(RVHS), which includes the Ajax
and Pickering Health Centre here
and Centenary Health Centre in
Scarborough.
However, the new money still
leaves RVHS short since a visit
from the health ministry grinch two

tals' annual budget by $7 million,

charged with sexually assaulting
a 20 -year-old woman as she slept
in a bed alongside her boyfriend
Thursday morning.
Durham Regional Police said
the victim and her boyfriend, both
from Peterborough, met a man at
Pickering Town Centre and were
offered a place to stay temporari-
ly until they found a permanent
residence.
The couple were asleep in bed
around 2 a.m. when the victim
awoke to find the man performing
a sexual act on her, Sergeant Jim
Grimley said.
"She screamed and fought him
off by kicking and punching;'
said the officer, adding the
boyfriend awoke and assisted his
girlfriend.
Police were called to the resi-
dence and the suspect, who suf-
fered facial injuries but did not
need medical treatment, was ar-
rested.

Accident numbers across the region fairly consistent in 1990s

York -Durham Line may not have high traffic
volumes, but the four corners are an auto -
body repairman's dream.
With a collision rate of 4.03, it was the
most accident-prone intersection in Durham
Region in 1998, the latest figures available.
A collision rate is a calculation of the num-
ber of accidents per million vehicles entering
an intersection each year.
There were five accidentsin '98 at the
York -Durham and Davis intersection, which
is controlled with stop signs.
The 1998 Annual Collision Report docu-
ments all reported accidents on Regional
roads. The report doesn't included accidents
on local roads or provincial highways.
Information in the report is collected from
the Durham Regional Police. The report is
used to determine which roads and interac-
tions need improvement or where increased
police enforcement is required.
All intersections with a collision rate of 1.5
or more, and all mid-blcick locations with a
collision rate of five or greater, are investigat-
ed for possible corrective action.
The intersection with the most accidents
was Harmony Road at King Street in Oshawa,
with 20 reported collisions in '98, good for a
rate of 2.11.
In fact, with seven of 16 intersections, Os-
hawa had the most intersections with high col-
lision rates. Also, the four mid -block locations
with the highest accident nates were in Os-
hawa.
The interaction of Athol Street and Ritscm
Road had the highest collision rate of all sig-
nalized interactions, with a collision rate of

The intersection at Athol Street and Ritson Road in Oshawa had the highest colli-
sion rate of all signalized intersections in Durham Region in 1998, the most recent
year for which statistics are available.

Work has also been done at other accident-
prone locations to alleviate problems, he says,
including putting in Icft-hand tum lanes.
The problem at the York -Durham at Davis
interaction is the amount of traffic as well as
the capacity. To rectify the problems, traffic
lights are lacing propowd tier next year, along
with putting in left -turn lanes in all directions.
Other signalized intersections with high
collision rates are:
- Mary Street at Adelaide Avenue in Oshawa
(I I accidents) with a collision rate of 2.08;
- Wentworth Street at Cedar Street in Oshawa
(eight accidents) with a collision rate of 2.01;
- Waverley Road at Baseline Road in Claring-
ton (eight accidents) with a collision rate of
2.01;
- Martin Road at Hwy. 2 in Clarington (19 ac-
cidents) with a collision rate of 1.95;
- Wilson Road at King Street in Oshawa (14
accidents) with a collision rate of 1.96;
- dakeridge Road at Myrtle Road in Whitby
(six accidents) with a collision rate of 1.83;
- Park Road at Bloor Street West in Oshawa

