"Consumers are fed up with having to pay more for gas every time they go to work, the super- market or visit relatives;' said Mr. Runciman. "The Ontario govern- ment is launching this review be- cause the federal government is ignoring the concerns of Ontari- ans about gas prices. It's our hope the review will help spur the fed- eral government to take action" The task force of four MPPs, including Durham MPP John O'Toole, who's co-chairman, will meet with consumers, consumer advocates, petroleum industry representatives and independent gas retailers. The task force is supposed to report next spring with recommendations for deal- ing with high and volatile gas prices, and the fundings will he passed on to Ottawa. Mr. McTeague says he hopes the task force will look at "the underlying pattern of deficiencies in competition" that are at the root of rising prices at the pumps. Evidence of a "wholesale public rip-off' by the industry, he says, can be found in the fact prices rose to more than 65 cents per litre this week when they should have been at around 58 cents. The MP agrees with Mr. Runciman the federal govern- ment has to take action on the issue. But, he adds, "the Province has a role; it's not just the federal government" If Queen's Park is really inter- ested in fair, lower gas prices, maintains Mr. McTeague, i should do some things to encour- age healthy industry competition in Ontario. He suggests th Province could undertake mea- sures such as establishing an in- dependent terminal here through which independent retailer. could purchase refined gasoline instead of having to buy it from the few major suppliers that enjoy a virtual monopoly over the market. Ontario could also change its policy of allowing big companies to keep for 90 days the gasoline r tax they collect on behalf of the Province while forcing small re- tailers to hand it over it in ad- vance, says the MP. "An independent has to pay cash on the barrel because there's some uncertainty about their abil- ity to pay" According to Mr. McTeague, Ontario's task force is evidence of a recent change in attitude t among governments and politi- cians toward gas pricing and other competition issues. The commitment was obtained at a recent meeting between Dr. James Young, assistant deputy minister in the public safety divi- sion of the Ministry of the Solici- tor -General, OPG officials, and chief administrative officers (CAO) from Durham Region, the Town of Pickering. the Town of Ajax and the Municipality of Clar- ington, and the Oshawa fire chief. The municipalities made formal requests to the Province in the spring of 1998 to have the zone ex- tended to 10 kilometres from the three kilometres stipulated in the new Provincial Nuclear Emer- gency Plan (PNEP). "There were a lot of concerns expressed with regards to the lack of action over the last year or so;' says Pickering CAO Tom Quinn, noting all the municipal represen- tatives insisted on the need for the extension. "We were given a firm commitment by OPG, by Bob Fer- guson (a vice-president in the util- ity's nuclear division), that they would take this on and they would study the 10 -kilometre zone" OPG will pay for the study. Under the old provincial emer- gency plan, the public within a 10 - kilometre notification zone were to be alerted of a nuclear emergency by means of "sound signals with no specific time limit set. The new PNEPP, which is still an interim document yet to be finalized, states immediate alerting is required for only a three -kilometre zone around nuclear stations, and that the alert- ing system must provide a warning to practically 100 per cent of peo- ple within the three -kilometre zone within 15 minutes, whether they're inside or out. Exactly what this system will be has not yet been determined. The previous alerting method used under the old plan involved a com- puterized telephone call-up system that encountered many problems during emergency exercises. For the time being, it's still the old plan that's in use here for even the three -kilometre zone. The EMO has decided to under- take a pilot project in either Pick- ering or Clarington to test a new kind of telephone alerting system for the three -kilometre zone. An- other option which had been con- sidered for the alerting system was sirens, but Mr. Quinn says the EMO is leaning towards a phone system. "Sirens in a lot of communities haven't worked. What happens is sirens go off and it's a false alarm. The last thing they want to do is build a system in a populated area with false alarms. Think of the chaos" According to Dr. Young, the study on immediate alerting for the 10 -kilometre zone will examine the different alerting options avail- able — from warning sirens to telephone systems. "The number -one problem is whether or not a technically rea- sonable and good solution can be found," says Dr. Young. "We haven't got the