A shared deal between York and Durham police services. Air I has been aloft on an alternating weekly basis since the beginning of July. Durham Regional Police Services board members received a report Thursday which claimed its $100.000 share of the six-month project was money well spent. York. which isn't interested in continuing police air surveillance at this time also kicked in $1(X).(XX) while the Province provided $250,(XX)for the service. The board raved about the usefulness of Air I with chair- man Bob Boychyn saying. -I'm satisfied it's a worthwhile expenditure... I think it has been a positive experience for (police) and the citizens of Durham... it's a sign of the pro- gressivity of Durham Regional Police" Sonic highlights from the report: Air I was involved in 18 missing person searches; 110 suspect searches; two ve- hicle pursuits; 153 aerial surveillance operations; 14 drug sweeps; 12 traffic management situations: 153 commercial and residential brcak-and-enters; and was used to improve public and police officer safety in more than 200 incidents; in all Air 1 responded to 680 calls and assisted in 84 arrests. 45 of them initiated by the helicopter force. Clearly. in its 13 weeks in the air fir Durham, the chop- per has been active. It's also claimed the aerial unit has helped save 4,200 patrol officer hours, which converts to the cost of about eight officers when projected over the course of a year. But is it worth the 5500.000 expenditure proposed by the police services board for the year 2000? That half -a -million is only a 50 per cent share and would be coritingcnt on the York force (currently without a chief after Julian Fantmo was appointed Toronto police chief) providing a 50 per cent slave. should it decade to stay involved. Durham should talk to Toronto about a shared cost and service arrangement. Blazing a trail Fighting fire with force may help avert future tragedies It's a move that couldn't make more sense. It's one that could well save lives. The Towns of Ajax and Pickering have signed a deal on fire services that is likely to improve emergency response to blazes and to better protect residents in both communi- ties. The Automatic Aid Program is designed to allow crews from the closest fire station to respond to an emergency, re- gardless of municipal boundaries. It sets out in detail the situations in which the fire department of one town would respond to or assist at a call within the other municipality. An informal arrangement was previously in place be- tween the two Towns which allotted responsibility for fire calls along Hwy. 401 within each other's boundaries, de- pending on which department would be able to get on the highway and to the scene of the blaze more quickly. The new agreement formalizes that arrangement and adds some other response -sharing provisions. We were reminded this past weekend of the terrible toll fires can take. Townhouse blazes in Oshawa and Scarbor- ough killed six people, five of them children. So, the decision by civic leaders in Ajax and Pickering comes as welcome news. Durham police officer took on brass, wins back forensics job BY STEPHEN SHAW Staff Writer A veteran Durham Re- gional Police forensic identification officer, who Claimed he was demoted as `payback" for speaking out about alleged wrong- doing, has won back his old job after a nasty 18 - month battle. The reinstatement of Constable David Robin- son, by December 2000 at the latest, was among the terms of an eleventh -hour settlement reached prior to the continuation of testi- mony Friday at the offi- cer's arbitration hearing. Backed by the Durham Regional Police Associa- tion, which filed a griev- ance on his behalf, Const. Robinson took on the force's senior command in March 1998 claiming his transfer from the forensic unit violated the collective agreement and was "dis- guised discipline,** In 19%. Const. Robin- son was one of three police service employees who ini- tiated a wide-ranging com- plaint with the Ontario Civilian Commission on Police Services, the Min- istry of Solicitor General's police oversight body. The complaint raised several allegations dating back to previous management regimes. The complaint sparked the ministry to launch a 16 -week audit of the force leading to findings of slop- py record-keeping, poor management and other problems. The final report, howev- er, did not address the most serious allegations raised, the officers said.
