"We don't know what has hap- pened," Cobourg Police Acting Sergeant Delkie Curtis said after the Durham Regional Police dive team spent a few hours searching Lake Ontario. Stanley Gordon Muir, 41, of Pickering, was reported missing to Durham police Monday. The fa- ther of two had gone to Cobourg to watch the Super Bowl and didn't return home. "Durham (police) called us and we started searching. We found his car Monday behind the liquor store then called in the OVERT (Ontario Volunteer Emergency Rescue Team) to help search the area,' said Acting Sgt. Curtis. Police also said records show a bank card belonging to Mr. Muir was used in Cobourg Monday. During a search of the harbour, a cadaver dog reacted strangely to a newly -made hole in the ice in the harbour, said the acting sergeant. A second dog called in also acted as if something was in the water. "We contacted the dive team and they carne out but nothing was found," said Acting Sgt. Curtis. See BANK page 4 Another Scream! Stuff Writer Fewer Ontario pupils are defaulting on their student loans at post -secondary insti- tutions across Ontario, in- cluding Durham College, re- ports the Province. Dianne Cunningham, Minister of Training, Col- leges and Universities, an- nounced recently the overall default rate at Ontario's post- secondary institutions dropped almost four per cent in 1999, down to 18.2 per cent from 22.1 per cent in 1998. And, at Durham College, the percentage of pupils de- faulting on their student loans has dropped by approximate- ly eight percentage mints over the past year, reports a college official who expects those numbers will continue to fall in 2000 as students be- come better educated about the financial implications of attending a post -secondary institution. "I think students and grad- uates are becoming much more savvy with their fi- nances (and more knowl- edgeable about) the cont of an education and the expccta- tions when they graduate;' says Margaret Greenley, di- rector of student services for the college. Seg, far more laurels than darts greeted the provincial government's announcement the other day that it will increase funding for special - needs students and improve the qual- ity of special -education programs it delivers to those %oungsters. Those youngsters are most at risk among our precious children of falling behind in the school system if they don't get extra support beyond that which is available in most class- rooms. If learning is difficult for them — or worse. almost impossible — there's a good chance they'll drop out of school at an early age. A young person without a proper education is a future adult with little or no mar- kctahle job skills. And, an unemploy- able individual will likely one day join the welfare rolls, becoming a burden on the taxpaying public. Thus, we can either pay now to help special -needs children or pay later to support them through social assistance. Any reasonable person would choose the former option. And that's the option the Ontario government chose when Education Minister Janet Eckcr revealed (Queen's Park plans to increase fund- ing on special -needs students by $40 million next vear and that the Pro- gressive Conservatives will imple- ment provincewide standards for spe- cial -education programs as part of a three-year initiative to improve ser- vices for pupils who most need extra help. Ms. Ecker, who's also the MPP for Pickering -Ajax -Uxbridge, said her Tory party has listened to the de- mands of educators and people with special -needs children. "Parents of students with special needs want to know that their children will receive the right support and services. They've told us that we need to do a better job of making sure their chil- dren get the support they need to re- ceive a quality education" And, those youngsters should get some extra help toward a quality ed- ucation under the changes announced by the government. Many education officials in Durham think so. "We are very pleased to see that parents' and school boards' concerns have been recognized by the ministry;' says one. School board administrators here would have liked to see more money provided for special education. They also have some concerns about how the government's plans will be imple- mented and whether the Torics will provide the necessary funding to back up their announced initiative. But, the initiative is a start — a very welcome start — to providing extra help for the school children of Durham and all of Ontario who need it most. I wish he were the only per- son who was in support of the Gan Eden project. It is short- sighted, selfish people like him who think building homes c,*cry- where regardless of the location is our God-given right. His arguments are lame. To say the environmental issue is phony is ridiculous. The Oak Ridges Moraine is a very signif- icant natural water source that Shannon Hill, forms the head waters for sever- Ajax Anita Wittyhopes toputtimes behind her al local rivers, including the Rouge River. Mr. Coughlin should get his priorities straight. People aren't trying to exclude others from liv- ing in Uxbridge or contributing to the homeless problem. If we keep building on marsh land, farmland and fresh -water aquifers, we won't have food or clean water. When that occurs, the fact that people will have to find another place to build their new homes will not seem like such a crisis. To the editor: My family and I wish to make the following statement regarding the circumstances of the past 16 months. First, we would like to extend our heartfelt thanks and appreciation to all our wonderful friends, business