BY IJNDA WHITF

AJAX — Police are remaining
tight-lipped about results of an au-
topsy on a "dedicated mother" and
"friend to everyone" found dead in
a fire here Thursday morning.
"We're not prepared to release
the results of the autopsy pending
toxicology tests;' Durham Regional
Police Sergeant Jim Grimley says.
T'he postmortem of Lisa Han-
nah, 31. took place in Toronto Fri-
day after forensic officers were
called in to investigate why seven
other people — including a male
friend visiting the victim — man-
aged to escape the inferno un-
harmcd.
Meanwhile, investigation into
the cause of the fire has been ham-
pered because of the amount of
water needed to douse the flames,
now "frozen into a block of ice;' re-
ports Sgt. Grimley.

Pilot project to examine area around Pickering station
BY MARIANNE TAKACS
Staff Writer
PICKERING — Pickering has
been chosen as the site of a pilot
project monitoring cancer rates
among people living near nuclear
facilities.
The cancer surveillance pro-
gram is being undertaken by the
Atomic Energy Control Board
(AECB), in co-operation with the
federal ministry of health. As a full
program, it will ultimately provide
a cancer monitoring system for the
areas around all of Canada's nu-
clear facilities, including the Pick-
ering and Darlington power plants.
The AECB announced the
monitoring program last summer,
but the site for the pilot has only
now been chosen. Durham coun-
cil, Pickering council and Ajax and
Pickering residents' groups all
asked the board to make Pickering
the site for the initial study.
The news is being welcomed by
Pickering Mayor Wayne Arthurs.
"Pickering, in light of the fact
we're going through an environ-
mental assessment process (for the
local nuclear station), is a logical
choice," says Mayor Arthurs. "The
plant's been operating now for 25 -
plus years, so there's a history of

Study to focus on Pickering area
STUDY from puke
operation"
The mayor says residents will be
pleased too.
"I think the public for the most part
welcome a study of this nature to bring
some clarity to the speculation around
health issues. If it would occur some-
where else the question would be still
outstanding here in our community. It
will bring some degree of closure to
that particular issue"
Clarington Regional Councillor
John Mutton says he agrees with the
choice of Pickering for the pilot pro-
ject and will be pleased to see the mon-
itoring eventually done around the
Darlington nuclear plant as well.
"The pressure from Pickering resi-
dents has been higher than at Darling-
ton because there is more residential
development closer to the plant in
Pickering.
"In Pickering they have had all
kinds of other safety concerns whereas
in Darlington (staff) have maintained a
pretty damned good record.-
'Me
ecord"The monitoring is being undertaken
in response to public concerns about
nuclear facilities, says Suzana Fraser,
an AECB epidemiologist.
"I do believe public fears result in
public harm:' she notes. "In many
cases when there's an environmental
factor of concern for communities it
does generate community stress"
Ms. Fraser expects results from the
pilot study will be available in mid -
2000. No decisions have yet been
made on exactly how the pilot project
will be conducted.
It will be followed by a public con-
sultation process that will give citizens
and governments a say in how the
long-term national monitoring system
will work.
That system will likely be in place
within about three years. Monitoring
will he based on existing data collect-
ed by Ontario Cancer Care and similar
agencies in other provinces.
Earlier AECB-sponsored studies
have indicated higher -than -average
rates of childhood leukemia and
Down's syndrome in the population
surrounding the Pickering plant, but
were regarded as inconclusive. U.S.
studies have linked higher breast and
prostate cancer rates with living near
nuclear power plants, yet the weight of
scientific opinion is that no clear
causal connection has been demon-
strated.