absolute solution at this point but we're working on a solution" He notes "sirens can Ontario Power Generation will pay for a study on extending the disaster alerting tone around the Pickering nuclear plant. misfire sometimes, alarming the public unnecessarily. People get to the point they don't pay attention. They ignore it" Another issue yet to be sorted out is who will pay for whatever alerting system is chosen. The missing guns came to light during an inspection by the Polic- ing Services Division of the Min- istry of Solicitor General, which resulted in 91 recommended changes to the way the department does business. The wide-ranging audit was critical of the department in a num- ber of areas, citing everything from sloppy record-keeping and a lack of direction to outdated equipment and improper storage of seized drugs. The handling of firearms also fell under scrutiny as seven service firearms could not be found. One of the 91 recommenda- tions was that the department take -appropriate steps to determine the status of those firearms that were unaccounted for... and to notify the CFR (Canadian Firearms Registry) accordingly." A report prepared by Chief Kevin McAlpine updating the Po- lice Services Board on implemen- tation of the audit's recommenda- tions, presented to members Thursday, says three of the seven firearms were "located and de- stroyed;' with the appropriate doc- umentation filed. The report, however, states one of the missing guns, a .38 -calibre service revolver belonging to an "inactive member," has still not been found. "It's alarming that it is out there;" said Deputy -Chief Jim Adams in an interview. "We've in- vestigated it and reported it as a missing firearm" Deputy Adams said the gun be- longed to an unidentified officer who is on long-term disability. The officer claimed to have left the weapon in a locked cabinet, but it has never been found, he said. The chief's report says it is "strongly believed" the three re- maining service firearms were "de- stroyed in the mid -eighties, but this cannot be substantiated" The serial numbers of the four outstanding guns have since been placed on the Canadian police crime information computer ' sys- tem, known as CPIC. According to the report, the de- partment has taken steps to adopt each of the recommendations con- tained in the inspection team's re- port. Many were directed at man- agement practices, police services board governance, firearms regis- tration, financial management, human resources, record keeping and operational procedures. Mr. Burne was pronounced dead at Ajax -Pickering Health Centre shortly after the collision, which happened just before 9 p.m. The Burne family operates Golden Gate Stables at Westney Road North and the 5th. Pauline Norman has known Mr. Burne for about a year, as she and her family board three horses at the stables. "Patrick knew horses inside and out. He taught me more about horses than anyone else" And, Mrs. Norman said, "He would rescue any four -legged animal. He had a real soft spot and was good with them'. Patrick's father, a diabetic with a history of heart trouble, was admitted to the hospital just hours before the accident. Mr. Burne's mother had to visit her husband in hospital Fri- day to "tell him his son is dead," Mrs. Norman said. Durham Regional Police said Mr. Burne was northbound on Westney Road when the 1986 Oldsmobile he borrowed from a friend entered the intersection at Taunton Road and was broad- sided by a 1987 Chevrolet van, driven by Derrick Rose, 43, of Whitby. The van, travelling east on Taunton Road, entered the inter- section at the same time as Mr. Burne when it struck the car's driver's side door, said Consta- ble John Hinds, of the depart- ment's Traffic Management Unit. "The car was basically T- boned:' boned," he said. Mr. Rose, of Thickson Road, suffered injuries described ini- tially as critical to his neck, chest and face and was rushed to Sunnybrook Health Sciences Centre. - On Friday, he was listed in stable condition. --------- Const. Hinds said "alcohol is being investigated as the cause for this collision and charges are pending." He added the intersection is controlled by a traffic signal and "somebody must have run a red light" As part of the investigation, police on Friday were preparing documents to obtain a warrant to seize a blood sample from the suspect driver, Const. Hinds said. The officer said Mr. Burne was returning from a friend's residence and was about a block away from home. Anyone with information on the collision is asked to call Const. Hinds at 579-1520, ext. _.5267. ing;' says Mr. Quinn. Competition as a way of life is very stressful. If you don't believe that, try backing out of my driveway in the morning: when the race to get to the high school at the top of the street is on._ NOBODY will let you out because they're all too intent on getting ahead. In