A public school board com-
mittee will look into the issue
of teen smoking in an effort to
discourage pupils from using
tobacco products.
But, trustees won't ask the
government to make it illegal
for young people to light up.
Durham District School
Board trustees turned down a
motion introduced by Picker-
ing Trustee Paul Crawford
Monday asking the board to
send a letter to the Province re-
questing changes to the Tobac-
co Control Act as a means of
preventing smoking among
students.
-I'm asking the government
to look into the possibility of
extending the law so cigarette
smoking for people under 19 is
illegal:' Trustee Crawford said.

sale of tobacco to persons
under the age of 19 infers that
there should be laws against
the use of tobacco by those
same persons:' he stated in his
letter. "Laws restricting the
purchase or sales of tobacco
products are a beginning.
However, these laws are not
discouraging enough young
people from using tobacco

Drew had difficulty with
Trustee Crawford's resolution.
-It behooves us to offer some
workable suggestions and I
don't see them here. Who
would police this? Our teach-
ers and staff are under a lot of
pressure right now to look after
what's happening in our
schools.
"We certainly don't want
our teens smoking. But I don't
see suggestions that are —k -
able that we could provide to
another level of government:'
she said of the letter. "If the
board chooses to send a letter, I
don't want it to be this one"
Whitby Trustee Elizabeth
Roy suggested the board form
a committee to revise the letter
and look into the issue further.
Her motion was passed in a 7-
4 vote.

the month-long closure of Twyn
Rivers Drive at the citv's west -

(TRAC).
Twvn Rivers Drive, which
links Sheppard Avenue on the
cast and west sides of the Toron-

closed at the Rouge Valley for a
film shoot since Jan. 7 and is not
scheduled to reopen until Feb.

In this case, says Mr. Welsh,
the film company was instruct-
ed to make arrangements with
the Rouge Park Alliance for use
of the park. and to obtain film
permits from both Durham Re-
gion and Pickering, which it
did.

then we went ahead and issued
the final permit"
However, in a letter to the
City of Toronto expressing
Pickering's displeasure at the
closure. Pickering chief admin-
istrative officer Tom Quinn
states Pickering was informed
the Toronto side of Twyn Rivers
would be closed for the filming.

residents to study the impact of
the closure, or to formally oh-

Mr. Welsh says his depart-
ment is now trying to work with
the film company to "acccler-
ate" their filming as much as
possible to perhaps get the road
reopened before Feb. 11.
"We always recognized it
would cause a hit of an inconve-
nience, but the road has been
closed previously for bridge rc-
pair.- he notes.
Mr. Wclsh also points out his
deportment would like to en-
courage commuters it, always
use routes other than Twyn
Rivers because all the traffic is
considered detrimental to the
Rouge Park environment, and
that the department's had calls
from area residents who are
happy the road's been closad.
He says there is no plan to else

accommodate them as much as
possible:' adds Mr. Welsh.
According to Mr Hemet,

A tip about alleged drug
dealing near local schools
has resulted in the arrest of
an I9-vcar-old Ajax man.
Acting on information
passed on to uniformed of-
ficers, the Durham Region-
al Police Service drug
squad executed a search
warrant Thursday after-
noon at a north -Ajax resi-
dence.
Sergeant Jim Grimley
said the search turned up
an unspecified quantity of
marijuana and drug para-
phernalia.

College president makes pitch to movers and shakers

Durham College president
Gary Pnlonsky has launched his
public campaign to get a full
university in Durham Region.
At a Greater Oshawa Cham -
her of Commerce breakfast
meeting Tuesday. Mr. Pnlonsky
laid out his reasons for wanting
a university and asked for help
in lobbying the Province.
"There has to be a demon-
stration that we the people want
this:" he said. "It's going to re-
quire a groundswell dernonstra-

He'll be addressmg groups
such as chambers of commerce
throughout the region, holding
town hall meetings, talking
with people and advertising in
the media.
He wants people to lobby
local MPPs, the premier and the

ties minister to support
Durham's position.
He added Durham College
University Centre will have its
proposal into the Province in
June and hopes to see legisla-
tion by Novemher.
..What we are proposing is a
new kind of university which
builds on Durham College in a
totally integrated way." he said,
adding Durham College will re-
main as it is, a vital link in posl-
secondary education.
The university will have
market-driven programs. linked
to Durham College, with ap-
plied research, paid for by the
users, and arts and science de-
grees from Trent University. at

Durham's university would
offer its own applied degrees,
such as bachelor of information
technology auto manufactur-
ing, police studies and nursing.

