ence to modern building and fire
codes is not the kev to fire safety
at the Pickering nuclear station.

Currently, the Pickering station
only has to meet the 1966 Nation-
al Building Code in force when it
was built, and questions have been
raised about the adequacy of elec-
trical cable coverings, fire barriers
and detection and suppression sys-
tems at the plant which are sup-
posed to protect it from a poten-
tially disastrous fire.
OPG has undertaken a fire pro-
tection improvement program and
a Fire Satety Assessment at the
plant, but has stated it is planning
to meet an "equivalency" standard
to the current fire and building
codes, rather than trying to retrofit

Volunteers are being sought by
United Way of Ajax -Pickering to
sit on the agency's Citizens Re-
view Panel to help determine how
funds donated to the United Way
are used.
Each year the panel evaluates -
every program and service funded
by the agency.
Orientation and training are
provided. Volunteers are asked to
commit approximately 20 hours
during January and February.
People from various back-
grounds — including financial,
administrative, social services and
community awareness — are in-
vited to be part of this dynamic
team. Volunteers are offered the
opportunity to increase skills in
fact gathering and evaluation,
team building and leadership.

Atomic Energy Control Board
Advisory Committee on Fire
Protection formed since the
Town resolution, said it's too
early to offer any technical con-
clusions about the effectiveness
of OPG's fire safely improve-
ment efforts. However, he said,
it's clear meeting the new fire
and building codes implement-
ed since the Pickering station
was built is not the central
issue.
Mr. Moore explained the two
principal goals of fire protec-
tion at a nuclear station —
achieving a safe shutdown of its
reactors and preventing the re-
lease of radioactive emissions
— are not the focus of the fire
and buddine codes, which are
aimed mostly at getting people
safely out of a burning building.
And, he noted even the 1987
Canadian Standards Associa-
tion (CSA) national standard
for fire protection at Candu nu-
clear plants, last updated in
1995, does not detail exactly
what safety measures must be
provided as a code would, but
rather discusses safety objec-
tives.

Mr. Moore concluded there
is no real set of rules available
to guide fire safety improve-
ments at the Pickering plant,
and the success of OPG's pro-
gram will depend upon the
"best skills and best judgment'
of the people involved. and the
co-operative efforts of all par-
ties, including the Town.
Mr. Ivanoff told the commit-
tee OPG's Fire Safety Assess-
ment (FSA) will include evalu-
ation of the plant's compliance
to current codes; a fire hazard
assessment, and examination of
the issue of post -fire safe shut-
down. He noted the FSAs being
done for Pickering and other
sites were put on hold for a few
months pending a review by
OPG of a draft FSA report done
for the Bruce 'B' nuclear sta-
tion.
There was concern that re-
port, done by U.S. consultants
hired to do the FSAs, did not
adequately take into account
differences in design between
reactors here and those in the
U.S. — differences such as the
physical separation of equip-
ment and cables in the 'Candu'
design here.
Now an OPG review team
has made recommendations for
some changes to the way the
FSAs are done for the remain-
ing sites, and Pickering's FSA
is expected to be completed by
the end of the first quarter of
2000.
In October 1998, AECB staff
recommended to the AECB
board that the Pickering B. Dar-
lington and Bruce B stations be
required to comply with por-
tions of the current national fire
and building codes and to meet
the current CSA standards.
However, the regulator has
made no formal decision on the
issue.

At its meeting on Friday, the
GT (formerly GO Transit) board
of directors approved including
money in its budget next year to
restart hourly train service along
Lake Ontario. However, the mat-
ter must first be approved by the
Greater Toronto Services Board,
which is now responsible for GT
service.

