Pickering's budget committee approved a draft budget Friday that will finance $45 -million worth of operating expenditures and $8.8 -million in capital expen- ditures. 'This allows as to go ahead with all the projects. Everything in the budget is a go.- said Ward I Regional Councillor Maurice Brenner following the budget meeting. Councillors arrived at a zero - per cent tax increase after approv- ing a motion by Coun. Brenner to finance an outstanding amount of $164.000 that was originally pro- posed as a tax increase through the City's community reserve account. There will still be Regional and education levies for Pickering res- idents to pay on top of the City tax. The only adjustments made to the budget during Friday's session were amendments to increase the Pickering Public Library budget by $10,000 to finance a pan -time librarian and the re -direction of $100,000 from a project to recon- struct a Petticoat Creek culvert near Sheppard Avenue and Altona Road to a project that will focus on the rehabilitation of the French- man's Bay watershed. -This year there is nothing in the budget with respect to remedi- al action to protect Frenchman's Bay," said Ward 2 local Councillor Mark Holland, who asked his col- leagues to re -direct funding toward a storm water management project that will help to preserve the Bay. Ir Pm NEWS ADVERTISER, SUNDAY EDITION, February 27, 2000 PAGE 3 P Police get training on new radio system Police officers here will participate in additional training sessions starting next week to ensure they're comfortahle with the new radio system, Durham council heard Wednesday. Durham Regional Police Staff Sergeant Al Mack told council every officer will take part in additional train- ing sessions starting next Thursday to ensure they have a handle on the new technology, which has ex- perienced some glitches since it went into operation Nov. 14 of last year. As part of a $12 -million overhaul of its radio system, the force has leased airways provided by Clearnet Com- munications and purchased new mobile and portable ra- dios, equipped with tech- nology built by Motorola to replace the department's old analog system. Council heard the new portable radio system pro- vides the department with coverage of 97 per cent of the revion, compared to roughly only 80 per cent with the old radios. Mean- while the mobile radios, lo- cated in police vehicles, provide coverage of 99 per cent of the region. And, although some councillors raised concerns about the capabilities of the radio system in remote areas, Deputy Chief Derck Denson assured council the areas where there may be difficulties with the portable radios are "unin- habited" areas of the Oak Ridges Moraine. He said it would have cost an estimated $20 to $30 million to provide 100 - per cent coverage with the portable system, noting the system that's in use now is "the best that is available commercially today. He added the new sys- tem does not compromise officer safety. "I would never do anything to jeopar- dize my career or credibili- ty on officer safety. We are definitely listening to those officers... to make this sys- tem the best and safest it can be. Colin Belshaw, director of corporate development for Clearnet, said the firm is addressing concerns that have been raised. He noted Clearnet is de- veloping a new protective case: for the portable units and is developing a new mi- crophone for officers' usc. Durham College president Gary Polonsky was thrilled Thursdav on learning his school would receive $28.75 million from the Province's Su- perBuild fund. Combine that money with corporate donations and its own rc- serves and Durham will forge ahead with a hold new SAS -million expansion. Calling the announcement the "best professional day of my life;' Mr. Polon- sk-, said Durham will be going full - steam ahead on an enlargernent of the college's Skills Training Centre in Whit- by. Also planned is a huge m -w manu- facturing taming centre at the matin campus in Oshawa. The new Manufw- turing and Information Technology Cen- tre or MITC as it will be known will help to make Durham a prime region for ad- vanced technology training and educa- tion into the coming century - especially following on the federal government's announcement last fall of a new Region- al Engineering Centre in partnership with General Motors. The confidence shown by the Province could lead to bigger and better things for Durham. Mr. Polonsky be- lieves that, before the end of the current year. the go-ahead might be given for a full university to be created at Durham. That would make the post -secondary in- stitution the first of its kirxl to include a full college and university at one site. The business community has shown support for the college as donations have poured in from giants like Bell Canada, IBM, Nortel and GM. The next step is to push for a university. As Mr. Polonsky says, "'Alien one asks oneself what does the University of Waterloo mean to Kitchener-Waterloxo, what does Queen's University mean to Kingston, that's what Durham University would mean to Durham Region in terms of the jobs it would create, in terms of the knowledge it would create through research and therefor the spin-off opportunities that would be created " In addition to all the jobs a university would generate, local students would have a flurry of options they currently do not have. Students could choose from a full range of college and university coourses and could study at home without running up the huge debtL% incurred by having