Dr. David Henderson, who cel- ebrated his 60th birthday Sunday, just eight days after the funeral of his mother, "really did care" about his patients, says family friend and colleague Dr. Colin Syme. "He relaxed a lot of people with his sense of humour, but at the same time, if something went wrong, he didn't miss a beat. He had a good instinct... Durham budget surplus grows Relief in store for taxpayers? Durham Region's budget sur- plus continues to grow which spells relief for taxpayers. At the end of October, the Re- gion had a $5.7 -million surplus, primarily because fewer Durham residents are collecting social as- sistance doled out by the munici- pality. The surplus has skyrocket- ed since the end of July when it stood at $1.8 million. Any surplus the Region runs goes into a Rate Stabilization Fund to be used in the future to help off- set property tax increases. A report to Regional council's finance committee Wednesday noted: - The income support division of the social services department has a $4.5 -million surplus. ' - The health department is $1.7 million in the black because of de- lays earlier this year in hiring staff for the provincially -mandated Health Compliance program. - Durham's works department is now expected to end the year on budget, provided there are no "ex- treme weather conditions" in De- cember. In July, the department was $200,000 over budget due to higher than expected winter main- tenance costs earlier this year. - The children's services section of the social services department is $500,000 in the red because more See DURHAM page 5 PAGE A2WEWS ADVERTISEWFAIDAY EDM(3N, Didinitiej 16, 100 Rac4in 1211Rnhhinc Af j TM ICE CREAM CAKES uruer your r r Chri as togs Today'.g sem{.'.' -. °. While skiing, Dr. Henderson re- portedly expressed a desire to rest, laid down his head and never awoke. The cause of death has not yet been deter- mined. His sudden death is particularly shocking to family and friends because of his love of cycling, hiking and mountain walking. AIP PAGE A6 NEWS ADVERTISER FRIDAY EDITION, December 10, 1999 0 Editori I N E W S AD V E RT I EDITORIAL School lockdown isn't the answer Education, tolerance are best tools against school violence It's understandable in the wake of the horrible tragedies at schools in Alberta. Colorado and elsewhere, school trustees would search for ways to prevent similar incidents from occurring in Durham Re- gion. However, the suggestion all public secondary school doors. save the main entrance, be locked throughout the day doesn't solve the problem of school vio- lence. It's not the visitors to schools who shot and killed students over the past few years. It was the students who actu- ally attend those schools who did the killing. Durham District School Board trustee Susan Shetler raised alarm bells Monday with her call for the lockdown saying. ' I?tere is a concern about out- side unauthorized kids in schools:' Trustee Shetler, who works closely with the Durham Regional Police in her full-time occupation, says officers have told her, "Outsiders in the schools are a major cause of problems." But when it comes to violence and tragedy, is it the kids outside the schools we have to worry about, or those who are now in attendance there'? Disgruntled students were the shoot- ers in Alberta, Colorado. Alabama, Ore- gon, Oklahoma and on and on. In some cases the shootings happened inside the schools, on other occasions they took place as students were leaving for the day or before they started classes. But Hockei tc classmates killed classmates. What can be done about that'? Short of frisking students every time they come into school, having daily locker checks, and building a bullet- proof wall around each school property, nothing will stop a determined killer. And even then, he could wait for his prey once they're off school property. As student Trustee Sundeep Sodhi, who is an OAC pupil at Anderson Col- legiate in Whitby, said about the issue: "It's not practical. I can just imagine how many times I run from a portable into a different wing of the school. How are you going to secure (the doors)? With locks and chains? It can't happen"Our schools shouldn't resemble se- cured fortresses or guarded jails. That's not the kind of environment in which teens should be educated. The only solution is to preach toler- ance and encourage students to be aware of and embrace differences among themselves. Understanding and knowl- edge are the best answer to help break the chain of violence. Instead of spend- ing time and money on security, the board should put its energy into educa- tional materials and