the level of concern in the commu-
nity," says public consultation co-
ordinator Christel von Engel-
brechten of IER Planning, Re-
search and Management Services,
one of six consulting firms hired
by OPG to assist it with the envi-
ronmental assessment being done
for the restart of Pickering 'A'.

Municipal Affairs Minister
Steve Gilchrist won't appoint a fa-
cilitator to expedite a possible
merger of Ajax and Pickering un-
less both communities agree
they're interested.
Pickering Mayor Wayne Arthurs
and Ajax counterpart Steve Parish
report Mr. Gilchrist made the
pledge during a one-hour meeting
this week.
"He reiterated his position that
no facilitator or person is being ap-
pointed without the consent of both
municipalities;" Mayor Parish says.
"In the absence of mutual con-
sent, they're not prepared to send in

SIU, OPP in battle over investigation
A warrant giving Ontario Provincial Police au-
thority to seize evidence collected by the Province's
Special Investigations Unit relating to last year's
fatal police shooting in Sunderland has sparked a
legal battle pitting both law enforcement agencies
against one another.
On Tuesday the SIU announced it will launch it
court challenge of the warrant, issued by a justice of
the peace in Brampton and executed by the OPP
last Wednesday. SIU spokesman Gail Scala said the
civilian agency "views this step by the OPP as a
very serious one.
"A large part of how we conduct an investigation
is ensuring the (officers) who give us statements are
guaranteed confidentiality;" said Ms. Scala.
The documents seized by OPP currently remain
sealed at a Toronto court pending a motion filed by
SIU lawyer Michael Code to have the warrant
quashed. At the request of the chiefs of York and
Durham Regional Police, the OPP launched an in-
vestigation into the wounding of York Constable
Randy Martin during the Dec. 28, 1998 incident.
In March, meanwhile, the SIU filed a second-
degree murder charge against the York officer in re-
lation to the shooting death of Sunderland resident
Tony Rornagnuolo. York Const. Mike Hoskins and
Durham Const. Al Robins, two other officers in-
volved in the confrontation during which Mr. Ro-
magnuolo's son was also shot, were also charged
with assault and weapons offences.
Although it's not known exactly what docu-
ments were seized last week, it's believed the SIU
files would include the statements of Romagnuolo
family members and the Ione witness officer in the
shooting, Durham Constable Nancy George.

Pickering wants the Province to ap-
point a facilitator to come up with a
merger plan in time for the municipal
elections in November of 2000. But,
Ajax doesn't want to amalgamate with
Pickering.
Mr. Gilchrist was recently quoted in
a newspaper article as saying he would
appoint a facilitator, even if Ajax didn't
agree to one. But, the next day he
claimed he was misquoted and would-
n't move on the matter without the con-
sent of both communities.
Mr. Gilchrist's decision against ap-
pointing a facilitator doesn't sit well
with Mavor Arthurs.

unilateral and arbitrary decision not
even to retain a resource person"

of amalgamation while a resource per-
son wouldn't examine political aspects,
Mayor Arthur% points out.)
Mayor Parish reports the minister
said he'd wait until a report on munici-
pal restructuring being prepared by the
Greater Toronto Services Board is com-
pleted in December of 2000.
"There would be no change in the
905 before the end of 2000 and any
change would take place after that
date:' says Mayor Parish. "He indicated
the whole initiative of structural reform
in the GTA would be highly dependent
on benchmarks. If 905 municipalities
and regions perform at a better level
than the benchmarks, he expressed the
opinion they could continue on. If not,
they can expect some reform thrust
upon them"

communities isn't Pickering's intent,
Mayor Arthur% assures.
"We're not out to force ourselves on
the constituents or politicians of Ajax. It
was never intended as an aggressive po-
sition or a hostile position. The intent
was a co-operative merger of equals:"
Both mayors agree that work should
continue on possible service mergers,
such as amalgamating transit or fire de-
partments.
"That relationship will continue,
we'll look at those opportunities of
sharing of services:' Mayor Arthurs
says.
However, "We'll only spend so
much time, staff time and dollars, look-
ing at initiatives one at a time

New drunk driving
penalties not tough enough
Repeat offenders who kill
should face murder charge
The Province has said it will consid-
er toughening up penalties against drunk
drivers by threatening to take away the
right to drive for life for those who drive
impaired and kill.
It's a start in the right direction but it
doesn't go nearly far enough.
Repeat drunk drivers - those who've
been convicted for driving drunk at least
once before - who get behind the wheel
and cause an accident killing someone
should face a murder charge.
Some U.S. states, their lawmakers
frustrated at the inability to cut down on
drunk driving by light sentences and in-
effective licence suspensions, have insti-
tuted murder charges for drunk mo-
torists who kill.
The logic of the argument goes like
this: those who hit the road atter drink-
ing more than the law allows arc taking
a ton of steel moving at high speed and
using it indiscriminately as a weapon
with the power to end someone's life.
Having already gone through the justice
system, having already been penalized
in the past for their wrongful behaviour
in driving impaired, having already paid
the penalty, these people should know
better. Their action in driving drunk
again is inexcusable and should be se-
verely punished.
Therefore, a lifetime driving ban is
simply not enough of a deterrent. Th
prospect of spending a minimum of 11
years behind bars for driving drunk an
causing death must be spelled out.
Attorney General Jim Flaherty re
cently said his government was "not in
terested in punishing people. Wha
we're interested in is discouraging pea
pie from driving drunk and stopping th

We agree with the minister, but onl,
to a point. Punishing people has to h
part of the objective if only to send
message to all that drunk driving wil
not be tolerated.
First-time drunk drivers who kill an

and anguish they cause, but there's ;
case to be made for giving offenders
second chance. They should still fan
heavy penalties and possible jail time
depending on the circumstances of eacl
case, but a murder charge could be con
sidered a bit too harsh.
There should be no lenient treatmen
for second or third or multiple offenders
however. Should they drive drunk ane
kill, they should face the maximus
penalty under Canadian criminal law.