(16 accidents) with a collision rate of 1.77.
There were 3,599 reported collisions in
1998, down from the 1997 total of 3,728. The
lowest total in the past nine years was in 1992,
when there were 3,337 reported accidents.
Of the reported accidents, there were 21 fa-
talities, 1,054 with injuries and 2,524 with
property damage only.
The 21 accidents resulting in a fatality was
the highest rate in the 1990s. The second
highest rate occurred in `91 when there were
19 fatalities. In 1997, there were 17 fatal acci-
dents. Three-quarters of all accidents occurred
in clear weather conditions, with 69 per cent
during daylight hours and 67 per cent on dry
pavement. Also, almost 60 per cent happened
at intersections.
Oshawa had the highest number of acci-
dents with 1,332, followed by Pickering with
618, Whitby with 430, Ajax with 420, Clar-
ington with 310, Uxbridge with 168, Scugog
with 153 and Brock with 90.
Four of the fatalities recorded were in Scu-
gog, with three in each of Oshawa, Pickering
and Whitby, two in Ajax and Uxbridge, and
one in Brock and Clanngton. One fatality oc-
curred on the Whitby -Ajax border and one on
the rural north Whitby -Pickering border.
Most accidents happened at 5 p.m. on
Tuesday, when 61 occurred.
Most fatalities occurred on Mondays, with
six, followed by five on Saturdays and four on
Sundays.
Most fatalities also happened in clear
weather conditions, with 18. There were two
during rainy conditions and one in fog, mist,
smoke or dust.
Of collisions involving injuries, 96 per cent
or 2,520, were classified as minor or minimal
in nature.

Accidents
will happen
Traffic mishaps inevitable,
but you can stay off collision course
Be careful out there.
That's the best piece of advice we
can offer after analyzing traffic accident
statistics compiled by Durham Regional
Police and released by the Region in the
1998 Annual Collision Report.
Figures from the latest year for
which statistics are available reveal
some disturbing numbers, a bit of good
news and a few downright puzzling
facts.
The good news is that there were
fewer reported accidents in 1998 than in
1997 — down to 3.599 from 3,728. (it's
important to note the statistics are for
Region -maintained roads only, so they
exclude crashes on street- under the ju-
risdiction of your Town or City and col-
lisions on provincial highways such as
the 401.)
Conversely, there were more fatal ac-
cidents in 1998 on Region roads than in
any prior year in the last decade. Twen-
ty-two people were killed in 21 fatal col-
lisions, topping the previous high for the
nineties of 19 deadly crashes in 1991.
It would be easy to attribute the sta-
tistic showing there were more killer
collisions in 1998 to the fact there were
more people in Durham and therefore
more vehicles than in 1991, the second
most deadly year on Region roads last
decade. But, there were fewer fatal acci-
dent- in 1997 than in 1991 despite the
fact there were more drivers on the road
in the more recent of the two years.
Perhaps there was more inclement
weather in 1991 than in 1997, you might
wonder. However, the report clearly
shows weather doesn't seem to be the
factor in crashes as one would tend to
believe. Consider that three-quarters of
all 1998 accidents occurred in clear
weather conditions, with 69 per cent
during daylight hours and 67 per cent on
dry pavement. Most of those people
killed in 1998 crashes — 18 of 22 —
lost their lives in collisions that took
place when the weather was good for
driving.
Also puzzling is the fact the compar-
atively small community of Scugog led
the way in fatal accidents in 1998 with
four, compared to three in Durham's
most populous municipality of Oshawa.
The 1998 Annual Collision Report
does reveal sonic facts for which action
can be taken to rectify problems. Region
officials must continue to move on mak-
ing the accident-prone locations identi-
fied in the report safer for Durham resi-
dent-.
Apart from that we can only make
the following suggestions: Take care
when you're behind the wheel. Obey the
rules of the road. Make adjustments for
bad weather. Ensure everybody's buck-
led up. Practise defensive driving. And,
watch out for other motorists.

a Citizens' Waste Management
Advisory Committee to develop a
long-term strategy to investigate
technically feasible waste reduc-
tion and waste disposal opportuni-
ties in a environmentally and fi-
nancially responsible manner.

