other lihraries are involved
in or have compiled similar databas-
es.

Your child's education should be
partnership between the teachers at
school and the family members at
home. For this reason, it is
important to establish a friendly and
co-operative relationship with your
child's teachers. In order to do the
best job possible with your child,
the teacher will require constant
input and feedback from you. The
parent -teacher interview is the most
common occasion for this exchange
to take place. Here are some ideas
to make the interview session
fruitful:
1. Come prepared to the interview,
by keeping track of your child's
homework habits so that you will be
aware of how he/she performs in
specific subjects. Collect samples of
your child's work so that you can
ask specific questions on his/her
learning experiences as reflected in
the work.
2. Keep a list of concerns or
questions that you might have. The
teacher will discuss them with you
and help you to understand how
your child is progressing.
3. Whenever possible emphasize
how delighted you are that your
child becomes excited about some
specific learning task. Discuss

The Myth About Attention Deficit Disorder (ADD)
Before we brand any child with a label, we
should consider the implications of what we are
doing. One of the most common, and most
dangerous labels used by educators today is
Attention Deficit Disorder, or ADD.
When a child is not paying attention, or not
focused on the assigned task, there seems to be a
tendency to label the child as ADD.
Unfortunately for the child, once this label has
been affixed, it becomes difficult to remove.
Parents need to take a more active role in the
education of their child, and challenge the use of
this destructive label.
Consider what ADD means in context. As an
adult, have you ever sat through a boring meeting
at work'? Have you ever lost interest in -listening
to a speaker? Or maybe you could not see the
relationship to the information being presented in
your job. Just because you are not focused on the
information being presented, does that
automatically mean you should be labeled as
ADD? Of course not.
ADD could be described as an excuse used by
a poor presenter to shift responsibility to others
for not listening. After all, if the speaker was
interesting, and the information relevant, would
the presenter not have your full and undivided
attention? What would your reaction be, as an
adult, if a speaker suddenly pointed to you and
labeled you as having a "Disorder" simply
because he was not holding your interest? Would
you accept this assessment, or would you push
responsibility for the poor presentation back to
the speaker?

When we look at ADD in the context of how
we react to presentations as adults, we can see
that ADD is not a disorder at all. It simply means
that the child, or adult, is not focused on what the
presenter wants them to focus on. But they are
focused on something. They may even be
focused on how boring the presentation is, but
they are still focused on something. There is no
disorder.
So the next time someone talks to you about a
child, or an adult, who has ADD, ask that person
what the child or adult was focused on. If their
attention was not on the presentation, their
attention had to be on something, what was it?
Hopefully, this will send a message to the person
doing the labeling, that ADD is not an
appropriate label, since the individual did have
their attention someplace.

Highway 407 East Partial Extension
Fisheries and Oceans Canada (DFO), acting as the
Responsible Authority (RA) under the Canadian
Environmental assessment Act (CEAA) is engaged in
a screening level Environmental Assessment (EA) as
required under Section 20(1) of CEAA for the above
noted project.
The 407 East Partial Extension involves:
• the construction of a 15.9 km 4 -lane (ultimate
10 lane) toll highway from the Highway 407
Central terminus (Highway 48) in the west to
its terminus at Highway 7 east of Brougham in
the Region of Durham
Construction of the Highway 407 East Partial
Extension can be commenced once the requirements
of the federal EA have been completed.
Public consultation is a significant component of the
Highway 407 East Partial Extension CERA review.
As part of DFO's federal environmental assessment
under CERA, it is within the Minister's discretion to
invoke CEAA subsection 18(3) - Where the
Responsible Authority (RA) is of the opinion that
public participation in the screening of the project is
appropriate in the circumstances ... the RA shall
give the public notice and an opportunity to examine
and make comment on the screening report. The
CEAA screening report prepared by the RA (in this
instance DFO) will be available for public comment
at the following locations:

The Lightning held the vaunted

"To put things into perspective
from the beginning of the year until
now, the first time we played the
Beatrice Aeros we lost I 1-0, " he says.
"The improvement from the begin-
ning of the year to the end of the sea-
son has been tremendous. At the be-
ginning, we had a bunch of girls who
didn't know each other, and they real-
ly came together as a team. That's
why 1 feel we had a very successful
season."
Durham earned its way to the
NWHL post season with a record of
4-33-3 for 11 points in the league's
West Division standings, edging out
the Scarborough Sting for the final
playoff berth.
Looking ahead, Henwood notes
many of the players on the squad
have expressed an interest in return-
ing to the fold for the 2000-2001
NWHL campaign.
He's also received some inquiries
from players from other organiza-
tions about joining the Lightning next
season.
The Durham Clearnet Lightning
will officially begin preparations for
next season with a rookie camp at ei-
ther the Pickering Recreation Com-
plex or Art Thompson Arena April 29
and 30.
