PICKERING — Ontario Real-
ty Corporatuwn (ORC) has agreed
to meet with area farmers and res-
idents to discuss the concerns
they've raised about the sale of
provincially -owned agricultural
lands in north Pickering.
Ward 3 local Councillor David
Pickles says he's been assured by
ORC officials those concerns will
be looked at by the 'technical com-
mittee' of ORC staff and citizens
already established for the land
sales. The residents and farmers
have maintained their issues were
previously excluded from discus-
sion at. the committee. Matters
they want addressed include sale
prices they say are too high for
agricultural land, configuration of

Unless society commits to "at-

eral MPP Gerard Kennedy says.
Speaking at a seminar on Friday
hosted by the Durham Child Pover-
ty Committee, Mr. Kennedy said
there's been a 115 -per cent increase

ever are living in poverty. In 1989,
one in 10 children in Ontario was
poor, but the number had risen to
one in five by 1996.

standing last spring that provided for
the placement of agricultural ease-
ments on nearly all the properties to be
sold, which would require them to be
used for agricultural purposes only.

If you weren't looking for it,
you'd never notice it.
A non-descript home, sitting on
a busy residential street in a quiet
community, Destiny Manor looks
like any other home in the area.
But, it's what goes on inside
that sets the residence apart from
its neighbours.
"We are a women's facility. We
treat women for substance abuse,"
explains Mary Medeiros, director
of administrative services for the
non-profit organization.
As one of few women -only sub-
stance abuse treatment centres in
the province, Destiny Manor offers
both residential and non-residen-
tial programs for women living in
Durham Region and across On-
tario. In 1998, 170 women com-
pleted treatment programs at the
centre. Approximately 50 to 60 per
cent of the manor's clients are local
residents.
"There are not too many
women -specific services in the
province," Carol Soares. director
of clinical services, says explain-
ing Destiny Manor's unique posi-
tion in the treatment of substance
abuse. "Most of the agencies that
treat suhstance abuse .are co-ed or
male."
Started in 1980 aftcr "a group of
AA (Alcoholics Anonymous)
members saw there was a need for
a woman-sliccili. program" Des-
tiny Manor started as a halfway
house staffed by volunteers on
Colborne Street East in Oshawa,
explains Ms. Medeiros. In 1994 the
facility moved to its current loca-
tion on Cochrane Street in Whitby.
The agency offers a 21 -day res-
idential substance -abuse treatment
program, where clients actually
live at Destiny Manor for the entire
period and a three -week-long day
program where clients taKe part in
the same counselling programs as
the residential clients, except they
do not live there full time. The fa-
cility has room for 10 residential
clients and five day clients at one
time.
Of the women who received
treatment at Destiny Manor in
1998-1999, 19 per cent were be-
tween the ages of 16 and 24, 62 per
cent were between 25 and 44,
while 19 per cent were 45 and
older..
Among these women, alcohol
was the primary substance of
choice for 51 per cent, cocaine for
42 per cent and other (including
prescription drugs) for 7 per cent.

with histories of physical or sexual
abuse.
"Most of the women have some
sort of trauma history:' explains
Ms. Soares. "There's a history of
abuse, many have families that
continue to be involved in sub-
stance abuse and a lot have eating
disorders."

treatment programs aim to address
the addiction tut they also deal
with these issues, since they often
go hand in hand. Ms. Soares says
many women turn to drugs and al-
cohol in an effort to deal with the
emotional distress and flashbacks
associated with the previous trau-
ma. Approximately 79 per cent of

Until our MPs make the changes
within their power to enact legisla-
tion, our children will be at peril
from dangerous perverts. They
should take heart in knowing that
well over 90 per cent of Canadians
are behind them and one group,
called the Canadian Family Action
Coalition, in fact, already has pre-
sented more than 150,000 signa-
tures to Ottawa in a very short peri-
od of time.

Father tells of son's horrific death
Students given warning on workplace safety

It's an awful way to start off
a Monday morning, but Toron-
tonian Paul Kells does it for his
son, Scan, and for other young
'workers who may not be aware
of dangers in the workplace.
Mr. Kells's 20 -year-old son
lost his fife from the horrific in-
juries he suffered in a work-
place fire four years ago.
"My son Sean will live with
me here," said Mr. Kells, mo-
tioning towards his heart, "for
the rest of my life" The tall, sil-
ver -haired man indeed spoke
from the heart recently at
Durham College's Skills Train-
ing Centre in Whitby to help
kick off of the fifth annual Os-
hawa and Area Labour -Man-
agement Safety Committee
Health and Safety Week.
"Look at the person to your
right;' Mr. Kells directed the
students and local officials
gathered to hear him. "Now
look at the person on your left.
As statistics go, one of the three
of you will be hurt seriously. Of
course of these three people, it
couldn't be you.
"But in the next 45 minutes
to one hour, two people your
age will be injured so seriously
they will have to go to hospital
and will be receiving workers
compensation:' the father told
the mostly 18-. 19- and 20 -year-
old students.