The hard-working people at the
Ajax and Pickering Health Centre were
terribly upset with their community
newspaper last month when we report-
ed the results of a provincial survey by
the Ontario Hospital Association.
Rightly so, I thought, even though I
stand fully behind the article and head-
line which tan in the News Advertiser.
Here's why I agree with their mac -
tion to the story: Surveys can never ad-
equately demonstrate the human com-
ponent that is so much a part of health
cane. Surveys don't adequately illus-
trate the stretched resources our hospi-
tals war with each and every day. St r-
veys don't adequately express the suc-
cesses that are achieved, even in diffi-
cult circumstances.
I've had a few direct and indirect
dealings with the Ajax -Pickering hos-
pital in recent years and they have al-
ways been positive. The most recent —
and most frightening — occurred a few
years ago. when our newborn son was
sett straight from our doctor's office to
the hospital emergency department
when he was barely a month old

sionate approach by staff and the posi-
tive outcome left me feeling confident
about my community hospital should I
or any member of my family ever re-
quire medical attention.
In the busy days leading up to
Christmas, meanwhile, the topic of the
survey carne up in social conversation.
The majority of people I spoke with
expressed surprise at the survey results
and our subsequent coverage of it
Only one friend said she had reserva-
tions about the quality of care at Ajax -
Pickering hospital, but qualified it by
putting the blame squarely on the
shoulders of the provincial government
for not providing enough funding for
hospitals in Ontario.
But, I suppose, what your friends or
family think matters little when an
emergency arises and you need to go to
the hospital. No amount of surveying
will make you feel more healthy.
It's important for all of us to do
what we can in our little corner of the
world to see that residents of Ajax and
Pickering have a hospital they can con-
fidently turn to in time of need. That
means phoning or writing your MPP to
make sure funding issues are on the
radar screen of politicians.
It means donating what you can if
you're asked during hospital fund-rais-
ing drives. It means making an effort to
turn out at events sponsored by service
chubs in our communities which raise
so much money here for necessary
hospital equipment. It means taking an
active role in your neighbourhood to
keep awareness levels high.
Like most people, I hope I never
need to pay an extended visit to my
local hospital. But I know in my heart
that if I do I'll be in good hands, few as
they may be.

Pickering -Ajax Citizens To-
gether for the Environment
(PACT) arc represented on the
Durham citizens' advisory com-
mittee by two members of our
board of directors.
A comprehensive report was i
completed by the citizens' adviso-
ry committee, then submitted to
Durham's works department,
which endorsed the report.
The recommendations will
achieve a 60 -per cent waste diver-
sion from landfill.
Some of those recommenda-
tions:
- Add more recyclable materi-
als to the Blue Box program.
• Food and yard waste com-
posting (quality of composting to
be of the highest quality).
- Toxic waste stations to be ac-
cessible for all residents in
Durham.
- No new landfill to be opened
in Pickering, Ajax or Durham.
(This was presented by PACT.)
- Region of Durham to be re-
sponsible for Durham waste only.
- Provide new residents with
curbside waste disposal services,
two Blue Boxes and an informa-
tion kit.
Provide businesses with curb-
side Blue Box pick-up, two Blue
Boxes and an information kit.
Educational program to reach
all residents of Durham Region,
including school students and
apartment dwellers, explaining
the three -stream waste collection
system proposed.
- The citizens' committee to be
kept informed on the progress of
the Region_of Durham long-term
waste management plan. The citi-
zens' committee will conduct reg-
ular meetings as necessary to ac-
cess the progress of that plan. .

opening of a car door.
A waiter's formal air

membrances, for the most
part, of an era gone by.
It would be easy to say
manners and etiquette have
become a lost art as society
moves closer to an era
when anything goes. At a
time when it may be hard
to come by a courteous
gesture from one sex to the
other and language in

