It's being done in preparation for the development of a recre- ation, parks and cultural services master plan for Pickering expected to be undertaken this year. The Durham District School Board is aiming to revive its focus on science enrichment programs, says Karen Kettle, the board's fa- cilitator for science and technology. She reports a committee of ele- mentary school teachers is working to organize a Science Olympics for students in Grades 4 through 6. And, another science and technolo- gy event for intermediate pupils is being organized in conjunction with the Durham Catholic District School Board and the Durham In- dustry/Education Council for the Advancement of Science and Tech- nology (DIECAST). "I'm just very happy that we have these events running;" Ms. Kettle says. "A lot of schools are still having individual science fairs and I'm sure we will go back to a (regional) science fair format." The Durham Regional Science Fair, which had been a tradition here since the early 1970s, folded last year. The fair was primarily geared toward elementary pupils, but the annual event had been organized by a committee of high school teach- ers for years. Durham District School Board staff were directed by trustees to de- velop the booklet for classroom use when the board voted last June to in- clude inspirational readings reflect- ing the multicultural make-up of Durham's public school system as part of the daily opening exercises here. When nature or cir- cumstances don't co-oper- ate, the dream of having children can still come true through adoption. Adoption has changed drastically from the days when children could be adopted informally, simply by taking the adoptive fam- ilv's name and living as one of the family. Gone too are the days when a husband and wife waited about the same time it takes for a fetus to develop for 'delivery' of a baby with similar physical features and background. Today. infants are scarce and the vast majority of children in need of a family are older or have special needs. "It (adoption) is intended to provide the child with permanence and security." state Ministry of Communi- ty and Social Services guidelines. The government "Sometimes the birth mom looks at 10 families. Often she wants to know the lifestyle of the family and what it is the family can provide that she can't.' LAWYER ANDREW KOZIAR agency strictly enforces leg- islation under the Child and Family Services Act. Child adoption can be carried out in three different ways: through one of the 57 Children's Aid Societies in Ontario. through private agencies or individuals li- censed by the Ministry: and directly through the court in the case of relative or step- parent adoptions. Oshawa lawyer Andrew Koziar is one of the original professionals licensed by the Province in 1981 when the Child and Family Ser- vices Act changed. He has brought "hundreds" of childless couples and new- born babies together over the years and has represent- ed - in unrelated cases - both birth parents as well as peo- ple wanting to adopt. "There are probably 200 to 300 newborns in Ontario each year placed for adop- tion," he explains. "Most of the children come from sin- gle mothers who range (in age) from 16 to 20. They are presented with a number of choices by myself and by social workers. They have the opportunity of choice of what kind of family they think is best for their chil- dren." The minimum number of times a birth mother will meet with a prospective family is three. "Sometimes the birth mom looks at 10 families." adds Mr. Koziar. "Often she wants to know the lifestyle of the family and what it is the family can provide that she can't. Sometimes the birth mom looks for a family with a large extended family, with lots of nephews and nieces." Home studies are carried out in every adoption case that takes place in Ontario. Blanket tells a tearful tale Describing adoption as usually being "kind of a happy situation," Oshawa adoption lawyer and father of four Andrew Koziar will never forget the poignant story of one young mother and what it meant to her to give her baby up. "A 16 -year-old girl decid- ed to give her child up for adoption," he recalls. "I met with her at the hospital and before leaving, she asked me to do her a favour. She reached into her Biway bag and pulled out a knitted blan- ket that was pink and blue and she told me that on those nights when she was sure this (adoption) was the best idea for her child, she would knit on the blanket. On the nights when she was not so sure, she would cry. "She told me she didn't know if the baby would be a boy or a girl and so the blan- ket was pink and blue," he continues. "Then she held up the blanket and said, 'You see, it's all finished.' She asked me to give the blanket to the family and for me to ask them to wrap the baby in the blanket when they left the hospital, and then to put it away and tell the child the story when he was older ... She was 16." Conducted by one of the 100 social workers licensed to do so by the Province, the result of the study is a report based on visits to the home by the social worker. police checks, medicals of the ap- plicants and letters of refer- ence. Until the home study. which takes at Ieast two to three months to complete, is successfully concluded, there can be no adoption. The cost for the study aver- ages $750. The cold hard fact con- cerning adoption is families wanting to adopt babies far outnumber available in- fants. Single mothers are keep- ing their babies and raising them themselves. The social stigma of being an unwed mother and giving birth ..out of wedlock" is no longer the disgrace it once was considered. With better birth control methods avail- able to young people and services to help keep fami- lies together, there are fewer babies being put up for adoption. There arc children of all ages, however, in need of the security and nurturing with belonging to a family can give. The Durham Children's Aid Society can attest to that. Currently, the local agency has 104 children in its care ranging in age from 2 to 16. These children arc crown wards (wards of the court) but many of them have access orders to their parents, making it impossi- ble for the society to place ANDREW KOZIAR them for adoption. Only about 10 per cent of chil- dren in the care of children's aid societies are adopted al- though changes to the Child and Family Services Act (Bill 6) in March, are ex- pected to increase the num- her of children who will be available for adoption. "Over the last several