to live away from home. More studcnts would study in Durham and perhaps more would stay to work here and raise a family here once they've graduated. Mr. Polonsky is dcdicatcd to making this vision happen and given his track record so far, don't bet against him. E -Mail your comments on this opin- ion to news®durham.net. It involved a desperate, creepy -looking man with a big wallet willing to go before millions to choose a wife (with his mother's help) from a group of 50 big -haired gold -digging himbos. If it weren't televised with massive ratings, I'd be tempted to think the sce- nario was part of a red -neck travelling carnival where the matchmaking is only upstaged by a love triangle be- tween the half -man -half -woman and the Yak lady. Students at approximate- ly 85 Durham schools and others outside the region col- lect the tabs, which are then taken to the Wabash Alloys smelter in Mississauga. which buys them lir about 70 cents per pound. An esti- mated 500)0 pop can tabs are turned in every school day, netting about $35. It all started five -and -a - half years ago, reports Rodger Lappin. firmer prin- cipal at Oshawa's Sunset Heights Public Schox>I. When a student about to enter Grade 8 was left a para- plegic after a car accident, Mr. Lappin encouraged pupils to collect the tags to raise money to buy a wheel- chair for the youngster. In the end, insurance paid for the wheelchair. But, the pop can tab pro- gram continued and expand- ed. And hone. Each year, it raises approximately $5.5(1(). "It turned out to be- a rela- tively huge success in com- parison with its humble be- ginnings;' says Mr. Lappin. Every week, a Durham District School Board truck on regular rounds picks up tabs from schools throughout the region and takes them to the board's headquarters building in Whitby. They are then transported to Sunset Heights where a committee of students, under the super- vision of teacher Pat Klien, collects them in barrels, en- suring they contain alu- minum only. A school board truck then takes approxi- mately three million tabs to the Mississauga smelter three or four times a year. '9 just think it's amazing the amount of community support we get;' says Ms. Klien, who reports the stu- dents like helping and find the program rewarding. The money is needed in part because the Province's Assistive Devices Program pays only 75 per cent of the cost of wheelchairs. And, other disabled people require specialized alterations to wheelchairs for which the government doesn't pay. In addition to support from students, the pop can tab collection has seen busi- nesses come on board, and word spread to schools in Toronto and even people south of the border. One se- nior from Boston heard about it and sent along an en- velope of tabs. Since the program began. money raised has assisted in the purchase of 21 wheel- chairs. 'Ilio most recent recipient was Larry Jackson, leader of the 27th Oshawa Cub Group. Born with spina hifida, Mr. Jackson has had to use a mo- tcxized scoxter since a 1992 operation. When he needed to replace his old scooter, his Cub troop started collecting pop can tabs. "It would have taken my group a lifetime to raise them.- notes Mr. Jackson. Mr. Lappin came to the rescue after hearing about Mr. Jackson's situation at a shop in Durham which sells assistive devices for disabled people:. The Cubs and the school program were able to collect the 2.3 million pop can tabs required to raise the $1.700 Mr. Jackson needed to com- plcte his scoxtcr purchase. "I was really thankful for that," says Mr. Jackson. "Rodger does a great job." Mr. Jack -son hadn't been with his Cub troop since a November operation, so his recent return was a cause for celebration. Durham council voted «'ednesdav to ask the government to cover the an- ticipated legal and consulting costs as- sociated with preparing and presenting the Region's case b fire the OMB. And, unless the Province hands over approximately 51.5 million. Durham residents will face at least a one -per cent property tax hike this year, warned Oshawa Councillor Brian Nicholson. "The Province has a responsibility to step up and provide funds to munic- ipalities so we can have a level playing field:' Coun. Nicholson said. He noted the Region doesn't have a "bottomless well" of money to defend its position on the Gan Eden project against devel- opers. Council passed a motion last fall calling on the Province to impose a moratorium on development on ttte moraine until a long-term strategy can be mapped out. And, frith Uxbridge and Durham councils have (>p rsed the Gan Eden development plan. which goes before the OMB later this %car. The Gan Eiden project would put 2,50() horri s on the enviro nmentally- scnsiti%c Oak Ridges Mt,rainc. a IW kilixtxtre stretch of sand. gravel and clay that runs from the Niagara Es- carpment to the Trent Rivrr. The moraine is the headwater for several rivers, creeks and streams in the Greater Toronto Area and provides dunking water to about 250,(1(x) peo- ple. Large sections of Uxhndge and Scugog, as well as areas of Pickering, Whithy. Oshawa and Clanngton are within the moraine. According to a report by the Re- gion's finance and administration committee, the funding request is jus- tified because ' The Province has a vested interest in the development of a long-term strategy to protect the Oak Ridges Moraine within Durham Re- gion" Mean%hile. Ontario Liberal leader Dalton McGuinty, who met with local business leaders at the Ajax -Pickering Board of Trade Wednesday, agreed the Province