That represents a $4.5 -million shift from 1998 when Durham benefited from pooling by getting back about $400,000 more from other GTA regions than it paid. And, while Durham's share of the GTA pool increased last year, the total amount of pooled money spent in the Greater Toronto Area in 1999 actually dropped by al- most $77 million from the previ- ous year. Builder chosen for highJjoint school Public -separate facility to ease crowding in Ajax and Pickering AJAX — Construction will begin any day now on a ground- breaking, "marvellous" public and separate high school facility that will relieve crowding in class- rooms in Ajax and Pickering. BondSeld Construction Com- pany has been awarded the con- tract to build the first secondary school in Durham to be shared by both the public and Catholic boards. Bondfield's tender of $39,327,000 was the lowest of four bids submitted to build the multi -use facility on a 42.5 -acre site at Harwood Avenue and Ross - land Road in Ajax. Construction is to begin almost immediately, with a planned com- pletion next year so the schools can open in the fall of 2001. Jack Massie, Durham District School Board superintendent of facilities, predicts the 356,307 - square -foot school will become "a provincial showcase. "The magnitude of this specif- ic project really limited the amount of people who could bid on it," Mr. Massie says. The case, believed to be precedent - setting, is viewed as significant, espe- cially to police, in that it will ultimately decide the legalities of the growing cy- berspace sex trade. Lawyer Bradly Vance, 40, of Mary Street, Oshawa, David Franklin, 36, of Meadowview Boulevard, Bowmanville, and Mary -Anne Cicci, 29, of Bushford Street, Courtice, are charged with mak- ing and distributing obscene material and keeping a common bawdy house. They are also charged with making and distributing child pornography. The charges were laid in September 1998 after the Ontario Provincial Police child pornography unit, Project 'P', raid- ed Mr. Vance's Brock Street law office and a second -floor office on Mary Street West, both in Whitby. It's alleged a 16 - year -old girl and several adult women were filmed performing sex acts, their computerized images transmitted live on the Net to paying subscribers. The Web site, which the Crown is al- leging amounted to a "virtual reality bawdy house;' was shut down. Police seized computer systems, lap- tops, videotapes and recording equip- ment, as well as business records. The charges allege the Web site was operated by Grandstar Communications Inc., owned by Mr. Vance. The central issue to he decided by set a precedent Mr. Justice Ray Tallon is whether or not the business transactions which took place between the company and cus- tomers constituted Criminal Code of- fences of communicating for the pur- pose of prostitution and keeping a com- mon bawdy house. "The allegation is that, essentially, they were running a virtual reality bawdy house." Assistant Crown attorney Bryan Davies said in an interview Thursday. "The decision will give guidance to police and the community as to which types of commercial activity are accept- able (on the Net), and which are not;" he said. "I'm not aware of any case ever liti- gated on this issue. All of the parties in- volved, Crown and defence lawyers, be- lieve this to be a precedent -setting case:" All three accused individuals, who were released on bail after their arrest, are expected to plead not guilty. Oshawa criminal lawyer Alex Sosna, who is representing Ms. Cicci, said the position of the defence is simple: When legislation outlawing bawdy houses and prostitution was passed decades ago by Parliament, it was not designed to re- strict activities on the Internet. "The present legislation was de- signed for specific rectums and was cer- tainly no( intended to criminalize Web site contractual arrangement% between people. This information was all (passed) privately;" said Mr. Sosna. The trial, including legal submis- sions, is scheduled to last two days. The amount each region will pay or receive is determined by its growth rate and resulting tax base so that areas experiencing an increase in population and commercial and in- dustrial development will pour more into the GTA pool. Mr. Clapp told the finance com- mittee, "As long as our share of as- sessment is 7.07 per cent, we'll al- ways get a bill" The Region is also being punished because it was "responsible and saved money" last year, he said, pointing to the $5.2 million Durham trimmed from its costs that are fund- ed by all the GTA regions. "Durham was hurt (last) year. Our percentage of the costs (were) less than the weighted assessment of the pool;" Mr. Clapp said. In 1998, "we were winners, if you will, of $400,000;' he reminded politicians. Durham and Toronto were the only regions that year to re- ceive more money than they paid while Halton, York and Peel all had to fork out more than they got. In 1999, "Other regions (made) a greater contribution to Toronto, but we're all contributing nonetheless;' Mr. Clapp stated. Peel had to pay $85.9 million of Toronto's social assistance and social housing costs, York $65.9 million and Halton $41.4 million. Mr. Clapp noted in his written re- port there will be more growth in the 905 area than in Toronto. However, he cautioned, welfare caseloads are "cyclical" and will rise again. Craig Brown, financial manage- ment director of Durham's social ser- vices department, reported when pooling was first announced, the dif- ferent regions established a working group to look at service levels to de- termine if Toronto was offering better social assistance or assisted housing. "We were trying to come up with a formula to do a comparison;" Mr. Brown said. When all is said and done, which will probably be many years from now. the Clarity bill could be one of the most important bills in our histo- ry as it sets the terms and conditions for a future Quebec referendum. The hill, which was the culmina- tion of Prime Minister Jean Chre- tien's vision for a future showdown between Quebec and the rest of Canada, has now passed second read- ing in the House and is expected to easily pass third and final reading in the next few weeks. The Bloc Quebe- cois has tried in vain to filibuster the bill, but the Liberals, with