are investigating after the body of
a mother of a young child was dis-
covered yesterday afternoon in a
Pickering Village building gutted
by fire.
Lisa Hannah, 31, was found
dead on the second floor of her
two-storey apartment at the corner
of Old Kingston Road and Wind-
sor Drive just north of Hwy. 2.
She was the only person unac-
:ounted for Thursday morning as
firefighters battled the stubborn

A family of four from one
apartment — a 40 -year-old man. a
32 -year-old woman, a nine-year-
old girl and a four-year-old boy —
escaped the building. The man
was treated at hospital for smoke
inhalation.

PICKERING —The Pick-
ering nuclear station is holding
its annual public meeting
Thursday, Jan. 27 at 7:30 p.m.
in the auditorium at St. Mary
Catholic Secondary School on
Whites Road south of Finch
Avenue in Pickering.
Doors will open at 7 p.m.
and there'll be displays on top-
ics such as the station environ-
mental assessment, plant fire
safety, nuclear waste and on-
going environmental studies,
including some interactive dis-
plays kids can enjoy.
At 7:30 Pickering plant site
vice-president Bob Sirickert
will speak, providing a report
on station operations over the
past year.
Afterwards, the floor will
be open to the public for ques-
tions.
"The intent is to encourage
the community to come and
meet senior staff and talk to
them about any questions or
concerns they may have about
the operation of the plant;'
says station spokesman Pat
O'Brien.
The meeting is expected to
end around 9 p.m.
Refreshments will be
served.

The environmental assessment
(EA) has been required by the federal
regulator as a condition for restart of
the four Pickering 'A' reactors shut
down for two years.
Ontario Power Generation (OPG),
which is supposed to conduct the EA
according to the specifications out-
lined in the scope. had expected to
AECB are:
• Durham Region -- asking for
the area around the Pickering nu-
clear plant to be selected as the
site of a cancer surveillance study
being undertaken by the AECB;
and for OPG to adequately fund
off-site nuclear emergency readi-
ness:
• the Town of Ajax — accepting
the draft scope but asking for ad-
ditional requirements such as an
analysis of alternatives to the
restart and probe of its effects on
human health:
• the federal Department of Fish-
eries and Oceans — noting base-
line environmental conditions
should be more clearly defined
for the EA:
• Environment Canada — re-
questing a longer time frame for
the EA to include the cumulative
effects of the nuclear plant be-
yond its projected operation, and
for the study to evaluate the sta-
tion's impact on local air and
water bodies;

He expects OPG will be able to get
its draft assessment report to the feder-
al regulator about one month after the
final scope is issued. The current tar-
get date for restart of the first Picker-
ing 'A' reactor is mid -2(X)1.
The delay in issuing the scope is
welcomed by Pickering Ward i Re-
gional Councillor Maurice Brenner.
"It doesn't surprise me;" he says. " I
probably would have been more con-
cerned had it been ready on time" He
suggests the postponements are an in-
dication the AECB is taking the pub-
lic's and others' comments on the EA
seriously.
Controversy has surrounded the
issue of what will have to be included
in the EA ever since the draft scope
was released. Area community groups,
Pickering council and a team of expert
reviewers hired by Pickering to advise
the City on the EA have all criticized
the draft scope as inadequate. main-
taining the requirements should bc-
beefed up for a more thorough probe.
In its written submission to the
AECB, based on the review team re-
port, Pickering recommended the EA
be upgraded to a more comprehensive
one permitted under federal legisla-
tion, and that the time allowed for it be
extended. A coalition of local resi-
dents' and environmental groups made
similar recommendations, and also
asked the AECB not to allow OPG to
conduct the review itself, but rather to
have it done by independent consul-
tants or AECB staff.
Among those who have also pro-
vided written submissions to the
Pickering levee
celebrates city status
PICKERING — Residents are in-
vited to attend a levee hosted by Picker-
ing's mayor and councillors Sunday,
Jan. 30 to celebrate the community's
new city status.

the lobby of the Pickering Civic Com-
plex, One 'lite Esplanade. Light refresh-

Library.

26, 1999 earthquake in Durham
demonstrates a need for more
seismological study of the plant
area as part of the EA.