A Pickering man has pleaded
guilty to sexually assaulting and im-
pregnating his 13 -year-old niece.
The 30 -year-old man, who can-
not be named because it would iden-
tify the victim, admitted yesterday to
sexually molesting the girl from Oc-
tober 1998 to October 1999.
An Oshawa court heard the girl
was living with her aunt, uncle and
father when the abuse began. It star-
ed with fondling and as time went on
progressed to sexual intercourse sev-
eral times a week, court was told.
According to an agreed statement
of facts read in court by assistant
Crown attorney Ken Polley, the

pant to the sexual encounters... and
believed herself to be in love with
her uncle:'
Mr. Policy said the abuse was
only discovered last year after the
aunt questioned her niece about her
infrequent menstrual periods and
took her to the doctor.
An ultrasound revealed the
heavy -set teen was seven months
pregnant.
Shaken by the news, the aunt
pressed the girl for the identity of the
father and made "the traumatic dis-
covery she had been having sex with
her husband." said Mr. Polley.
adding the pregnancy was hidden by
the girl's size.
"(The victim) told her aunt she
was in love with the accused and
didn't want to see him get in trouble.
"She admitted the 'affair' had
been going on for a year and also
disclosed the frequency of the sexu-
al encounters with her uncle," said
Mr. Polley.
Court heard the aunt revealed the
disturbing news to her brother, the
teen's father, and confronted her
husband.
"The police were called to the
home and during the subsequent in-
vestigation the accused admitted...
he had been having sex with his
niece. but blamed it on her."
Mr. Pollcy said the teen had been
a virgin prior to the start of the as-
saults, which took place in the home
when the man's wife and brother-in-
law were asleep or at work.
Mr. Polley told Judge Donald Ha-
likowski the girl recently gave birth
to a healthy child and has suffered
severe "emotional trauma" as a re-
sult of the assaults.
Sentencing is scheduled for
March 7.

For a mother of four, attending a lit-
eracy program is an important step to-
ward becoming more involved in her
children's education.

per cent of inmates in Canadian prisons
lack literacy skills, while those who are
illiterate arc also more likely to be in-
jured at work and are more apt to be un-

The blame for illiteracy can be
placed on any of a number of factors.
including learning disabilities, a need to
leave school early to support a family.
difficulties at home, poor school atten-
dartce. disinterest in seaming and so on.
Reading is also a "use -it -or -lose -it"
skill, notes Ms. Pitchforth. "If people
don't read and make use of the skills
that have acquired, then they will lose
them"

Is nuclear plant
a cancer risk?
At last we may get answer
to a troubling question
It's a question that surely everyone in Ajax and Pickering
has asked on more than one occasion: Is living near the Pick-
ering nuclear station a health hazard".
The majority have no doubt wondered if proximity to the
powerplant increases our risk of cancer.
We've been led to believe so. Past studies sponsored by the
Atomic Energy Control Board, the nuclear station's federal
regulator, have revealed higher -than -average rates of child-
hood leukemia and Down's syndrome in the population sur-
rounding the Pickering plant. But. those studies were regard-
ed as inconclusive.
Similar prones in the U.S. have linked higher breast and
prostate cancer rates with living near nuclear stations. How-
ever, no clear connection has been demonstrated.
So. the questions remain unanswered. The fear still fills us.
We need to be assured. The controversy must be put to rest
once and for all.
It may be now that the Pickering arca was recently select-
ed as the site of a pilot project monitoring cancer rates in peo-
file residing near nuclear facilities. The cancer surveillance
program is being undertaken by the AECB, in co-operation
with Health Canada. the federal ministry of health.
Selection of this area for the pilot cancer study was a wise
choice for a number of reasons:
• l?ic Pickering plant is the oldest facility of its kind in Cana-
da, producing nuclear power on a commercial basis. So. peo-
ple who've lived near the station fox more than its quarter-ccn-
tury of operation have been exposed to whatever nuclear
power plants emit for a lager period than anyone else in the
country.
• Sm,c an environmental assessment is about to he und ertak-
en at the Pickering plant, now is the perfect time to take a
measure if its impact on the health of area residents. The
health cffccts of the facility must be the biggest factor in the
AECB's decision whether Ontano Power Generation should
be allowed to rcstart the idled reactors on the station's older
'A' side
• The problems which have plagued the Pickering plant in re-
cent years — problems which prompted the 'A' reactors shut-
down — have only heightened arca residents' concerns about
the station. Wtulc the cancer monitoring prodcLt won't he able
to address all those concerns. the study should be ahle to de-
terminc of the %Luxm posts a clear and present danger.
In short. the people of Ajax and Pickenng who live in the
shadow of the nuclear power plant treed and deserve answers
to questioxrs that have been concerning lass for tow long now.
We want answers to the worry that's been troubling us for the
h,ngcet time -- whether living new the nuclear station is giv-

