Stanley Gordon Muir. 41, of Pickering was reported missing to Durham Regional Police Jan. 31. The father of two had gone to Cohourg to watch the Super Bowl and never returned home. Mr. Muir's car was found be- hind a liquor store in Cobourg and the Ontario Volunteer Emer- gency Rcscue Team was called in by police to help search the area. However, police called off a two-day search in the Cobourg harbour Feb. 2 after divers failed to find anything. Trustees will be asked to endorse a Durham District School Board draft response to the Ministry of Ed- ucation's 'School Councils — A Background Paper' released last month. The ministry asked for input from boards and school community councils (SCCs) on how the Province can better support and im- prove the role SCCs play. The OPC was established under an amendment to the Education Act in 1993 to help parents become more involved in the education sys- tem and advise the Province on school policies and programs. The 18 members, half of them nominat- ed by parent committees and feder- ations in the province's five regions, are appointed by the education min- ister. The board's response came be- fore its standing committee Feb. 7, following a Jan. 31 meeting where all SCCs were represented. It will be considered by the board for ap- proval Monday night. Doug Ross, board chairman and member of the ad hoc committee struck to prepare the board's re- sponse, says SCC members sent a "consistent message" that they want a regional body made up of local SCC members. The board has very little to do with the OPC anyway, says Mr. Ross, and a regional SCC would make the Ontario organiza- tion even less relevant. "The OPC works separately from the SCCs and I guess there's just a feeling from the people they'd like to have a joint working body come out of the group:' says Mr. Rens, a Whitby trustee. It was disbanded three years later, over- shadowed by the local SCCs and without a specific mandate. With SCCs now firmly settled and in- volved in the education system, he suggests the time is right for a re- gional group made up of SCC mem- bers. "As a Whitby trustee, I can say the SCCs are in constant touch with us" By comparison, the OPC is "out of touch" with local problems, Trustee Ross contends. Paul Goulet, the 18 -member OPC's central Ontario region mem- ber, doesn't consider the Durham school K)ard's remarks as a threat to the provincial council. It would be contradictory of the OPC, set up to encourage parents' involvement in the school system, to oppose their participation on a regional school advisory body. he suggests. He notes the existing cardiac catheterization facilities at CHC mean the hospital could have ad- vanced cardiac services up and run- ning within a year if the Province comes through with the funding. It now appears Mr. Martin, due to deliver his government's seventh bud- get, is ready to give those who pay the biggest bills, middle-income earners, a well-deserved tax break. That will be the news Mr. Martin will deliver in the House of Commons a weLk from tomorrow. Published media reports suggest the cuts will work in the following fashion: The definition of middle-income earner will jump from its current ceil- ing of $60,000 per year to $90.000 per year over a three-year period. The middle category, which kicks in at $30,000 a year (that's middle in- come'?) will see its tax rate drop from the current 26 per cent to 23 per cent, again by one per cent per year over three years. So, to sum up. By 2003, all those earning $30,000 to $90.000 per year will pay tax at a 23 Per cent rate. Those over $90,000 will pay at a 29 per cent rate, while those under $30.000 will pay, at a 17 percent rate. Put another way, say you earn $50.000 now. The provincial Gas Price Review Task Force is touring Ontario to hear horror stories about the atmospheric heights of gasoline prices. So far, the Province, Big Oil and the federal government have done a wonderfully choreographed `Dance of the Pointed Fingers' which, as everyone knows, is part of the new provincial arts cur- riculum created by the Mike Harris government. The federal government, for its part, has looked at collusion among the oii companies so many times now it's created a standardized form for the appropriate minister -of -the -day to sign off on indicating that, once again, price uniformity at gas stations across the nation is a result of fierce competition. Then there are the executives at That will be reduced to $11.5(X) at the 23 per cent rate over three years for a savings of $1,500 per year. The call for tax cuts has been long and loud, especially over the past year when the feds finally declared a sur- plus. Prime Minister Jean Chretien has always stood firm on his promise to use the surplus in three ways - to in- crease social spending, which was cut drastically from 1994-97, to provide a tax cut and to help pay down our near- ly 5600 billion in federal debt. There have been some minor tax cuts, but these have largely been erod- ed by increases in Canada Pension Plan premiums, a rise in Employment Insurance premiums which have re- cently been cut and a slight increase in inflation. There are calls to greatly increase the social health transfer from Ottawa to the provinces to help make up the funding deficit in health care. While Mr. '.Martin must address those con- cerns and restore some funding, it's middle-income taxpayers who badly need a break. The expected announce- ment Feb. 29 could he just what mil- lions of working Canadians need to get over the February blahs. The real problem, any oil company executive will tell you, is high taxa- tion. What's a motorist to do? You can sell your car