The Province's plans to +in-
icmase funding for special -needs
:students and to improve the quali-
s. sty of special -education programs
across Ontario is good news for
Durham's two school boards, offi-
cials say.
Education Minister Janet Ecker
r. announced Thursday Queen's Park
plans to increase funding by $40
million next year and that her gov-
ernment will implement
provincewide standards for spe-
cial -education programs as part of
a three-year plan to improve ser-
vices for special -needs pupils.
"Parents of students with spe-
cial needs want to know that their
children will receive the right sup-
port and services;' the Pickering -
Ajax -Uxbridge MPP said during a
press conference at a Unionville
school. '"Ibey've told us that we
need to do a better job of making
sure their children get the support
they need to receive a quality edu-
cation. They have also told us that
they were often frustrated by their
lack of voice and role in making

Paramedics in Durham Region
have been authorized to ignore crit-
ical care bypass status at local hos-
pitals if a delay in getting treatment
put-, critical patients at risk.
The directors of the base hospi-
tal advanced life support program
and Durham Region Emergency
Medical Services have sent letters
to all paramedics and hospitals in
the region informing them of the
critical care bypass override.
Starting early this week, para-
medics will be able to take certain
critically -ill or injured patiehts to
the nearest ER. even if that hospital
is operating under a CCB, which
normally meads no ambulance pa-
tients will be accepted. The override

piratory arrest or in danger, those
who have been resuscitated, are un-
dergoing persistent unusual heart
rhythms or those in severe medical
or traumatic crisis who aren't re-
sponding to paramedics' efforts.
Toronto paramedics are already
operating under similar orders, put
in place after an 18 -year-old asthma
patient died after being directed
away from the closest hospital.
"It's just to be consistent in ap-
proach for all the ambulances in the
area;' said Richard Armstrong, di-
rector of Durham Region Emer-
gency Medical Services, which
oversees land ambulance service in
the region. "We'll all be treating

Durham OKs revenue-sharing deal with Scugog Mississaugas MA PBJ
Durham Region has approved a
revenue-sharing deal with the
Mississaugas of Scugog Island
that could see thousands of dollars
flow into municipal coffers.
Under the agreement, Scugog
Township will get 30 per cent of
the revenue the Mississaugas re-
ceive from slot machines at the
Great Blue Heron Casino, while
Durham will get 10 per cent.
The Mississaugas are to get
five per cent of revenue, after the
payout, from the Ontario Casino
Corporation from slot machines
that are to be installed and operat-
ing by this spring.
At a Regional council finance
committee meeting on Jan. 19,
Scugog Mayor Doug Moffatt said
his community could get
$200,000 while Durham could re-
ceive $50,000.
However, at the Regional coun-
cil meeting on Wednesday, Os-
hawa Mayor Nancy Diamond
questioned the agreement, saying
it favours the Mississaugas and
doesn't protect Durham from fu-
ture costs.
"The whole reports speaks of
'we have to do it or else';' Mayor
Diamond said. "This sets a bad
precedent for the Region. I won't
support something so open-ended,
one-sided and which could cost us
money down the road"
Regional Chairman Roger An-
derson defended the agreement by
saying "'Misdeal is with the Mis-
sissaugas. You're comments are
with the Ontario Casino Corpora-
tion"
The Mississaugas own the
building housing the casino, but
Gas price task force to roll through Durham
Local residents feeling the
pinch at the gas pump are invit-
ed to provide input at an upcom-
ing forum with the provincially -
appointed Gas Prices Review
Task Force.
The four -member task force,
which is co-chaired by Durham
MPP John O'Toole, will hold
consultations in Durham Region
the week of Feb. 28. Specific
dates and locations for the con-
sultations have not yet been an-
nounced. The task force, formed
last November, is to conduct an
investigative review of high and
volatile gas prices.

Ecstasy bust
PICKERING — Two men face
drug and weapons charges after police
seized 80 pills of the designer drug Ec-
stasy in Pickering.
Durham Regional Police said short-
ly after midnight Thursday constables
Dave Wright and Tony Whetham, of
the recently -formed Ajax -Pickering
Community Resource Enforcement
Unit (CREU), noticed a vehicle in the
parking lot at 1211 Kingston Rd., near
Liverpool Road, with fogged windows
and the engine running.
After a brief investigation, two oc-
cupants were arrested and the vehicle
was searched, police said. In addition
to the Ecstasy pills, worth roughly
$3,200 on the street, officers seized
$4,500 cash, an extending baton, pep-
per spray and drug paraphernalia, po-
lice said.
Jimmy Kim, 23, and Simon Chu,
24, both of Toronto, are charged with
possession of a controlled substance
for the purpose of trafficking, posses-
sion of the proceeds of crime and pos-
session of a dangerous weapon.
Both were to appear in Oshawa bail
court Friday.

death of the Toronto man.

allocate existing beds, monitors
and resources to accommodate the
new patient.
The override is a temporary
measure, Mr. Armstrong said. He
wants to meet with all concerned
parties to work out a solution
agreeable to everyone and in the
best interest of patients, he said.

