Durham Regional Police re- port a car driven by Andrew Per- saud, 19, of Pickering, was enter- ing the intersection of Liverpool Road and Pickering Parkway around 9:15 a.m. when it was struck by a Toyota 4 Runner dri- ven by Andrea Woloszczwk, 43, of Scarborough. Mr. Persaud's car then collided with a vehicle dri- ven by Frans Gezink. 69, of Pick- ering. Joyce Persaud, a passenger in the car driven by Mr. Persaud, suffered serious injuries and was rushed to the Ajax and Pickering Health Centre. where she was pronounced dead. Alcohol was not a factor in the accident, police say. Anyone with information on the accident is asked to call the Durham Regional Police Traffic Management Unit at 683-9100 or 579-1520, ext. 5267. Durham council voted Wednes- day to aim for a 2000 budget that won't increase the Region's portion of property tax bills this year. And, any money required to ensure Re- gion taxes are frozen will come out of the Rate Stabilization Fund (RSF). And, there appears to be considerable confusion among area politicians over which level of local govern- ment is to play the lead role — the Region or Durham's Towns and Cities. That was evident during the Regional council meeting Wednesday. Scugog Mayor Doug Moffatt told colleagues, 'A couple of people have asked me who's carrying this for- ward." Durham councillors met for a two-day retreat in early January at Fern Resort in Orillia where they came up with eight recommendations to reform local government. One proposal is to retain the two levels of local govern- ment, with the Region's px)w- ers scaled back and munici- palities given more responsi- bility. The Region also encour- ages potential amalgamations and wants the local munici- s municipalities palities to work out solutions by the end of June. The sire of Regional council will be considered after local restruc- turing is completed. Durham Chairman Roger Anderson reminded politi- cians what they'd agreed to at their retreat. "I thought we were fairly clear at Fern the Region wouldn't be the lead on what the local municipali- ties do in terms of amalgama- tion and governance. 'I -he direction was clear. You're going to live with two tiers. It doesn't say what you'll do. You'll be the lead on this. You don't want us to be the lead" Brock Mayor Keith Shier agreed municipalities should take the lead role on reform. "We don't want Regional council to be the guiding light." Mr. Anderson suggested Durham's eight mayors meet to come up with a plan on leading reform. And, council has ordered traditional Region departments, such as works, health and social services and planning, to hold the line on spending this year. A final budget is to go before Durham council in late March. One of the most controversial recom- mendations brought before council sug- gested the Region take money out of the RSF to offset any potential tax hike. That fund contains approximately $22 million as Durham had $16.5 million in the reserve at the end of 1998 and the Region was running a surplus of about $5 million at the end of October. Ajax Mayor Steve Parish tried un- successfully to convince colleagues against raiding the RSF. "It's somewhat unwise to go into a budget process pre -determined to go into the Rate Stabilization Fund;' Mayor Parish said. He fears Region staff and councillors won't try hard enough to find savings, knowing they can take money out of re- serves. I favour taking it out so we don't have it hanging out there like a carrot" Pickering Councillor Rick Johnson concurred that the RSF should only be touched if it's absolutely necessary to give ratepayers a break. "Taxpayers have already put this money in at one time" Coun. Johnson noted that. before the recession of the early 1990s. Durham was spending about $20 million annual- ly on road improvements. They must not be exploited as commodities, especially not as sex oh- je:ts to be used by child pornographers and the perverts who consume such trash. So. Pickering council members de- serve praise for their decision Monday to lobby the federal and provincial gov- ernments to take a stand against child pornography. Now. their fellow politicians on Town and City councils throughout Durham should immediately follow suit. They shouldn't wait to be asked to pass similar resolutions by the: Federa- tion of Canadian Municipalities, whose support Pickering is trying to enlist. The time to act against child pornog- raphy is now. Especially since in the eyes of the judicial system possession of the repugnant material is not illegal. The British Columbia Court of Appeal proved true the adage that —the law is an a%s" when it upheld a B.C. Supreme Court ruling allowing a man to keep child pornography because he has a right to freedom of expression and per- sonal privacy. The federal Supreme Court has heard the Province of B.C.'s appeal but isn't expected to make a de- cision for months. In those intervening months. we wonder, how many youngsters will he lured by deviant pornographers, even drugged perhaps, into giving up the childhood innocence that is their right, just for the salacious entertainment of some twisted individual' None should. As Pickering Council- lor David Pickles put it to his colleague's at the beginning of the week. "Having to request that appropriate laws be upheld in the federal courts quite frankly dis- gusts me" It should disgust any right-thinking person. Further. Coun. Pickles argued, the Province and the feds must "give the ut- most priority to the protection of chil- dren from sexual exploitation. We have to give police and the courts the author- ity to charge (people who possess child porn)" Durham's elected officials shouldn't have to look too far for support from politicians at the provincial and federal levels. After all, if Ontario Attorney General Jim Flaherty had the tirne