violence prevention programs.E-snail comments on this editorial to nnewsCadurham.net. Children should learn that: (1 ) Canadian politics has shifted focus from "duty to com- munity" to "rights" to demand things from the community; (2) that democratic participa- tion now means creating a wish list of "rights I want" on the same page as your wish list of other "presents I want" from Santa Claus; 4 (3) that powerful New York City -based international organi- zations with obscenely high ad- ministrative overheads arc grant- ed access to push their ideology on children in public schools to expand the revenue base of Hal- loween solicitations; (4) that the federal govern- ment abets and finances such ef- forts to gain favour and power within the international organi- zation so it has more patronage plums to dish out to cronies. My name is Bob Striekert and I'm Site Vice -President at Pickering A Nuclear generating sta- r- tion. I'm responsible for all aspects of the preparations to return to service the four Pickering A units that were laid -up at the end of 1997. We've started an Environmental Assessment for the Atomic Energy Control Board (AECB) on the t. potential effects of returning the station to service. - I have been asked many questions about the public's involvement in the Environmental Assessment process. Here's one question I've been asked quite a bit lately. _ Q Some say you're moving too quickly on the Environmental Assessment for the return to service of Pickering A. Are you? A No. I say that for a number of reasons. First, while the EA process began officially in July of this year, a lot of very relevant information was assembled and public issues identified last year, as part of the 1998 Pickering Environmental Review. Second, we are providing oppor- tunity to the public to review preliminary draft sections of the EA report before we submit it formally to the AECB. That in effect extends the window of opportunity for the public to get involved in the EA process. Third, our first formal EA submission (in January 2000) is not our final submission. That is scheduled for late March 2000, fol- lowing technical review by the AECB and other expert government agencies. Public review of the complete EA report will follow Ontario Power Generation's final sub- mission. Finally, it is the AECB that is responsible for setting the EA schedule, not Ontario Power Generation. We're committed to doing a thoro.lgh EA, based on broad-based consultation, that meets the requirements of The Environmental Assessment Process STEP 1 IWC' .999 • Describe project • Determine studies need- ed to prepare EA • Involve public in process • Address UA+ issues from 19" community consultation STEP Aug. - Nov. 1999 • Conduct additional field studies, like groundwater sannFI and noise mew itering, to add to exist- ing base -line information • Identify public issues through open Menses and newsletters • Release of draft EA chapters for public apat STEP 6 Ian. — March 2000 • ft'st fors#al sobadssioo of the draft EA to AECS • Describe bow public Issues was addressed • Fora d revkw of EA draft by AECa and other federal and provincial agentim Eminna I I Casado, lkoRh Canada, Ontario Ministry of the En.Mo.a d STEP 3 November 199c) • Identify possible enviroental effects, including social and economic STEP Z March 2000 • :hui draft EA I r - inI siisnitted to AECB the AECB and addresses the issues identified through consultation. Dr. Anne Lloyd, assess- ment and accountability of- ficer for the public board, told trustees Monday Durham girls generally scored higher on this year's Grade 3 and 6 reading, writ- ing and math tests than boys. "The girls did better than the boys ... What we need in the system is more girls;" she quipped, noting boys tend to lose interest in read- ing by the time they reach Grade 3. The assessments, which are administered annually by the Education Quality and Accountability Office (EQAO), arc designed to provide a snapshot of stu- dents' learning skills and are based on the Province's new elementary school curricu- lum. The testing is graded on a four -level scale, with four being excellent and one poor. The provincial stan- dard is a level three. According to analysis of the board's Grade 3 results, 54 per cent of girls and 41 per cent of boys achieved the provincial standard in reading, 63 per cent of girls and 43 per cent of boys achieved that level in writ- ing and 61 per cent of girls and 57 per cent of boys scored at level three or four in math. In order to get a better handle on the kinds of mate- rials boys like to read, the board is planning to hold a series