and buy a bike, but that would require driving skill. You could pump smaller amounts into your car so you don't have to fork over $125 for each full tank, but then you'll be at the local filling sta- tion more often than you're at Tim Hortons. Or, you can do what you usually away and unaccountable to Canadi- ans. They are members of the Organi- zation of Petroleum Exporting Coun- tries (OPEC). In short, they are the perfect villains for provincial and federal politicians and Canadian oil companies to focus on in their search for solutions. Why point fingers here at home when you can point them as far away from yourself as possible? Isn't that what task forces are all about? Thr answer to crime is to restore the family and disciplirk: among children and teach them right from wrong. Our emphasis has to be on our young people when they're build- ing their values, their foundations and deciding their relationships. The decisions they make will have enriching or very destructive effects on each individual and on society. Are we going to sit back and watch as we destroy ourselves? Or are we going to fight against the very things corrupting our values, our minds and our actions? Look to the future and see where we are going as a society. Is that where you want to be headed? Is that the future you want for your children and grandchildren? Let's unite, as a people, to regain control of those things destroying our society. Let's bring back the. sanctity of human life and Christian moral values and standards. Let's take back the right and responsibil- ity of training our children in the way they should go. The practice began when noble knights decorated their jousting shields and royal houses emblazoned flags, coats of arms, badges and other em- blems with powerful symbols. The tradition is alive and well in Durham Region more than 500 years later. Walter Borosa left his Durham home_ one recent Sunday with sev- eral other members of the local chapter of the Monarchist League of Canada to attend a special cere- mony in Toronto. The Feb. 6 even- song service at St. James Cathedral celebrated Queen Elizabeth If's 48th year on the throne, the 30th year of the monarchist league in Canada, and the receipt of the league's coat of arms, personally approved by Her Majesty. "Lt. -Gov. Hilary Weston pre- sented the new coat of arms, new flag and badge," says a happy Mr. Borosa. "lite Queen granted the (use of) the royal crown" The crown, the symbol of the British Royal Family as seen in the coat of arms of Canada, embla- zoned on Royal Canadian Mounted Police banners and in the badges of Canadian Armed Forces units is prominently pictured nor once but twice in the monarchist league's new heraldry. Mr. Borosa heads up the Durham chapter of the Monarchist League of Canada and was in Toronto this month where the Canadian league received its coat of anus, personally approved by Queen Elizabeth H. Latin as a moose and a grizzly bear respectively flank the colourful vi- sual statement. "We are a voluntary organizatiion of Canadians and (are) friends of all races, religious convictions, and po- litical persuasions as part of the democracy that is Canada,•' says Mr. Borosa of his group. And with 26 royal visits to his credit as head of protocol for the Ontario Govern- ment. he is no doubt the perfect man to head up the Durham chapter of the Monarchist League of Canada. 'Tice first time I was involved in the whole concept of the Royal Family was in 1973;' recalls the man who came to Canada from Croatia in 1957 at age 18. "I first co-ordinated a royal visit of the Queen and Prince Philip. After that there was the Queen Mother and all members of the royal family except Diana, the Princess of Wales." Mr. Borosa has regaled audi- ences with speeches about the more humourous side of royal tours. He remembers, at his own expense, one occasion when the Queen Mother set him straight. "The Queen Mother was here staying at a Toronto estate during a royal visit," he continues. "I had timed exactly how long it took be- tween where she was staying and the Royal York (hotel) by doing a reconnaissance. It was 17 minutes so we had to leave at 6:53 to be there on time. I'll never forget Her Majesty coming down the spiral staircase in her peach gown and tiara. She asked if we had time for a Gale drink and I didn't want to be Late. The Queen Mother took my hand and said, *Walter, don't worry. They're not going to start without me,.. Apprentices get head start on working world Young people hoping to fast-track careers in trades say `Oh yes' to 01:4 P BY MIKE RUTA Staff Writer For most teens, the high school years are a time to decide between further studies at college or univer- sity. But for those who want to get out into the working world more quickly, Ontario's Youth Appren- ticeship Program (OYAP) offers them a chance to obtain experience in a trade while completing a high school diploma. And while their numbers are still low, young women are increasingly looking to apprenticeships to get a head start on a career. "It's a large part of our focus to appeal to young women," says Howard Mooney, OYAP co-ordina- tor for Durham's two school boards. Of the 118 current OYAP ap- prentices in the region, seven are women compared to only one last year. They're training as machinists, network cabling specialists and au- tomotive service technicians. And, when students are finished their apprenticeships, the experi- ence they've gained should make finding a job more easy. "Over 92 per cent of students who have completed the program are working in the industry they trained for," reports Mr. Mooney. He notes most of the remaining graduates have gone on to