Dorothy Brown, 93.
"When we were growing
up, you did as you were
told. There was no talking
back. We were never al-
lowed to talk back to par-
ents or grandparents or
even teachers"
Things have definitely
changed, says Mrs. Brown,
who grew up in Bow-
manville, attending Central
Public School and Bow-
manville High School.
"I see a lot of very rude
children now. I never saw
rude children (then). Of
course my world was very
small in a rural area. But
even at high school, the
children were very polite"
Maureen Farmer is not
old enough to recall the
turn -of -the -century by any
means. But the former
Ajax Civic Award winner,
known for her good deeds
within the community,
doesn't think people, so
much as times, have
changed.
"I don't really think
people have changed that
much. There have always
been people who were po-
lite and others who
weren't. It's just people's
personalities"
The times we live in do
tend to dispense with the
niceties, however, she
suggests. "I think people
are more assertive in try-
ing to achieve their goals.
They have less time to
think about other people.
The material expectations
are different."
If times have changed,
so have the relationships
between men and women.
Bowmanville's Danny
McCuaig is 100 years old
and he's every bit the
ladies' man he was 80
years ago. He still pulls the
chairs out for the ladies at
Marnwood Lifecare Cen-
tre, retirement home, flat-
tering them every bit of the
way. Until his wife died
last year, Mr. McCuaig
treated her "like a china
doll" say those who knew
the couple.
Mrs. Brown recalls
when she was younger,
boys and men were "very
respectful" to their female
counterparts.
"They were ladies and
gentlemen. There was a
different class of people of
course but I was never al-
lowed to associate with
them"

On the other hand, adds
her friend, Ruth Cowling,
"The woman's place was in
the home.
"The man was the one
who worked. The men

While Mr. McCuaig
may still get away with
showering his lady friends
with affection, for the
younger generation, a new
set of etiquette among the
sexes is emerging, relates
Bowmanville merchant
Ron Hooper.
"One time I held the
door for somebody and
they said they could handle
it themselves;' he recalls.
The way women and men
speak in front of each other
has changed too, he says.
"The words (only) guys
would use then, now guys
and girls use them. It
catches you off guard."
Still, he says, youth today,
in general, are still "pretty
good kids. Most young
kids today probably won't
hold the door open for you
but most kids are pretty
good."Adult manners get
mixed ratings from 18-
year-old Christine McGo-
varin.
As a drive-through win-
dow server at the Oshawa
Burger King, she gets to
see the best and worst of
people's manners.
"It's not an age thing.
It's a how -their -day -has-
been thing," she says. "It's
probably split down the
middle. Half of them treat
us like we're nothing —
just part of Burger King.
The other half are really
sweet"
Perhaps surprisingly,
Ms. McGovarin says if she
had to pick the most un-
mannerly age it wouldn't
be kids or teens.
"The worst probably are

business people. If they
have bad days they are just
really ignorant:" Youth her

grade for the most part, un-
less they've been drinking.
Her co-worker, 42 -year-
old Sherri Hunter, thinks if
there is one age group that
does define good manners,
it's definitely seniors.
"We have customers
who are very polite. We
have a lot of senior citizens
who arc regulars. They're
the sweetest there is"
As for the rest of us, the
anonymity provided by the
drive-through tends to
bring out the worst of us,
she says.
"You get a lot more
(rudeness) in drive-
through. We're just not
there that long. The main
thing is we have to please
the customer; even if there
are times we just want to
shake them"
Perhaps it isn't that peo-
ple are uneducated on good
manners but we just put
them on like our Sunday -
best suit.
At Ristorante Luna in
Uxbridge, the staff make a
point of bringing excep-
tional manners to the din-
ing experience. "Things
are much more simplified
but I think people have
fairly good manners," says
Gary Mossman, who has
worked as a professional
waiter for more than 20
years.
However, he admits,
finding good help with an
understanding of etiquette
isn't always easy.
"We have a lot 'of trou-
ble getting staff to under-
stand (the philosophy).
They never learned to
speak to people this way.
There's nothing wrong
with casualness, it's just
they don't u,aderstand
where casualness is appro-
priate."