bucks stop here
Outcry over assist to Canadian NHL teams
forces offside feds to back down
Depending on your point of vices In-
dustry Minister John Manley is a spine-
less wimp or an astute leader. His 72 -
hour turnaround on federal aid to Cana-
dian National Hockey League teams
was stunning.
The federal Liberal took back his
Tuesday plan and announced Friday
morning the deal to offer funds to the
Canadian team, was "dead." He said his
counterparts in the provinces which
have teams "showed a clear negative
view." For example, Premier Mike Har-
ris told the minister, "*Wc don't have a
nickel to offer. Thcre is nothing to talk
about from our point of view."
Treasurers in British Columbia, Al-
berta and Quctx c made the same points
Mr. Harris did. The federal offer was
conditional on co-operation .from the:
provinces and municipalities and that
was not going to happen.
And then there was the public. It,
collectively, spoke loudest.
The phrase 'millionaire hockey play-
ers' was repeated over and over in let-
ters, faxes, E-mails, on call-in stews, by
pundits and even by NHL fans. Com-
mon taxpayers simply couldn't stomach
handouts for teams in a league which
pays its players, on average, more than
$ I million per season.
As Mr. Manley said, "This govern-
ment listens and takes very seriously the
views of the public." The government
couldn't help but hear.
One Ilial Liberal MP. Ivan Grose o1
Oshawa, was thrilled with his govern-
ment's change of heart.
"Sanity prevailed. lt's exactly what I
wanted. Enough people got off their
seats and yelled." he said.
The NHL has seen player salaries
skyrocket throughout the 1990s. A
decade ago, the average player made in
the range of $250,000 US per year. Fans
have paid through the nose with annual
increases in hockey tickets. The NHL
simply pays its players too much since
most of the teams in the league are now,
losing money. The league has no choice
but to make changes to ensure fiscal vi-
ability for the future. But it can't expect
a bail -cwt from average people so it can
continue to overpay and overspend.
If the NHL wants to continue grow-
ing in its current form - two new teams
in American cities are coming aboard
this fall - it mutt make changes. If Cana-
dian teams can't afford to continue to
exist in a world the NHL has made for
itself, that's the NHI: s problem.
As Friday's announcement shows,
Canadians have no sympathy - and sure
won't pay - to help NHL teams make
money. It's the Darwinian rule of sports:
survival of the fittest. NHL owners
should remember that.

mall community mu-
seums are gazing into
a cloudy crystal ball
when it comes to siz-
ing up what awaits
them in the new century.
With most underfunded and
overworked, caretakers of local his-
tory are finding themselves on a
search for more — more dollars,
more staff, more public awareness,
more partnerships and more time.
"Sometimes, with the amount of
commuting there is today, it's diffi-
cult for residents to get a sense of
community or a sense of roots. But
a community museum can help re-
store a sense of belonging," says
Susan Neale, curator of Scugog
Shores Historical Museum in Port
Perry.
While community museums
have a mandate to preserve the past,
that's becoming more difficult to do
as collections grow and age and ar-
tifacts become harder to maintain,
says Ms. Ncalc. Therc's usually not
enough manpower to help do so be-
cause provincial operating grants
and other sources of funding are in-
creasingly harder to come by, she
says.
Such is the case at two of
Durham's most northerly facilities -
Scugog Shores and Uxbridge -Scott
Museum. Between them they have
20 buildings in total - I I in Scugog,
nine in Uxbridge - yet only one full-
time staff member. Uxbridge's cu-
rator Allan McGillivray works for
nine months of the year, while Ms.
Neale is the sole full-timer on a
staff of volunteers, temporary em-
ployccs and summer students.
Both say this is unusual in com-
parison to other museums in the
area.
"Uxbridge is the only museum
in Durham without a full-time em-
ployee;" points out Mr.
McGillivray, who soon hopes to
convince his board of directory and
Township council to stretch out his
position to full-time.
Scugog Shore's full-time
staffing levels are more consistent
owith a one -building museum, rather
than 11, Ms. Neale says. Other liv-
ing history museums similar in size
have three or four permanent part-
time employees assisting a full-time
staffer, she says.
number of employ-
ment grants are
available to small
museums through
federal summer
works programs. While the boost in
labour is certainly appreciated,
there are downsides to relying on
grants, Ms. Neale says. It means
employees are there only a short
time, some of which must be used
to train them and usually a grant
runs out with a project left unfin-
ished.
"There's no continuity," she
adds.
The grants, themselves, create a
lot of work for staff. Ms. Neale es-
timates each one she applied for
this year required three days of pa-
perwork. That's one of the reasons
Uxbridge was unsuccessful in ap-
plying for a provincial operating
grant this year, says Mr.
Sandford Fleming College in Peter-
borough.
And Uxbridge managed to up-
date its technology by qualifying as
a on-line community access point
with the help of a federal grant and
the support of a local seniors group.
Most grant applications require "a
sincere partner." Mr. McGillivray
adds.

may he in jeopardy with the on-
slaught of amalgamation, he warns.
Suddenly some municipalities will
go from sponsoring one museum
each to three or four possibly, he
says.
"Uxbridge is granted a lot of
support from local councillors, but
we could end up in a municipality
without a mayor from Uxbridge
Township:" he says, adding muse-
ums could lose that personal con-
tact and interest.
Curators are expected to be
fund-raisers, adds Ms. Neale. While
a fund-raising component is now
built into the curriculum of curator
programs, most never entered the
profession expecting to have to take
on the added task, she says.
Turning the responsibility over
to the community is a solution,
which seems to be working at Pick-
ering Museum Village. Since estab-
lishing a foundation two years ago,
the museum's staff of 12 educators
has been able to concentrate on col-
lections and the site's 13 building's
unfettered by fund-raising con-
cerns. While it's been a struggle to
maintain collections, the freedom
has been appreciated, says program
superintendent Sharon Milton.
She says the foundation was
formed as an offshoot of the muse-
um's advisory committee and con-
tains individuals interested in en-
suring the long-term financial
health of the museum. While rais-
ing money for large future projects,
it has also helped "highlight our
name in the community:' she adds.
"Our special events are really for
public awareness and only bring in
a minimal amount of money;' Ms.
Milton says, adding Pickering
council is the museum's other large
supporter. In fact, local councillors
and foundation members are shar-
ing the cost to restore the museum's
school house to the tune of $45,000
each, she says.

