The Province's new Grade 9 re-
port cards are getting a failing
grade from the Ontario Secondary
School Teachers' Federation
(OSSTF) after computer glitches
caused software problems for
teachers at some boards.
The new standardized report
cards are being used to mark Grade
9 students for the first time this fall,
and, according to the union, com-
puter glitches — such as problems
with teachers' passwords and diffi-
culties in downloading class lists
-- are creating headaches for edu-
cators across the province.
OSSTF president Earl Manners
says, "Parents should not expect
miracles with the new standardized
Grade 9 report card when it is is-
sued later this month. Like many of
the government initiatives, teachers
do not have all the tools needed to
make the new report card work."
But, Leo Plue, co-ordinator of
secondary school restructuring for
the Durham District School Board,
reports although there's been "a
learning curve" in the process, the
board and its teachers have worked

Pickering and Ajax have en-
dorsed plans for a joint land use
and urban design study for the No-
tion Road area on the border of the
two towns.
Considerable controversy was
focused on the area last year as
residents and the two municipali-
ties fought a proposal by J & F
Waste Systems Inc. to build a new
waste recycling/transfer facility at
57 Notion Rd.
The proposed facility could
have processed up to 750 metric
tonnes per day of industrial/com-
mercial solid non -hazardous
waste. Area residents on both sides
of the border banded together to

oppose the plan, saying the waste
facility would bring noise, odour,
dirt and excessive truck traffic into
their neighbourhood, and posed a
threat to Duffin Creek. J & F
withdrew the proposal last fall,
shortly before it was to go before
the Ontario Municipal Board for a
hearing.
Now, the joint study is being
undertaken to deal with concerns
about the long-term compatibility
of industrial development and va-
cant industrial -zoned land in the
area with abutting residential and
open space uses. The study will
include only a narrow strip of land
in Pickering along the west side of

"We've worked since May to get
ready to do this:' says Mr. Plue, who
notes the board purchased software and
provided training for all of its teachers
earlier this year. "We've corrected every-
thing that became a problem as we en-
countered it.
"Our teachers have done a wonderful
job. They've been working hard to get
this done"
So, the report cards will be sent home
with public board students in the coming
weeks.
"There have been a few bugs in the
system:' says Bob McDonnell, Durham
secondar} unit president of the Ontario
English Catholic Teachers' Association
(OECTA). Mr. McDonnell says the new
report card format has created "a lot of
work" for teachers.
But, despite "several problems', the
new evaluations will be sent home with
Grade 9 students at the Durham Catholic
District School Board's five high
schools beginning this coming week, he
adds. The separate board is using a new
computer resource, entitled 'eTeacher.
Student Evaluation System', to help ed-
ucators become familiar with the new
evaluation forms. The program enables
teachers to input grades and comments
for students on an electronic report card
and to access the Ministry of Educa-
tion's new curriculum expectations by
simply clicking an icon on the screen.

Under the new format, student report
cards will include a percentage grade
and comments from their teacher in each
course. They will also receive feedback
on skills such as their work habits, team-
work, initiative and organization.

mandatory requirement to complete 40
hours of community service and pupils

Local bank heists cau ht on tapeg
Two wanted in robberies in Ajax and Pickering
The holdup squad is seeking the
public's help identifying two men
wanted in connection with a pair of
recent bank robberies in Ajax and
Pickering.
The suspects are shown in bank
surveillance footage released Friday
by Durham Regional Police.
In both heists, a man passed a
holdup note to a teller demanding
cash and indicating he was armed, po-
lice said.
The first occurred Nov. 5 at the
Bank of Nova Scotia, at 340 Harwood
Ave. in Ajax and the second Nov. 8 at
the CIBC at 1235 Bayly St. in Picker-
ing.
The first suspect is white, 35 to 45
years old, 5'7" to 6', with blond/grey
balding hair tied back in a ponytail.
He wore a black leather jacket and
blue jeans.
The second suspect is white with
olive complexion, 20 to 30 years of
age, 5'7" to 5'8", with a medium
build, moustache and goatee.

it will cover the other side of Notion Road
south of Hwy. 2 and above Hwy. 401, east-
ward to the east side of Duffins Creek be-
hind Church Street and Randall Drive.
On the Pickering side, the area is zoned
mostly for storage and light manufacturing
use and backs on to a residential neighbour-
hood. On the Ajax side, heavy industrial,
manufacturing and warehousing uses are
permitted, and the lands back on to the
Duffins Creek valley and residential areas
on the east side of the creek. However, Pick-
ering's new Official Plan designates its
share of the lands as an urban study area to
be examined further, while the -zoning on
Ajax's side is being reviewed as part of that
Town's current Official Plan review.