further studies. To qualify for OYAR students must be between 16 and 29 years of age. The younger ones are recruited in Grade 10 from co-operative edu- cation programs by local appren- ticeship committees, made up of employers, employees and other representatives. Once they are ac- cepted into OYAP, students begin training at Durham College for half days in the second semester of Grade 11. On-the-job training be- gins that summer and students re- ceive the minimum wage as an ap- prentice of the Ministry of Educa- tion and Training. In Grade 12, the second semester is spent entirely m the workplace, and students contin- ue apprenticeship training at their specific job sites after graduation from high school. By the end of Grade 12, an apprentice will have roughly 1,600 hours of training under their belt. Lindsey Pallister, a Courtice Secondary School Grade 11 student who's just signed up for OYAP, re- ports she's always liked building things and using her hands. She re- cently finished working as a co-op- erative education student at Whit- by -based Oshawa Pattern, a manu- facturing plant owned by her grand- father. This summer she begins her apprenticeship there as a general machinist. "I was interested in the manufac- turing field because I took a course in Grade 10 on it and I liked it," says Miss Pallister. The apprenticeship was the next logical step after her co-op expcn- ence. And while it's not a big deal to Miss Pallister, her choice sure caught the attention of her friends. "Ihey all think it's really cool because I'm the only girl in manu- facturing," she says. Miss Pallister hopes to remain at Oshawa Pattern, eventually moving from the production floor to a high- er-level position. The cost of busing Miss Pallister from school to the college, her placement in college and any text- books she requires are all paid for by OYAP. Despite the advantages offered by apprenticeships, many young people may not be aware the option is available to them. Mr. Mooney confirms the program's low profile has been a problem in the past. "I would say we have to do a better job of making students and parents aware, and especially at an earlier age" he says. Another hurdle lies in convinc- ing students and parents that com- puter skills are not the only ticket to Lindsey Pallister begins an ap- prenticeship this summer as a general machinist. She's been a beneficiary of the Ontario Youth Apprenticeship Program. a rewarding and profitable career. "I think that's a misconception that a lot of schools and parents are bringing to young people," Mr. Mooney says. MIWN, February 20, 1000 PAGE 7 AF Public safety goals met at nuclear plant: OPG BY KEITH GILLIGAN Staff Writer PICKERING — Ontario Power Generation did a better job last year at meeting Atomic Energy Control Board commitments on public safety, a spokesman says. During a presentation to the Pickering -Ontario Hydro Liaison Thursday night, OPG's Pierre Tremblay admitted public safety was "one of the things in the past we weren't very good at was meet- ing our commitment to the regula- tor. The past year, we have been good at meeting our commit- ments" Public safety includes such areas as the number of unplanned automatic reactor shutdowns and reportable events to the AECB. He noted public safety has im- proved and "we're challenging our- selves to maintain that level ... It's been g(x-)l " Mr. Tremblay, the director of operations and maintenance, added the employee safety target has been missed, primarily because of a fatal traffic accident last March involv- ing an employee. The meeting also served to pro- vide an update of the performance of the Pickering's plant's active side reactors in 1999. Unit 6 is currently operating at half power and will be shut down in early March for repairs. Units 5 and 7 are both operating at full or near capacity, while Unit 8 is down for a planned outage. In a press release, OPG an- nounced a chemical boiler clean will start this week on Unit 8 and will take three weeks to complete. Mr. Tremblay added in his pre- scntation "lite plant, in the past, had a spotty record on the amount of waste produced. We've worked quite hard on recycling and reduc- ing programs. We've done well re- ducing waste" Further, there were no spills last year on the 'B' side, he said. "Tice record shows Pickering is operating safely. We have a good plant and committed employees," Mr. Tremblay stated. "I don't think there's any complacency in our staff. We have a long way to go. We have to keep our heads down and make improvements" As for the recent poll conducted by the OPG, Public Affairs Manag- er Pat O'Brien said the results are considered "proprietary" and will remain secret. "I'm willing to talk about the poll, but not about the results," he said. He likened the OPG poll to that done by a company on one of its products. "We asked a number of ques- tions, what do they think of Ontario Power Generation, what about our public program? We'll use it to monitor public opinion," Mr. O'Brien added. "We'll look at our public program and what we should do better. It's strictly as a tool to monitor our program." Ward 2 local Councillor Mark Holland will ask col- leagues at their meeting Mon- day to request that City staff report each year prior to the budget process on the state of an action plan to restore the Frenchman's Bay watershed. Mrs. Eleanor Wilson, the founder of Blaisdale Montessori School, said that this remark is commonly made by parents when they visit her school. First we toured the "Casa" class. Children aged three to five, were all happily engaged in activities of their own choosing: Pouring, polishing sweeping, using