But, Tories must remember vast majority
of welfare recipients aren't cheats
Paying taxes is painful enough. In-
sult is added to that injury when our
hard-earned tax money is stolen.
And, that's exactly what happens
when people cheat the welfare system
financed by decent citizens to help indi-
viduals and families truly in need.
So we applaud the Ontario govern-
ment's initiative announced Tuesday to
further crack down on people who de-
fraud the social assistance safety net.
But, it's not a standing ovation.
Starting April I, people convicted of
defrauding the axial assistatice system
will be permanently banned from re-
ceiving benefits in the future.
Welfare cheats ran little risk of being
caught year,, ago. That began to change
in 1995 when the Mike Harris govern-
ment was elected on a platform partly
based on cracking down on those who
defrauded the axial assistance system.
The Tories revealed recently in their
second annual Welfare Fraud Control
Report that investigators last year un-
covered approximately $6O million in
benefits that social assistance claimants
weren't entitled to receive. That same
rcpoxt further claimed taxpaying citi-
zens will save an estimated $38 million
as the government avoids doling out
money to those who arc ineligible.
But, those boasts must be tempered
by the fact a very small number of On-
tarians have been convicted of welfare:
fraud the past few years. And, one must
consider that Durham Region officials
report their experience indicates very
few people on social assistance here
don't deserve it. Cities must be judged
on their merits and, as Durham Region's
Paul Cloutier points out, no one wants
or expects the government to use the
proverbial bulldozer to kill a fly.
So, the Conservatives must be care-
ful with their zero -tolerance policy
against welfare cheats. They have to
avoid painting all social assistance re-
cipients with the: same broad brush. The
Tories must ensure people who deserve
welfare, those who truly need it, contin-
ue to get social assistance. And, those
worthy recipients must be made to feel
comfortable about collecting welfare.
The latest crackdown will further
handcuff welfare cheats. But, let's re-
member they arc a very small minority.
The vast majonty of social assistance re-
cipients arc decent people, just like most
taxpayers. They must be treated with dc-
cency and continue to be given the hand
up they need and deserve.

makes her first foray onto the national
figure skating scene at the Canadian
Special Olympics 2000 Winter Games
in Ottawa.
Rynberk, 13, a figure skater with
the Rising Stars club for 'special'
skaters, will carry the hopes of Ajax
and Ontario into the Ottawa Civic Cen-
tre where she'll compete in the level 4
solo freeskate and the level I dance
events, starting Friday, Jan. 28.
She'll be joined by Rising Stars'
head coach Nancy Cranswick who was
chosen to accompany Team Ontario to
the national showcase.

dize her trip to Ottawa
Ms. Cranswick says her protege,
who's developmentally delayed, has
improved every season since joining

Special Olympics program.

ton where she wowed both her coach
and the judges at the Ontario Special
Olympics Regional Competition Jan.
8. Erin's fine performance brought
tears of joy to the eyes of her coach
after she won the gold medal in the
ladies' level 5 event. She also earned
silver in the ladies' level l solo dance.
Ms. Cranswick recalls a particular
jump, the lutz, was giving Erin diffi-
culty in her training leading up to the
regionals. She was unable to land the
jump in the three weeks prior to the
Hamilton competition. But, something
magical happened at the regionals that
left both skater and coach overcome
with emotion.
'I told her 'Erin, just go for what
feels comfortable"' shortly before she
skated out on the ice to begin her pro -
,gram, says Ms. Cranswick.
The pep talk proved to be just the
tonic Erin needed. "She nailed the
jump. I jumped so high that I thought I
was going to end up on the ice," says
her coach.
' "he jump was early in the pro-
gram, so she was so confident and so
high after that. She came bouncing off
the ice," says Ms. Cranswick. "She's
not one to show a lot of emotion, but
she did the bunny hop off the ice. She
knew in her heart that she had had a
good program -
'lite first comment she made to me
was 'Did I make you proud?' and I said
'Oh gosh, Erin, I'm not crying for
nothing':
Erin and her coach are hoping a
good performance at the nationals will
earn the youngster an opportunity to
represent Canada at the World Special
Olympics in Anchorage, Alaska in -
February, 2001.

tem. All -day service east of Picker-
ing and west of Oakville did not
prove to be viable 10 years ago and
will not prove viable at this time.
We also have to consider that if
all -day service is reinstated to Os-
hawa it must also be reinstated to
Burlington in the west. Halton and
Peel Regions are a bigger market
for GO Transit than Durham.
So it is fine for Durham Region
Chairman Roger Anderson to speak
out loud and clear at the Greater
Toronto Services Board for en-
hanced services but his voice will
have to be much louder than Re-
gion Chairmen in Peel and Halton,
who are his partners at the GTSB
and the GO Transit board.
Taking this into consideration,
.the total costs for enhanced ser-
vices will be much more than $1.3
million.
Yes, as a resident of Ajax, I
agree that full GO service would be
nice to have but when you look at
how well the existing off-peak
train/bus service now operates,
there is no practical way of justify-
ing full service at this time.

jured, police said.
Another man, identified as 25 -
year -old Jason Fitzgerald by his
father Ron at the scene, was taken
to hospital and later released.