which case Ajax and Pickering would share
the cost equally, up to a maximum of $5,000
each. When it's complete, the study is ex-
pected to provide guidelines for appropriate
land uses and urban design elements for the
area. Pickering council's executive commit-
tee approved terms of reference for the study
Monday, while Ajax council endorsed the
terms Nov. 1.

was a major disappointment to
those of us who had hoped it
might have contained some sig-
nificant proposals to help the 1.5
million children whose poverty
was supposed to be eliminated by
the year 2000.

views: One says the public shouldn't

dressed. Both arguments are valid.
There are those less fortunate peo-
ple in our society who have found
themselves in dire straits. There are
also those teen panhandlers who don't
want to deal with the rules and regula-
tions handed down by their parents or
society. They like hanging with peers
and doing -whatever they want. Yes,
there are worse ways of fending for
oneself, but how does allowing young

any better? Their days shouldn't be
spent washing windshields and head-
ing to a coffee shop for a smoke and a
cup of joe.
They should be in a class or work
setting getting the necessary skills so
they won't become the next generation

is doing the right thing if it ensures ed-
ucational resources are available to the
less fortunate.
There will always be a certain ele-
ment who need social assistance. The
key is weeding out those who abuse

in five seniors is living in poverty. And
that information shouldn't be taken

province and territory this is
clawed back partly or entirely by
provincial governments from
welfare recipients.
Tax reductions are of minimal
benefit to the poor. JJ
The National Children's Agen-
da was mentioned, but this must
be one of the most shadowy ini-
tiatives organized by government.
Access to its process is practical-
ly impossible.
Worst of all there is no men-
tion of child care, affordable
housing or employment targets,
all of which are essential to bring
about real stability and opportuni-
ty to the increasing number of
families who face desperate inse-
curity day by day.
The real emphasis of the
Throne Speech was on servicing
the global economy. The poor are
increasingly excluded from this
economy and without measures
which offer direct assistance,
poor children will be left even
further behind. This will involve
massive loss to them and to the
country.
As Whitby -Ajax MP Judi
Longfield was quoted as saying,
'This is an agenda to work on,
As far as poor children are con-
cerned a lot of work needs to be
done between now and the bud-
get.

Makin 9 a living at The Glass House
`This villainous woman (Mrs. Glass) escaped punishment for one of the most damnable crimes that a
debased and depraved wretch could be guilty of committing' The Whitby Chronicle, 1862
Every location has its seedier
side and the cities, towns and ham-
lets of Durham Region are no ex-
ceptions. Over the coming weeks
we'll explore some of the region's
darker events and people. We start
off with a Whitby tale of kidnapping,
prostitution, bootlegging, and as-
sault with a deadlY weapon. A tale
we call `The Glass House'.

In the early 1860s, Mrs. Glass
was by all appearances a woman of
refined manners and exceptional
upbringing. It cannot be ascertained
what brought her to the town of
Whitby or even from where she
came. In fact, not much is known
about Mrs. Glass.
There is no record of her first
name nor even if Glass was her real
surname, by birth or marriage.
About the only thing known at the
time is that Mrs. Glass kept a "neat
cottage in a retired part of the town,"
according to the 'Whitby Chronicle.'
'Me Oshawa Vindicator,' the week-
ly newspaper at the time, said the
house was located "at the very doors
of Henry Street School," the present
site of R.A. Sennett Public School
(on the corner of King and Dunlop
streets) and just around the corner
from the court house (now the Cen-
tennial Building).
During the spring and summer
of 1861, Mrs. Glass became well
known to the courts. On April 22,
1861, she was brought in front of
the Mayor's Court to answer
charges of "keeping a house of ill
fame," as the Chronicle reported it.
According to the records, Whit-
by's Chief Constable, Alexander
Cameron, made a descent on the
house after observing "men going to
the house at all hours of the night."
At the trial, other witnesses gave ac-
counts of the acts taking place with -
but said accounts were considered
"unfit for publication" on the
'Chronicle's' pages.
The evidence was enough to
convict Mrs. Glass and she was
fined the hefty sum of $5. Later that
spring, she was again brought in
front of the court on the same
charges. This time a man was also
brought forward to answer charges
of frequenting a house of ill fame.
Both were convicted and each fined
$10 for the crimes.
Unlike modern prostitutes, who
consider fines a business expense,
Mrs. Glass was apparently none too
fond of parting with her hard-earned
cash and she never paid the fines
levied against her. It was a business
plan that would bring about her
downfall in the winter of 1862.
Much of the information leading
the Chronicle, under the editorship
of W.H. Higgins, chose to leave the
important facts out of print in order
to protect the identities of the vic-
tims. Around the middle of Decem-
ber 1861, a 13 -year-old (the Chron-
icle lists her name as Eliza )
was sent off by train from a town
(believed to be Bancroft) for a day's
journey to an aunt's residence in a
town east of Toronto (best guess is
that it was Cobourg).
Apparently, young Eliza got as
far as Toronto before spending the
remainder of her train fare on knick-
knacks at the station. Unable to con-
tinue her journey, the destitute
teenager made the acquaintance of a
kind, well -presented woman who
promised Eliza the means to attain
her destination. The assumption is
that this was the infamous Mrs.