a steam cleaning
Ontario Power Generation is ad-
vising the public that cleaning of the
Unit 8 boilers which began Wednes-
day at the Pickering nuclear station
will result in the emission of small
amounts of chemicals in short steam
releases from the plant.
The boiler cleaning is part of a
planned maintenance outage for the
Unit 8 reactor and will help ensure
the safe and continued operation of
the unit in the years ahead. It follows
a procedure commonly used at other
generating facilities around the
world, according to an OPG media
release, and has been reviewed and
approved by the provincial Ministry
of the Environment.
Hydrazine, a chemical that helps
to reduce corrosion in the boilers, is
used in the cleaning process and
ammonia typically found in many
household cleaners is formed as a
byproduct. During the three-week
cleaning process, small amounts of
these chemicals will be released as
steam in quantities well below inter-
national and provincial Ministry of
Labour regulations.
These short steam releases will
be carefully controlled and sched-
uled during favourable weather con-
ditions to minimize any potential am-
monia smells in the community. Con-
tinuous on-site sampling will take
place throughout the boiler -cleaning
program.

The Pickering Players will ease

The theatre troupe will present
the classic Noel Coward play 'Blythe

Church. It opens Friday, Feb. 11 and
continues each Friday and Saturday
night until Feb. 26.
Directed by Rhonda Brewster,
who guided the Players' hilarious
1999 show'Out of Sight ... Out of Mur-

ented cast of local actors.

a steam cleaning
Ontario Power Generation is ad-
vising the public that cleaning of the
Unit 8 boilers which began Wednes-
day at the Pickering nuclear station
will result in the emission of small
amounts of chemicals in short steam
releases from the plant.
The boiler cleaning is part of a
planned maintenance outage for the
Unit 8 reactor and will help ensure
the safe and continued operation of
the unit in the years ahead. It follows
a procedure commonly used at other
generating facilities around the
world, according to an OPG media
release, and has been reviewed and
approved by the provincial Ministry
of the Environment.
Hydrazine, a chemical that helps
to reduce corrosion in the boilers, is
used in the cleaning process and
ammonia typically found in many
household cleaners is formed as a
byproduct. During the three-week
cleaning process, small amounts of
these chemicals will be released as
steam in quantities well below inter-
national and provincial Ministry of
Labour regulations.
These short steam releases will
be carefully controlled and sched-
uled during favourable weather con-
ditions to minimize any potential am-
monia smells in the community. Con-
tinuous on-site sampling will take
place throughout the boiler -cleaning
program.

treated for smoke inhalation
Thursday morning. A 32 -year-old
woman, nine-year-old girl and
four-year-old boy were uninjured.
That woman awoke to the smell
of smoke and alerted her family.
After getting the children out safe-

apartment where a 29 -year-old
woman expecting a baby in five
weeks and a 19 -year-old man were
sleeping.
They also escaped unharmed
and neither required treatment.
Claims made by Ms. Hannah's
friend — Jason Fitzgerald, 25 —
to the media through his father
about rescuing others from the fire
are being downplayed following
an investigation.
"He discovered a fire in the
kitchen and indicated to her there