and the inclination to bring in the Safe Streets Act outlawing squeegee kids and aggressive panhandling in Toronto, surely the Durham Centre MPP can de- vote some erwrgy to fighting a n:al scourge like child pornography. And. Pickering -Ajax -Uxbridge MP Dan McTe:ague, whose: private member's bill cracking down on criminals who lead police on chases was the first piece of legislation of its type to be passed on Parliament Hill recently. would surely relish the challenge of convincing feder- al lawmakers to ban possession of this type of pornography. Unfortunately and predictably, the- message hemessage of "high taxes as the root of all problems" is a popular one and has been used successfully by the major oil companies to divert attention from them to government. Letters make one's da`,v Nothing like the old way of communicating Nowadays they call it 'snail mail' and people are too busy to use it. -E-mail me," or 'Send it by fax:' are words heard daily, not only in the business world but also in the world of social intercourse. I use E-mail. It's fast and practical. It's also exciting to turn on the com- puter and find a message awaiting my perusal. Would these people have entrusted such intimate thoughts to cyberspace where others might find them or with a touch of a key erase them? At any rate, I intend to continue to enjoy hand-written letters from friends who care enough to write on flower -bedecked stationery and `snail mail' letters to me. However, taxes do not ex- plain why Canadian gasoline (ex - tax) is generally higher than in the U.S. nor does it explain the price uniformity or the price volatility that is evident in the Canadian gasoline market. The price of gasoline is deter- mined by the marketplace, as is the case in other industries. If the mar- ket is competitive, the most effi- cient company succeeds in direct competition with less efficient 1 firms and the consumer benefits. However, it is our position that the Canadian oil industry is uncompet- itive as three national refiner -mar- keters control over 85 per cent of the wholesale market and 80 per cent of the retail market in Canada. , As such, the Canadian gasoline market, and as a result the price to consumers, is uncompetitive. In contrast, the U.S. market displays all the traditional characteristics of competition with no retailer con- trolling more than 15 percent of the market. The Canadian, government can play a role in ensuring consumers' interests are protected by enforcing competition laws the way they were intended. Given the current market structure, we do not believe that a tax cut will benefit con- sumers. We agree with Mr. McTeague that resolution to the issue of gaso- line prices is only possible through public policy initiatives. This is the fust step in restoring true competi- tion in gasoline retailing and we be- lieve the only guarantee to con- sumers that their interests are best served. You win, you collect. You lose, you pay- But ayBut the realities of sports gam- bling can go much deeper than just who wins and loses. For someone who crosses over the line from a recreational bettor to the world of an addicted gambler, the repercussions can have an adverse affect on family and professional life. The roved to make a bet consumes every waking moment, sending a compulsive gambler into a down- ward spiral of self-destruction. "It takes over your life," says Dale (not his real name), an admitted gam- bling addict from the ages of 12 to 47, who has kicked the habit since enrolling in the Gamblers Anony- mous program in 1996. The Durham Region resident says the addicted gambler lives in the cocoon of a "fan- tasy world" and is consumed by the action associate with making a bet. "Yew wake up thinking about the action for the: day, and go to bed thinking about the action that hap- pened and wonder where you are going to get your next fix for tomor- row. That's the merry-go-round you're on. Your whole life evolves around the next fix.' For Dale, gambling was a way of life while growing up in New York in the 1960s. The stages for him pro- gressed from shooting pool and play- ing poker at the age of eight, to plac- ing bets with a bookmaker by the age of 12 on professional baseball or football games. The relatively easy access to ille- gal bookmakers and the motives he - hind making a bet made gambling an attractive venture. Despite his young age, his money was just as well re- ceived as that of an adult. `There were bookmakers in every barbershop on every block of the street in our area," he said. A big bet can hurt them on a given day or week. "For me. I wasn't happy with the style of life. My parents were very careful with their money and I was the opposite. I wanted to have the things that 1 didn't have and my par- ents couldn't supply" Establishing a mail-ordLr busi- ness at the age of 12 supplied Dale with some of the money to fuel his gambling. The rest came from being a "professional shoplifter" with the rest of his friends, he recalled. While his motive at that timewas financial gain, that isn't the number -one rea- son that compulsive gamblers place bets. Randy Uyenaka, a gambling counsellor at Pinewood Addiction Centre in Ajax, says financial gain actually places fourth on the list of attractions. Gamblers. he says, are driven by the excitement, challenge and enjoyment associated with plac- ing a bet. "Just engaging in the activity (of gambling) is quite rewarding:' for the compulsive gambler said Uyena- ka, adding that winning or losing be- comes secondary. "Gamblers think they have a strat- egy and a way of beating the system. They believe they can beat the odds:' he says. With that in mind. Glengrove Public School is launching a breakfast program for pupils Wednesday. Feb. 16. But, it still needs help from the community to ensure chil- dren start the