of focus groups with students to talk about what appeals to them, she said. Schools with high per- centages of boys who enjoy reading and those where boys don't like reading are currently being identified for the study, trustees heard. Dr. Lloyd also highlight- ed the results of a student questionnaire that's part of the assessment process. The results indicate 80 per cent of Grade 3 girls in Durham and 63 per cent of boys here like to read. But only 68 per cent of girls that age and 63 per cent of boys think they are good readers. Schools will then devel- op their action plans to im- prove student performance in January and the board will submit a system -wide action plan to the EQAO by mid-March. This is a demanding work that requires a high level of skill and experience. Poor management means unnecessary disruption and inconvenience to you and your family. If you want the job done right, finding an experienced and knowledgeable renovator is very important. Professional renovators bring skill, judgment and integrity to the job. This will be reflected in both the quality of their work and in the quality of their business relationship with you. Unfortunately, not everyone who offers renovation services has these qualifications. "Non-professionals" cause home owners a host of renovation headaches. They also harm the reputation of professional renovators who are committed to providing operate this way frequently short-change customers by delivering shoddy or incomplete work and no warranty. There are two common reasons why some renovation projects get out of control: • Some home owners accept a renovator's proposal without checking out the renovator's track record first. This process involves a few simple steps to determine if the contractor has the skill and experience needed and a history of satisfied customers. Making sure that a renovator consistently delivers professional results to customers is the best way to avoid hiring someone who "seems like a nice guy" -but turns out to be the wrong person for the job. • Some home owners, hoping to save money, hire non-professionals who offer to do the work without a contract, at cut-rate prices, or to "forget the GST" if paid in cash. It's Easy to Get Festive! Problem: I'll be celebrating Christmas day with my son's family at his home, so there really isn't any need to make a big deal about decorating my house for the holidays. However, the child in me would like to dress the house to reflect this festive season. Can you give me a few simple (easy) ideas on how to dress up my house? Solution: The key to adding decorative touches to any holiday is all in - knowing how. - How to use festive elements in a unique way. - How to use everyday items to help you capture the mood and theme of the holidays - How to create a big impact with little effort! Does it sound easy? It is!! Below are a variety of ideas you can use for all areas of your home. Front door Wicker or wire baskets can go beyond use in the kitchen. Consider hanging one from the front door, with Balsam pine branches inserts (allowing some to spill out and over on the basket's side). Complete the look with fancy bows, Christmas balls or flowers. Hall Add Christmas glamour to your hannister with garlanck and ovcrsiicd clu,,r, of holiday dccoritions. Such as h pine cones, ornamental balls, ribbons, tassels and bows - will welcome guests and let them know you've captured the holiday spirit! Living Room A plain sofa will take on a new look with the addition of a Christmas throw and a few festive toss cushions. Finish dressing the room by arranging taper candles surrounded by a bed of winter greenery on your coffee table. Dining Room Replace your everyday centerpiece with a large cut glass bowl or a punch bowl. Fill with ornamental balls - use one colour, for stronger visual impact. For a more dramatic effect insert Christmas mini lights amongst the balls to add night time sparkle. Add artificial greenery to the base, and Christmas floral picks to finish. Powder Room Add holiday dressing to the room by placing scented candles on the vanity. (Don't leave unattended when lit). Continue this fragrant theme by framing the mirror with fresh evergreen garland adorned with tiny felt bows. These elements will capture the aroma of Christmas Charmaine Wynter Owner of Wynter Interiors, Interior Decorating & Consultation Services. Tops on my list is a subscrip- iion to 'Plant and Garden.' It dubs itself as 'Canada's Practical Gardening Magazine' and more than lives up to the challenge. The trouble % ith many gardening magazines is they are just glossy tomes designed to entice