Durham councillorsplot g o north to future Government reform on agenda at two-day retreat BY KEITH GILLIGAN Staff Writer The shape and future of Durham Region will be on the table next week when Regional councillors gather near Orillia for a retreat. Durham Chairman Roger An- derson says the only issue on the agenda is governance, including proposals to downsize Regional and local councils.. The retreat is being held Jan. 1 I and 12 at the Fenn Resort and it's the second time during this term of council that politicians have gath- ered there. The first retreat was shortly after the November, 1997 municipal election. '"Iite decision of that retreat was to form the governance committee. In hindsight, it was probably the wrong name. It was to look at ser- vices;' Mr. Anderson says. This retreat will deal with gov- ernance matters more than ser- vices, he says. "I'd love to see a plan come for- ward, so we could put this to bed;' he adds. "It's a major issue. Coun- cil will have to think long and hard before it makes any decisions at Fern." Motions put forward by region- al councillors at the final council meeting before Christmas will also be discussed, he says. Late last year, Oshawa council took that earlier offer off the table in order to encourage more discussion about mu- nicipal reform. "I am not looking at an at- tack on Whitby or Claring- ton," she says. The mayors are suggest- ing "communities of interest" be formed and boundaries would likely be set by a provincially -appointed spe- cial adviser, Mayor Diamond adds. Oshawa, with its industrial base, is big enough and strong enough to stand on its own, as it did in the days be- fore regional government was introduced in the early 1970s, Mayor Diamond notes. The City could do that once more, although any other municipalities that wanted to "share" would be welcomed, she adds. Mayor Diamond defends the eight mayors' meeting and plan, adding there's noth- ing clandestine or secret about it. "I'm doing my job," she says. "I make no apologies. The mayors met once and decided to work out a propos- al "for the short term" to re- duce the levels of municipal government in the 905 area while protecting the residents and taxes of their areas, she states. The time for action is now, not four years from now, Mayor Diamond contends. The Province has indicated municipal government re- form in the 905 regions won't come until after the 2000 civic elections. "We know the Province is not going to let us get away with all these governments," she says. "We believe if we are left for four years ... we will he paralyzed and spend our time in bickering and looking over our shoulders. It's time for action now. "My fear is we are being paralyzed in government be- cause we are spending so much time worrying about what the Province is going to do or not going to do." Mayor Arthurs concurs on the need for action sooner rather than later. " Tbc Province has indicat- ed a lack of willingness to move in the 905. The mayors' proposal would see the regions elimi- nated, with authority to deliv- er all services and set taxes reverting to local govern- ments, in the form of several new cities. The current Greater Toronto Services Board would be redesigned to co-ordinate service deliv- ery standards for intermunic- ipal services but would not be a level of government, Mayor Diamond says. "I'm disappointed to say the least, especially with the mayor of Oshawa. Her coun- cil passed a resolution not to go to the retreat with any pre- conceived notions. Every- thing was off the table and now they're prepared to get rid of the Region," Mr. An- derson says. But, he doesn't think the initiative will bear fruit prior to the municipal elections, noting the Province has said it's waiting for a report on municipal reform from the GTSB, due in December. The Province won't take over unless they get concurrence and (the mayors') document won't get concurrence," Mr. Anderson says. "Durham should make its own deci- sions on its future and no one else should get involved. Staff Writer Though the effectiveness of smoke alarms has come under fire following a scathing TV documentary, top firefight- ers in Ajax and Pickering are urging homeowners not to lose confidence in them. "Fire alarms do save lives;' says Pickering Fire Chief Rick Pearsall. "It's a fact... We don't want to lose public con- fidence in them" However, both the Ajax and Picker- ing fire departments suggest you install the two types of alarms currently avail- able to best ensure your family's safety. An ionization smoke detector — the most common and least expensive, ac- cording to the Ajax department — re- sponds better to fast -flaming fires. Photoelectric smoke detectors re- spond more quickly to smouldering fires and are "less prone to nuisance alarms in the