Regardless, young Eliza spent
the holiday season "earning" her
fare to her aunt's home. Not surpris-
ingly, she never seemed to make
enough to leave Mrs. Glass's house
of shame. When word of Eliza's
failure to reach her destination
reached her father, he made a report
to the local constabulary who sent
out wanted posters (the all -points -
bulletins of the time) to all towns in
the province.
The poster roused the suspicion
of Chief Constable Cameron who
proceeded to the Glass house and
was satisfied of the presence of the

longer pay to obtain criminal back-
ground checks if a private mem-
ber's bill becomes legislation.
Proposed by MPP Peter Kor-
mos (Niagara Centre), Bill 9 would
prevent police forces from charg-
ing a fee to provide a criminal
record check for prospective vol-
unteers. -
Mr. Kormos said the bill, which
received second reading in the leg-
islature last week, is partly in re-
sponse to concern that a "huge
number" of volunteer organiza-
tions do not require volunteers to
provide a record check. -

telegraph Eliza's father of his find-
ings, but Mrs. Glass also fired off a
telegraph under the name Mary
Brown. In it, she invited Eliza's fa-
ther to come to Whitby in order to
allay his fears. He did.
On Jan. 18, 1862, he accompa-
nied the constable to Mrs. Glass's
cottage and there found his daughter
in a state of great distress and
shame. In order to prevent any fur-
ther shame, he elected to not press
charges and left town with his Eliza.
However, Chief Constable Cameron
was not content to let Mrs. Glass go
unpunished. With urging from the
Chronicle editor, who was horrified
that "this villainous woman escaped
punishment for one of the most
damnable crimes that a debased and
depraved wretch could be guilty of
committing," Const. Cameron raid-
ed the house on Jan. 25 and arrested
Mrs. Glass on charges of selling
liquor without a licence.
Mrs. Glass was convicted of the
crime based on her own confession
and was fined $50, which she again
refused to pay. On Jan. 31, Const.
Cameron again proceeded to the
house in order to seize furniture to
make up for payment of the fine.
Mrs. Glass did not take kindly to
this invasion and decided she would
rather destroy the furniture with an
axe than allow the constable to take
it from her.
Restrained from doing damage
to her own property, she turned her
attentions to, and her axe on, the
constable. She was apprehended
and spent the night of Jan. 31 -Feb. I
in jail, remanded to stand trial on as-
sault charges to the Quarter Ses-
sions court and released on her own
recognizance. Mrs. Glass never
made her court appearance.
Shortly after Feb. 1, 1862, she
left Whitby and was never heard
from again. It is speculated she
skipped over the border (the U.S.
was in the throes of civil war and
therefore had more pressing matters
than to perform background checks
on well -presented, well-educated
women) where she probably lived
out her years eking out an 'honest'
living.
"Many volunteer organizations
in hospitals and senior citizens'
homes don't do record checks... It
seems unfortunate that, however
said and tragic it is, there are a
huge number of volunteers out
there who aren't undergoing police
record checks," he told the Lx&la-
ttrre.
Mr. Kormos said the fees
charged by police forces vary - in
Durham Region, the Boy Scouts of
Oshawa paid $5 for a record check
prior to 1995, but now pay $10, he
said. Some departments in Ontario
do not charge.
Non-profit organizations such
as minor league sports associations
are delighted at the proposed legis-
lation. Scott Montpetit, screen-
ing co-ordinator for the Oshawa
Central Council of Neighbourhood
Associations, said the organization
is in the process of fine-tuning a
new policy which will require all
potential volunteers to provide a
criminal background check.
Mr. Montpetit said several re-
cent cases including that of Os-
hawa minor league new soccer
coach Mark Dodsley, convicted
this year of sexually assaulting a
player, have prompted local orga-
nizations to adopt such measures.
"We feel we have to screen peo-
ple, and not just for sexual abuse
but for things like fraud as well,"
said Mr. Montpetit, who is also
vice-president of the Neighbour-
hood Association Sports Commit-
tee. He projects the policy will im-
pact on 2,500 volunteers when im-
plemented next year - meaning a
$25,000 bodycheck to house
league sports volunteers.
It's one thing for people to vol-
unteer their personal time to a
good cause, but another to donate
their money, said Mr. Montpetit,
fearful of losing volunteers.
"It's an awful hit. I think a lot of
people feel 'Why should I pay
when I'm already volunteering my
time... (Tbe bill) would obviously
be great, absolutely great"
In 1998, Durham Regional Po-
lice processed 9,300 criminal
background requests, 4,284 from
volunteers which resulted in
$42,840 in revenue, according to
Sergeant Jim Grimley, department
spokesman.
Oshawa MPP Jerry Ouellette
voted in favour of the bill, referred
to the Standing Committee on Jus-
tice for review.
He said the legislation needs to
be defined as to the number of free
police checks each organization
can obtain, based on needs, and
whether they should be required to
pay for any additional record
checks.
Mr. Ouellette said he recently
submitted to a check as part of his
role with his son's hockey team
and "found it very appropriate to
know that the individuals and the
parents who are participating in it
had to go through this"