Yoga, there is no fever to get ahead. In fact, yoga is all about letting go of artificial pace, and finding instead one's own internal rhythms. All postures are done in connection with your own breath. Some beneficial by-prod- ucts are stimulation of circula- tion, digestion, and the nervous and endocrine systems. Relaxation and breathing tech- niques are taught, reducing stress, producing stability and re- connecting you with your own inner strength. It may be a relief to know that you do not need to be a per- fect size 6 to join a class. Yoga is for all bodies. There is no push to raise the heartbeat to a target range, or to focus on building muscles of steel. Yoga postures stretch, flex, and extend the spine. They exer- cise muscles and joints, keeping the body strong and flexible. Yoga postures are learned not by competing or by struggling for perfection, but by learning to let go of the stiffness and tensions that inhibit movement. Many of us have come to believe that unless we are strug- gling and straining, that some- thing is wrong. For anyone on the fast track, being without compe- tition is itself a challenge. Serenity can take some getting used to ... but what a wonderful feeling! The project, by Picore Holdings Ltd., is on Pickering Parkway at Liverpool Road and Hwy. 401. A new 78,000 -square -foot office building will be the second phase of the Picore Centre, complement- ing the existing 64,000 -square - foot, eight storey office building. Speculative construction such as this project would have been con- sidered risky in the early 1990s. But Picore is confident the majori- ty of the space will be leased by the time the last window blind is in- stalled next summer, according to a media release from the Town. "We're very positive about our location in Pickering and the future of the eastern GTA;' said Picore president Kim Donovan. "It's one of the tightest markets we have seen in the last decade" Picore Centre will offer poten- tial tenants ample parking on a two-storey parking deck, ease of access by car or public transporta- tion, proximity to all services and amenities, reduced occupancy costs and an excellent working en- vironment, according to the re- lease. 13etter Healt'h Advertising fir.... Both Chiropodists and Podiatrists are trained in the assessment and treatment of the foot, along with the prevention of diseases and disorders of the foot by therapeutic, orthotic, palliative, and surgical means. The difference lies in that a Chiropodists is trained in Canada or the United Kingdom, while Podiatrists are trained in the United States of America. Why visit a Chiropodists or Podiatrist? The human foot is an extra- ordinary complex mechanism con - listing of 25% of the bones in the body, held in position by many lig- aments, tendons, and muscles. These all synchronize their actions to provide a single step. We make this movement a staggering four to ten thousands times a day over a variety of terrain. In an average lifetime we will travel, by foot, around the globe six to eight times. With all this movement, foot pain is NOT out of the ordinary. Certainly foot pain is enough to make you irrita- ble. Appropriate treatment from a trained foot care professional, such as a Chiropodist or Podiatrist is essential. Polyps may grow slowly or quickly. n general the larger the polyp the treater the risk of malignancy. Dr. Thomas Reid, a noted surgeon at Washington University School of Medi- inc says, "Screening could prevent the ragedies we colon rectal surgeons see very day" He's right. But there's a big problem. laving a colonoscopy, a complete ex- mination of the larLe bowel, is a hard sell. It's not like having a Pap smear to detect cervical cancer or getting an X- ray of the lungs to diagnose cancer. Colonoscopy requires laxatives and drinking copious amounts of water prior to colonoscopy to clean out the bowel. A mild sedative and pain killer is needed by some patients. Doctors are stretching the truth if they tell patients there's no discomfort. So why do I have a colonoscopy every four years'? Because "a prime goal in life is not to die prema- turely from preventable disease" Don't ever forget this point. But Dr. Arturo Brayo, associated with the Henry Ford Health System, claims physicians are not good role models for patients. His study showed one third of physicians, even with a fam- ily history of colon cancer, had not been screened for this disease. So what should you do? First, get over the uneasiness of discussing the lower bowel. It's also dangerous to wait for ,, rnptorn to occur. But it can miss them and also exposes pa- tients to radiation. The fecal occult blood test (FOBT) is a cheap test and painless. A small amount of stool is placed on filter paper which changes colour if blood is pre- sent. This test decreases mortality by 33 per cent. But it can give false positive re- ports if patients