associates, family members and those in the community whose con- stant support, encouragement and loyalty have sustained us throughout this difficult ordeal. In 1998 my two daughters and I were approached individually by well-respected friends who request- ed we join an investment group for women. Assurances were given this group had existed for many years and more importantly to us was its complete legality, provided specific guidelines were followed. They ad- vised us legal counsel had been sought confirming this. Independent inquiries were additionally made by us and we discovered long-term ac- tive participation by many persons including prominent business peo- ple. Feeling confident with our re- search, we joined. After participat- ing for a short time my daughters and I were charged with operating an illegal scheme. We were shocked and emotionally devastated. Ironi- cally, our name had surfaced from an off-duty police officer who at- tended a meeting, invited by her friend to consider joining. While we have come to an arrangement with the Crown, our decision was reached reluctantly after giving it great time, delibera- tion and consideration. Initially, we intended all the facts be presented before a fair and impartial judge. We felt confident the decision of a trial would result in our favour. However, we finally decided against this course of action for the following reasons. The law is supposed to be equal- ly fair to all citizens. Unfortunately, in our case this is not true. Due to our visibility in the community, my family has not been treated as fairly as other people charged with the same offence. The cases of all the other women in Durham Region were dealt with in an expeditious manner and were resolved months ago. A public trial would have re- quired many people to appear as wit- nesses. Some of these people are high-profile members of the com- munity. We were concerned we would be placing some of these peo- ple, including a number of our friends, in very difficult positions. We were concerned these people would be exposed to publicity, suf- fering the emotional turmoil we have endured these past 16 months. The legal fees for a trial are exor- bitant and even if we were exonerat- ed I am reasonably sure an appeal to the Supreme Court would have fol- lowed causing additional defence fees and emotional turmoil for many years. My family and I decided we would rather assist worthwhile char- ities, rather than spending it on addi- tional legal bills. We have made vol- untary donations to the following charities: $50,000 to Ajax -Pickering General Hospital, $15,000 to Ajax - Pickering United Way, $10,000 to the Community Foundation of Durham Region, $5,000 to Hearth House (cancer support), $5,000 to The Native Canadian Centre (chil- dren's programs). As you know, I have been active- ly involved in many of these organi- zations, both financially and physi- cally, raising millions of dollars. In addition to a number of other awards, I was very honoured to have received the Pinnacle Award from the Community Foundation which recognizes dedication and commit- ment to our community. As you can see, I have spent half my life devot- ed to serving Durham Region. I never would have knowingly be- come involved in any illegal act. In spite of this, we are hoping these very difficult and troubling times are behind us and we will do our best to return to our normal lives. As Nature Intended Problem: My kitchen and powder room cupboards are of natural oak. Most of my furniture is stained Mahogany. 1 am considering staining my banister a Cherry Mahogany and painting the spindles white. Is it OK to have such a mixture of wood colors? Solution: Absolutely!!! Nature has always been a source of inspiration for interior decorating. It is somewhat ironic that although we don't consider it odd for more than one type of tree to grow in a single forested area, and would never consider informing an Oak tree that it should move from beside an Elm, we often do that with our furnishings. The same rule that apply to wood in nature — applies to wood in our interiors. So what arc the rules that nature follows in creating a cohesive, interesting whole? 46 A scene is composed of many colors. That is why nature is always interesting, never dull. ❖ No color is uniformly even. A"ithin each color landscape there are thousands of varying hues, shades and tones. ❖ Higher ratios of neutral colors, than there are of bright accent colors. This allows for small areas of interest and impact. ❖ There is a ratio between shininess and dullness. \lost natural landscapes do not sparkle, glitter or shine. Landscapes have a matte finish although within the seeming dullness there are some bits of' glitz — like the flecks of glitter from the dew in the mornings, to the refracted light bouncing off the lakes, to the sunlight bouncing off the leaves of a tree. 1% Pattern and texture is even -where. It may not seem so from afar but, on closer inspection you note every leaf is veined, every trunk is textured, each rock has a crevice. So, if your furniture is mostly cherry hued mahogany, a cherry stained banister would complement it greatly. To use natural elements in our interiors is purely an extension of the attitude that nature holds the greatest beauty we shall every know in this life. Therefore, let's use nature the way nature was created — with tremendous variety! Editor's Note: This is a continuing series of articles. The Panthers (10-31-4 for 26 points with two paints for two overtime losses) continue to dwell in last place in the nine -team South Conference standings.