has dropped the ball on this issue. "The reason that Durham has passed that motion and the reason that we've got Cities and Towns and Re- gions right across the Oak Ridges Moraine who are finding themselves in full -pitched battles with developers is because the Province of Ontario has abdicated its responsibility," he said. One Whitby establishment which raised concerns and motivated the Town's participation in the study was the Tim Hortons located at Brock and Maple streets, where cars waiting to access the establishment often cause traffic problems on surrounding streets. Symptoms such as gas, bloating, burping and cramping vary in severity from person to person, but these are all signs that there are imbalances in the digestive si'stem. Many people who suffer ,these symptoms resign to living with them, but they shouldn't. These symptoms are your body's way of telling you to address the problem. Irritable bowel syndrome, colitis, diverticulitis, Crohn's disease and celiac disease all stem from a poorly functioning digestive system. Nutritionally, there are four main things you can do to help your digestive system function more optimally: A) Most importantly, eat a diet free of your food intolerances/allergens - dairy, wheat, sugar, beef, citrus, nuts are often irritants to the bowel if it's imbalanced. Choose lean meats (chicken, fish, turkey), rice, vegetables, and fruit. Beans are good fibre, but only if you digest them properly i.e. they don't cause bloating and extremegas. If you are just beginning to add beans to your diet, Mary -Jo McCarthy B. Sc., B. Ed. Registered Nutritional Consultants C do so slowly. B) Cleanse the colon. Seek the help of a professional before embarking on any herbal cleansing program. Colon Irrigation ("a professional enema") is another way to clean the colon of toxic debris. There are professional health practitioners who do this. C) Supply beneficial bacteria (acidophilus and bitidus) to the gut by eating yogurt and supplementation. Antibiotics, birth control pills, cortisone, and diets containing highly refined flour and sugar contribute to an imbalance of good and bad bacteria in the colon. An overgrowth of yeast in the body can ensue. Note: If you have taken an antibiotic should definitely be taking a beneficial bacterial product for at least 6 weeks to help get your gut back in proper balance. D) Support your digestive system with a digestive enzyme supplement. This is especially needed if you feel excessively heavy and/or bloated after meals. Eating a heavily Processed food diet diminishes your body's own supply of digestive enzymes thus needing to supplement. Enzymes are the spark p!ugs of our bodies and many people over the age of thirty are in short supply. Keeping the digestive system healthy is the most important thing you could do for your health. Many diseases result from colon imbalances, so do yourself a favour - keep it balanced and supported. For a complete Nutritional Assessment please contact Mary -Jo McCarthy. Did you know there is a very simple way to significantly lighten and brighten your smile? Over a lifetime we are exposed to many things that will stain and discolour our teeth. Deborah MacKinnon knows that many people want to make changes in their diet, but aren't sure how a nutritional consultant can help with this change. "I hope this answers some of those questions;' she says. What does a Nutritional Consultant Do? A Nutritional Consultant works with a client who wants to make nutritional changes to improve health and well-being. To do this effectively: 1. The client completes and returns lifestyle and nutritional questionnaires. 2. The Nutritional Consultant assesses this information. and then meets with the client to get to know more about the client's health. lifestyle, and health goals. During this meeting. recommendations for the first steps toward healthier eating are discussed. 3. After completing an in-depth assessment of the information provided by the client, the Nutritional Consultant meets with the client to discuss a personalized plan for healthier eating. This includes nutritional and lifestyle changes that will help the client reach his/her own personal goals. 4. Follow-up consultations help the client succeed in implementing the new changes! Why is nutrition important? `Le must eat to vu% alive. That is a fact The choices we make about what we eat arc very important. What we eat has an effect on our physical health, both immediately and on a ong-term basis. If we consider that -the food we eat also has an influence on our mental. emotional. and even spiritual well-being, we can understand why it is so important to step back and assess what type of nourishment we are providing for ourselves. We all know our gardens wouldn't flourish on a steady diet of sugar and coffee. so why do we feed ourselves so often with these and other anti -nutrients' How do I know if a Nutritional Consultant can help me? The Therapeutic Value Of Cranio -Sacral Therapy The validity of the cardiovascular and respiratory rhythms are certainly not disputed today, vet for cons, the very existence of these systems sparked debate in the medical community around the world. In the early 1900's, an osteopathic physician named William Sutherland began research on a rhythm from another body system, the Cranio -Sacral system, and found the treatment of this system enhanced body functioning and helped alleviate pain acid dysfunction. The Cranio -Sacral system consists of the membranes and cerebrospinal fluid that