Bail pulled on accused bandit
The alleged `Bang Bang Ban-
dit' is back behind bars after his
bail was yanked during a court
appearance Friday.
Miguel Andrew Thomas, 22,
of Toronto, was taken into cus-
tody by police during an appear-
ance in front of a judge at the
King Street West courthouse in
Oshawa.
Mr. Thomas's bail was re-
voked after a family member
asked to be relieved as his court-
appointed surety.

A surety is responsible for en-
suring that an accused shows up
at court and abides by the condi-
tions of release.
Mr. Thomas is charged with 24
bank heists in Toronto, York and
Durham over a two-year period.
He was arrested Dec. 7 follow-
ing a botched holdup during
which several shots, all blanks.
were fired from a starter's pistol
inside a Bank of Montreal in Os-
hawa.
The alleged gunman was cap-
tured after being struck in the
head with a chair by a 64 -year-
old Newcastle man and jumped
by three other Good Samaritans
who helped out.
In a court ruling which infuri-
ated police officers, Mr. Thomas
was freed Christmas Eve on
$15,000 bail by Oshawa justice
of the peace Joni Glover.
He was remanded in custody
on Friday and was scheduled to
appear again in bail court yester-
day.

PICKERING — The City has
joined the call for a six-month
moratorium on development in the
Oak Ridges Moraine.
The moraine — a ridge of land
formed by glacial sediments
stretching 160 kilometres from the
Niagara Escarpment east to the
Trent canal system — holds the
headwaters for more than 35 rivers
and streams in the Greater Toronto
Area.
Pickering council's executive
committee endorsed a resolution
Monday, which was originally
passed Dec. 3 by the Greater
Toronto Services Board, urging the

Pickering Frenchman's Bay rehab group wins award
PICKERING — The
Frenchman's Bay Watershed
Rehabilitation Project
(FBN%'RPI has received the
Community Partner of the
Year award from the Wildlife
Habitat Council.
The council, which is ac-
tive in the U.S. and nine other
countries, works to increase
the amount and quality of
wildlife habitat on corporate,
private and public lands,
through partnerships with
corporations and conserva-
tion groups.
FBWRP was nominated
for the award by employees
of the Pickering Nuclear
Generating Station for mak-
ing a significant contribution
and lasting impact on the
power plant's wildlife habitat
enhancement programs.
Only one organization or
individual receives the award
each vear.
"Many businesses and in-
dustry landowners are find-
ing collaborative wildlife
habitat projects one excellent
way to shoulder their respon-
sibilities for environmental
stewardship;' says council
president Bill Howard in a
media release announcing
FBWRP's award. "Local
community involvement
helps mold the project to
local needs and creates a
sense of partnership that
helps both the community
and company become more
sustainable"
FBWRP is a partnership
of Ontario Power Generation,
the City of Pickering, ECO
Action 2000, Friends of the
Environment Foundation and
the Toronto and Region Con-
servation Authority.
The organization began as
a community initiative to
help restore the wetlands,
creeks and natural areas in
the Frenchman's Bay water-
shed. Its activities have in-
cluded improving the Hydro
Ajax -Pickering Toastmasters meet