Our first clue that the Big
Island of Hawaii was differ-
ent from the other Hawaiian
Islands came on our landing
at Kona Airport
Expecting to see palm
trees and plantation fields.
we were greeted instead by
fields of black lava that
looked as though they could
have been laid down last
week. In fact the flow we
were touching down on was
a result of the eruption of
Hualalai Volcano in 1801.
Less than a million years
old. Hawaii is the child of
five volcanoes. Two of them.
Mauna Loa and Mauna Kea
are almost 1.1,(X)0 feet above
sea level. Kilauea has been
active and adding new real
estate to the south shore
since 1983. Much of the Ko-
hala coast on the northwest
side of the island is a vol-
canic desert. Portions of this
apparent wasteland have
been reclaimed and sculpted
into lush resorts.
We stayed at the
Waikoloa Beach –Resort,
about a 20 minute drive
north of the airport. It's the
first of three mega -resorts
that extend up this coast. Six
hotels and condominium de-
velopments provide acco-
mo dation. There is a shop-
ping village with a variety of
boutiques and restaurants. A
golf course winds its way
through the property and the
area also contains a petro -
glyph park and historic pre-
serve.

along the Kohala Coact and
the heath at this resort is ex-
cellent. Called Anacho'oma-
lu Bay, it provides excellent
swimming, snorkelling,
body and windsurfing. It is
also well known for its two
large fishponds which were
used by ancient Hawaiians
for raising mullet. Therc are
fun -to -explore shoreline
trails that lead to tidal pools.
The 'worth Kohala Coast
is becoming known for a va-
riety of eco -friendly tourism
experiences. One of these is
tlx: Kohala Mountain Kayak
Cruise. This is not to be con-
fused with ocean or river
kayaking. The company has
put together a unique experi-
ence for visitors.

laws and customs
When you are travelling in a foreign
country, familiarize yourself with the
way of life there. Respect that country's
laws, religions, culture, class structure
and economic practices. Although you
may not agree with some of the coun-
try's beliefs, remember you are a visitor.
In many countries, appropriate attire
— for both sexes — is very important.
In some countries, laws govern what
men and women can and cannot wear in
public. Penalties for disobeying local
laws can be quite severe.
Be especially respectful of temples,
mosques, churches, synagogues and
other religious sites. Many of these areas
are off-limits to foreigners or people
who are not members of that faith.
Never take photographs of military
facilities, a harbour where naval vessels
are docked or industrial installations
such as oil refineries.

Hawaii, a network of ditches
and flumes was constructed
to bring water from the
mountains to the dry coastal
plantations. On hot summer
days on the plantations, the
most daring kids would grab
an inner -tube or other flota-
tion device, trespass onto the
plantation and "go fluming:'
Kohala Mountain Kayak
Cruise allows visitors to ex-
perience a ride through tun-
nels, over flumes and in the
open gulley of the old irriga-
tion ditch.
The: kayaks arc five -per-
son, double -hulled inflatable
boats and the ditch itself is
only two to three feet deep,
so this is not a life-threaten-
ing ride. It is however, a fun
and informative three-hour
soft adventure. The guides
provide commentary on the

well as the more recent his-
tory of the sugar plantations.

spectacular tropical forest
and over impressive ravines.

limit, the Treasure Chest offers one al-
ternative to landfill for reusable items.
A great way for the Treasure Chest
to begin this new century is its give-
away for an exercise bike. Someone in

Last week I spent a morning with a
hard-working crew on a garbage truck
to see how well Pickering's four -bag
limit was doing. I was amazed at what
some people actually throw away.
Our communities definitely need re-
use centres for office equipment, build-
ing supplies and household articles as
well as a convenient location to take
our household hazardous waste.
My adventures on the garbage truck
will t c detailed in an upcoming col-
umn.
Things we use are all made from
materials which coni, from the earth
and arc still valuable, even when we no
longer need them. By passing articles
on to other people instead of throwing
them away, we make less garbage and
save precious resources. Unfortunately,
we are a very wasteful society.