years, we have placed main- ly children with special needs for adoption," says Chris MacPhce, director of services for the Durham so- ciely. These children. many of whom are older, may have physical and/or emo- tional handicaps, or have brothers and sisters they don't want to be separated from. The children may also have physical. emotional or behavioural difficulties as a result of abuse and neglect, and may have family histo- ries of mental illness, drug and alcohol abuse. "But we see so many in- credible people and what they have done." she says of adoptive parents. "They will not only take one child, but they'll come back and take two or three or four children with special needs. These are the people who inspire us ... when you see what love can do." Desperate to start a fam- ily by adopting a younger child, some parents adopt children from developing countries. Adam Wang, executive director of Access Adop- tion Services in Ottawa, says his overseas adoption agency is usually the third choice of people wanting to adopt. "Families start with fertility (treatments), then try domestic adoption. We are the third choice." The agency's clients must undergo the same home studies other prospec- tive parents go through when they begin the process of adopting a child from China. Vietnam or Ukraine. "It's expensive, but the chil- dren are young (under one- year -old) and it's fast (a child can be adopted in a few months)," adds Mr. Wang. Most of the children available for adoption in de- veloping countries like Viet- nam live in orphanages, abandoned by their parents because of economic rea- sons. The children are healthy and can be adopted when only a few months old. The cost of such an overseas adoption can be prohibitive, however. According to Access Adoption Services of Ot- tawa, the cost involved in adopting a Vietnamese child will range upwards of $19,000 which includes the cost of one parent travelling to the Far East. "The biggest part of the cost is the program fee for our Vietnam partner Inter- national Mission of Hope at US $10,200," explains Mr. Wang. "The major part of the fee goes to support the operation of eight orphan- ages." 'Over the last several years, we have placed mainly children with special needs for adoption.' DURHAM CHILDREN'S AID SOCIETY, CHRIS MACPHEE Adopted adults have an option to get birth information Adult adoptees (18 years of age and older) can apply for a certified copy of thei- Adoption Order which includes their original birth name for a fee of $15. For most adoptions prior to the mid-1960s the Adoption Order will contain the adopted person's given name(s) and surname at birth. For many orders made after the mid- 1960s the adopted person's surname at birth is not shown, just the first initial of the surname followed by a birth registration number. The order shows the court in which the order was granted, the date it was granted and name of the judge. It also shows the names of the adoptive parents. Adoption or- ders do not contain the names of the birth parent(s) or any information about them. The private consultant -commis- sioned report. delivered late last week recommends the police ser%ice needs "broad structural change" In that %cin. the report. prepared by the HavGroup. is titled 'Organizational Renewal.' It speaks of a lack of communication be- tween units, a lack of focus in defining the roles and duties of parts of the ser- vice and an imbalance between opera- tions tactual police work), and adminis- tration. There appears to be too much paper work and ncA enough chasing the bad guys going on. Even with such pointed criticisms di- rected its way. Oshawa Councillor Bob Bovchyn, who serves as Police Services chairman, says the recommendations are "relati%ety minor;' and indicate the de- partment merely needs "some fine-tun- ing That's one way of interpreting the re- port, but it speaks of a denial of the prob- lems rather than a proactive approach to solving them. Police Chief Kevin McAlpine, who has said little about the report. did call it a "blueprint" for the fu- ture of the department. The chief must become the architect of that future and should sit down with his deputies and look at the overall oper- ation of his force. He should also take into consideration the comments from Terry Ryan, president of the Durham Regional Police Association, who said the report. "certainly doesn't address the problems we want addressed:' In tact. the report follows nearly a %ear atter an audit done by the Policing Services Division of the %Iinistn of the Solicitor General found many of the same problems. That audit found miss- ing firearms which could not be ac- counted for. a lack of standard operating procedures and sloppy record-keeping. The audit was made after numerous complaints were received at the ministry level by local rank -and -file officers. With two major reports outlining the problems at hand, local police brass now must take action. Efforts must be made to improve morale. to boost communica- tion and to clearly delineate duties and roles. The latest report suggests a project steering committee be established to check up on police command and to en- sure changes are made. Clearly, with a disgruntled rank -and - file and two separate reports crying out for change, moves must be made now. I have never been a single mom but I was discussing the situation Advice comes in many diSerent packages We're inundated with self-help tripe I've been getting a lot of advice lately; there are a lot of people eager to help me improve myself. It seems I need help managing every aspect of my Ffe. I'm not healthy enough, spiritual enough or capable enough. According to the experts, I'm stressed. I need to meditate, exer- cise, get a hobby, buy a dog and choose a career doing something I love. And that's just the beginning. To lower my stress I need to replen- ish my spirit. I'm supposed to re- connect with my inner child, spend time alone with myself, hug my kids, hug my dog and hug a tree. I also need to call a long lost friend, forgive my enemies and turn my bathroom into a spa. I'm told I have too much. I need to get rid of things. This will lead to a simpler life. I'm supposed to buy myself flowers, fill my house with candles and relax with aromathera- py. All this will make me happier and healthier. Stress is not my only problem. 13 it's not new. As I browse the aisles of the oversize bookstores and read Pauline through the titles, I'm reminded of Taylor all the things we learned as kids at home, school and church.