Pickering school, others consider `beneficial' August -to -June program

Winchester Public School may not
be the only new facility launching a
so-called year-round program this
summer.
Although the modified calendar
isn't yet a sure thing at the Brooklin
school, interest in the program is
continuing to grow, says principal
Jack Smyka, who reports other com-
munities are taking notice.
According to a bylaw passed by
the Durham District School Board
last year, all new schools are required
to explore the possibility of offering
classes almost throughout the year.
And, parents at Quaker Village
Public School in Uxbridge will do
just that this week when Mr. Smyka
makes a presentation to the commu-
nity Thursday.
"Not many people have had a
chance to express their opinion
(about the program yet)," says Quak-
er Village Public School principal
Rick DeJong. "My sense is it could
go either way."
Quaker Village pupils are current-
ly being housed at Uxbridge Public
School and will likely move into their
new facility in March, he adds. If
there's enough interest in the modi-
fied program "we want to start in Au-
gust.. -whatever the community wants
is what I'll go with."
In Brooklin, it appears the com-
munity has spoken. More than half of
the school's 330 pupils have already
signed up to start classes in August,
Mr. Smyka reports.
..We have enough students (to
offer classes) right from junior
kindergarten to Grade 8;' he says.
However, parents at Altona Forest
Public School in Pickering haven't
expressed an interest in the program
yet, according to principal Trudy
Deacon, who believes the modified
calendar could be an option in the fu-
ture.
"At this time that's just not some-
thing we're into," she says, explain-
ing students are still attending class-
es in the old Woodlands Centennial
building and likely won't move into
their new facility until the end of
March.
"We likely wouldn't look at it for
a number of years;" Ms. Deacon says.
"It's not something that's come up
with our school council"

school's community council will
likely wait until the fall to look
at the program.
"We haven't discussed it at
this point," he says, noting the
move into the new facility in
March is the top priority right
now.
"I don't see it as being a pri-
ority mandate to have in place
and decided right away," Mr.
Howard says of the modified
calendar, adding "I've not had
anybody in the community ap-
proach me about it."
Whitby's C.E. Broughton
Public School, which launched
the modified calendar in 1996
under Mr. Smyka's leadership, is
still the only facility in the re-
gion that offers classes almost
year-round.
The program starts each Au-
gust and runs through to the end
of June, finishing the same time
as regular schools.
However, students and teach-
ers attend classes for shorter
stretches of time, with breaks
spread more evenly throughout
the year.
The longest period students
are in class is nine weeks with-
out a break, which means the
program is more continuous.
More than 320 students from
across Durham are attending the
modified program at Broughton
this year.

gains, especially in the primary
age."

Pickering takes tough position' on
Oak Ridges Moraine development

no more approvals be given to proposed
development or aggregate applications
going through the process for six
months in the Oak Ridges Moraine:'
The resolution also asked the
Province, in collaboration with the Re-
gions of Durham, York and Peel and the
Citv of Toronto, to formulate a policy
statement on the moraine and to com-
plete a long-term strategy for it.
Copies of Pickering's resolution are
to be sent to Minister of Municipal Af-
fairs and Housing Tony Clement. Pick-
ering -Ajax -Uxbridge MPP Janet Ecker,
who's also Minister of Education: and
the GTS B.
In supporting the resolution, Mayor
Wayne Arthurs noted it was passed
nearly unanimously by GTSB mem-
bers, with only one voting against it.
"It's a position that is representative
of municipalities throughout the
Greater Toronto Area:' he said.
There is currently no clear provincial
policy on protection of the moraine. In
June 1991, the Province officially de-
clared an interest in the moraine and, as
an interim measure. adopted implemen-
tation guidelines to steer development
until it formulated a long-term develop-
ment strateev for the area.

key provincial ministries and agencies,
participated in a technical working

system crash
Bell Canada and Durham police
promise upgrades to the region's 911
service in the wake of Monday morn-
ing's crash of die emergency call sys-
tem.
Meanwhile, a faulty power source
has been cited as the cause of the system
crash which left Durham residents with-
out 911 service for two hours.
Bell spokesman Don Hogarth says
any 911 service interruption is "a matter
of serious concern. We're taking steps to
provide greater reliability, in the event a
similar component fails in the future.
The level of reliability will be higher."
And, Durham Regional Police will
install a new 911 back-up system in
March, reports force spokesman
Sergeant Jim Grimley. If there's a fail-
ure with the main 911 service, calls will
be re-routed through to the back-up im-
mediately, he adds.
A power converter card which pro-
vides juice to the 911 system failed at
Bell Canada's Oshawa office, says Mr.
Hogarth. The card was "replaced (that)
day, within a few hours (of the system
crash)," he adds.
'The problem was related to a piece
of equipment that supplies power to the
phone system. The equipment isn't spe-
cific to 911. It supplies power to regular
phone lines also," Mr. Hogarth notes.
The 911 system in Durham went
down at 10 a.m. and partial service re-
turned around 11:50 am. when a back-
up system was put in place. Full service
was restored around 2:45 p.m.

