Although a provincewide student survey reports alcohol, drug and tobacco use are on the rise among Ontario's pupils, the survey results seem high for Durham Region, says a public board official. According to a recent survey conducted by the Centre for Ad- diction and Mental Health, close to 60 per cent of students regu- larly drink alcohol and 30 per cent use marijuana. In fact, the Centre's 1999 On- tario Student Drug Use Survey (OSDUS) reports the number of students who drink weekly, use cannabis and smoke cigarettes is significantly higher now than in 1993. ..The 1999 survey results confirm the cogtinuing upswing in drug use among Ontario youth that we have been seeing since 1993:' said Dr. Edward Adlat, the centres lead scientist for the OSDUS survey in a news release. "During the 1980s we witnessed large declines in stu- dent drug use. However, since 1993 use of drugs has been moving upward, to the point where the current rates do not differ appreciably from the late 1970s." The study, administered by York University's Institute for Social Research, surveyed Grade 7 through OAC students from across the province this year. Past surveys, which have been conducted every two years since 1977, sampled students in Grades 7, 9, 11 and OAC. According to the results, the percentage of students who drink alcohol has climbed from 56.5 per cent in 1993 to 65.7 per cent in 1999, while the percent- age of students who reported weekly drinking has increased from 14.4 per cent to 19.7 per cent. But, a public school board of- ficial here claims those figures seem high. "I was surprised by their fig- ures. i thought they were high. Certainly we haven't gotten that type of feedback here:' says Bev Freedman. superintendent of programs for the Durham Dis- trict School Board. In July of 1998, federal Transport Minister David Collenctic an- nounced the lands would be officially designated for air- port use to allow Ottawa to impose toning regulations that would prevent develop- ment in the area that might not be compatible with an airport in the future. That announcement prompted area residents to form VOCAL. which contin- ues to maintain there is clear- ly no ncc.1 for an airport with- in the next all to 40 years and that any such facility built after that needs to be justified and discussed with the com- munity. This past Mlay, the stake- holders' group came up with a compromise solution that would allow local municipali- ties to enact protective zoning regulations for the airport, in exchange for which the towns and citizens would receive some role in planning the fu- ture of the lands, whether or not there is ultimately an air- port. The extent of that role is still to be negotiated. The Regional staff report on the issue going to Durham :ouncil today recommends rc- questing that Ottawa desig- nate the Pickering lands for airport use. In 1979, current owner Bob Schafer naught the mill and Fagan operating it. sawing and planing cedar and pine for general sale or custom orders. You might remember the controvcrsv that erupted in the area last year as neighbouring residents and the two municipalities fought a recycling/transler station pro- posed for Notion Road. All of their concerns were well-founded and they fought impressively to keep their community as it was. The move being considered by Ajax and Pickering councillors to more effectively map out future growth of the area will serve to eliminate any surprises in the future. It will also allow those same homeowners in the No- tion Road area to participate in the process and help guide their respective Town councils in determining the types of compatible land uses in their neighNiurho tvd. LeAie Davies, .Ajax She shopped and wouldn't stop to remember vets To the editor: To (he woman who was in a Pickering store on Remembrance Day and couldn't stop sorting through the stacks of clothes for one minute to remember Shame on you' Kathryn Greensides, Pickering Lest MPPs, civil servants forget Remembrance Day an excuse to take time off work Remembrance Day is becom- ing just another excuse to take time off in Ontario's government and legislature. MPPs are the latest to cash in on it. Although the legislature had sat only a paltry five out of 44 weeks so far this year, the MPPs managed to take off another, which they called constituency week and built up around Re- membrance Day. They reasoned Remembrance Day was a Thursday, on which they had to be in their ridings at- tending memorial services to the war dead, so why bother to come into Queen's Park the rest of the week`! They also took the whole week off knowing the legislature is scheduled to adjourn in early De- cember and therefore will sit for only a total of nine weeks in the whole of 1999. Premier Mike Harris approved another full week off. because with his majority he can dictate when the legislature sits, but the opposition Liberals and New De- mocrats had no objections. The three parties paid their tributes to the dead and talked of the importance of remembering them in the legislature a full week before Remembrance Day u. give themselves ample time to get back to hearth and home. The parties also contradicted themselves. Mr. Hams has gone to lengths to say he has a busy agenda he is eager Ri implement and nut the stripped -down version many claim, but he is showing no hurry to get on with it. Eric Dowd At Queen's Park It also was the Progressive Conservative premier who kept the legislature shut down most of the year to dodge opposition questions that might embarrass him. But the opposition parties who angrily demanded he return to the legislature tamely surrendered opportunities to get to grips with him in return for yet another week back home. Most provincial employees al- ready cash in on Remembrance Day because they get a paid holi- day, unlike the vast majority of other workers. The worthy aim is that they should use it to commemorate the war dead. But a number of informal sur- veys have shown few public ser- vants attend services at war memorials or do anything else to honour war victims and most treat it as just an extra day off. When Remembrance Day is on a weekend, public servants who do not commemorate the war dead anyway get a day off during the week to compensate. under- lining how far this designated day off has strayed from meeting its original intent. The coil servants who mostly do not commemorate the war dead and mostly have never served in the armed forces receive their paid holiday for Remem- brance Day although veterans who work in private companies have no such entitlement by law. Several premiers over the years including Tory William Davis and Liberal David Peterson said they would consider making Remembrance Day a paid holiday for vets, but none has. Schools since the early 1980s have found it more useful to stay open and either take students to community memorial services or hold their own services and edu- cational programs honouring the war dead. Before this, schools had closed to allow students to attend com- memorative public services in the community, but found similarly few did. Mr. Harris has now suggested people should commemorate the war dead by briefly gathering in their workplaces or shutting down assembly lines and observing a respectful two minutes silence. H. should propose this as an alternative to a day off for public servants and restrain himself and MPPs from taking a week off using the excuse of Remem- brance Day when the legislature meets only nine weeks in a year.