kitchen area;' the Ajax department says in a news release. "I recommend people with true con- cerns to install one of each, side by side, especially near sleeping areas;' Picker- ing Chief Pearsall says in response to concerns raised in a 'V4 -Five' news mag- azine television report Tuesday that al- leged I 1 commonly -available detectors approved by Underwriters' Laboratories Canada failed to sound their alarms within time limits set by Canadian safe- ty standards. In the report, a cushion smouldered for more than 15 minutes and filled a room with smoke before any of the ion- ization detectors sounded their alarms. "While both types of smoke alarms arc designed to provide early warning in the event of a fire, each has characteris- tics that may make it more suitable for a specific application;' the release from the Ajax department explains. "Since no one can predict the type of fire that will occur, it is difficult to rec- ommend which is best. Fire safety can be enhanced by installing both types" But smoke alarms aren't enough, be- lieves Ajax Fire Chief Randy Wilson. "In order to survive a fire in your home, you must have early warning, you must know what to do and you must move quickly. "It is vitally important to develop a home escape plan, practise it with your family and maintain your smoke alarms in operating condition at all times;" he says. Most fire deaths and injuries occur at home and at night while people are sleeping, according to the Ajax depart- ment. But "properly -installed and operating smoke alarms can provide valuable early warning to ensure you and your family are alerted in time to escape;' it says. "You may only have a few seconds, so when the alarm sounds, everyone must be prepared to react quickly" The Ontario Fire Code requires smoke alarms be installed and main- tained in your home. A/P PAGE 4 NEWS ADVERTISER, SUNDAY EDITION, January 9, 2000 Aj*ax-Pickeringbus union ma be revved u � p Pickering to consider asking GTSB for help on transit merger BY MARIANNE TAKACS Staff Writer The Citv of Pickering and Town of Ajax should turn to the Greater Toronto Services Board (GTSB) for assistance in bringing about the merger of their two tran- sit systems, says a Pickering politician. Ward 1 Regional Coun- cillor Maurice Brenner says he'll ask council Monday night to have Ajax and Pick- ering request the GTSB fa- cilitate the merger. The two municipalities have been discussing a transit union for several months but the talks have stalled on a num- her of issues, mostly finan- cial. "There does not appear to be any give on Picker- ing's side, nor does there appear to be any on the Ajax side;" says Coun. Brenner, noting each municipality seems to be focusing on looking out for its own in- terests. "I don't have the answer and I don't pretend to:" he notes, but adds an arm's- length party such as the GTSB or a facilitator ap- pointed by it could help the two municipalities resolve the impasse. Coun. Brenner points out the GTSB's mandate in- cludes both transit across the Greater Toronto Area and dispute resolution among member municipali- ties. Though no dispute res- olution mechanism has vet been approved by the GTSB, the councillor says Pickering recently approved in principle the mechanism proposed by the board, and Pickering and Ajax both support the GTSB. its man- date and its dispute resolu- tion role. And. adds the councillor, there is support in both Ajax and Pickering for the transit union. He notes that was not the case with Pickering's re- cent request to the Province for a facilitator to help ne- gotiate amalgamation of the two municipalities, which Ajax opposed and Queen's Park rejected. "From the comments of (Ajax Mayor) Steve Parish himself, 1 believe Ajax council, including the mayor, is very serious and genuine about wanting to see an amalgamation of transit" According to Coun. Brenner, the GTSB has sev- eral options available in choosing who will do the facilitation. "It could be someone from another municipality. it could be (GTSB chair- man) Alan Tonks himself, or they could go to an out- side consultant. The key component is to have the two willing players." Under the dispute resolu- tion mechanism proposed for the GTSB, all parties would have to agree to par- ticipate in the facilitation process, and the facilitator's recommendations would not be binding. Coun. Bren- ner notes he expects the process will he aimed at helping Pickering and Ajax work together toward a so- lution, not at attempting to impose one. If Pickering council sup- ports his motion, says Coun. Brenner. Ajax coun- cil will also be asked to en- dorse a similar one at its next meeting, and the re- quest could be sent to the G'i'SB near the end of Janu- ary. Pickering council passed a resolution last June 21 supporting merger of