us to -improve our lifestyle by assaulting us (and our intelligence) with ads for such things as perfume and dinnerware. . Veronica Sliva In The Garden 'Plant and Garden' is filled with ,scful information, advice and instruc- : ions you can use. Each magazine is a .ccper. The January 2(XX) issue in- .ludes an invaluable directory called :he Green Pages. It's a guide to prod- icts and services that is very compre- hensive. A subscription of one-year (six is- ,ucs) is $13.95. To reach the publishers . nd order a subscription call 905-856- '178 in Ajax. Single issues on the r:ewsstand are $3.95 and would make a _real stocking stutter. When not reading about gardens I like to look at them. A season's pass to Cullen Gardens and Miniature Village would be a welcome treat for anyone. Me gardens change with the seasons and are always stunning. Thc: Minia- ture Village is captivating for young and old alike. Prices for season's Passes arc $44.99 for adults and $24.99 for children (3-12 years of age) and :+34.99 for students and seniors. Fami- ly passes are also available. A gift of an orchid might introduce an indoor plant lover to a new passion. Many orchids are not difficult to grow and make fine house plants. Contrary to popular belief they do not have to be expensive. Home Depot and White Rose routinely has respectably sized orchids for about $20. Create an early spring by choosing a hyacinth jar and include a few hy- acinth bulbs specially conditioned for forcing in water. Vandermeer nurseries have a nice selection of both jars and bulbs. Kids especially love to watch the roots emerge in water, soon to be fol- lowed by the fragrant flower. A long time ago I received what I call a peren- nial shovel wtd it is my most valued garden tool. The long handle is perfect For digging around flowers in beds and horders and the smaller -than -normal head makes it ideal for transplanting. Attach a bow and a gift certificate for some new perennials to be selected in the spring and you will give an avid gardener lots to think about for a few months. I have left the best until last... Lee Valley Tools' 'A Gardener's Jour- nal.' It is intended to record a 10 - year chronicle of your garden. You can record your triumphs and the occasional setback for a full 10 years. Set up like a perpetual diary, you can begin at any time. In the diary section, one page is given for each day of the year and each page is divided into 10 sections. Besides the diary pages there are sections with informa- (, J1 JY. tion on composting, digging gar- den beds, tree care, soil, garden tool maintenance and others. Barcelona set the stage for the Olympic Games. The old scenery was thrown out and re- placed with newly -con- structed sets. Gone were ,lum neighbourhoods — the footlights now shone on a state-of-the-art Olympic Stadium, Olympic Village, slick apartment blocks and ,,lass -and -concrete com- mercial complexes. The city preened on its sophisti- cated, refurbished image. Yet the Spirit of Old Barcelona still lingers in the shadows beyond the reach of the stage flood- lights. He is a swaggering Buccaneer with a wicked gleam in his eye and a rol- licking zest for life. I catch glimpses of him as 1 stroll along Las Ram - blas, a lively and crowded pedestrian street in the heart of Barcelona. He lurks behind the street en- tertainers who mischie- vously stalk the unwary on stilts, he lip-synchs along with balladeers singing their tales of love and con- quest, and sneaks under the elaborate face -masks of mime artistes who offer a rose and a kiss. Further north along Las Ramblas, he slips between flower -market kiosks, winking at the pretty senoritas selling carnations and gladioli and, in the chittering confusion of the bird market, he smiles as he eavesdrops on a little girl's conversation with a chortling parakeet. Moving on, he gently touches the elbow of a stooped old man turning the handle of a tinkling hurdy-gurdy. Although Barcelona's museums and art galleries pay tribute to Picasso and Miro, it is the Buccaneer's alter -ego — flamboyant ar- chitect Antonio Gaudi — who dominates the city. His bright colours and whimsi- cal structures include multi -hued mosaic foun- tains and dragons, chim- neys shaped like tiled chessmen, iron -work bal- conies and exterior walls sculpted into fantastical shapes. The Las Ramblas area in Barcelona is a crowded pedestrian thoroughfare in the heart of the city featuring street entertainers, flower kiosks and local goods and services. No visit to Barcelona would be complete without seeing his unfinished mas- terpiece, La Sagrada Famil- ia. The original concept