`It's irresponsible to pave
over the Oak Ridges Moraine
committee which prepared a proposed
strategy. That proposed strategy was
submitted to the Province in 1994.
However, a provincial election re-
sulted in a change of government and
neither the strategy nor the interim
guidelines were ever finalized.
Recently, controversial proposals for
development on the moraine have come
forward, including Gan Eden in
Durham, which would see the construc-
tion of 2,500 housing units on the
moraine near Uxbridge.
In Durham, large chunks of
Uxbridge and Scugog, as well as sec-
tions of Pickering, Whitby. Oshawa and
Clarington arc within the moraine.
In supporting the resolution Mon-
day. Ward I local Councillor Dave
Ryan suggested the lack of action on
the part of the Mike Harris provincial
,lo%ernment to protect the moraine
'amounts to a raping of the environ-
ment.
"It's irresponsible to pave over the
Oak Ridges Morain; :' he added.
Ward 3 local Councillor David Pick-
les suggested it made sense for Picker-
ing to support the development morato-
riu n and call for a long-term strategy.
"The protection of the Oak Ridges
moraine is simply a logical extension of
our protection of our rural area:' he
said.
Ward I Regional Councillor Mau-
rice Brenner expressed concern that in
the long run the Province might not take
the steps necessary to preserve the
moraine environment even if it agreed
to the six-month moratorium.
"We better get plan B operational
because I'm not too optimistic, he
noted.
Other council members pointed out
the resolution clearly and appropriately
puts the onus on Queen's Park to take
action. If the Province doesn't respxmd.

Oshawa man
dead after
collision
PICKERING — A 92 -
year -old Oshawa man is
dead, and a Courtice man
has been charged, after a
four -car hit-and-run colli-
sion on Hwy. 401 Sunday.
The accident happened
at about I p.m. in the west-
bound lanes cast of Brock
Road, Pickering.
Police say a car travel-
ling at a high rate of speed
rear-ended a 1996 Buick
Regal driven by 92 -year-
old Bryan Morris of Can-
nonberry Court in Oshawa.
The first car is then be-
lieved to have hit two other
vehicles, says Sergeant
Bob McManus of OPP
Whitb}.
The driver of the first
vehicle was not at the scene
when police arrived, but
29 -year-old John Travers
of Courtice turned himself
in to police later in the day.
Mr. Morris was taken by
ambulance to Ajax-Pickcr-
ing Health Centre with
head injuries, then trans-
ferred to Sunnybrook
Health Sciences Centre in
Toronto, where he died.
Mr. Travers is charged
with failure to remain at
the scene of an accident
and driving with more than
80 milligrams of alcohol in
his blood.

lifestyle. Forget granola and
sprouts, he's told by the modern

and smoking that are really good

Well we've just arrived in
the 21st century
where junk food, cigarettes
and sloth are still con-
sidered bad for us, and it's
unlikely we'll learn oth-

"It would be
someone who is active
and is able to do the
things they would like
to do. You eat a well-
balanced diet. You're a non-
smoker. You don't necessar-
ily abstain from alcohol
but drink at a low -risk -level.
"For social health, you're in a
supportive social environment.
"You have a good sociall network,
whether that be a few close
friends or family members you can
talk to and count on."
Mental health, says Dr.