Emergency must be open
for most ill people at all times
It's a matter of life and death.
The policy of redirect and critical
care bypass has been an unhealthy sit-
uation for Ontario residents over the
past few years. Earlier this month, an
18 -year-old Toronto man died from a
severe asthma attack. Though severely
ill by the time paramedics reached him
at home, the young man died in the am-
bulance after paramedics were directed
to a distant hospital when the nearest
one was on CCB and not taking any pa-
tients no matter how critical their con-
dition.
Here in Durham, with an over-
crowded Ajax and Pickering Health
Ccntre site and other arca hospitals
burdened down with patients, redirect
and CCB have been the rule rather than
the exception. It's a policy tx-)rne of the
need for each facility to operate with as
few empty beds as possible: hospital
administrators are encouraged to make
their facilities as cost-efficient and
waste -free as possible.
In a high-growth area like Durham,
however, many new residents cannot
get a family doctor and arc forced to go
to the local emergency department to
get treatment. That further strains re-
sources and may clog beds when criti-
cal care patients need the space and a
doctor's immediate care.
Though Durham has escaped
gency Medical Services have sent let-

critically ill patients to the nearest ER,
regardless of CCB or redirect orders.

It ultimately means local citizens,
should they be unfortunate enough to
become critically ill, can depend on the
best possible treatment at the nearest
health facility. That should be automat-
ic. After all, if it is indeed an emer-
gency, the patient should get the best
possible care in the least possible time.
That's truly a common sense, healthy
approach.

It's tough being a
single mom, but
it's great too
To the editor:
My cousin passed me the Jan.
18 column by Opinion Shaper
Nathan Jankowski headlined 'Sin-
gle moms soldier on'. On behalf of
all the single moms in the world, I
just wanted to say thanks to Nathan
for the recognition and for an arti-
cle that has touched my heart and is
proudly displayed on my fridge at
hone and in my office. 1 am sure he
has made his own mother incredi-
bly proud of him.
I don't often admit to others,
even my family, how hard it is

Car pays the price to Mother Nature
This cold snap sure is hard on cars.
Forget the dying duck noise most
automobiles are making when prompt-
ed to start on these ultra -chilly mom-
ings. How about their silent screams as
another layer of salt is slapped on to
their frozen frames?
That's the ultimate question. Know-
ing when or when not to wash your
four -wheeled friend - your most trust-
ed ally, if you use it everyday - is a
guessing game given this month's
plunging temperatures.
The game begins at the pump with
that added lure of getting a car wash.
"It's only another couple of dollars,"
you say, "And I'll save it for when I re-
ally need it" That was the beginning of
January before the snow, before the
rain, before the freeze.
After weeks of battling the ele-
ments, your vehicle is weakening and
bending under the strain of trying to
get you to work each day safely. The
signs are all there - the snow -encrusted
wheel rims, the muddy floor mats, high
beams now low beams because of
caked -on grime.
But still you persist, waiting for the
mercury to rise and watching for the
five-day forecast in earnest. Besides,
what's the point of a clean vehicle if
you have to fight your way into it af-
terwards?
So, you keep your eyes averted
from the salt stains and learn how to
carefully sidestep your way into the
driver's seat without getting them on
your clothing. Wearing black has be-
come a no -no.

The cravings to pick up a scrub
brush and pail of water subside until a
more daring driver zooms by in a glis-
tening vehicle. "Ibey'll be song later,"
you tell yourself.
Meanwhile that ticket is earning in-
terest in your pocket while you sit out
this deep freeze. The paranoid part of
your brain begins to wonder if people
are thinking you're one of those drivers
who doesn't take care of her vehicle.
Tomorrow. You'll do it tomorrow,
come rain or come shine.
Unfortunately, everyone else on the
planet has been holding out for the first
day above zero and the line-up is long
and slow-moving at the local car wash.
But what's your hurry when you've
been waiting so long anyway?