en- visaged three facades de- picting Christ's nativity, glory and passion but only the first of these has been completed. It is an extraor- dinary edifice. Knobbly spires topped by fantailed-crosses. Arch- es crowded with minutely detailed figures which look as though they are made of graham -cracker crumbs. The addition of a Passion scene along the opposite fa- cade by sculptor Josep Maria Subirachs caused an uproar of protest: in con- trast to Gaudi's exuberant ornamentation, Subirachs's white marble figures are sleek and flowing. More conventional, but no less fascinating is the 19th century Cathedral with its tranquil Cloisters enclosing a garden of palms, orange and magno- lia trees — and a pool in- habited by geese. I over- hear a tourist guide telling his group that every Easter people enjoy a traditional event in the Cloisters: a dancing egg which bal- ances on a cushion of air generated by the central fountain's upward gush of water. Barcelona (pronounced `Barkhthalona' in a gar- gling lisp), was founded by the Carthaginians around 237 B.C. Fifty years later the Ro- mans had muscled their way in, and parts of the old Roman wall dating from the 4th century still exist in the vicinity of the cathe- dral. Turning south toward the Santa Maria del Mar, I find myself in the small al- leyways of medieval Barcelona — the artisans' quarter during the Middle Ages. Even today the streets still bear traces of the city's past, with names like Argenteria (silver- smiths), Mercaders (mer- chants), Sombrerers (hat- ters) and Espaseria (swords). This is where Barcelona's Buccaneer would have come on his re- turn from the Spanish Main, his pockets a -jingle with pieces -of -eight, a cocky tilt to his hat, peering at shop windows and meet- ing his friends at taverns to exchange swashbuckling tales of derring-do. I drop into a small, crowded taberna for a lunch-time snack and make my way to a table tucked away in a corner. The wait- er brings a plate of tapas — pieces of fried calamari — mushrooms in garlic sauce, cubed cheese and, for dessert, a churro (dough- nut) con chocolat. He also brings me a glass of local red wine. As I raise it to my lips, I catch a movement out of the corner of my eye. Across the room is a shadowy, bearded figure who catches my eye, grins and lifts his tankard. A stray sunbeam glints off his dangly gold earring. I blink and look again, but there's nothing there. Just a trick of light? Well, perhaps. But I raise my glass in a toast anyway. Margaret Deejholts is an author and freelance travel writer. Ryan Ramsay. 16, a rookie centre with the Ontario Hockey League's Peterborough Petes, re- ceived notice Monday he'll he a member of the Ontario under -17 team which will play at the 2(X0) World Hockey Challenge in Tim- mins Dec. 27 to Jan. 3. The showcase will consist of 10 teams from Canada and around the world_ Squads from Ontario, Atlantic Canada, Pacific West and Quebec will compete along with teams from the U.S., Russia, Sweden. Finland, Slova- kia and the Czech Republic. Ramsay's had some interna- tional expericnce, having played with the Ajax Axemen of tlx: On- tario Provincial Junior 'A' league in an exhibition game against a Russian team last year. But, the upcoming tourna- ment will tk his first big interna- tional competition. "This is huge. 1'11 lx playing with the top under -17 players in the province, so it's a huge thrill for me. It's amazing:' says Ram- say, who grew up in Pickering before moving to Ajax several years ago. He attended a week-long under -17 tryout camp at York University in July with more than 125 players from across the province. They took part in a practice and played a game each day. After the camp, the coaches cut the roster to 35 and told the players the final line-up would be decided following evaluations RYAN RAMSAY Will play for Ontario at International showcase. and scouting reports of their play with their individual teams. Ramsay received the call at the start of this week from On- tario under -17 team head coach Steve Spot, also the bench boss of the Plymouth Whalers of the Ontario Hockey League. "I was so glad that I had made the team:' says Ramsay. "I gave my family, all my aunts and un- cles in Ajax and Pickering a call and I called some of my high school friends from Pickering who were happy for me" Ontario team members will fly from Toronto to Timmins on Boxing Day. The squad will practise that day and, on Dec. 27, play an exhibition game against a team from Russia. The Ontario under -17s will start tournament play Dec. 28. From all reports he's heard and after getting a look at the ros- ter