some Re- form party support, have pushed the legislation along. The vote on second reading was 168-55. The bill mandates a Quebec refer- endum result will only be acceptable to Parliament if it contains a clear question and provides a clear result. What washed in the 1980 and 1995 referendums, when the question asked of voters was vague and re- ferred to sovereignty association with Canada after separation, would not wash this time. The question would have to be about a clear. clean sepa- ration and Quebec's establishment as an autonomous country. Also, the vote would have to be well above 5( per cent plus one in favour in order for Canada to negotiate with Quebec That's clearly what the Clarity bil. says. Those who suggest this is not the time to pass such a law in Parliameni would like to have it both ways. They criticized the government for not re- acting quickly enough in 1995 and doing little as Quebecers voted to re- main in Canada by only a paper -thin margin. Now, while the mood for separation appears at a low ebb in Quebec, it makes perfect sense - and has been backed up by the Supreme Court of Canada - to set the terms for Canada's role after the next referen- dum. Strike first and be firm is the Prime Minister's strategy and it should work. Why give the separatists the edge:' Vk'hy allow the forces of divi- sion a chance to gain a toehold? If the Clarity bill is effective and ac- cepted by all sides, it could be the law which puts to bed forever the an- tics of Quebec separatists. Homework, assign- ments and tests fill our days in order to make the percentage cut- offs into the post -secondary institu- tions of our dreams. Yet this is merely the beginning and, as it will seem down the road, the easy part: Getting in is only half the halide. Unfortunately, as each year passes, fewer and fewer students will actually make it to university. It has recently been discovered that the Ontario government is planning an $800 -million• cut in education — $160 million of which will be - .v phased out from subsidies given to universities and colleges over a three-year period. Tuition fees have been on the rise since freezes wen lifted two to three years back. With this propos- al, it is inevitable that tuition fee's will rise significantly if the cuts are finalize. In this case, there will un- doubtedly be an establishment of privatized post -secondary institu- tions. The gap between the rich and the poor will widen even further. In addition, student loans will be even more difficult to get. For those deemed nLWy enough, they will be burdened with inflate in- terest rates on top of their loan pay- ments for several of their post- graduate years. In turn, many will avoid this route, and a large num- ber of exceptional students will be unable to afford the quality educa- tion they deserve. And, finances are not the only -- ---- -- -- problem. It might have been palatable as a once in a while convenience at first, but a recent change has driven me away from the 407 like it was a disease: the late charge fee in the billing process. Imagine the average procrastinator putting off paying the bill for a few days, or like most, misplacing it for a time and having to pay something like $40 for one trip. Sure, all the people out there who pay bills immediately are laughing off that scenario. Let the losers pay for being stupid enough to wait. Different levels of government have always been there to help Canadians get through their daily lives a little cheaper in theory since we pay such a high amount of tax to all levels of gov- ernment each year. Yet now more and more roads are going to be built that allow private companies to gouge us when they can. And why wouldn't they if it's within their power? The government found a way to spend our tax dollars wisely in the past to build an adequate network of roads. Those roads have definitely needed a lot of money over the years to main - twin, but isn't there still a way to add to the road infrastructure without yanking a few more dollars out of our pockets? On one hand, maybe if the big spenders take to the new roads, the old highways will be a little less congested and the cheap people like me will be able to get around a little easier on the free highways. But let's look at putting a limit on what is fast becoming a new big business in this province. If there are not enough specific con- trols put in place on how high people can be billed for the use of toll roads, it will mean only wealthy drivers can use the toads and our current roads will continue to be congested, in need of constant repair and generally unsafe as they already are. "The easiest way to fix the disabled per- mits is by putting the (person's) picture on the front:' says Pickering resident Marty Martel, a long-time handicapped people's advocate who's urging the Province to revise the current permits. "It's the best way to have people stopped from duplicating permits and using other people's permits.- Disabled ermits"Disabled parking permits, issued by the Ministry of Transportation of Ontario (MTO) to an individual, entitle the vehicle in which the permit is displayed to be parked in a space designated for parking by handi- capped people. The permit must be displayed on the dashboard or sun visor. "To qualify for this permit the individual must prove that walking unassisted for more than 200 metres would cause serious diffi- culty or danger to safety or health:' the min- istry reports. "This certification may be ob- tained from a licensed physician, chiroprac- tor, physiotherapist or occupational thera- pist." However, despite those guidelines and be- cause permits are issued to individuals and are not permanent fixtures on a vehicle, Mr. Martel says they can easily be borrowed and even copied by someone who is not disabled. "We know for a fact that some people are copying the permits, some arc just using mom or dad's permit because it is conve- niently (displayed) on the sun visor or dash- board of the car, and others are borrowing permits from disabled friends:" he wrote in a recent letter to Transportation Minister David Turnbull, urging the Province to in- clude photo ID on the permits. "As a disabled person myself, I would like to suggest having our photo on the permit the same as on our driving licence