Durham Region wants to twin with Dnipropetrovs'k and is look- ing for anyone interested in taking part. FormerWhitby !Mayor and Cametoid Limited president Des Newman first approached the Re- gion in September about twinning with Dnipropetrovs'k. At the invi- tation of the Canadian Interna- tional Development Agency. Mr. New man travelled to Ukraine ear- lier this year to investigate busi- ness opportunities for his compa- ny. Nk'hile there, he also examined the potential for business al- liances between Canadian and Ukrainian companies. Charges laid in cab jacking that ended in Pickering A 37 -year-old man who turned himself in to London. Ont. police officials last week has been charged in the recent car -jacking of a Kingston cabby and robbery at an Ajax bank. Durham Regional Police said the man, a suspect in a bank rob- bery last week in London, surren- dered Tuesday. Durham Region robbery squad detectives interviewed the man and he was subsequently charged in relation to a Nov. 5 holdup at the Scotia Bank on Harwood Av- enue. As well, the man faces charges in connection with the Nov. 8 rob- bery and abduction of a Kingston cab driver. In that incident, the bandit forced the victim to drive to Pickering, where he then got out of the car. Charged with forcible confine- ment, using an imitation firearm to commit a crime and two counts of robbery is Neil Chouinard, of no fixed address. He is currently being held in custody in London. The Ontario Public School Boards' Association (OPSBA) and the Ontario Catholic School Trustees' Association (OCSTA) are the two bodies that represent the province's school boards at Queen's Park. And, the hefty member- ship fees charged annually by the organizations have drawn fire from some trustees. In fact, the Toronto Catholic District School Board voted to opt out of paying its $184,905 mem- bership fees to the OC STA earlier this month. Accord- ing to OCSIA, the Toronto board is the first to leave the association. But, Durham officials rc- port local school boards aren't contemplating with- drawing their memberships to cut costs. "I think it would he a tremendous loss. The cost of the membership is peanuts compared to the real dollar value we get from OPSBA." says Scugog Trustee Bobbie Drew, who represents the Durham District School Board on OPSBA along with Pickering's Ruth Ann Schedlich. The board's membership fee, approved during the budget process, was $78,000 for the current school year. And. Trustee Drew believes it's money well spent. "It has been a tremen- dous asset for us," she says of OPSBA. which provides numerous services to mem- ber boards, including sup- port with entrepreneurial ventures, political action and communications, technolo- gy, professional develop- ment, a legal defence fund and access to a labour rela- tions network. Trustee Drew says the as- sociation helped the board understand the NDP's social contract and the current gov- ernment's new funding for- mula. "OPSBA did a lot of legwork for us in terms of IS interpreting the legislation." OPSBA spokesman Jeff Sprang reports the majority of Ontario's public school boards are represented by OPSBA, with one notable exception — the York Dis- trict School Board which withdrew its membership last year. And, Oshawa Trustee Kathleen Hopper says she'd be in favour of "closely ex- amining" whether the board should maintain its OPSBA membership. "My concern has always been that it is basically a lobby group," she says. "I have concerns around the structure and the cost." At the Durham Catholic District School Board, chair- man and Whitby Trustee Mary Ann Martin says the board "has always supported the trustees' association." In particular, then are encouraged to take part in White Ribbon week to drive the mes- sage home to all that violence against women is not acceptable and will not be tolerated in any way. More women are enrolling in other postgrad- uate programs, the federal government is finally going to pay the billions it owes its female civil servants in back pay, and some 25 memorials across the country remind all of the tragic events in Montreal 10 years ago. Out of the bloodshed a new awareness has been created, some degree of progress has been made. It will be up to all of us to make sure the 14 women did not die in vain, that their assassination will act as a spur for further change. Please bear in mind that Cana- da has the second lowest gasoline taxes in the world and, last time I checked, our taxes go toward the common good of our society not to the profits of the oil giants and their shareholders. Volunteers are the backbone of communities like Ajax and Pickering. Those wonderful people do so much to enhance our towns with their unselfish giving and dedication. All too often their selfless work goes unnoticed. I'd like to change that. First, a huge hand to all those really great young people who donate their time for many great causes. I am speaking about the hospital helpers, Junior Civitans, Knights of Columbus Squires, Junior Achievement mem- bers, Scouts and Guides, high school student council members, church alter servers and thousands more young people who get involved year after year in a number of special projects which help our community. They are doing a great job. Have you noticed lately how many of our young people are giving blood, taking responsibility for events and contributing to our com- munity'in a very positive manner? They help make our community a great place in which to live. Third, a big hand to the teachers who went against the flow and gave of themselves to provide extracurricular activities for high school students this past fall, especially those at Pickering, Dunbarton, St. Mary's and Uxbridge high schools, who worked so hard to give students a chance to play football. They deserve a lot of credit. Thanks also to the principals of those schools who supported the program. There were many other after-school activities and the teachers responsible for pro- viding them also deserve our thanks. Fourth, to those fabulous organizers Of the many special events that we are blessed with each year - the hard- working volunteers who organize the Frenchman's Bay Festival, the Take Back the Night walk, the Teary Fox Run, the Santa Claus parades, and many, many more. Each and every Year these stalwarts give of their time and energy and resources to provide the residents with special events that