Sgt. Grimley.
"When he got outside, he real-

A new drug to treat asthma holds promise
Why are more asthma patients with
'twitchy airways' being rushed to emer-
gence department_~? Or needlessh, suf-
fering from this common disorder?
Since the 1970s the incidence of asthma
has continued to rise. Today, an estimat-
ed four to five per cent of the population
suffers from this disorder. Now, a new
medication will help to improve the
quality of life.
Asthma is a chronic inflammatory
condition of the airways. It's triggered
by allergens and other stimuli which
cause spasm and obstruction of the
bronchial tubes.
We've learned a lot about asthma
over the years. Some extremely astute
clinicians have been proven terribly
wrong. Sir William Osler, one of the
most distinguished physicians of our
time remarked, "Death during an asth-
matic attack is unknown. The patient
pants into old age." Now we know chil-
dren and adults can become seriously ill
from an acute asthma attack.
In the past doctors also believed re-
lieving asthma attacks was the be -all -
and -end-all of treatment. It seemed logi-
,,.:al that the use of short-acting bron-
chodilators. commonly referred to as
..puffers" or rescue relievers, to case the
attack was the best treatment.
But was it? Later on researchers in
Canada and Nev; Zealand, discovered an
ominous fact. Excessive use of puffers
appeared to be increasing risk of death
from an asthma attack.
In effect, chronic and excessive use
of puffers to break the spasm, had the
same effect as whipping a tired horse.
The whipping works initially. But car-
ried to extreme the horse drops dead
from exhaustion. In the case of asthma
patients the airways initially relax, but
eventuall% fail to respond to medication.
Doctors then made another discov-
ery. They biopsied the airways of asthma
patients. To their surprise they found vir-
tually all asthma patients suffered chron-
ic inflammation of bronchial tubes.
This discovery resulted in the gold-
-itandard for asthma care. The use of in-
haled anti-inflammatory drugs to attack
the underlying cause of the disease, in-
flammation, and to reduce the use of
puffers.
Sounds easy. Thus the asthma prob-
lem solved'? It's partly true. There's no
,doubt this combination of drugs has
made life better for many asthma pa-
tients. But because of a lack of education
some patients, young and old, fall into
traps. One reason is the basic difference
between the two types of medication.
For instance, puffers, such as
Bricanyl and Berotec, are rescue med-
ications acting quickly to provide relief
of wheezing, coughing and other symp-
toms. Inhaled anti-inflammatory drugs,
on the other hand, take a little longer and
are not intended to produce immediate
results.
But since patients with difficulty

breathing want fast relief they reach for
puffers. The trouble of course is that
many reach too often for this medica-
tion.
Dr. Meyer S. Balter, Director of the
Asthma Clinic. Mount Sinai Hospital,
Toronto, says, "the key to successful
treatment is to educate the patient:'
But in spite of education it's still hard
to get the ear of all asthma patients. Par-
ticularly, the ones who start relying on
too many extra puffs of their rescue
medication"
A new asthma drug, 'Advair; is the
next advance in asthma treatment. It is
designed to improve the patient's quali-
ty of life by providing better asthma
control.
For instance, by taking the right med-
ication patients should be able to partic-
ipate in regular physical activities.
Advair contains a long-acting puffer,
a bronchodilator, to fight airway tight-
ness. In addition, an anti-inflammatory
drug, to control underlying inflamma-
tion of the airways.
This double-barrelled approach helps
to provide round-the-clock relief of
symptoms.
Still, there is no cure for asthma. It's
therefore important patients work close-
ly with their physicians to better control
their asthma and help patient` lead a
symptom-free life.

JOHN ERSKINE
Knights' defenceman to plaN' in
2000 OHL all-star game at
Mississauga's Hershel. Centre
Tuesday night.
"It's been a pretty good season for
me, but the team is struggling," says
Erskine, the featured player on the
London Knights' Web site. "We have
to try to get the bounces and get back
on our game. We have to get every
win we can. If we can get into the
playoffs, we can do some damage. In
the Western Conference, there are not
really that many top gams. It will be
tough to get there, but we're working
on it."
Erskine has amassed 29 points for
the Knights so far this season, not bad
for a defenceman noted for his stay--
at-home, physical play. His offensive
output is nine points above what he
had during the entire 1998-99 season
with London.
Erskine attributes his sudden scor-
ing prowess to an elite summer hock-
ey school in Finland which he attend-
ed in July at the behest of the Dallas
Stars.
"There are a lot of European play-
ers who are good puck handlers and
the coach (at the school) did a lot of
puck handling drills. It helped me a
lot."
Erskine's play has been so good
this year that he earned an invitation
to the training camp for the team
which represented Canada at the
World Junior Hockey Championships
in Sweden in December. While he
was a late cut. Erskine says he wasn't
too disappointed at not making the
team.
"I found it to be a good experience
and I wasn't too angry that they cut
me. It was a great experience and I
met some good friends. 1 wasn't real-
ly too disappointed."
Erskine notes its still up in the air
where he'll be playing next season.
He plans to attend the Dallas Stars
training camp in the fall and, if all
goes right, he could he playing with
the team's top farm club in Kalama-
zoo. Michigan which competes in the
International Hockey League. Or, he
could return to the Knights as an

"I"M looking to make the leap into
the NHL, or go with the farm team in
Kalamazoo in the IHL."

ranks law enforcement related careers as one of the
best social/community service career paths in Canada
Police recruiting in Ontario is growing quickly.

will increase sharply the number of recruits
hired in the first years of the new millenium.
Some of the topics you will cover are: Criminology
and the Criminal Justice System, Contemporary
Social Problems, Psychology, Police and Security
Operations, Law and the Legal System, Ethics,
Canadian Government and Politics
If you are interested in a career in law enforcement
is an excellent way to start.