Two local university stu-
dents have an added reason to
celebrate the arrival of the year
2000.
Jennifer Kane, a graduate
of Archbishop Denis O'Con-
Por Catholic High School in
Ajax, and Antoinette Haye, a
former student at Pine Ridge
Secondary School in Picker-
ing, have received Canada
Millennium Scholarships from
the Canada Millennium Schol-
arship Foundation. -
Miss Kane is studying in
her third year at Wilfrid Lauri-
er University where she's
studying anthropology and
Miss Haye is in her third year
of chemistry at the University
of Waterloo.
An initiative of the federal
government, the foundation is
granting 75,000 awards to-
talling more than $215 million
to young people as part of
Canada's celebration of the
new millennium.
"The awards represent an
important investment in Cana-
da's youth and are intended to
help young Canadians acquire
the knowledge and skills they
require in order to participate
in a changing economy;" the
foundation reports.
Both students will receive a
$3,0(X) scholarship as part of
the program.

centre needs helpers
Volunteer counsellors are
sought by a centre for
abused women and their
children.
The Rubena Willis
Counselling Centre for As-
saulted Women and Chil-
dren (RWCC) is an anti -
racist, women -centred,
women -directed, volunteer -
driven, non-profit organiza-
tion. It works toward the
elimination of male vio-
lence against African/black
women, females of colour
and First [dations women
and their children.
In addition to volunteer
counsellors, the centre is
looking for people to serve
on such committees as pub-
lic education, personnel and
program development.
All volunteers must take
part in a 40 -hour training
program. Training dates are
Jan. 19 and 26 from 6:30 to
9:30 p.m., Jan. 29 from 9:30
a.m. to 4:30 p.m., Feb. 2 and
16 from 6:30 to 9:30 p.m..
Feb. 12, 26 and March 4
from 9:30 a.m. to 4:30 p.m.
Women from Latin
American countries and
women of colour are strong-

PICKERING — Partici-
pants in a new Pickering Swim
Club program are swimming
to better themselves to begin
the new millennium.
The New Wave 2000 pro-
gram, launched as part of the
club's millennium season
opener in September, offered a
group of Pickering youths a
unique opportunity to improve
in the pool, without the com-
petitive aspects of belonging
to a swim club.
The program was officially
launched by Pickering Coun-
cillor Doug Dickerson, chair-
man of the Pickering 2000
:Millennium Committee, and

the Pickering Complex Aquat-
ic staff and the Pickering
Swim Club.
"The New Wave 2000 pro-
gram is a way for the swim
club to contribute to the devel-
opment of the youth of Picker-
ing," says Debbie Barnes,
president of the swim club.
"We are extremely pleased
that so many youths sought out
the program and found it ben-
eficial"
While the Pickering Swim
Club is primarily a competi-
tive organization, directors of
the club recognize the fact that
there are individuals in the
community who would like to
participate in a professional
swim program offering profes-
sional coaching to achieve a
better state of health or to at-
tain a higher level of condi-
tioning for other sports with-
out the rigorous schedule of
swim competition.
Many of the participants in
the swim program in the past
semester were high school stu-
dents.
The New Wave 2(00 pro-
gram will continue in the new
year under the direction of
Bob Boadway, a level III Inter-
national instructor who's also
head coach of the Pickering
Swim Club.
New members can join the
program at any time, but it's
best to start at the beginning of
a new semester in order to at-
tain maximum benefit from
the program.
The next semester will start
on Tuesday, Jan. 11.
Information can be ob-
tained at the pool office at the
Pickering Recreation Com-
plex.
The Pickering Swim Club
uses the Pickering Recreation
Complex pool and the Dunbar -
ton High School pool for its
programs.