school day with a full belly and a yearning for learning. Bagels, hot and dry cereal and more will be on the menu for youngsters who take advantage of the breakfast program which will be offered in Glengrove's staff room every school day from 8 to 11:30 a.m. Students "are going to come in, enjoy a nice meal, talk to their friends and maybe watch a car- toon:' says Mike Orser, school community council chairman. "It has to be a completely positive experience for each child" Mr. Orser reports he tried to start such a program two years ago, but there was no support for it. This time around, he says, he's found a lot of interest and six parents have volunteered to par- ticipate. Glen rove principal Neil Simpson says there will he no stigma attached to the program as community children arrive at school hungry for a variety of reasons. There might not be enough food in the house for breakfast; working parents may already be out the door in the mornin- be- fore their children have to leave; and some youngsters just aren't ready to cat a meal at 7:45 a.m. Mr. Simpson reports the pro- gram will also offer kids a chance for morning socializing. He has experience in other schools where breakfast was of- fered to students, and has seen first-hand the benefits. "When I think back to Sir John A. Macdonald (Public School), I know that we were feeding kids on an as -needed basis," recalls Mr. Simpson. "I think teachers found they settled down more, and that settling al- lowed them to be able to learn more" Meanwhile, Mr. Orser says the breakfast program needs more parent volunteers and cor- porate support to become a suc- cess. Two volunteers had little luck when they went out knocking on doors of area businesses for do- nations of money and acces- sories, he says. Mr. Orser also notes a refrig- erator is one item that's badly needed. As an engineer, I'm proud to work for a company where safety comes first. I also understand that people - including my own friends and family - want to know more about how an earthquake would impact our nuclear stations. Here are two of the questions they ask me... ' Q In the past few months there have been a number of small earthquakes in the Pickering and Ajax area. Should I be concerned about the Pickering Nuclear generating station? A In my opinion, there is no reason to be concerned. The station is designed to withstand all kinds of unlikely events, including an earthquake. Pickering "B" was designed according to the latest nuclear industry seismic standards. The station was built to withstand a severe earthquake of Richter Magnitude 6. Pickering "A" is undergoing upgrading and strength- ening to improve its resistance to earthquake damage. Recent assessments have confirmed that normal safety factors used in the design of Pickering "K' would enable the plant to withstand earthquakes greater than Magnitude 6. All Ontario Power Generation's nuclear plants were designed and built for strength, with very robust structures and components that include four -foot -thick concrete walls. As well, all key safety-related structures and components are seismically qualified. To put this in perspective, a nearby Magnitude 5 earthquake would have no effect on heavy industrial structures like the Pickering Nuclear station but could cause minor structural damage (masonry chimneys, plaster and block wall cracking) in area houses. Seismo- logists tell us a Magnitude 5 occurs in the western Lake Ontario area about once every 100 years, a Magnitude 6 about once every 1000 years. Q What is Ontario Power Generation doing to monitor seismic activity close to the station? A Ontario Power Generation has an extensive seismic program at its Pickering Nuclear station. Using seismometers capable of locating even small magnitude earthquakes, we have monitored earthquake activity in the region for many years. In -plant seismic monitoring instrumentation directly records the effects of earth- quakes on safety-related structures and components. Recent earthquakes felt in the area have had no effect on station operations. We also fund ongoing investigations of site and regional seismicity and sources of possible earthquake activity. Durham Regional Police Sergeant Jim Grimley said the victim was ap- parently involved in an altercation with an I i -year-old boy on Feb. I off the school grounds. The next day the 11-year-old's stepfather went to the school and con- fronted the 12-vear-old outside, Sgt. Grimley said. "It's alleged the man identified himself with a private investigator's badge: before arresting the 12 -year -ofd student and unlawfully detaining him;' said Sgt. Grimley. "It's our understanding (the man) wasn't happy with how the school had handled the previous incident" Police weren't notified of the inci- dent until after the 12-year-old's mother learned what happened, he said. Daniel Lawrence Freed, 28, of Finch Avenue, Pickering, was charged Tuesday with forcible confinement and assault. He was released to appear in the Ontario Court of Justice, Os- hawa on March 23. Sgt. Grimley said Mr. Freed has been licensed as a pri- vate investigator in Ontario since 1998 and had been issued a handgun carry- ing permit, which police seized. Region to hire social housing boss With a S34 -million price tag, social housing is one of the larger components of Durham's budget, so Re- gional council has decided to hire a director to oversee the provision of subsidized shelter to the area's needy people. Social housing was one of the areas downloaded by the provincial government to Regions two years ago. While Durham has picked up the cost the past two years, the Province contin- ues to administer social housing. Durham council decided Wednesday to hire only a director of social housing and not establish an entire department which would create another bureaucracy.