ical health today, according to Dr.
Reynolds, are the lifestyle "risk factors" —
smoking, poor diet and lack of exercise —
they can do something about.
"Tobacco is the biggie," she notes,
adding 30 per cent of Durham residents
continue to smoke even though the habit
has been clearly linked to cancer, heart
disease and stroke — the major causes of
death and illness in our society.
Eliminating smoking, she maintains,
would lead to a huge reduction in those
diseases.
Next in importance come obesity, poor
diet and lack of physical activity, accord-
ing to the doctor, with all three linked to
cancer, heart disease and stroke.
Social and mental health factors are
quite a bit harder to determine and mea-
sure and may seem nearly impossible
for an individual to act on.
For example, it's been shown overall
health is significantly influenced by things
such as income, employment and educa-
tion — even though it's not clear exactly
how.
"We know that in general, poor socioe-
conomic status reflects itself in poor health
status," says Dr. Reynolds.
While it may be as simple as some peo-
ple not having the means or knowledge to
take better care of themselves, stress is
also likely an important part of the equa-
tion, just as it is for those with higher so-
cioeconomic status.
While you can't eliminate stress from
your life, says the doctor, you can do
things to relax and relieve it. Relaxation
for some is achieved through activities
such as tai chi and yoga, while for others
an intense game of tennis or ice hockey_ al-
leviates stress.
The important thing, according to Dr.
Reynolds, is to recognize you are stressed
and develop your own strategies to relieve
it.
Bille von Roeder, who operates the
Greenwood Holistic Health Care Centre,
suggests stress is the greatest health issue
facing modern society.
Mrs. von Roeder, who is trained as a
psychotherapist, teaches yoga in addition
to doing psycho -spiritual counselling and
energy -based massage for visitors at the
centre.
"Everything moves so fast," she says.
"Stress is so high. Our ability to relax, take
a breath, is not up to the stresses we are
dealing with today."
While sports and fitness activities may
provide some stress relief, says Mrs. von
Roeder, achieving true mental balance and
health is aided by activities that include
"reflective space," such as tai chi, yoga or
meditation.
The goal, she explains, is to ask ques-
tions like 'Who am I'?' and 'What do I
need'?' and answer them for yourself.
"Most people never go there. They just go
with what family, friends and society tell
them."
Mrs. von Roeder maintains individuals
seeking optimum health need to trust
themselves and follow their own instincts,
even while they consult therapists, dieti-
tians, fitness instructors or other advisers
to help them.
"Most people do know exactly what
they need to do. They just don't do it. What
stops them is a certain degree of inertia and
a certain degree of discouragement - al-
ways having to measure up and being fear-
ful of failure."
The fear of failure is often related to
lifestyle changes such as quitting smoking
or doing exercise, notes Mrs. von Roeder
and one key to success is not trying to
make all the changes at once.
"It's a gradual process. You start with
one thing that is manageable and let that
filter through," she explains, adding it will
become clear to the individual when they
have to add exercise after quitting smoking
or improve their diet after taking up an ex-
ercise program.
"It's quite fascinating how people seem
to know."

Those are questions people are
finding difficult to answer for
themselves these days as they're
surrounded by images of phys-
ically perfect athletes, fashion
models and movie stars at the
same time they're getting the
message they shouldn't
be obsessed with their
own weight.
The closest
thing to an
easy answer can be
found using the
body mass
index (BMI), a
widely -accepted way to deter-
mine whether an individual is within
a healthy weight range.
BMI is the ratio of body weight (in
kilograms) divided by height (in me-
tres) squared.
For example if you're a man or
woman who weighs 70 kilograms
(154 pounds) and who's 1.7 matres
(or 5 -foot -6) tall, your BMI is 70 di-
vided by 1.7 squared (2.89), or
24.2.
A BMI between 20 and 25 is con-
sidered a good weight for most peo-
ple. Less than 20 and between 25
and 27 may indicate or lead to
health problems for some individu-
als.
Higher than 27 indicates in-
creased risk of developing health
problems. So the healthy weight
range (BMI 20-25) for a 1.7 -metre
person is about 58 kg (127 pounds)
to 72 kg (158 pounds), and for a
1.8 -metre (5 -foot -11) person, it's
about 64 kg (141 pounds) to 81 kg
(178 pounds).
(To convert inches to metres,
multiply by 0.0254; to convert
pounds to kilograms, multiply by
0.45).
BMI charts and graphs, illustrat-
ing healthy weight ranges for vari-
ous heights, are often available from
doctors' offices, health depart-
ments, dietitians and insurance
companies. BMI charts and calcula-
tors can also be found on several
sites on the Internet.