We can contribute
to a more literate society
Despite more than a century of mandatory education, de-
spite all the efforts to produce a highly literate workforce. sta-
tistics show^ Just I I per cent of Durham residents read at the
highest level.
That of course. doesn't mean only I I per cent of us can
read. If that were the case. newspaper. among other busi-
nesses. would cease to exist. Most people can read A a decent
clip, but many struggle over basic words and sentences and
that's a shame.
This Thursday is Family Literacy Day, a day to take stock
of your own and your child's reading ability. Literate parents
art being cnccuraged to read to their children and to sow the
seeds of a lifelong love affair with the written word.
The reasons to encourage literacy are as simple as A -B -C.
Affluence can abound with literacy skills.
Bright prospects for the future are available for those who
can navigate complicated texts and reading assignments.
Choices clearly increase for our literate young people.
With 22 per cent illiterate, 33 per cent with limited litera-
cy skills and 34 per cent with only basic literacy skills, we
cannot be proud of our record in Durham. Parents can change
that record by working with their children and, where appro-
priate, by making efforts to improve their own literacy skills.

Roukton's column in the Jan. 12
edition of the Ncws Advertiser. I
have always found Ms Roul-
ston's column interesting and in-
formativc and read it regularly.
Like her I am very concerned
about the lack of interest people
seem to have regarding the pro-
tection of our environment.
Our household consists of two
adults and one dog. I realize larg-
er families will accumulate more
waste, however 1 cannot under-
stand how even a large family
can have more than four bags a
week on a regular basis. I have
family members who also live in
Pickering whose households
consist of four and six members
and they don't have a problem.
Since the four -bag limit was
announced, and 1 have been
aware of this since early last fall.
I have seen neighbours dropping
their extra bags in their neigh-
bours' yards for pick-up. I am
aware this has been suggested as
a solution if you have more than
four bags, but how is this going
to encourage people to create
less waste?
It may take a few extra min-
utes to recycle more often or to
consider your purchases more
carefully with regards to waste
reduction, but it soon becomes
habit.
I would like to take this op-
portunity to thank Larramc Roul-
ston for her excellent column, as
well as the garbage collectors
who do such a great job week
after week.

ly approached the owner or dri-
ver of a vehicle they felt was
parking illegally in a parking
spot designated for handicapped
people.
1 made an incorrect Judgment
many years ago because a vchi-
cle parked in such a spot did not
have a licence plate with the
wheelchair logo.
But it depends on one's dis-
ability as to whether a handi-
capped person must drive a spc-
cially-designcd vehicle or simply
is eligible to park in a handi-
capped parking spot. Some hand-
icapped people are given small
slips to place on their windshield
that would be cast' to miss if you
are simply looking at the licence
plate itself.
1 have personally never seen
anyone take advantage of a hand-
icapped parking spot in the 15
years I have lived in Ajax.
Since I drive many kilometres
every day in this vicinity. I can
state there are still many respect-
ful. honest people here in Ajax
and Pickering.

Former premiers until recent
times usually disappeared quickly
from public view or like old sol-
diers (tided gradually away.
Leslie Frost. a Progressive
Conservative who stepped down
in the early 1960%, for example,
turned down offers from federal
Tories including one to be ambas-
sador to Washington, settled for
chancellor of a small university
near home and wrote two books
of local history he would have
known could never be best-sellers.
John Robarts, his Tory succes-
sor, chaired one study on how best
to restructure Metropolitan Toron-
to and co-chaired another on
strengthening national unity, but
otherwise was not much in the
public eye.
By contrast, recent premiers
are almost constantly on the pub-
lic stage. Tory William Davis,
who retired as premier as far back
as 15 years ago and was a moder-
ate, was hauled into last June's
election to endorse Mr. Harris,
who is much further to the right
and help him win re-election.
Mr. Davis was trotted out be-
cause Liberal leader Dalton
McGuinty was finding his name
useful, claiming Mr. Harris was
'No Bill Davis.' implying he cared
only about cutting taxes and ask-
ing those who recalled Mr. Davis
fondly to vote Liberal.
Mr. Davis did his best to
counter by saying Mr. Harris has
'the interests of the people at heart
and the same values all of us
share.'
Mr. Davis also was seen first
trying unsuccessfully to make for-
mer aide Hugh Segal leader of the
federal Tory party and later to
unite it with Reform.
Mr. Davis popped up as a pri-