the two transit systems and en- dorsing the second phase of the transit amalgamation study commissioned jointly by the two municipalities. Ajax council passed a reso- lution last Oct. 18 directing staff to continue negotiating a union subject to a set of nine conditions. Pickering's current position on those two issues is that the asset equalization payments should be arranged for, but not necessarily provided up- front: and that the full costs and benefits of equipping Pickering's buses with SmartCard technology are unknown and should be studied before the City agrees to acquire it. The consultant's report commissioned by Ajax and Pickering indicated amalga- mation of transit systems could lead to improved ser- vice for residents of both municipalities. and eventual cost savings. Another proposal to reform Region- al council from Clarington Mayor Diane Hamre and Uxbridge Mayor Gerri Lynn O'Connor would cut Durham council to 15 members, which would include all eight mayors and ad- ditional councillors from municipali- ties, based on size. Oshawa Councillor Brian Nicholson and Clarington Councillor John Mutton propose a council of 20 plus the chair- man, with mayors not serving at the Durham level. Overshadowing all this is the provincial government, which wants smaller and more streamlined local governments. Also, a report is being prepared by the Greater Toronto Ser- vices Board on municipal government structure in the GTA and it's due either late this year or early next year. Mr. Anderson says Durham politi- cians would prefer coming up with their own reform plan rather than have one dictated by the Province or the GTSB. "If we come up with a plan rather than the Province, ours will be more palatable," he notes. Province is going to do something." Durham politicians "have to decide if they want a two-tier level of government or one," he states. As for having a retreat, Mr. Anderson says, "We have to get everybody in the same room, so everybody knows where everybody is coming from." During a council meeting, he noted, council- lors can only talk for five minutes. At the retreat, they won't have the same constraints, he says. "It's structured, but it's more open." Whatever is decided, it has to be "cost effi- cient, with less politicians. That's what the Province wants. If it's less from the local munici- palities or the Region or both is another story," he states. "If all eight municipalities and the Region agree to a plan, the Province could implement it. All sides in the legislature support it. We have some time to make sure all the bugs are out and something is in place properly." So, there should be working smoke alarms in every home. At least that's what we've been told constantly for years and years. Smoke detectors, like seat -belts. save lives. We're urged to use both, make sure they work properly and never leave home without them. Disturbing news uncovered by the CTV program W -Five indicated as many as 1 I common smoke detectors, all certified by Underwriters' Laborato- ries Canada, a non-profit safety stan- dards and testing organization, failed to sound their alarms within time limits re- quired by Canadian safety guidelines. The 'fV report drew quick reaction from fire chiefs across the country who have pleaded with homeowners to con- tinue to use their smoke detectors. In Durham, Pickering Fire Chief Rick Pearsall says, "We don't want to lose public confidence in fire alarms." Oshawa Fire Chief Milt Wilson agrees. "We're suggesting peopic...not remove smoke alarms. Thev do work. There have been literally hundreds of lives saved." Of course. the cases where firefight- ers arri-•ed to fire scenes quickly and didn't hear alarms going off have re- ceived much media attention of late. Such was the case in tragic house fires just before Christmas in Oshawa, in which three children died, and in Scar- borough where another three people perished. Still under investigation, those cases could have involved a number of possibilities: alarms not working, alarms without batteries or batteries that were inoperable, or alarms melted by the heat or flames from the fires. As Whitby Fire Chief Tony Vandole- weerd notes, "In fires where there are deaths, 85 per cent of these deaths are the fault of detectors having batteries re- moved or power cut off." Pickering Chief Pearsall says both types of alarms, photo -electric and ion- ization, may be best used together. In any event, the W -Five story raises many disturbing questions: Are all alarms safe? Are proper testing proce- dures being carried out:' Are regulations regarding alarms stringent enough'' While these tests and questions are being answered, it's critical for residents to continue to take precautions in the event of fire. Make sure your alarms are working. Practise a home escape