Fire crews fought for hours to
control the blaze, which spewed
thick black smoke into the air
throughout the morning. Two aer-
ial truck crews battled the inferno
from above the building, while
firefighters manned several hoses
on the ground.
Eight Ajax Fire. and Emergency
Services trucks and all available
firefighters responded to a 5:48
a.m. call within minutes, Fire Pre-
vention Officer Thom Evcred re-
ported at the scene. They were as-
sisted by a crew from Pickering as
they battled a "stubborn" fire that
was "already through the roof'
upon their arrival.
The blaze was "stubborn to put
out due to false ceilings between
floors;' said Mr. Evered. The fire
had been brought under control by
2 p.m. but hadn't yet been extin-
guished.
At the scene of the blaze as
firefighters fought to control it,
Ron Fitzgerald wanted to know if
his son's friend had been located.
Mr. Fitzgerald said his son
awoke to smoke and awakened the
woman, but she didn't follow him
outside. Mr. Fitzgerald reported
his son returned twice and heard
her answer as he called her name
but "couldn't see his hand in front
of him" and was driven back by
smoke.
The younger Mr. Fitzgerald
was distraught and unable to talk
to the News Advertiser yesterday.
Sgt. Grimley described a man
who stayed in Ms. Hannah's
apartment overnight as "an ac-
quaintance. He knew her in the
past and met up with her (Wednes-
day) night."
The deceased ran Nail Plus
Studios on the lower level of the
structure. Her salon, another busi-
ness and three apartments were
destroyed in the fire. Damage is
estimated at $400,000.
Though Mr. Evcred didn't
know at press time if any of the
apartments in the building had
smoke alarms, the tragedy rein-
forces the need for working detec-
tors in all homes, he noted.
The cause of the fire remains
under investigation by the Office
of the Fire Marshal, the Ajax fire
department and Durham police.

Students versed in French widen ' Job chances
Officials say learning second language increases pupils' tolerance of other cultures
Enrolling a child in French
immersion not only means they'll
learn a second language, they'll
also gain a better understanding
of a different culture, says a pub-
lic school board official.
Those are just two aspects of
the French immersion program
that parents will have an opportu-
nity to hear more about during in-
formation sessions being held at
I 1 Durham District School Board
elementary schools Wednesday,
Jan. 26.
"It's a chance for parents to
see the school, to talk about the
Grade 1 (French immersion) pro-
gram and to ask about school
boundaries and busing," says
Elizabeth Kagazchi, the public
board's program facilitator for
French and international lan-
guages.
The public board has offered
French immersion for approxi-
mately 23 years, she reports.
Ms. Kagazchi notes parents
often choose the program for
their child "just for the exposure
to another language.
"When students finish the pro-
gram they will be bilingual" and
that opens up several job oppor-
tunities for pupils, she says.
The program also helps stu-
dents gain a greater "tolerance
and understanding of another cul-
ture," says Ms. Kagazchi.
And, learning a second lan-
guage can often mean a student's
first -language skills "can become
strengthened".
Ms. Kagazchi also reports the
majority of pupils who begin the
program in Grade 1 continue with
it through high school.
"I wouldn't say it's more de-
manding.
."There's a difference, they're
learning another language so
they're learning more"
She explains that the main dif-
ference between French immer-
sion and core French, which is
mandatory between Grades 4
through 8, is the number of hours
of French instruction a student
receives.
"Core French is an excellent
program. It's just that it's a lot
less intense," she says.
French immersion pupils re-
ceive 3,800 hours of French in-
struction by the time they gradu-
ate from elementary school,
whereas students in the core
French program take approxi-
mately 600 hours.
At the secondary level, the
French immersion program re-
quires participation in 10 cours-
es, one of which must be OAC lit-
erature studies.
Core French is only compulso-
ry in Grade 9.

items being collected to help flood
victims in Venezuela.
The Hispanic -Canadian Al-
liance of Durham is working with
the Venezuelan Consulate in the
collection of such items as canned

well as shampoo, soap, diapers
and deodorant; and pots, pans and
non -breakable dishes. Clothing
and shoes should not be donated.