are taking iron, laxatives or using non-steroidal anti-inflammato- ry drugs. Sigmoidoscopy is effective detecting polyps of the lower colon, but it cannot detect polyps situated higher up in the large bowel. So the gold standard is colonoscopy. My advice? Although in some parts of North America colonoscopy is not available it's prudent to have one done around 45 years of age. Sooner if there's a family history of this disease. At least that's what or- ganizers of this year's *ens Tackling Tobacco Workshops are hoping. Sponsored by the Durham Region'Health De- partment and the region's public and separate school boards, the workshops held Wednesday and Thursday for Grade 7 and 8 students aim to educate pupils about the dangers of smoking by giving them a first-hand look at what smoking can do to the human body and the environment. "Teens Tackling Tobac- co (provides) students with an ideal opportunity to en- hance leadership and com- munication skills and to de- velop strategies to address an important health issue;' notes event organizer Jill Goddard, a public health nurse with the Region's health department. "The goal is for these students to take the infor- mation back to their' schools and have a peer -led initiative;' she explains. Students began the day visiting four pit stops at the Durham District School Board's education centre to learn about the Tobacco Control Act, the environ- mental impacts of smoking and advertising campaigns aimed at young people. Students also had a chance to talk with public health nurse Chris Arnott who exhibited tissue sam- ples that show "smoking doesn't just affect the lungs" And, the lung, uterus, bone tissue and placenta which students saw clearly had an impact. "Your lungs turn out yucky and you get tu- mours;" said Tessa Botti- -New police officers sworn in Celebration tempered by recent death of fellow cadet Two weeks after the death of a pop- ular Durham Regional Police cadet, 22 classmates were sworn in as constables at an emotional ceremony Monday in Oshawa. On Oct. 28, just hours after gradua- tion ceremonies were held at the On- tario Police College in Aylmer, Allan Christiansen, 22, of Courtice, was killed in a traffic accident on Hwy. 401. Ontario Provincial Police said his eastbound Honda was struck by an out - of control westbound Toyota, which crossed the centre median. A friend who was a passenger in his car, Barbara McCartney, 30, of Kingston, was also killed in the crash. During a swearing-in ceremony for the new officers, the police badge Cadet Christiansen was to have re- ceived was instead presented to his parents, said Sergeant Jim Grimley, Durham Regional Police spokesman. "As much as it is supposed to be a happy occasion for 22 new officers, there were some sombre moments when they spoke of the missing 23rd officer," said Sgt. Grimley. . In honour of the cadet, the police department has established the Allan Christiansen Memorial Award for fu- ture cadets who display exemplary leadership qualities. Cadet Christiansen was drill leader of a class of 36. "Smoking can cause heart damage, lung damage and damage to your brain," realizes Brandon Mon- aghan, a Grade 7 student at St. Wilfrid Catholic School in Pickering. "It's also bad for you if you play sports because it causes a lack of agility...I play a lot of sports and I wouldn't want to ruin that." Brandon agrees it's im- portant to start educating children when they're young because students his age "are pressured by older people to (smoke).A think it's good to tell students the casualties of smoking" Ms. Goddard reported this is the second year the program has been offered to elementary pupils, not- ing the department decided to move the program from secondary schools last year because "students usually start smoking around age 12 or 13". The Spartans knocked off the An- derson Collegiate Raiders two games to one in the Lake Ontario Secondary School Athletics championships, host- ed at Anderson Collegiate in Whitby. The Spartans will now participate in the Ontario Federation of School Ath- letic Associations (OFSAA) champi- onships in Kitchener Nov. 25 to 27. Dunbarton coach Steve Clutton ac- knowledges the shortened season may make it difficult for his charges to com- pete against schools which have full seasons of volleyball under their belts. "Sure, I think it's going to affect us. We haven't played as many games, so it will affect us, especially against some of the top teams. Hopefully. we should still be competitive;" says Clutton. Four teams competed for the LOSSA senior boys' volleyball cham- *nship, with Anderson, Dunbarton, Pine Ridge and Bowmanvilie playing a round-robin tournament with the two best records advancing to the final. Dunbarton defeated Pine Ridge two games to none in the first round-robin game. The Spartans also split games with Bowmanvilie to earn a berth in the championship final.