tweezers, tongs, ladles, funnels, locks and keys and dusters. All were activities that are found in the home, and, as Mrs. Wilson explained, help develop muscular co-ordination, concentration and self-esteem. I saw children using materials that refine the senses of touch, sight and hearing and writing stories -- in cursive! "Before the children leave this class," Mrs. Wilson explained, "they can often read at a Grade I 1 level" And Math! Using Montessori's unique math materials, by age 6, the children know their numbers from 0 to 9,9999 -- including adding, subtracting and multiplying with 3 digits! On the walls were maps that the children had made and labelled -- of Canada, Australia and the United States! Following Dr. Montessori's dictum, 'Give the child the best', children at Blaisdale are exposed to classical art, (at the entrance to the class was a picture of Renoir's `Two Seven paintings lined the corridor). Pictures of Beethoven, Vivald and Mozart illustrated the -Music of the Month", a feature that Mrs. Wilson introduced 31 years ago, in 1969, when the school was first opened. While visiting the Elementary classes for children ages 6 to 12, wide- eyed six-year old Carson told me, "The Casa was wonderful, but the Elementary was awesome!" The core subjects of Math and Language are still taught individually, as they were in the Casa (Pre -School). Encompassing "Cosmic Education" (Dr. Montessori's term). The curriculum includes basically "everything" explained the Elementary teacher including Botany, Zoology, History, Geography and even Paleontology and Astronomy as well as the Arts, Physical Education, Drama, Choir, Ballet, Karate and Chess. I observed 2 children working on a ten -foot, time line of the Prehistoric Age. Blaisdale also offers a Toddler program for children 16 months to 2 %, a Summer program and, in their 2 acre Pickering location, a class of 13 children ages 12 to 14 (Grades 7 and 8). Some of the children in this class have been at Blaisdale since they were Toddlers! the Montessori training, all of the staff are required to take the Adlerian course (for effective discipline) and the St. John Safety Course. French begins in the Caw class where the assistant speaks French most of the time. Mrs. Wilson, being very health -minded, ensures that the fluorescent lights are full spectrum, the children drink only filtered spring water and healthy refreshments and lunches are encouraged. The school is open from 7 a.m. to 6 p.m. Blaisdale is a member of the Canadian Council of Montessori Administrators. The CCMA is a professional organization dedicated to upholding high Montessori standards and encouraging professional development of its members. Blaisdale has a Montessori- trained Administrator, Heather Wilson, who received her A.M.I. (Association Montessori Internationale) training from Rehilde Montessori, Dr. -Montessori's granddaughter. () U 0 ng HPV: The most common sexual disease It's called the 'Human Papilloma Virus' (HPV) and its statistics are staggering. It's estimated 10 million Ili..-rth American women arc infected with HPV. But unlike other sexually transmitted diseases few people know anything about this viral infection. like how it causes genital warts in both sexes and cervical cancer in women. And if you think you're safe with a condom. think again. Dr. Joel Palefsky, a professor at the University of California at San Francisco, is an expert on HPV. He says there are over 100 papilloma types that can infect either the skin or the inner lining of tissues. For instance, you never forget the pain when the papilloma virus causes a plantar wart. Others attack the mouth and genitalia. Type ih. the virulent genital virus, is the one associated with genital can- cer, in particular cancer of the cervix (The lower part of the uterus?. The link between cervical malig- nancy and HPV was demonstrated in &L,e early 1980s by Harold /ur Hausen. a German virologist. No% we know there are 20 types of virus primarily infecting the vulva, vagina, cervix, penis and anus. Studies show 95 per cent of cervical cancer is due to the papilloma virus. Most people infected with HPV do not know it's present due to early lack of symptoms. The first sign that the virus is pre- sent is the finding of genital warts in either women or men. It's believed KO to 90 per cent of patients who carry the HPV virus will eventually devel- op genital warts. This happens within eight to 12 weeks following exposure to HPV. Fortunately genital warts are usu- ally easy to eradicate. Some doctors use lasers or freeze the warts using liquid nitrogen (cryosurgery). Others apply chemicals directly to the wart. -In women, another sign of the virus is when the Pap smear detects abnormal cells. Cells of the normal cervical lining appear as if they were lined up for military inspection. But as the virus invades the cervix tWzj. orderly arrangement breaks down. Cells gradually enlarge and the nu- cleus, the central part of the cell, be- comes irregular and eventually as black as coal tar. -441hat preventive measures can be taken against contracting this poten- tially life-threatening virus? Safe sex with a condom is the best defence against most sexual diseases. But unlike gonorrhea, chlamydia and AIDS the papilloma virus is transmit- ted more easily from person to per- son. Dr. Palefsky says the problem is the virus lives on the outside of the skin as well as in the vagina. Since condoms do not totally cover the outer skin the virus can make its way into the vagina and penis. Regrettably, there's no 100 per cent sure way to prevent contacting HPV if you're sexually active. Everyone must make love like the porcupine — very, very carefully.