himself, Ramsay says the On- tario team will likely be favoured to win the gold medal. "I think we have the team to win it. I know a lot of the players through playing against them. I know about half the team and I know the players are really good. We should have a lot of skill " Ramsay has honed his skills during his rookie term with the Peterborough Petes. After a rela- tively slow start as he became ac- climatized to the speed and skill of the league, Ramsay's begin- ning to feel at home in the OHL. "Peterborough is a really great place to play:' he says. " I started slowly, but after that I've got a lot of playing time. It's been a great experience:' So far this year, Ramsay has two goals and four assists with the Petes. "For a first-year player, you have to get to know the league. It's a big jump from (tier 2) Ju- nior W. It's fast and the player% are bigger and a lot more skilled. I'm playing against guys whu've been drafted into the NHL, so there are a lox of top-notch play- ers: ' Ramsay hopes his play this season will be good enough to earn him a spot on the Canadian under -18 hockey team. Scouting for the squad will be completed by June. He notes the Petes have a proud tradition of graduating star players to the big leagues and hopes to have his name one day included on that list. .'Peterborough has a great his- tory of getting players to the NHL and that's my dream, to make it to the NHL," says Ram- say, who's eligible to be drafted in 2001. .Annandale rinks in the house at zone playdowns BY JIM EASSON Special to the News Advertiser AJAX — Annandale Curling Club will be well represented at the Tim Hortons Colts zone event at a Scarborough club Sat- urday, Dec. 11. Frank Boyland, Don Critch- ley, Harry Nolte and Jon Payne will skip Annandale rinks at the Tam Heather club. Only two en- tries were initially supposed to represent the club, but since other zone clubs did not use their allotment of slots, Annandale can send two more teams. Two rinks will advance from the double -knockout zone event to the regionals the following weekend at the Whitby Curling Club. N0 Susannah Moylan will take a modified team to the Ladies' Trophy Zone event in Sutton this Saturday. Brenda O'Hara, Joan O'Leary and Jean Maloney are now slated to accompany her. The trophy event replaces the former Business Girls bonspiel. The premier curling event leading up to the Labatt Brier is the Nokia Cup for the Ontario Men's Curling Championship. Entries closed Dec. I for Annan- dale rinks to compete at the Nokia zone event in Uxbridge Jan. 15. Skips Warren Leslie, Gord Norton and David Lloyd have entered their teams in the zone but again the club only has two guarantetd spots. However, another Annandale team will gain entry to the zone event as other clubs aren't expected to use s., . 1 .... . . their quota Ajax Legion Branch 322 will send teams to the Legion play - downs in Port Perry this week- end. Both men's and seniors' rinks will compete. The branch has a league that curls at Annan- dale each Sunday. Scott Paper has an easy and possibly profitable fund-raising campaign for the local curling community and all can contribute at Annandale. Under Cash for Curling, Scott will rebate the club 10 cents for every one of its UPC product codes turned in. There is a contribution box in the club and up to $1,000 in bar codes can be claimed. The top contributing club in each province will have its funds doubled. Allan Robert Underhill, on December 12, 1987 God gently called him home. FFonlymy I stand at your grave and weep, sadness that lies so deep; I stand at your grace and smile, ur presence all the while; rs together, from beginning to end; you were not usband, but my most precious friend. Oh my Darling, I love you so much; Remembering always your gentle touch. Your years on earth, though only 57 by number; Accomplished so much, you left us all, in awe, and wonder. You gave so much, you asked nothing back; You put us all on a very straight track. To carry on as before, in your special way: To help make Irfe better, day after day. Yes my Darling, you are at rest, Watching your family doing their best. Your inspiration sustains us, with memories so fond, As you gently guide us, from the great beyond. I know I didn't realize, on that final day, That so much of me went with you, when you passed away. As the days pass, and our separation shortens, I draw strength from the words of our favorite refrain ... 'SOMEWHERE MY LOVE - 6. we'll meet again ... All my love always, your loving wife Irene 6: NO TIME TO TALK Why not Fax us your ad! You can use your fax machine to send us your advertisement.