It was his son's third day on
the job at a warehouse in
Brampton where a type of un-
dercoating for cars was made
that forever changed Mr. Kells's
life.
Made from highly flamma-
ble and highly explosive mater-
ial, not unlike paint thinner, the
material Sean Kells was told to
pour from a large vat into small-
er containers began to emit
fumes. There was no ventilation
where the young man was
working but there were six igni-
tion points in the area as the
volatile fumes accumulated on
the floor.
"He was not wearing the
proper ,hoes. There was a build
up of a static force in his body;"
related Mr. Kells. In an instant.
his son was engulfed in flames.
"I got a chance to spend
some time with Scan four or
five hours after;" he said, adding
doctors had already told him his
son would not live. "I knew my
boy in front of me as a 6 -foot -4,
200 -pound, Junior A hockey
player, as tough. smart and
good-looking "
Mr. Kells continued to reach
his young audience by telling
them how his son died laugh -

He shared with them how he
wanted to make sure Sean was
not in pain and told him the
doctors said they'd given him
the best drugs the young man
ever had. "When he shook his
head, all those around him start-
ed to laugh and then Sean
laughed but started choking.
They increased the drip and he
never regained consciousness.
"My son left this world and
the people around him laugh-
ing:' said Mr. Kells. "I am here
to tell you this can happen to
you. This is no laughing matter.
You need the training. You've
got to have it. Knew what the
hazards arc around you. Your
life depends on it. This is your
warning. I would never want the
same thing to happen to your
family as has happened to
ours."

The number of public
complaints against Durham
Regional Police, accusing
officers of using excessive
force, has risen dramatical-
ly in the first 10 months of
1999.
Only one of the com-
plaints resulted in an offi-
cer being charged with pro-
fessional misconduct.
A report to the Police
Services Board, however,
indicates the overall num-
ber of complaints are
down.
As of Oct. 31, a total of
118 complaints were re-
ceived by the force from
members of the public,
down from 135 complaints
during the same period last
year.
The greatest number of
complaints, which are bro-
ken down into five cate-
gories based on the allega-
tions, were for excessive
force (50) and discreditable
conduct (47).
Deputy -Chief Jim
Adams downplayed the
significance in the jump in
-excessive force complaints
— up from 37 last year dur-
ing the same time period.
He attributed the in-
crease to a "clearer defini-
tion" of the classification
criteria provided to staff in
the Professional Standards
Unit, which investigates
complaints.
As a result of changes
this year, some complaints
which would previously
have been categorized as
discreditable conduct are
now classified as excessive
force.
Deputy Adams noted the
number of discreditable
conduct complaints against
police dropped from 58 last
year.
"We're now categorizing
complaints more accurately
than we had been doing so
in the past," he said.
According to the report
prepared by Staff Sgt. Bob
Chapman, of professional
standards, complaints ac-
cusing officers of neglect
of duty are down 50 per
cent.
There were 17 such alle-
gations made, a drop from
34.
The report provides a
breakdown of how the
complaints have been dealt
with by the department.
Only one resulted in an
officer being charged under
the Police Services Act
with professional miscon-
duct.
Constable Kevin Sea -
mons, who works out of 16
Division in Clarington, has
been charged with using
excessive force in connec-
tion with a January off-duty
arrest of a man in Oshawa,
Staff Sgt. Chapman said.
A date for the officer's
trial has not been sched-
uled.
Meanwhile, in an unre-
lated matter, an investiga-
tion is still ongoing into a
complaint against the same
officer• arising from an on -
duty arrest in Bowmanville
in January.
Of the remaining com-
plaints, 36 were "unsub-
stantiated" by investiga-
tors, while 15 were dis-
missed on grounds they
were ruled "frivolous,"
"vexatious," made in "bad
faith," or beyond the six-
month time frame a com-
plaint can be made.
Informal resolution,
which can range from an
apology to a meeting be-
tween the complainant and
police officer leaving both
sides satisfied, settled three
complaints.
Forty complaints are
still under investigation.
Complainants unhappy
with the department's deci-
sion can request a review of
the complaint by the On-
tario Civilian Commission
on Police Services
(OCCPS), the Ministry of
Solicitor General's police
oversight body.
There have been six re-
quests for OCCPS review
so far this year.

Bereaved Families of Ontario -
Durham Region is once again setting
up an Angels Tree of Light for the
Christmas season.
For a donation, families can have
an angel with a ribbon bearing the
name of the person to be remembered
placed on a Christmas tree at the
Durham District School Board head-
quarters. All names will also appear
on a memorial plaque next to the
tree.
At the end of the season, each
angel ornament will be given to the
family as a keepsake.
A public lighting ceremony will
be held Dec. 8 at 7:30 p.m. at the
board education centre at 400
Taunton Rd. E., Whitby. The tree will
remain on display until Dec. 24.
Donations will help Bereaved
Families provide public education
and programs for families who have
lost children through death. Tax re-
ceipts will be automatically issued
for donations of $25 or more.

for a special angel in memory of a
loved one, call Bereaved Families at

answering machine is available 24
tours a day. Leave the name of the
person you want remembered, your
name, address, phone number and
amount of donation. A representative
from Bereaved Families will contact

89th year. Jake. beloved husband of Reva
for 62 years. Dear father of two sons, grand-
father of Kevin, and two granddaughters.
Survived by one sister, Flossy Wagg and
predeceased by two brothers, Gordon and
Charles. Funeral service was held in the
Chapel at the Dixon Garland Funeral Home,
166 Man Street, Markham, Ontario on
Monday, November 22. Interment Stouffvthe
Cemetery. Those desiring, may send a don-

1999, Garnet E. Banks of Jordan, aged 72 years.