surround and protect the brain and spinal chord. It extends from the bones of the skull, face. and mouth, which make up the cranium, down to the sacrum, or tailbone area. Since this vital system influences the brain and spinal chord, an imbalance or restriction in it could potentially cause any number of sensor, motor or neurological disabilities. These problems could include chronic pain, headache. eye difficulties, scoliosis, motor co-ordination impairments, learning disabilities and other health challenges. Cranio -Sacral Therapy is a gentle method of detection and correction that encourages your own natural healing mechanisms to dissipate these negative effects of stress on your central nervous system. You also benefit from better overall health and resistance to disease. Improve Your Nutritional Well-being! Call For A FREE Consultation 40 ' Healthy Directions at the . Chiropractic Wellness Centre 1420 Bayl St., Unit 5 Pickering' -015)V39-4733 Because of theposhive effect on so many body functions, Cranio -Sacral Therapy is Practiced today by a wide varietv of healthcare professionals. They include osteopaths, medical doctors, chiropractors, doctors of Oriental medicine, psychiatrists, dentists, occupational therapists, and acupuncturists, massage therapists and other professional body workers. The Cranio -Sacral Therapy practitioner uses a light touch, generally no more than the weight of a nickel, to test for restrictions, in the cranio -sacral system. This is done by monitoring the rhythm of the cerebrospinal fluid as it flows through the system. While experienced clinicians can detect cranial motion anywhere on your body, they can most easily feel it at the skull, sacrum and coccyx. These bones attach to the membranes that enclose the cerebrospinal fluid. The positive effects of Cranio -Sacral Therapy rely to a large extent on your body's self -corrective activities. The therapist's light hands-on approach simply assists the hydraulic forces inherent in the craniosacral system to improve your body's internal environment and strengthen its ability to heal itself. Handle it NOW! ! ++ :;. At' it isn't broken, don't !, ,i' try to fix it" I hear this attitude in so many forms with respect to chiropractic. People usually wait until there's enough fear 1n them that they figure they had better take care of themselves or else ... They let pain dictate their way of life. By the time people have pain, a lot of the time there is so much degeneration in the vertebrae of the spine that it can take a considerable amount of time to restore some semblance of correct function in the joints in the area so that the nervous system can regain its control of the surrounding tissues. When this control has gone haywire you can have all kinds of symptoms from muscle spasms, tingling, numbness, blurring of vision, internal organ dysfunction, hearthurn, chest pains simulating heart attacks, the list goes on. There isn't an organ or tissue in the body that isn't In some way affected by the function of the nervous system. Restoring the normal homeostasis is the whole point of chiropractors adjusting the vertebrae of the spine. When the nervous system is functioning properly the hones will take care of themselves. But you know it's a funny thing about human beings. When the Ix)dy starts returning to it's natural state of health, it may have to go through all of the above symptoms and then some before it clears out all of the toxins built up as a result of past sins. The question is: Are you on your way up or on your way down'? That can depend on whether you arc doing something that is truly good for you, something that actually helps to bring all this stuff up and out. sometimes people come to me and say: 1 got worse when I went to a chiropractor. Only to find out that the person went for one or two or three visits and didn't experience "the miracle". What'? It is a prerequisite of chiropractors to have to produce instant miracles" Healing is a process. "Once you go to a chiropractor you have to go the rest of your life'?" No. but If you want to stay in the process of cleansing and rebuilding, you need a nervous system that is enhanced to its optimal ability. Give it the necessary building blocks and the energy to do so, miracles happen within the natural laws of life. In the twinkling of an eye, which may hoe weeks, months or years depending on the state of the individual concerned: but in a relatively short period of time changes do begin to happen. And they will continue to happen for the good of the whole person if the individual holds steady and doesn't turn tail and run. Be still. Be strong. And make sure you arc on the right path!! For further information call Dr. MarvAnn Franko at Pineridge Natural Health 693-7735. Reflections of Yourself If you were to gale into a mirror for about three to five minutes. would you be happy with who you see'? Would you experience a sense of pride and unconditional love towards yourself, if so. you arc prohahly living a happy and a ndance tilled life! owever, for many people to view thernwif in the mirror for an extended period of time, is difficult and for some, it is even impossible. The constant self- criticism. The longing to kook better, to look prettier or to have more muscles etc., is a daily ritual for many, the constant cycle of "I'm not goxxl enough." We arc harder on ourself than anyone else is in our life. Even our best friend couldn't get away with daily statements like "Oh gosh, don't wear that, you look so fat! ', or "Your hair