Snitches rewarded for
telling on litterbugs
The City of Pickering is urging
residents to report any incidents of
illegal dumping or littering to the
bylaw enforcement department.
Anyone who supplies informa-
tion leading to the conviction of a
person for illegal dumping is eligi-
ble for a $1,000 reward under a
City bylaw. The bylaw was passed
in response to the large amounts of
money being spent by the munia-
pality to pick up garbage dumped
illegally at the sides of roads and
on public property.
At the end of December, a
cheque for $1,000 was sent to a
resident who witnessed and report-
ed illegal dumping on Third Con-
cession Road near the former
Brock West landfill site. Charges
were laid and the informant acted
as a witness in court. The perpe-
trator was found guilty and required
to pay a hefty fine, according to a
media release from the City.
All residents with trash which
can't be picked up through regular
garbage collection are urged to
take it to the Miller Waste depot at
1220 Squires Beach Rd., one block
east of Brock Road south of Bayly
Street.

Quebec and the dealer's
lawyer contacted both Mr.

curator of the Scugog Shores
Museum. On Friday, they
made the trip to Hull where

ing the information and Mr.
Marlowe, but was especially
grateful for the honesty of the

Purees aid Ajax, Pickering residents
The Ajax and Pickering Health Centre
has joined with Campbell's Food Services
to offer a 'Purees for the Home' program
allowing the public to purchase frozen
meals at the local hospital for people who
have difficulty swallowing.
Aging, injury or impairment can some-
times lead to coughing, choking or unsuc-
cessful swallowing when eating so that
essential nutrients and calories are not
being absorbed by the body.
The Campbell's pureed meals come in
18 varieties, each with a meat, vegetable
and potato portion.
Each portion is blended to ensure a
consistent smooth texture and then pack-
aged and frozen into a single serving dish
that can he defrosted, heated and then
served.
"These are the same meals we use for
our inpatients who have dysphagia or a
swallowing disorder;" says hospital dietit-
ian Melissa Jaeger in a media release an-
nouncing the program.
"Once patients leave the hospital it can
be difficult to make these types of purees
at home and baby food is not designed for
adults. This is a safe, easy way to get the
nutrients that are needed for good health.-

Humble green fields,
rolling hills holding back the
horizon, clumps of trees and a
quiet desolation, punctuated
only by the distant drone of
the occasional car speeding
along the weathered asphalt.
The world's final battle-
ground is surprisingly peace-
ful.
Yet as I walk through the
valley in the shadow of death,
I know every step I lake
treads over millennia of
spilled blood and crushed
bones. In this Israeli valley
stands one hill, a sentinel be-
tween 'good and evil,' life
and death.
Welcome to Megiddo.
Others know it as Ar-
magcddon - the future battle-
ground for Earth's greatest
apocalyptic war. The place
where, it states in the Bible,
the armies of the world clash
in one horrific melee that
ends with the eternal destruc-
tion of evil.
It's tlx: end of the world as
we know it, so to speak.
But it's quiet here. Noth-
ing betrays such a foreboding
future or this area's gruesome
past. Even approaching the
entrance of these once forti-
fied ruins - now an "intcrprc-
tive centre" for tourists who
venture from Jerusalem and
Tel Aviv - all is quiet.
A man who drives up in a
car is my only interruption.
He's lost.
"Do you know where the
military base is'!" he ques-
tions.
1 point down the road
where I've been, it's not far.
The irony strikes me: through
modern history, this place
still remains a strategic point
with military value. The
name Armageddon is a cor-
ruption of the Hebrew words
Har Megiddo - literally
meaning Mount Megiddo.
But perhaps Armageddon
is an appropriate name: Hid-
den underneath this pastoral
setting and otherwise incon-
spicuous hump in the Jezrcel
Valley lie untold deaths from
10,(Xx) years of epic battles.
This hill was a battleground
for thousands of years - from
before 15(X) BC, when
Egyptian Pharaoh Thutmoses
III raided Canaan, until its re-
capture by Israeli forces in
1948.
Tcxlav, the only invading
forces at Megiddo are tour
groups and sch(x)I children,
eager to learn what lays under
the soil and rubble. Little re-
mains to show us the true
grandeur of this fortress - a
pile of round stones, wom
blocks, a secret underground
passageway and scattered
foundation stones are all that
survives. But even that's a
treasure for some.
Archaeologists have un-
covered 20 layers of settle-
ments here, including ruins of
fortifications, great temples,
palaces and stables. Megiddo
had been occupied continu-
ously for thousands of years -
from 35(X) BC to 5(X) BC -
serving as crossroads to an
ancient trade route that linked
Egypt with Syria and
Mesopotamia.
Megiddo's glory was
recorded in six letters sent by
its king to Egyptian pharaoh
Akhenaten in the 14th centu-
ry BC, indicating this settle-
ment was one of the mightiest
city-states in Canaan.
Today, visitors to Megid-
do's ruins can still sec re-
mains of a 4,000 -year-old
Canaanite temple, walled
foundations of a great palace
from King Solomon's time
and the remains of a public
grain silo. There's also a hid-
den water system, dating
back 3,0(X) years, that visitors
can explore. A set of stairs
snakes down a shaft that
plunges 40 metres until it
meets a secret passageway.
This passage. hewn through
70 metres of rock, leads to a
hidden spring outside Megid-
do - the secret route allowed
inhabitants to draw water un-
noticed under times of siege.
Megiddo's location has al-
ways been strategic: the hill
allowed control of a choke -
point along the ancient roads
that emerge from the narrow
Aruna pass into the surround-
ing fertile Jezrcel Valley.
Such importance led to con-
quests by neightxxrring ene-
mies: Egyptians, Caananites
and Assyrians.
Megiddo became an
Egyptian o utp(nt for Canaan
in the second millennium.
When Canaan's city-states re-
volted against the pharaohs,
Megiddo became the battle-
ground.
Inscriptions in Egypt's
Temple of Amun at Karnak
highlight the risky strategy of
Thutm(res IIh who drove his
armies through a narrow pass
and laid siege to Megiddo for
seven months before victory
came.
Archaeology shows that
Megiddo was destroyed in
1130 BC, but it would soon
rise again to splendour under
the biblical King Solomon.
Solomon made his mark on
Megiddo around 1000 BC,
when he fortified this ancient
settlement and made it into an
administrative centre for his
northern province and one of
his "chariot cities."

