Stephen Frederick, head of Voters Organized to Cancel the Airport Lands (VOCAL). con- vinced Durham council Wednes- day to turn down a recommenda- tion requesting the federal govern- ment designate the Pickering lands for an airport. *'lite stakeholders' forum has been a success;' Mr. Frederick told Durham politicians. "Trans- port Canada is listening to our concerns." Regional council Wednesday approved the $3 -million station over the objections of some north Durham politicians. Uxbridge Mayor Gem Lynn O'Connor, who eventually voted for the location, and Brock Township Coun- cillor Larry O'Connor said the majority of area front-line officers they've spoken to claim the site isn't a good one because it's too far from some communities. A new station to serve Uxbridge, Scugog and Brock Townships was recommended in an audit of the Durham police department by the Ministry of the Solicitor General. The force currently has a station in Port Perry, along with store -front locations in Uxbridge and Sunderland. The Port Peng sta- tion would be closed but the store -front sites would remain once the new facility is built. Brock Mayor Keith Shier urged council colleagues to vote against the new station as its location would make it closer to Whitby and Oshawa than his community. "We shouldn't accept the site as a given without more investigation. Coming from Brock, it's in the wrong place. There are con- cerns about the stability of the soil" as the site is near what's been called a swamp, Coun. Shier said. Noting that a church in Ajax can't he used because it's sinking, he quipped, "If God can't keep a church up, I'm not sure the police can keep this afloat next to a swamp" Mayor Shier also indicated there hasn't been enough consultation with the northern communities on the site. But, Whitby Mayor Marcel Brunelle dis- agreed. "There has been consultation. There has been dialogue. "It's time to end the pain and decide where something should be. It's time to get on with the business of getting on with the job;" Coun. Brunelle added. Pickering Councillor Doug Dickerson said by moving out of the Sunderland station, "We're breaking faith with the north. If anoth- er building is needed, don't do it at the ex- pense of the building up there" Police Services Board chairman and Os- hawa Councillor Bob Boychyn reported the planned location is the "preferred choice". The site is "on high ground, dry land" and the soil has been tested and found to be fine, he added. "This is the preferred location and will ser- vice the north the best." While she expressed concern that some police officers don't like the site, Uxbridge Mayor O'Connor, who also serves on the Po- lice Services Board, voted for the location. L CIA 9 416 • NEWS Slain drifter's sister found Police investigation continues into Durham's first murder of 1999 BY STEPHEN SHAW Staff Writer A Montreal woman was strug- gling to cope with news yesterday that her only brother was the homeless man brutally murdered on an Oshawa sidewalk last week. After having no luck locating relatives of Joseph Patrick Pace, 44, Durham Regional Police offi- cials turned to the public for help and released his photograph Tues- day. Homicide Detective Rolf Kluem said a family friend recog- nized the slain drifter's picture in the news and contacted a cousin living in Ottawa. The woman called police and advised them of the man's sister, who lives in Montreal and was no- tified of his death yesterday. "Obviously they were upset at hearing the news... They were con- cerned about him," said Det. Kluem. The woman told police she had not seen her brother in about a year. In the early hours of Wednes- day, Nov. 10, his badly beaten body was found on the sidewalk in a Hwy. 401 underpass on Ritson Road South. Durham police say Mr. Pace, the region's first and only homi- cide victim in 1999, was followed from a doughnut shop and vicious- ly beaten for no apparent reason, other than his rough appearance and odd demeanor. Dave Anthony Morrison, 21, of no fixed address, and John Joseph Oliver, 31, of Stacey Avenue, have been charged with second-degree murder. They were to appear in an Oshawa court today. An autopsy showed Mr. Pace suffered numerous blunt force in- juries, likely caused by repeated kicks and punches to his head, and died of brain hemorrhaging. Mr. Pace had no criminal record and was known to travel back and forth between Toronto and Montreal. But detectives still know very little about the man's background, or how and why he ended up in Oshawa. They were to head to Montreal this weekend to meet with Mr. Pace's sister and learn more about his past. When asked if Mr. Pace suf- fered from a psychiatric disorder which may have contributed to his lifestyle, Det. Klume said he planned to look at his medical background. "So far we know he was tran- sient, but there is no history of him being harmful to anyone in any way. According to published reports, the proposed cuts include $94 mil- lion from a $130 -million program to put more computers into class- rooms, $30 million from money earmarked for textbooks, $81 mil- lion from adult English -as -a -second language programs, $160 million from universities and colleges, and $5 million from training programs including those which provide basic literacy skills. It was also reported the Province could claw back $52 million in pen- sions savings from school boards and Queen's Park might look at cut- ting funds to provincial schools that offer programs for deaf and blind students and pupils with learning disabilities. "If it's true, it will have an effect on us in a whole bunch of ways," Durham District School Board di- rector Grant Yeo says of reports that a confidential cabinet docu- ment proposes massive cuts to school funding. "One area (of concern) is the