vale citizen before the Canadian
Radio -television and Telecommu-
nications Commission asking it to
renew the licence of the Canadian
Broadcasting Corporation and
saying no organization has con-
tributed more to building a sense
of common identity and belong-
ing, a view Mr. Harris would not
share.
Mr. Davis also went to a meet-
ing of academics and said teach-
ers are competent, dedicated and
eager to help students, while Mr.
Harris has tended to disparage
them.
Frank Miller, while less in the
news because he was Tory pre-
mier only a few months, made a
prediction that may have hit a nail
on the head when he said in a
year-end interview younger work-
ers may revolt at having to pay
pension and health benefits for the
elderly - the 72 -year-old indicated
he has sympathy for youth.
Former Liberal premier David
Peterson is in the news particular-
ly because the Ontario Securities
Commission charged him with
failing to disclose that a firm of
which he was a director was sus-
pected of having links to foreign
criminals - the first charge of any
sort against a former premier -
and he has responded angrily he
had no such information.
Mr. Peterson is being criticized
because he is chairman of Chap-
ters Inc.. the giant book retailer
which is making life hard for
small, independent bookstores.
Mr. Peterson also showed an
ex -premier's words can mean
something when the Liberals
wanted Andy Brandt. chair of the
Liquor Control Board and former
Tory leader, fired for conflict of
interest. but Mr. Peterson was dis-
covered saying nice things about
him and it helped pull the rug
from under his former colleagues.
Former New Democrat pre-
mier Bob Rae among many activ-
ities has written two books. He is
chief negotiator for the Canadian
Red Cross in trying to set up a bet-
ter system for providing blood
and handling claims for past defi-
ciencies.
Mr. Rae also has a regular col-
umn in a Toronto newspaper in
which he has shown the dexterity
with words he had in the legisla- I
ture: he found Mr. Harris's Com-
mon Sense Revolution 'has a
problem - too much revolution,
not enough common sense.'
Three of the former premiers
got together not long ago for a TV
discussion in which Mr. Davis
joked he was 'around before these
two gentlemen were born' and Mr. i
Rae suggested this must have
been before Confederation and
when Mr. Peterson agreed, Mr. j
Davis said 'that's the briefest
speech you ever made.
Mr. Rae mentioned he was
bom in and often returned to an
Ottawa hospital in the news and
Mr. Davis said he assumed Mr.
Rae went back for psychiatric
help and Mr. Rae expressed mock
alarm Mr. Davis might hit him
with his chair - these ex -premiers
have life in them yet.

The Ice Storm, the Saguenay flood, record heat
waves and torrential rains. Wherever people live in
Canada, chances are they've experienced some
strange weather lately. Weather extremes are part of
natural variations in climate, bot research suggests
they may become more frequent and extreme as
greenhouse gas emissions alter our climate.
Some of the following recent events may pro-
vide clues as to what may be in store:
Snowed under: In 1999, Toronto and Durham
experienced the snowiest January in 128 years.
Four snowstorms hit the area in two weeks. crip-

All wet: The Prairies received 56 per cent more
precipitation than normal in the spring of 1999.

Mother Nature's fury: In July 1999, a torna-
do hit Drummondville, Que.. while an intense
storm ripped through Petawawa, Ont., knocking
out power, felling trees and crushing vehicles.
Icy blast: The giant ice storm that gripped
much of Eastern Canada in January 1998 was un-
usual for both its length and the amount of precipi-
tation. Six days of freezing rain and ice pellets cut
a swath from Georgian Bay to the Bay of Fundy.
Mercury rising: The spring. summer and I -all
of 1998 were the warmest on record in Canada,
with the winter of 1998 being the second warmest.
Between December 1997 and November 1998,
temperatures averaged 2.5C degrees alms normal.
Deluge: Between Nowmher 1996 and April
1997, Manitoba's Red Rner Valley received almost
double its average precipitation. By late April,
spring run-off turned the Red River into the 'Red
Scar' covering a -2,000 -square -kilometre area.

Complex Friday, Jan. 28. Game time is
7:30 p.m.