or on our health card. This would enable the police or the bylaw (officers) to see that the driver or passenger in the parking space is there legit- imately and not abusing the system:' Mr. Martel maintains - He figures the cost of revising the permits Pickering teen charged in robbery PICKERING — A I4 -year-old boy, who is on probation, was arrested and charged two days after another teen was threatened with a screwdriver and robbed in a mall parking lot. By MaryAnn Franko D.C. of Pineridge Na turar Health Attitude is Everything!! With Valentine's Day comes thoughts of others - and so it should be. Just as important is taking care of yourself. I had "THE FLU" over the holidays which so many have succumbed to. Some people think that I should never get sick. because I'm a doctor and that I get some iq)ecial dispensation and am immune to all disease. I wish it were so. Then every- one would just have to glean a great tome of knowledge and there would be no more illness. But there is a vast array of knowl- edge these days particularly in THE NEW WORLD and vet we have more disease than ever. And there always seems to be some disease that a particular society is cominced will eat them up. It d ,esn't mean that if you believe what I be'.ieve you will always stay healthy. You have to do something with the knowledge in order for it to work for you. l am no different. With all the knowl- edge 1 have 1 should be able to live to be 135 years old...if only I acted on every- thing I know. I jokingly talk about people joining my "200 CLUB". Not that we actuall- think that we would live to be 200 but to support each other in doing some of the ,pings that are known these days that would help us to live healthier, happier lives. So many people say to me that they would never want to live that long and if I think about the sad state of affairs of so many of the elderly I might feel the same way. My grandmother lived into her 90s and except for her knees giving up she was all there until the last few months. She used to say that what happens to you in life is just a state of mind. She'd say if you don't want to grow old, you have to die young. 1 once sent her a birthday card that read, "If I had known I was going to live this long I'd have taken better care of myself". She laughed heartily because although she was quite healthy, there were still things she could have done to improve the quality of health that she experienced. It is so important, I have found, to take responsibility for your actions. If you ate too many sweets or rich foods or just plain ate too much over the holidays, just say so and move on to doing something different. And if we've gained weight because of it then we just simply need to cut down that much more and exercise that much more to counteract the behav- iour that lead to the sickness or excess weight or whatever. The first step always is to take back the responsibility for our actions. If you give it away to someone else expecting a health professional to fix you or blaming your state of affairs on another family member or someone or something else you will continue to remain in hot water. Instead, taking; ownership for your own state of being, you take back your power to act. Your hands are no longer tied. And away you go. You can do just about anything you want to ... within the context of the laws of nature. It's not what happens to you that really counts when all is said and dome. The Myth About Attention Deficit Disorder (ADD) By: Rory Sheehan, B.A., B.Ed., M.B.A. Before we brand any child with a label, we should consider the implications of what we are doing. One of the most common, and most dangerous labels used by educators today is Attention Deficit Disorder, or ADD. When a child is not paying attention, or not focused on the assigned task, there seems to be a tendency to label the child as ADD. Unfortunately for the child, once this label has been affixed, it becomes difficult to remove. Parents need to take a more active role in the education of their child, and challenge the use of this destructive label. Consider what ADD means in context. As an adult, have you ever sat through a boring meeting at work'? Have you ever lost interest in listening to a speaker'? Or maybe you could not see the relationship to the information being presented in your job. Just because you are not focused on the information being presented, does that automatically mean you should be labeled as ADD? Of course not. ADD could be described as an excuse used by a poor presenter to shift responsibility to others for not listening. After all, if the speaker was interesting, and the information relevant, would the presenter not have your full and undivided attention? What would your reaction be, as an adult, if a speaker suddenly pointed to you and labeled you as having a "Disorder" simply because he was not holding your interest'? Would you accept this assessment, or would you push responsibility for the poor presentation back to the speaker'? The answers to these questions may seem obvious for adults working in an adult environment, but the same situation is handled much differently for a child in school. Parents are often too quick to accept the assessment and labeling of their child. It would be far more beneficial for the child if the parents were to question the validity of these potentially destructive labels. The focus should be on dealing with the true underlying cause of any challenges faced by the child rather than simply affixing a label. When we look at ADD in the context of how we react to presentations as adults, we can see that ADD is not a disorder at all. It simply means that the child, or adult, is not focused on what the presenter wants them to focus on. But they are focused on something. They may even be focused on how boring the presentation is, but they are still focused on something. There is no disorder. So the next time someone talks to You about a child, or an adult, who has ADD, ask that person what the child or adult was focused on. If their attention was not on the presentation, their attention had to be on something, what was it? Hopefully, this will send a message to the person doing the labeling, that ADD is not an appropriate label, since the individual did have their attention someplace.
