Gray countered, "It's $4 million now, but who knows at the end of year if the deficit will be- come a surplus" In the summer, the three commu- nities announced the merger of their hvdro commissions into one entity. The combined utility is the ninth largest in Ontario, with about 60,000 customers and $100 million in annual revenues. At the ceremony in Ajax, Mr. Vo Wiersma said the utility would be a safe place to work, by taking a "zero tolerance (approach toward acci- dents). One accident is too many. Nearly half of Ontario's Grade 3 and 6 students are getting test results that fall below that standard. According to the assessment, 44 per cent of Grade 3 students in Ontario achieved a level three or higher in reading, 51 per cent made that grade in writing and 56 per cent earned three or better in mathe- matics. At the separate board here, 43 per cent of Grade 3 pupils scored a level three or higher in reading, 55 per cent made that grade in writing and 54 per cent earned a level three or better in math. In Grade 6, 48 per cent of students across Ontario achieved a level three or higher in reading, while 48 per cent also made that grade in writing. The separate board's results were also 48 per cent in both subjects. But, in mathematics, only 43 per cent of the board's Grade 6 pupils scored a level three or four, while 46 per cent ,of pupils across Ontario attained that mark. "I think this is a good benchmark to work from," says board chairman Mary Ann Martin of the Grade 6 results. • N -I ' adds, while Grade 3 students made some at improvements, there is still r4 the further. "I'm very en- couraged by that." Meanwhile, Education Minister Janet Ecker said, "We realize that significant im- provement takes time and we will continue to work with our school boards, teachers and school councils to develop action plans designed to improve student achievement. "These results show we have made some improvements," the Pickering -Ajax - Uxbridge MPP said. I have to admit that fishing is my Opinion Shaper .favourite hobby. This season is al - .most over and I'm feeling a few withdrawal symptoms. Fishing is a lot more than a hook, line and sinker. I've found that this hobby/sport is a lot of fun and has fringe benefits. One of them is a chance to get away from it all with my buddy `Big Bob' in the Canadi- an wilderness. My fishing partner is like no other. You really don't know some- one until you've shared a cabin with them for a few days. Felix and Oscar we're not, but I can see a sim- 'ilarity. Perhaps we're more like Grumpy Old Men. Why else would grown men insult each other's mothers, intelligence or physical at- tributes? All is soon forgotten as we load the boat for a day on the water. Fishing binds us together to face a new challenge - to catch the almighty sunfish! It takes about $10,000 worth of gear to outsmart a fish. We always know there are thousands of fish in the lake but where do we find them? Who will decide where to set an- chor? We compromise and it's done. I get a little dizzy sorting through hundreds of lures in different shapes and colours before choosing the one that's just right. Big Bob sometimes out of the cooler makes a poor choice and I'll surely tell him so, but after he's fished for a while. At some point we'll get a bite. In other words we open the cooler and start eating. There's usually another boat on the lake and we speculate if they're good fishermen or not. "Those guys have probably been catching fish here for years. If only they would share their secrets with us. If they move we'll motor over to their spot, pronto!" Usually we'll meet them back at the camp only to find they also got skunked. One other motorist, a young woman with a carload of kids, also stopped to help for which i am thankful. } The young man returned with the jumpers but by this time I was well looked after. Before he went on his way I did manage to thank him and learn that his name was Ron Ford. Also thanks to my neighbour Sagie. ''Bill xt • • all a Opposition Liberal critic talks traffic; development in Durham George Smitherman meets with GTA mayors BY CINDY UPSHALL Staff Writer Increasing traffic gridlock and balancing development pressures are major issues fac- ing GTA municipalities says an official opposition critic. MPP George Smitherman, official opposition critic for the Greater Toronto Area and Science and Technology issues, has been meeting with mayors and councillors from GTA municipalities and says while there haven't been many surprises, he has a better understanding of what local governments are facing. "Having heard it first-hand and gone out, it gives more validity and we can tell it in a more personal way;" says the Liberal member, representing Toronto Centre -Rosedale. He has already met with Whitby Mayor Marcel Brunelle, Clarington Mayor Diane Hamre, Ajax Mayor Steve Parish and . Ajax Councillor Joe Dickson and plans on meeting with the mayor of the remaining munic- ipalities and Regional Chairman Roger Anderson. Gridlock, both on the major highways and on local streets, are major concerns for local officials as well as those from other GTA municipalities, he indicated. "Gridlock in the GTA is threatening the life of resi- dents;" he says adding it is also challenging the quality of life in those communities. "Even our regional roads, Hwy. 2 and such areas, are get- ting some pretty big gridlock problems;" he says, noting the issue isn't restricted to the 400 -series highways. While he hasn't yet met with members of Uxbridge council, the debate over devel- opment in the Oak Ridges Moraine was another issue dis- cussed by Durham politicians. Under the proposal by Jay - M Holdings, 2,500 homes will be built on lands south west of Uxbridge in the environmen- tally -sensitive area. Both Uxbridge council and the Region's planning department have recommended the plan be denied, however Durham council has yet to make a deci- sion. Provincial Environment Minister Tony Clement has come under fire for sending a letter to Regional Chairman Roger Anderson suggesting staff "carefully consider" new information he provided on the issue. "It's a Durham Region issue:" Mr. Smitherman says, adding he plans on attending Durham council on Wednesday where the issue is expected to be discussed. "It will be a hot topic of conversation in Durham Region" The reason it's so important to the entire area, he says, is that "Uxbridge is an example of the kind of issues taking place in all municipalities in the GTA.