we can support and be part of and thus feel good about ourselves and our community. It seems that the price of gaso- line could be $1 per litre and your paper would still act as apologists for big oil - ready to join in the tired repetition of the mantra that taxes are behind the high price of gasoline. Such a poor argument is but one more reason why the oil industry is able to deflect criti- cism away from its greed for profit. The major oil companies do not compete with each other. They represent an oligopoly that can set whatever price they want for an essential commodity. It is high time editorials focus on the pricing policies of the major oil companies; the lack of true competition in the Canadian oil industry; and the dominant po- sition held by the oil majors who control it and less ink on abetting -the fleecing of the consumer pub- lic. "I'm looking for an assurance that my kids are safe being in portables;' says Brenda Shedden, a member of the school council at Pickering's St. Mary Catholic Secondary School. "Basically I'm looking for invasive testing because the testing method they've been using isn't working. It's not the reliable way to find out if you have mould or not." However, Dr. Donna Reynolds, as- sociate medical officer of health with the Durham health department, re- ports the "proactive" approach used to examine portables for mould here is becoming a model across Ontario. And, according to the Education Improvement Commission's progress report released Thursday, Durham Catholic District School Board "ad- ministrators were proactive in in- specting for mould in portables, and in taking action to solve the problem." "The initial response is a de- tailed physical inspection to de- termine if there is any evidence of mould. We are also looking for conditions that could support mould growth," such as moisture around windows or doors. Inspectors also ensure the dry- wall is not soft, Dr. Reynolds says. A follow-up inspection may include air sampling to gauge the air quality or invasive testing, which requires inspectors to open the walls of a portable to check for mould. "There is varying opinion on the necessity of doing invasive testing;' says Dr. Reynolds. She believes "for the most part" the maintenance of portables in Durham has been good. But, Mrs. Shedden says she's concerned the mcthrxls used in Durham to examine portables for mould are not as thorough as those employed in other regions. For example, in Peel, the health department asked both of the re- gion's school boards to "invasive- ly inspect" all portables earlier this year. "I've taken it upon myself to do as much investigation as I can;" says the mother of four, who believes a more thorough examination of portables is need- ed. ',Generally mould is present (in portables) and generally you can't see it; it's concealed within the walls;' says Brenda's hus- band Brian, vice-president of client services for J. McBride & Sons Ltd., a building restoration firm that repairs portables. "The only way of determining the extent of the mould is to do invasive testing, to open up ran- domly small sections of the wall, on the inside and the outside;' says Mr. Shedden, who was a guest speaker at a recent confer- ence on mould held in Toronto by the Ontario Building Envelope Council. Mr. Shedden, whose firm has repaired mouldy portables in other regions, also says that sim- ply replacing wet drywall is "ab- s(lutely not" enough to address the problem. "You're treating a symptom, not the cause:' His wife fears "We may have a potentially huge problem ... It's an issue for all across Durham:' But, Dr. Reynolds says. "I think the Durham Region ap- proach is becoming a model for many of the other jurisdictions in the province." "This is a significant step in achieving our ob- jective of assisting CSBSA members to fi- nance their capital plans, which are currently in the range of 5400 million;' reports CSBSA executive director Peter Howarth. Set up to establish a new approach to capital debt financing, the asso- ciation includes the Catholic school boards in Durham, Toronto, York, Dufferin-Peel, Halton and Simcoe-Muskoka. Under the Province's new funding formula, school boards receive an- nual grants for new pupil places. Those grants can be used to finance new school construction and FaithWay Dr. Bob Kirkland Pastor 1974 - 1987 Joining Durham Region in celebrating 25 Nears is the FaithWav Baptist Church of Ajax. Originally located in Whitby, the opening church service was held at E.A. Fairman Public School in December, 1974. A per- manent home in Ajax was found in 1981 when the congregation purchased the former Audley Public School located on Taunton Road at Salem. Pastor Bob Kirkland, now of Sarnia, was the founding pastor and served at the church until 1987. Dr. Greg Baker, an associate pastor of the church since 1980, succeed- ed Kirkland that year as senior pastor. Under Pastor Baker's leadership, the Taunton Road property has experienced major devel- opment. A new auditorium was constructed in 1989 with additional education- al space and gymnasium completed in 1994. The Panthers finished off an- other winless weekend by los- ing at home Sunday night to the St. Michael's Buzzers 6-3. Pick- ering started the weekend by dropping a 5-3 decision to the Waxers in Markham Friday night. The upshot is the Panthers are on a four -game winless skid and, with the weekend losses, are pushed deeper into the cellar of the OHA Ontario Provincial Junior 'A' Hockey League's South Conference with a woeful mark of 4-19-4 for 12 points. The common denominator in the losses of late is the team's penchant for going into a sec- ond -period funk. And, they did it again in both the Markham and St. Mike's defeats, allowing the opposition to all but put the game away with costly lapses in the middle stanza. "The second period is killing us every night;" says Panthers' head coach Brian Blad. In the loss to St. Mike's, the Panthers outplayed their oppo- nents for 50 minutes, but in a 10 -minute span in the second stanza, coughed up four unan- swered St. Michael's goals. Blad put the blame on poor de- fensive zone coverage, with Buzzers players buzzing the front of the net. "We were sloppy defensively in the second period:' notes Blad. "On all four of those goals. (goalie Mike) Andreoff made the first save and the de- fenceman didn't pick up sticks and that's where the goals came from.