textbooks," Mr. Yeo explains. "If that (funding) is not there, that puts a pressure on us to find money to provide those textbooks (to support the new high school curriculum)" Bill Stratton, Durham elemen- tary unit president of the Ontario English Catholic Teachers' Associ- ation (OECTA), notes teachers are also "counting on being able to purchase additional texts" to sup- port the new elementary curricu- lum. If the Province cuts funding for ,jq. The proposals included in the leaked cabinet document shocked and surprised local educators who say the government is targeting the vulnerable students and the pro- grams for those pupils. I'm officially horrified that a government that claims not to want to provoke any more confrontation and purports to be concerned about quality ... is be- hind the scenes slashing the money we need to make things work:' says Shelley Page, Durham district president of the Ontario Secondary School Teachers' Federation (OSSTF). The statements were made during a hearing into a grievance filed by the Durham Regional Police Association on behalf of Constable Dave Robinson, al- leging his transfer from the forensic unit was "payback" for speaking out about alleged wrongdoing within the depart- ment. Testifying for the force. Deputy Adams said he decided to restructure the forensic unit just prior to his promo- tion to deputy chief. while superinten- dent in charge of operations. The time commitment required is flexible. Whether bird watchers want to spend a half an hour a week or an hour every day at the program is up to individuals. Participants receive a free package of information on bird feeders, types of food, how to identify common birds and strategies to keep out those voracious squirrels. They also get tally sheets and sim- ple instructions for recording obser- vations, start/finish times and weath- er conditions, an important factor for winter bird populations. In Pickering, Frenchman's Bay, Hydro Marsh, and Pine, Amberlea, Dunbarton and Krosno creeks pro- vide important habitat for winter birds. Whitby artist Jeff Mor- rison has designed his fourth 'Very Special Christmas Card' and will be selling them at Loblaw•s stores across Ontario, in- cluding those in Durham Region. A portion of the proceeds from each card will go to support the On- tario division of the Cana- dian Cancer Society, the Heart and Stroke Founda- tion of Ontario and the Think First Foundation for Brain/Spinal Cord Injury Prevention. "It's getting bigger and hopefully better every year." says Mr. Morrison. The initiative has raised over $16,000 in the previ- ous three years. but the artist says he's hoping to raise $20,000 this year alone. He admits it's an ambi- tious goal, but says this year the cards will be sold in 50 Loblaws stores up from seven last year. Discussing the charities he's selected, Mr. Morrison explains his grandmother died of cancer and his mother has experienced two strokes. He became a quadri- plegic as a result of a spinal cord injury he expe- rienced when, at the age of 19, he broke his neck after diving into a friend's back- yard pool. But the injury hasn't stopped Mr. Morrison from pursuing his career as an artist, which was interrupt- ed by the accident. He's completed several commissioned works and has had several exhibi- tions, both within Canada and internationally and produced corporate Christ- mas cards in addition to his charitable cards. `Although I have a major challenge in my life, 1 live Independently and I hold the brush or the pen in my hand.' Durham public board borrows to fund new schools The Durham District School -Board has borrowed $160 million to finance the building of new schools across the region. Public board trustees Monday unanimously ap- proved a bylaw outlining the terms and conditions of a debenture which will pay for the construction of new schools and additions to ex- isting facilities included in the board's system -wide ac- commodation and school improvement plan. Superintendent of busi- ness Ron Trbovich told trustees the debentures were priced and went on sale Nov. 9 with a closing date of Nov. 19. Mr. Trbovich reported the debentures will require 20 annual payments of $15,638,814. "The Province is funding us to pay for these deben- tures," he explained, noting the board is entitled to $21.4 million in provincial grants for new schools and renova- tions this year. And, because the board will only have to pay ap- proximately $15.6 million on the debenture, the addi- tional money will be placed in a debenture debt reduc- tion reserve fund, he said. I J 9 Where in the whole wild world BY DAVID COX Special to the News Advertiser "I am not so sure we should be breaking into a historical monu- ment, Dad", so questioned my 10 - year -old son politely, with sincere but poorly disguised concerns about his father's ethics. "Not to worry, Ben. There are so many ghosts in the castle that even if the authorities knew we were in there, they'd be afraid to come and get us " I know what to say to kids to make them keep qui- et during a break-in. And so with that little psycho drama fermenting in his innocent head, I nudged him up the steep stone walk toward the forebcxling black castle of Cydweli, or in Eng- lish, Kidwelly, on a strangely dark and misty night last summer. We were visiting South Wales, my roots. Wales is beautiful and pic- turesque in the extreme. It is like a vision from King Arthur's Camelot only very real and very old. It is also somewhat off the beaten track. How a whole country can remain relatively untram- melled by tourists in this day and age is a mystery to me but Wales seems to have achieved it. In all the right ways, Wales is a backwa- ter. You get the impression there's much to explore and that it should be done slowly and with respect. It's unique in