being a single mom. I keep the tears
behind closed doors and try to
cover up my exhaustion the best I
can. They don't know the guilt 1
feel when my children fail ill and I
have to go to work because I have a
project due or a meeting that I must
attend so I have to leave them in
someone else's care. Or when my
kids want me to help out in their
class like all the "other' moms do.
Or take them out for dinner like
Dad does every weekend.
It is a constant challenge to get
out of the house on time every
morning (including packing snacks
for the day and making sure all that
they will need is in their knap-
sacks), get the kids settled in at day
care, drive to work, work all day,
pick up the kids, prepare dinner,
help with homework, give baths,
lay down with them until they fall
asleep and theta tackle the house
cleaning. Like many single moms,
there is very little personal time to
pursue a social life, but this is
something you just come to accept.
Being a single mom was not in
my plans when I married almost 10
years ago, but unfortunately the
love of my life left. There I was
with no vehicle, no job after being
home for four years at that time and
not a lot of money in the bank.
But I count my blessings for the
love and support I received from
my family and friends. They are the
reason I am the person I am today.
I feel so sorry for women who do
not have this type of support.
With time I have healed and
have made a life for myself. I am no
longer ashamed to admit that I am a
single mom and I have begun to ac-

vide services for students who are
new or whose needs have in-
creased," Ms. Ecker reports. "Mis

And, that's good news for local
students, says Bev Freedman, su-
perintendent of programs for the
Durham District School Board.
"I'm pleased with the an-
nouncement;' Ms. Freedman says.
"It's a reasonably good -news item
because it's new money. Although
we would have liked more money,
there is a recognition of the issues
we've been talking about.
"There is a need for some sort
of (consistency) across the
province," she adds. "We would
welcome the provincewide stan-
dards and that level of accountabil-
ity."
Ms. Freedman notes the minis-
ter's announcement won't bring a
quick fix to the problem -plagued
funding formula. And, she's still
waiting to see whether the govern-
ment plans to revise the criteria
used to determine which students
qualify for funding.
"I need to see the technical de-
tails," she says. "All we're seeing
are the broad brush strokes."
Meanwhile, public board chair-
man Doug Ross is wary of how the
government's plans will be imple-
mented.
"Forty -million dollars helps,
but it depends how you break it
down," he says. "I was expecting
more. I was expecting them to re-
ally address the situation"
He says setting provincewide
standards for programs could be a
good- thing. But, that all depends
on what the standard becomes.
Ms. Ecker says that standard
will be set in consultation with
school boards.
"These lines are going to be
drawn in consultation with the
boards and the people who deliver
special education" School boards
"are on the hook with me in terms
of where we draw that line"
She notes, while Durham's pub-
lic board believes it has the best
special -education program in the
province, so do several other
boards. And, that raises questions
about which programs best meet
students' needs.
"We need to know what is the
best special -education program
that gives us good outcomes for
students," the minister says.

An area of Courtice has been se-
lected by Durham Region for a pilot
project in food and yard waste com-
rosting.
About 1,500 homes in an area
hounded by Prestonvale Road to the
�%cst. Hwy. 2 to the north, Trulls Road
to the east and an extension of Glen -
abbey Road to the south make up the
test site.
Area residents will be asked to sep-
arate all food waste from their regular
household trash so it can be diverted
from the garbage stream.
The project, which will cost about
$125.000, will run May I to mid-De-
cember of this vear.
A report to the Region's works and
finance committees notes the subdivi-
sion was picked because it's "relative-
ly new, compact in area and the hous-
es are reasonably similar in size and
age".
The area now has curbside leaf and
yard waste collection on Mondays and
curbside garbage pick-up on Wednes-
days.
Residents will be asked to put food
waste into standard plastic garbage
bags. Once full, those bags would he
placed into a clear plastic bag, along
with their residential leaf and yard
waste. Homeowners will put out the
materials at curbside every Monday to
be collected and taken to a facility in
Oshawa for processing.

Rick Johnson re-elected chairman of conservation authority
Pickering Ward 3 Regional Councillor
Rick Johnson has been re-elected to his
third term as chairman of the Central Lake
Ontario Conservation Authority (CLOCA).
Scugog Mayor Doug Moffat was also re-
elected to his third term as vice-chairman, at
the authority's Jan. 18 annual meeting.
In his remarks to the meeting, Coun.
Johnson commented on the highlights of the
past year for the organization, including:
- adoption of the Cranberry Marsh Manage-
ment Strategy that was the next step in the
Lynde Shores Management Plan, as well as

PICKERING — Resi-
dents are invited to attend a
levee hosted by Pickering's
mayor and councillors
Sunday. Jan. 30 to cele-
brate the community's new
city status.
The former town be-

The levee will run from

will identify the rww and impr()�,ed facilities needed to serve
future growth, and %,%ill suggest ways to make the best use of
our transportation services.
The Public's input will play an important rule in shapingg the
Plan s recommendations. Public open houses and WorkShops
scheduled for later this year willprovide the community with
frequent opportunities to offer their input. Individuals and
organizations interested in becoming more involved may wish
to participate on our Community Advisory Committee. The
Committee will provide residents, businesses and interested
groups an opportunity to actively participate in the
ti-dnsportation decision-making process for their community.
The deadline for expressions of interest for the Community
Advisory Committee is February 18, 2000.