Durham councillors
must stand united
Position taken by mayors
of Pickering, Oshawa heartening
Forced to choose between two suit-
ors. mayors Wayne Arthurs and Nancy
Diamond have chosen to dance with
`the one that brung ya'.
In turning their backs on a group of
powerful 905 -GTA mayors which in-
cludes Mississauga's Hazel McCal-
lion, Vaughan's Lorna Jackson and
Markham's Don Cousens, Pickering's
Mayor Arthurs and Oshawa's Mayor
Diamond have cast their lot with their
fellow regional councillors.
The GTA mavors, in brief, want to
sec the four GTA regions eliminated
and eight or nine super cities in their
place.
The made -in -Durham solution, now
endorsed by mayors Arthurs and Dia-
mond, would have Durham Region
continue in a much -stripped -down
form which would see it still maintain
supervision over police services. To
counterbalance the continuation of the
Region and to appease the Province,
local municipalities would explore
amalgamation prospects with the aim
of eliminating some of the eight mu-
nicipalities currently in Durham.
Mayors Arthurs and Diamond had
attended a GTA mayors' meeting with
six counterparts in December. That's
when the plan to eliminate the regions
was discussed and the creation of the
super suburbs came up. But when it
came time to put up or shut up last Fri-
day, the Durham mayors, impressed by
the discussions at the Regional council
retreat last Tuesday and Wednesday,
backed their own.
That presents a united front to the
Province later this year. Durham clear-
ly wants no part of a deal negotiated by
mayors in York, Peel and Halton. Sure-
ly Minister of Municipal Affairs Tony
Clement will have to take that into
consideration.
Meanwhile, Durham still remains
very much a part of the Greater Toron-
to Services Board. That body, still in
its infancy, will likely take a larger and
larger role in overall service delivery
throughout the GTSB. Look for it to
run transit and possibly roads, take
charge of water and sewers and co-or-
dinatc other services. The Region
could still manage police, an amalga-
mated fire service and waste disposal.
Local municipalities, where they
can find cost savings and service im-
provements, could find natural part-
ners for amalgamation. Seems like a
worthwhile plan which has unanimous
support in Durham.

Hayc you ever asked yourself
why some parkin_ spaces arc paint-
ed bluer I'm sure when you've
seen one you've thought to yourself
this is an ideal spot right in front of
wherever you have to go. You
might even figure as you pull in and
park that you're just going to he a
few minutes anyway so you won't
be doing any harm to anyone.
These spots are painted blue p y
with our kids and grandkids on the
• fox►tball fields or the baseball dia-
monds. Just going for a walk along
the beach would be a sheer delight. �
This isn't going to happen for

They are the ones who can be seen
rushing for their GO train trying to
juggle a coffee and a bagel, an ex-
tremely over -stuffed purse and the
story their child wrote in class, and
somehow managing to be successful.
A brief moment of relaxation oc-
curs on the slow, but often not quite
slow enough, train ride to work. This
is when mom can enjoy her cold
breakfast while reading her child's
story, wiping tears from her eyes with
a little wadded -up napkin she has ran-
somed from her over -stuffed purse
and thinking about how fast her little
boy is becoming a man.
Being too engulfed in her son's
story has caused mom to miss her
stop and she arrives almost an hour
late for work, already a little weary
about how the day is going.
She makes up the missed time on
her lunch hour, managing only to
sneak in a bag of pretzels and a Diet
Coke, and still has to listen to a
stressful lecture from her boss.
Finally she begins the long trek
home. After fighting through the
crowds and traffic jams, she arrives
home to see her kids playing catch on