gion and made this hill his
capital in the mid -8th century.
Megiddo also marks the spot
where King Josiah of Judah
fell in battle as the Assyrian
empire began to crumble.
Not all Megiddo's history
is so ancient. Near the end of
the First World War. British
Gen. Edmund Allenby and
his infantry forces dislodged
from Megiddo 100 Turkish
fighters who were dclending
the last vestiges of the Ot-
toman Empire.
And in 1948, Israelis over-
came invading Arab forces at
the nearby Mishmar Hacmek
during the War of Indcpcn-
dcnce.
Biblical prophecies pre-
dict the bloodshed will con-
tinue. Revelation says: "And
He gathered them together

brew tongue Armageddon:'
Israel itself seems to have
taken a tongue-in-cheek view
on such prophcsies, perhaps
even tempting fate: On the
dawn of the new millennium,
dwv will hold a spectacular
light and sound show, com-
plete with lases, to exploit
Megiddo's dark side.
But here's a sobering
thought: Megiddo stands as a
sentinel in the Jezrcel Valley,
a deep geographic scar cuts
into Lebanon and Israel.
The valley can make
tracking low-flying aircraft
— or missiles — difficult as
they Fly beneath radar. Should
any military attack conte into
Israel from the north, it'll
likely be down this valley.
And sooner or later they'll
hit Megiddo - Israel's last
stand.

at North Bay tourney
PICKERING — The Pickering
tween 'A' ringette team beat everyone
except the host squad to earn the silver
medal at the recent North Bay tourna-
ment.
The Pickering tweens dropped the
gold -medal game to defending provin-
cial champion North Bay, which had
beaten Pickering earlier in the tourna-
ment. No score was reported.
Pickering advanced to the title game
after rolling over Sault Ste. Marie 7-0
in the semi-final contest. Niki Arnott
was outstanding in net for the local
tweens, posting the shutout.
Pickering dropped its first game of
the tourney to North Bay 5-3. But,
Pickering rebounded in the second
game to defeat a determined Kirkland
Lake squad 12-2. Pickering beat Sault
Ste. Marie in the third game by a score
that wasn't reported.
Scoring for Pickering in the tourna-
ment were Jennifer Capranos with nine
goals; Mykala Abel with six; Erin
Welsh five; Alex Edwards and Chris-
tine Capranos four each; Amanda
Good and Krista Keberer two apiece;
and Leanne Munson one.
The defence of Keberer, Good,
Natasha -Lynn Gray and Munson was
outstanding throughout the tourna-
ment.
The Pickering tweens are looking
forward to playing in their home tour-
nament Feb. 4 to 6.

The Raiders won the champi-
onship final 3-1 over the Buffalo
Rcgals, who'd previously only
lost once this season.
Lum-Walker, Ryan Kirk and
Colton Kennedy scored for the
Raiders, while Colin Campbell,
Michael Purcell and Ryan Braw-
ley earned assists. Jared Cowley
was superb in goal. Lum-Walker
was named most valuable player.
In the semi-finals, the Raiders
took on league rivals Whitby
Wildcats and skated to a con-
vincing 6-1 victory. Kirk and