that you can get there easily, but staying there is difficult. Hotels are either exceptionally small or are simply the exception. B and Bs are more common and farm B and Bs are typical. I can't think of one single tourist -oriented spot with the possible exception of the seaside resort of Mumbles and I suspect most readers have never even heard that name - at least not distinctly. South Wales is a tranquil place and one that suggests slowing your pace. Except at night at the local pub. The Welsh are amongst the friendliest people in the world and, according to their own accounts, still the world's best singers. If you need proof, visit one of the many very traditional and very tiny pubs. They are everywhere and even show up in the middle of nowhere. Unlike the large London pubs with polished antiques, Welsh pubs were built for those under 5 -feet -9, who sing and play rugby. Anyone over six -feet -tall visiting a rural Welsh pub risks a smart whack on the head from a surprisingly low beam. But the risk is worth it. Welsh pubs are truly like being welcomed into some- one's home. Overlooking Kidwelly is the Norman castle of the same name. It was originally started in the 10th century after the Norman con- quests but was not secure in the re- bellious and war-torn area until late in the 13th century. Kidwelly castle is a typical Me- dieval castle and, while beautiful, it is primarily remarkable for the way in which it was absorbed by the expanding village and the slow encroachment of modern times. It is nine kilometres west from Burry Port and eight kilometres south from Llanelli. It is also a five-minute walk from one of the most beautiful and lonely beaches in Great Britain. Served by British Rail and just off the major high- ways, Kidwelly is easily visited but just as easily missed. I suspect everything will tx- much the same when I return and I know the cas- tle will be. I am drawn there. I frequently visit the castle in the daytime and I feel its presence as 1 walk the streets at night visiting my rela- tives and their welcoming neigh- bours. The town is like a young child with the castle an om- nipresent parent just an arms length away. 1 feel at home there and I feel safe. Except for the ghosts, of course. They can be scary. One has to expect that kind of thing in what was originally a Druid's culture. And it is not like the castle is resident free. Seems the hole in the ground that served as the castle jail is still inhabited. But, presumably the jail was not very secure as the alleged inmate is seen occasionally roam- ing the turrets at night. I guess he or she checks back into the cell at dawn. Ben and I scrambled over the walls where they had mostiv fallen and lay on the cool grass of the in- ner courtyard. I held his hand and we listened for the ghosts while looking up into the stars. Tonight we were alone. The Panthers rode a strong goaltending performance by David Tomei and Jamie Molony to a 4-3 win over Belleville. Goal scorers were Chad Gaudet, Gus Matta- chioni. Brandon Crummey and Codey Pollard. Assists went to Daniel Prebble and lames Me- Cardle with two each, Pollard and Jordan Guarrasi with one apiece. The atom Panthers outskat- ed and outhit the larger Ajax Knights team en route to 10-4 victory. Goalie Tomei kept the game close in the first period before the Panthers finally broke loose for their largest scoring outburst of the season. McCardle notched a hat trick, Christopher Dixon, Gaudet and Jordan Pollari each potted two, Pollard, Mattachioni and Mark Gertsakis netted one goal apiece. Daniel Prebble and Pollari registered two as- sists apiece, Crummey, Pol- lard, Gertsakis, Nathaniel Un- derhill, William Mitchell and Stephen Boyle had one each. Raider peewees butt heads with Beavis tourney winner The Ajax -Pickering Raiders major peewee 'AAA' rep hockey team fell one win short of the cham- pionship at the annual Wally Beavis Tournament in Peterborough last weekend. The Raiders were undefeated en- tering the title game against the South West Storm, but lost 3-1 in the final. Kyle Cunningham scored the Ione goal, assisted by Stephen Ross Budai and Colin Britskey. To earn a berth in the title tilt, the Raiders shaded Kingston 4-3 in an exciting semi-final contest. Andrew Dissanayake. Cunningham, Matt McCann and Brett Connolly scored for Ajax -Pickering. Assists went to Britskey, Budai and Adam Urquhart with two each, Cunningham, Jason Winder and Derek Kelloway with one apiece. Budai was named most valuable player of the game. Goal - tender Brian Eustace stopped 30 shots for the win. Ajax turned out the lights on the New York Knights 5-0 in the first Same of the tourney. Dissanayake opened the scoring for Ajax -Picker- ing, with Cunningham, McCann, Connolly and Jason Crete also get- ting on the scoresheet. Assisting were Crete, Connolly, Brent Small, Urquhart, Kelloway and Britskey. Eustace won game MVP honours. The Raiders then blanked Welland 5-0. Budai led the way in the scoring department with a two - goal effort, one coming shorthanded. Cunningham, Dissanayake and Winder added single markers. Tyler Franey, Urquhart, Brad Snetsinger, Kelloway, Dissanayake and Small all earned one assist. Call-up goal - tender James Ronald was named MVP. . Ajax -Pickering edged Seaway 5-4 in the third game. Goal getters were Small and Britskey with two each, and Snetsinger with one. Assisting were Budai with three, McCann with two, Urquhart, Dissanayake, Snetsinger, Crete and Winder with one apiece. The Panthers started the modest winning streak with an impressive 2-0 win against Ajax. The atoms turned in a strong defensive effort to help goalie lames Molony preserve the shutout. Due to early -season in- juries, it was difficult for coaches Randy Prebble and Herb Underhill to ice the same line-up day after day.