looks awful today!", or No amount of make-up is going to cover those wrinkles! "or" you got fired, you're so StuPid!" "Your hair is falling out of your head, you know she will leave you when it all falls out"! Could ou imagine hearing that on a daily iasis, over and over again from a so- called Best Friend. I don't think so. You would drop them in seconds, just like a loaded stick of dynamite'[ Yet when we l(x)k Into the mirror, we nag, scold and make ourself feel ashamed and not good enou rh. Sure, everyone wants to look ans to Leel good. but why is it that we waste so much energy forcing our Kxlyarts to be perfect on a daily basis'.I This causes us to be in a constant cycle of low self-esteem and attracts to us, people who add on to our hurts and our pains. The tragedy is that we look for self- confidence, self esteem and self respect everywhere, except within ourself. When the outside world withholds its love and even dares to judge us, (as we do to ourself), we become angry and hold those individuals in contempt. We even flare up, in anxious spins, moaning about the treatment that has just been inflicted upon us. Or we Jecide to withdraw ourself completely from people who are close to us, wondering why we feel so depressed, isolated nd aunclear about the constant stress and turmoil that we find ourself in. The reason behind these constant cycles of feeling "not good enough" and needing others to validate us is the lack of love towards ourself. Love takes the place of our fears, suffering and our guilt. We will not move out of the vicious cycle of attack. defense, guilt, and blame, if we do not take responsibility for bringing love to the unappreciated aspects of ourselves. Until we accept and love ourselves exactly as we are right now, others will mirror what we believe about ourself and they will treat us as such. If I was to hand you a beautiful, huge, shiny, million dollar diamond and to tell you that it was yours to keep, wouldn't you look at it through eyes of amazement and say to yourself "wow, its gorgeous, it's stunning!" "I'm rich!!' Visualize yourself as that expensive diamond or that brand new sports car, honour yourself in the same way and your life will be rich with happiness! BRCA I and BRCA 2, have five times greater risk of breast cancer than normal. Stated another way, by age 70 they have between a 55 to 85 per cent chance of developing this disease. But unlike death and taxes this genetic test is not 100 per cent reli- able. Women who do test positivc for the gene may not develop breast caMer. These patients must have regular colonoscopic examina- tions starting in their twenties. This procedure examines the imide of the entire length of the large bowel. If premalignant polyps arc present FIT -O watch For The Next Edition of A Me—WW ASe For F F NOW On The Streets The Doctor Game W Gifford -Jones M. D. they can to removed. But even colonoscopy cannot guarantee a cancer will not develop. And it's controversial whether the test protection is to remove the en- tire colon. a very radical operation. Inheriting an imperfect gene in- creases your vulnerability to a dis- case. But it is not etched in stone, f=or instance, studies have found if you inhent the E4 gene from one of your parents the nsk of Alzheimer's Disease is greater. But Dr. Allen Roses, discoverer Of the E4 gene, says, -People with any genetic makeup can get Alzbeimer's Disease.'- Genetic test- ing kr E4 is therefore not recom- mended. Another form of Alcheimer's Disease accounts for less than I t t per cent of cases. In this instance ;, Relax, they w Family Fan* Channel is a ienfbefffttlinW, a 1d parent who carries this dominant gene has a 50 per cent chance of passing it along to each child. Some parents may not like these odds and decide not to have children. Today the most common form of genetic testing is the one that rules out (or in) such pregnancy detects as Down's Syndrome. But it makes little sense to do this test if the find- ings are positive and the patient is unwilling to have an abortion. Huntington's Disease is a cata- strophic neurological illness that is incurable. But if you're 20 years of age, do you want to know you'll die of this disease in your fifties? Whether you should have a ge- netic test depends on several factors. One major one is whether you are the type who wants to roll the dice and find out the truth. For exampic, suppose your fa- ther has died from an incurable neu- rological illness such as Hunting- ton's Nseaw-! A negative test would free you from the worry. It would also he comforting to know your children would not be affected. ii,;' (jrIN)%c the test was poni- r thus reason genetic tesf- FAMILY Tarn choice ing should never to done unless families truly want the information. And know what it means emotional- ly if there's had news and no treat- ment available. This is the great problem today. Genetic testing has leaped miles ahead of treatment. It's because of this dilemma some doctors only ad- vise genetic testing if medical treat- ment is available. There's also the fear of discrimi- nation. For instance, in Canada life insurance can be denied to people who have been shown to have a ge- netic disease:. And in the U.S. com- panies can increase their rates for those who test positive and have an itwreased risk of genetic disease. What about the rest of us who think we are genetically sound? Maybe we are. But it's estimated all of us are walking around with any- where from 5 to 50 deformed genes. All increase our risk of some dis- ease.