Male menopause and the incidence of broken bones
Disease associated with aging is not just a woman's problem
So you're a man, and you believe only the
weaker sex breaks bones. It's due to osteo-
porosis (brittle bones) you say. Well, you
had better think again. Studies show 20 to 30
per cent of osteoporosis fractures occur in
men. Low testosterone levels in aging males
may be responsible for many crippling hip
and spinal fractures.
Aging men tend to think of heart disease
or prostate problems as the primary threat to
their health. But one in eight men over the
age of 50 suffers from osteoporosis.
Fractures due to brittle bones are serious.
Men who suffer a hip fracture are three times
more likely to die than women. Thirty-three
per cent succumb within one year. And only
41 per cent of men who survive a hip frac-
ture regain their previous level of function-
ing.
Osteoporosis is a silent disease until a
fracture suddenly occurs. One 52 -year-old
man remarked. " I found out I had osteoporo-
sis when I broke some ribs coughing. I was
just sitting in a chair when it happened!"
Another 60 -year-old man says, A wasn't
quite 50 when I fell and injured my back.
After a few days of excruciating pain I went
to the doctor who took X-rays. 1 was stunned
when he told me the fracture was due to os-
teoporosis. Bone density studies showed I
had lost 35 per cent of my bone"
Robert Josse, Professor of Medicine,
University of Toronto, makes a vital point.
He says "Osteoporosis is only the risk factor
for the disease. The real disease is 'frac-
ture*."

Men should suspect osteoporosis if their
pants become too long. Some males with os-
teoporosis can lose as much as several inch-
es in height as spinal vertebra collapse.
Think osteoporosis if someone in your
family has suffered from this condition. Or if
you're thin and small -boned. You're also at
increased risk if you're white, a smoker,
drink alcohol to excess or have too many
cola drinks.
Corticosteroid therapy is a major risk fac-
tor. A British study revealed four times the
risk of a vertebral fracture and double the
risk of a hip fracture when patients are on
high dose corticosteroids (more than 7.5
milligrams of prednisone daily).
To decrease the risk of osteoporosis the
ideal remedy for everyone is a calcium -rich
diet.
This means drinking three glasses of milk
a day starting at a young age which provides
both calcium and other important nutrients. I
have to tell patients over and over milk isn't
just for kids.
If you can't get sufficient calcium from
the food store you need calcium supple-
ments from the pharmacy.