Region Chairman Roger Ander-
son says the new service would
cost $1.3 million a year to oper-
ate. The expanded service would
begin in May, 2000.

ibility to go in and out of Toron-

The move opens the door for other

crease the odds of disaster by extend-
ing bar hours''
After all the efforts to toughen up
drunk -driving penalties, after all the
publicity of the heartbreak and car-
nage of drunk driving accidents, why
would the Province even consider
going against its own common sense
policies'?
No, extending the availability of
alcohol on this day may seem like a
fair trade-off since it's the end of
these last 1,000 years, but it's not.
Let's keep with tradition and min-
imize the opportunity for a Jan. I
tragedy.

and the Progressive Conservative
government for the high achieve-
ment of the Grade 3 and 6 stu-
dents on the EQAO testing. While
I would like to recognize the fine

dents, 1 do not share his gratitude
to the Ministry of Education and
the present government. Unfortu-
nately Mr. Graffmann has had the
wool pulled over his eyes by the
misinformation of the Tories.
There simply is no evidence
that Ontario academic achieve-
ment is consistently below the na-
tional average and below most
advanced nations. The most often
quoted measures in terms of in-
ternational comparisons is The
Third International Mathematics
and Science Study'(TIMSS). This
is actually a set of studies involv-
ing different age groups and be-
tween 40 and 45 countries.

being made by the Chretien Liberal

vious promises.
Since taking office, Jean Chre-
tien and his Liberals have proven
time and time again that the promis-
es they make have little or no corre-
lation with the deeds they do. In fact
most often what they do is directly
opposite to what they said they
would do.
-Here are some examples:
iThey said they would get rid of
the GST but didn't.
They said they would re -open the
free trade agreement to re -negotiate;
instead they participated in expand-
ing the fully -intact agreement to
more countries.
They talked about fighting crime,
then proceeded to cut $90 million in
funding for our national police
force, the RCMP.
They spoke of the importance of

our health-care system, then drasti-
cally cut billions of dollars from
transfer payments to those responsi-
ble for delivering health care.
Verbally, they strutted like pea-
cocks as they announced yet anoth-
er armed forces peacekeeping ven-
ture, then they continuously cut the
military budget leaving our troops'
safety in the hands of outdated and
outmoded armaments.
They announced they are hiring
an ombudsman, who would have
carte blanche to investigate apparent
wrongdoings and other systemic
problems within the military. After
the hiring they place mimerous re-
strictions on the investigative
process.
On and on the examples abound.
As for just straight messes, look
at our fishing industry. Take your
pick; both dbasts are a mess.
Our immigration and refugee
programs are the laughingstock of
the rest of the world, while tragical-
ly our judicial system is becoming
farcical to most Canadians.
The Liberal approach to solving
crime, a gun -control program, is
highly questionable given the fact
the only people who appear not to
be adversely affected by it are crim-
inals.
Before Mr. Chretien and his Lib-
erals start speaking about this new
program and that new program, they
should put their efforts into efficient
management of existing programs
and restoration of funding for the
health system, the military, and the
RCMP.

The Ontario education sys-
tem never failed our students in
the past. It was strong in the past.
The Tory government has really
done little to improve the system
and it has placed many programs
in peril by underfunding them,
particularly special education.

The Delmeade Centre, a meeting place for
families and youth in Worth Pickering, heli the
Grand Opening of their Centre on Saturday,
October 23, 1999. His worship, Wayne Arthufs,
a welcome to all
guests. The Master of Ceremonies, Rick
Johnson, Regional Councilor welcomed Janet
Ecker, Minister of Education, Roger Anderson,
Regional Chairman and Dave Pickles, Local
Councilor who provided greetings and
congratulated the Delmeade Centre on their
Grand Opening.
After the cutting of the ribbon to officially open
the Delmeade Centre, the community spent a
fun filled day at the Delmeade Centre,
participating in a Fall Family Festival which
included exciting activities for youth and families
such as face painting, games, a BBQ, rides,
refreshments and much more.

AJAX — The iceman cometh and
he made off with the big prize at the
annual Annandale Mixed Stakes Bon -
spiel this past weekend.
Thirty-two teams played three
games for points and Steve Ingham,
the club's icemaker. captured the top
spot. He and his team of" Margaret
Bateman, Gary Fitzpatrick and Made -
Ion Fitzpatrick now have their names
entered in the draw which will have
10 teams from across Canada go to
the Swiffer Pro Am Challenge. Teams
drawn will take on the likes of Cathy
Borst, Marilyn Bodogh and Wayne
Middaugh at the Pro Am to be held
and televised from the Toronto Crick-
et, Skating and Curling Club next
Apri I.
In addition, the Ingham rink col-
lected the $500 first prize. When ac-
cepting the purse money, Ingham
raised some laughter from the other
curlers when he thanked the icemaker
for providing great ice all weekend.