plan. Take care when using candles or cook- ing. Smokers must not smoke in bed or doze off while holding cigarettes. These are all basic rules, almost as simple as telling children not to play with matches. But they must be rein- forced to prevent more tragedies. Excuse me, sir, but 1 will nonetheless en- deavour to carry on standing up for my constituents. I ask. howev- er, that you debate the gasoline tax issue on the basis of fact. It is clear Mr. Bulmer does not Is retreat a retreat on reform? Region councillors' get-together on restructuring a waste of time Durham councillors are heading off for a retreat in a couple of days with one thing on their minds — reform or restructuring or whatever it's called these days. It's the second such gathering for Regional councillors in this term and the second time government reform/re- structuring has been discussed. So, the get-together is a repeat retreat. At the end of the day, it could be, and probably will be, a waste of time. The Region is at a crossroads and Durham politicians can't agree on which way to go. The Province wants less local government and is on record as basically saying 'you can reform or we'll do it for you'. Durham politicians don't want Queen's Park deciding the Region's fate. But, local elected offi- cials can't, or won't, come up with a plan with which the majority can live. Also looming on the horizon is a re- port on municipal reform being pre- pared by the Greater Toronto Services Board and due by year's end. Whatev- er is in the GTSB report will cant' some weight, because the Province or- dered the board to study local govem- Keith Gilligan Staff Writer ment and recommend changes. That has Durham politicians wor- ried, as they'd prefer a locally -driven solution. And, there's the rub — they can't seem to come up with one and they don't want anyone else to dictate terms of reform. In the end, what local elected offi- cials want may be moot. The Province has turned to its creation — the GTSB — to come up with a plan for less local government. While it's been around for 25 years, regional government is in the most precarious position. Most folks would prefer their local government remain and the GTSB isn't likely to go away as it's the Province's baby. So, on Jan. I and 12, Durham councillors will be at Fern Resort near Orillia deliberating the fate of regional government. But, if history is any indi- cation, don't expect much to come out of this retreat. Formation of Durham Region's in- appropriately named governance com- mittee came out. of the first retreat. The committee was instructed to look at services traditionally provided by re- gional and local governments and de- termine how those services could best be provided in the future. Almost two years later the committee is at a stand- still. It had to fight just to get basic in- formation from some communities, like how much they spend on roads. With all eyes focused on the future, Durham politicians may end up retrac- ing their steps, although it won't exact- ly be a trip down memory lane. The few thousand bucks the Durham councillors' retreat will cost is small potatoes given the Region's an- nual budget of about $250 million. But, it's money that could be better spent on something else. It is also clear Mr. Bulmer never bothered to read the Report of the Liberal Committee on Gasoline Pricing in Canada with respect to the issue of gasoline taxes. If he had taken the time to do so, he would have found out a few things — most notably that an entire chapter of the report is 11 devoted to the issue of taxes. The report was no whitewash. Moreover, if Mr. Bulmer had read it he would know that provincial taxes on gasoline are higher than those levied by the federal gov- ernment. He would also know that even when governments reduce fuel taxes, the oil companies sim- ply raise the price to swallow up the reduction — as New Brunswick quickly found out. If Mr. Bulmer read the report he would know Canada has the sec- ond lowest taxes on gasoline in the industrialized world. These revenues, we should remember, go to the common good and not to the shareholders of oil companies. If Mr. Bulmer read a little fur- ther he would also have found out that it is much more than explo- ration tax write-offs that federal governments, both past and pre- sent, have provided the major oil companies. Delayed tax remit- tances of up to 90 days and tax de- ferrals that seem to last forever comprise two more significant tax concessions given to big oil. Yet, using Mr. Bulmer's logic, the major oil firms should be free to gouge and fleece consumers at will because it is really that tax - crazed federal government that is to blame for society's ills. Believe me, Mr. Bulmer, I am no apologist for anybody — espe- cially not for big oil.