with big signs that say 'handicap
parking' because they're intended
for people who are not as lucky as
you. Some of us can't walk very far
due to lung or heart problems.
Some of us can't walk far because
we are crippled, old, feeble or just
in pain with every step we take.
Some of us have just been in hospi-
tal and need an extra helping hand
while we get better. Some of us will
only get worse as time goes along.
All of us would gladly park in a
space further away — if we had
your lungs, your heart or maybe
your legs so we could walk with
case, without pain, without gasping
for breath with each step we take. It

the front lawn and the first real smile
of the day plays across her face.
Mom decides tonight she will take
her kids out to their favourite restau-
rant. The kids rush into the house ex-
citedly to change clothes, while mom
sighs under her breath, knowing she
has just sacrificed the denim sKin she
has been eyeing for the last couple of
weeks.
After dinner, mom transforms into
teacher mode, almost instantly be-
coming an expert in history, math,
science and even French, in order to
assist with the homework.
.After making sure all the dishes
are done and the laundry started,
mom slips into her room. Being care-
ful not to wake anyone, she flops into
bed, completely exhausted.
As mom drifts off into dreamland,
her thoughts are not of high-whool
crushes and exotic vacations but of
the mortgage, car payments and the
electric bill. At almost the instant her
consciousness slips away from here,
she hears a soft cry from down the
hall, "Mom.."
As if it were a routine, she saun-
ters over to her youngest son's bed-
room and asks what the matter is.
"I can't sleep. Can you rub my
back?" he responds.
"Of course, sweetie," she says and
sits with him for half an hour until he
falls asleep.
She awakens the next day, not to
some appetizing scents dancing in the
air or the tropical sun creeping across
her face but to the nagging siren of
her alarm clock.
Then again, this is all part of an
average day in the life of a typical,
caring, hard-working single mother.

tion increase when able-bodied
people park in spaces intended for
us. And 90 per cent of the time the
people who park illegally in dis-
abled spaces are not teens, but
rather adults who should know bet-
ter.
So, please do not park in our
spaces! There are so few spots now
and so many of us need these park-
ing spaces. Every time you use up
our parking spaces, one of us has to
take those extra steps to do the
chores we have to do.
Remember one other thing:
Your turn is coming! One day you
or someone you care about will
need a helping hand. Let's hope
someone is not parking in the hand-
icap spaces forking you or your
loved one to walk that extra mile.
By the .way, are you aware you
could pay a fine of $150 if you are
caught parking in a handicap
space? Of course, the Province
likes it when you donate your
money to its coffers!

To accommodate the company's expansion, CDA requires supervisory, skilled and semi -skilled staff for
its day shift (7:30am-3:30 pm) and for the afternoon shift (3:30-11:30 pm) We are hiring for some positions
immediately to start at the Scarborough location and must be willing to relocate tc the new facility in Pickering.
SUPERVISORY STAFF REQUIREMENTS
Supervisors with a minimum of 5 years experience in set-up and supervision, to be trained initially on the day shift, with the
intention of supervising the afternoon shift. Require Sheet Metal Supervisor for metal fabrication and Wood Shop
Supervisor for wood fabrication.
Licenced Maintenance Electrician required for full-time day shift, experienced in servicing and maintaining production
machinery and building facilities. Would also be required to provide direction for the electrical fabrication of our products.
Model Maker experienced in the above products working in wood, metal, plastic, acrylic and wire. Design or Ontario College
of Art background would be an asset.
SKILLED & SEMI -SKILLED STAFF
REQUIREMENTS FOR THE AFTERNOON SHIFT
Sheet Metal workers. experienced in press brake, spot welding and metal fabrication.
Woodworkers expeences in wood fabrication and cabinet making. Experience on CNC wood machining centre would be an asset.
General Help required in assembly of wood, metal and plastic product. Electrical knowledge of wiring would be an asset.
Acrylic Fabricator with experience in acrylic fabrication.
Salaries and wage rates will depend upon skill levels and experience. CDA offers a full benefit package after a 9 -month