Exercise. There would be- fewer broken
bones in this country if people took the stairs
rather than the escalator. Or walked for half
an hour every day.
For years it's been known estrogen, either
the patch or pill, taken following menopause
is a prime way to prevent brittle bones in
women.
But what about the male hormone testos-
terone. Is it helpful for males'?
One survey showed only 78 per cent of
physicians believe men experience some-
thing similar to menopause. And only 44 per
cent of doctors associate low testosterone
levels with bone loss. Increasing evidence
demonstrates that a male andropause is a
fact of life.
Dr. Josse says, "there probably is a male
andropause in which testosterone secretion
does decrease with age. And that this hor-
mone deficiency may play a pivotal role in
the development of bone fragility"
Studies also show low testosterone levels
exist in as mare% as 50 per cent of men with
hip and spinal fractures. Other report., from

Professor E.0 Abu and his colleagues at
the universities of Cambridge and Oxford re-
port in the Clinical Journal of Endocrinolo-
gy that, "testosterone has important effects
on the human skeleton in both males and fe-
males"
Another study carried out at the Universi-
ty of Auckland, New Zealand, claims testos-
terone treatment reverses the damaging ef-
fects of corticosteroids drugs on both the
skeleton ano soft tissues in men. And that it
contributes to increased strength and a sense
of well-being.
I've believed for years more men will be
treated for the male andropause similar to
women on estrogen therapy. In Canada An-
driol, a pill form of testosterone, is available.
My advice for men is to see your physi-
cian to assess your risk of osteoporosis. If
the doctor decides there's increased risk of
osteoporosis he or she may prescribe Andri-
ol and other drugs to help circumvent a seri-

most $1.6 million in federal
funding for emergency pre-
paredness projects and pro-
grams in Ontario.
The federal money is being

Joint Emergency Preparedness

Christians Come together
at Celebration of Unity

'PICKERING — Local Christians
put aside their differences to unite in
common worship at a Celebration of
Unity.
More than 3,000 people attended the
second annual Celebration of Unity
Nov. 7 at the Metro East Trade Centre in
Pickering. The event, attended by some
2,100 people last year, was organized by
,a coalition of more than 20 local church-
es — from traditional to newer, more
evangelical places of worship.Partici-
pants were welcomed by a Unity Praise
Team, a 10 -piece band led by Phil Man-
ning, music director of Carruthers Creek
Community Church and featuring musi-
cians from several local churches.
"Music has always been a unifying
force in worship;' believes Aileen Lee,
music director for Crossroads Commu-
nity Church who co-ordinated the
event's music. "We selected music that
represented the carious churches, from
modern contemlx)rary Christian music
to traditional hymns and old-time
gospel. It was great to see people re-
spond, from the dancing teenagers to
moms and dads swaying their babies,
businessmen raising their hands and the
elderly clapping in their wheelchairs."
Ajax Alliance Church pastor Mark
Kotchapaw opened the event with a call
to action. "Tonight's event is not just a
holy huddle. It's a strategic event to im-
pact the community around us"
Pastor Rod Wilson of Pickering's
Forest Brook Bible Chapel, meanwhile,
reminded participants of the importance
of unity within and among the churches.
"This room is filled with great ethnic,
racial and religious diversity tonight, but
we are united in our common life in
Christ;' he said.

playoff action last weekend.
The tykes were defeated in their
semi-final game 32-6 by Burlington.
The atoms were dropped 31-20 by Scar-
borough in the semi-finals.
The Dolphins peewees won their
semi-final game 40-12 over the Scar-

With less than two minutes left
in the second period, he fired
his first goal, assisted by Cory
Fenn and Geoffrey Cusack.
Fifty seconds later, Stewart tal-
lied again, unassisted. Thirteen
seconds after that, Phillip Pett
found the net for the Panthers,
from Brett Chisholm and Luke
Cormier, to tie the game.
Pickering's winning marker
was notched by Zachary Mil-
cawich midway through the
third, assisted by Stewart and
Matthew Antonucci.
Stewart then sealed the vic-
tory for Pickering by complet-
ing the hat trick on an empty -
net goal.
Panthers' goalie Brett Stur-

many from close range.

Panthers Sheridan Dental Centre minor
atom 'AA' rep hockey team dropped a 3-
2 decision to the Ajax Knights in a game
that was stopped in the third period due
to curfew.
The game was tied 1-1 after the first
period and 2-2 after the second frame
before Ajax scored the winner in the
third period.
The Panthers got outstanding defen-
sive work and checking from Adam
Morra, Mike McFarlane, Chris Paul and
Matthew Frawley.
Forwards Blake Coultice, Brandon
Racicot, Kai Waldman, Michael Carey,
Brad Miller, Michael DeGroot, Ian Do-
herty, Spencer Cain and Mike Hurl ap-

processing and answer queries from customers.
Qualifications needed for this position are:

technical field.
• Good verbal and written communication skills is essential.