Local squads join more than two dozen others with goal to score a spot in record books

Three area pick-up hockey teams will
join more than two dozen others beginning
Monday in an attempt to establish a world
record for the longest hockey game ever.
One local squad is captained by Bob
Clarke, 32, of Ajax, who'll be joined by
Shawn Evoy and Chuck Peebles, also of
Ajax, Rob Stickney of Oshawa, and Scott
North and Andrew Jackson, both of
Burlington.
Another team is led by Brian Durand, 26,
of Pickering, who'll suit up with Jay
Willoughby of Ajax, Mike Torkoff and
Scott Sullivan, of Richmond Hill, and Pat
Humphries and Vince Shu, of Scarborough.
The third squad is made up of Toronto
firefighters, including two who live in Pick-
ering. Craig Chandler and Rob Lethbridge
will play alongside Paul Fiset and Scott
Weaver, of Scarborough, Chris Kelly, of
Uxbridge, and Bruce Hubbarde, of Black-
stock.
The individual teams will be used as
lines on larger squads competing in the La-
batt Blue/NHL Pick -Up Marathon at
Nathan Phillips Square in Toronto begin-
ning at 8 a.m. Jan. 31.
The event's part of the festivities leading
up to the National Hockey League's 2000
All-Star game at Toronto's Air Canada Cen-
tre Sunday, Feb. 6.
The Ajax and Pickering squads won the
right, along with teams from across Ontario,
to compete in the hockey marathon after
playing in a 48 -team tryout event at the Her-
shey Centre in Mississauga recently.
Clarke's team won its 10 -minute pick-up
game 5-1 over an Oshawa squad. Durand's
club, called 'Absolutely Hockey', didn't
play as its opponent failed to show up. Both
teams later learned they had been chosen to
play in the marathon game. The Toronto
firefighters squad then received an invita-
tion to be part of the event.

"We're really looking forward to it. It
sounds like it's going to be a fun event;"
says Clarke, a sales manager at a trans-
portation company.
"We definitely wanted to be a part of it.
Hopefully, we can accomplish the record;'
adds Durand, who owns and operates his
own retail business.
"It's another hockey event that should he
a lot of fun," notes Chandler, who runs a
hockey school in Scarborough and Picker-
ing.
`We're always looking to play
more hockey'

The continuous pick-up hockey game,
which will break only for ice resurfacing,
will take anywhere from four days to an en-
tire week to set the record. Each team will
be on the ice for approximately 12 hours.
There is currently no existing world
record for a game of this kind.
The possibility of setting a world record
and winning some great prizes enticed
Clarke and his teammates to fill out a ballot
in a daily newspaper.
"I was excited about it;' says Clarke""it
seemed like an interesting thing to do. We
had never done anything like this before. To
be part of setting a world record, we thought
'let's try to be involved in it somehow'.
And, we're always looking to play more
hockey."
Clarke reports he and his teammates will
do nothing special outside of playing in
their regular men's leagues to prepare for
the marathon hockey game.
An avid hockey player who advanced all
the way to Junior 'B' in Streetsville. Clarke
says he and his teammates have been play-
ing hockey since childhood. He and team-
mates Evoy and Stickney have enjoyed
s' Minor Baseball Association
great success while playing in the competi-
tive recreation division at Ice Sports. Last

PICKERING — Pickering athletes
with Gemini Gymnastics in Oshawa
fared well at a big U.S. meet.
Club members competed at the
Four Star Gymnastics Challenge 2000
in Warren, Michigan recently.
Jenna Grandy and Tara Columbus,
both of Pickering, helped the Gemini's
level 8 team win the third-place trophy.
Columbus finished third overall in
the level 8 junior division. She finished
first on balance beam, fourth on floor ex-
ercises and ninth on vault.
Grandy finished sixth all-around
with a second -place finish on floor, sev-
enth on vault and 10th on beam.
Tweens advance
PICKERING — The Pickering
tween 'A' ringette team advanced to the
provincial championship after downing
Ajax two games to none in a best -of -
three playoff series showdown recently.
Pickering earned victories of 13-2
and 8-1 over Ajax to advance to the
provincials in Ottawa over March break.
Determined to advance to the
provincials, Pickering finished off Ajax in
the second game with another convinc-
ing victory. The team received solid
goaltending from Niki Arnott who made
several tough saves. No scoring infor-
mation was available from the game.
In the first game, Pickering was led
by Melissa Dart who netted four goals.
Team members are Mykala Abel,
Melissa Dart, Alex Edwards, Deana
Waintraub, Erin Welsh, Amanda
Joaquim, Christine and Jennder Capra -
nos, Natasha Gray, Amanda Good, Niki