a fitting tribute
t To the editor:
I would like to see the Town of
I Pickering put aside some land for a
park and/or a garden. This land
should be dedicated to Toronto po-
lice officer Bill Hancox, who was
r murdered in the line of duty while
1 working undercover. He was our
protector, the reason we can safely
ited

go about our lives in peace.
Bill may be resting in peace, but
I wonder how his 'Sweet Pea', his
little girl, is managing without her
Dad. How is his widow coping
with another child all by herself -
with only a picture of their Dad to
remind them of Bill? Perhaps his
family would take some comfort in
knowing their loss had been re-
membered.
Through the horrors revealed
daily in the news reports of the trial
of the two women accused of his
murder, you see him as he really
was. Just a good cop, courteous to
a fault, family man to the end. Per-
haps the announcement of this park
and the groundswell of community
support will be the last word on this
than.
There could even be a kids' play
area called 'Sweet Pea's Paradise'
Lists tell all you could ever want to know in honour of Bill's little girl.
Last week, a book of lists of all
things Canadiana was dropped on my
desk. My first reaction was this is great
column fodder. Obviously, I am not
alone since a columnist at a Toronto
daily tackled the very same book earli-
er this week.
Mark Kearney, who grew up in
Pickering, and Randy Ray have done a
great job compiling the information for
'The Great Canadian Book of Lists'
(Dundurn, 324 pages, $19.99). Leaf
through it and you will become capti-
vated by the page upon page of com-
piled lists - the best, worst, strangest
and sexiest are all named here.
Because they've done a great job,
I'll offer a sampling of some of the
facts you will find in the book under
the category Ten References to
Durham Region in 'The Great Canadi-
an Book of Lists'.
1. Ten Historic Canadian -made
Cars - The McLaughlin -Buick was
built by the McLaughlin Motor Com-
pany in Oshawa starting in 1909.
2. Canada's Twelve Largest Cor-
porations - General Motors tops the
list with revenues of $31.76 billion in

3. Nine Great Canadian Busts -
Pickering is the home of the greatest
airport never built after plans were an-
nounced in 1973 and ditched two years

charts in 1974.
S. My Song, Your Hit - Bonnie
Raitt took 'Something to Talk About'
to No. 5 on the music charts in 1991,

Whitby's Anne Ottenbrite, who trained

tion Authority on Duffin Creek
south of the old Brock dump. An
adjoining piece is owned by the
Town of Pickering west of Valley
Farm Road. I'd like the Town of
Pickering to do all it can to have
these parcels of land become the
Bill Hancox Memorial Gardens. I
feel guilty when my little girl hugs

When she cries out to me in the
wee hours of the morning, I'm
there for her. Bill is not, and he will
never again tuck her in, read a bed-
time story, share a laugh or hug her.
I've been to the parking lot
where he fell. A bunch of dead
flowers and a weathered blue rib-
bon were there for months after he
was gone. The first year of his loss
was not remembered at all. I be-
lieve this park would be a much
more fitting memorial to a man
who gave his life protecting ours.
Rest in peace, Bill. I will never I
forget you.

Members of the community
gathered for the unveiling of
Durham College's 'Donor Wall'
Thursday and to hear about the
school's vision of becoming a
university.
College President Gary Polon-
sky thanked those present for
their generosity in donating al-
most $16 million for the Creating
Futures campaign.
The glass, wood and alu-
minum tribute fills the wall just
off the school's Community
Room, near Mr. Polonsky's of-
fice, and holds the names of 651
benefactors from industry, busi-
ness and groups, as well as indi-
viduals, who've each given more
than $1,000 to the college.
Although Durham has had a
partnership with York and Trent
universities for the past 10 years
under which students can earn a
professional degree, the possibil-
ity of granting 'applied degrees'
could be added to the college's
applied certificates and diplomas
programs if university status is
attained.
"We're just starting out," says
Mr. Polonsky. "The earliest I en-
vision this (university status)
could happen would he late next
year, late in the fall, 2000 at the
earliest.
"It would be the most wonder-
ful millennium gift from the

Public consultations in Pickering light on attendance

newsletters distributed to area
homes, and interviews with 'stake-
holder' groups in the community.
"Ultimately, we want to be con-
fident people have had multiple
opportunities to raise their con-
cerns qnd review the (assessment)
work," says Mr. Homenuck.
One reason for the low turnout
may have been that everyone is
waiting for the Atomic Energy
Control Board to issue the draft
`scope and terms of reference' that
will outline exactly what environ-
mental assessment work OPG will
be required to do by the federal
nuclear regulator. The AECB is
now saying it will be released Nov.
2 at the earliest.
Kurt Johansen, OPG's environ-
mental assessment manager for
the Pickering `A' restart, says the
corporation was expecting the
AECB to have the draft scope doc-
ument ready Oct. 25. A period of
public comment would follow, and
it was anticipated the regulator
would issue a final scope and
terms of reference by Dec. 3.
Public interest in a consultation process regarding the environ-
mental assessment and immediate future of the Pickering Nuclear
Generating Station appear to be low, considering the turnout at

OPG had originally estimated
the AECB would have had the
draft scope ready by Oct. 18 and
the final scope completed by Nov.
29, so the utility could finish its
draft environmental assessment
(EA) report for the AECB by Dec.
31. '"I'tre reason (the dates) keep
bouncing around is we're not in
control of them," says Mr. Jo-
hansen, explaining the AECB is
responsible for determining the
EA timetable. With these latest es-
timates, OPG now expects to sub-
mit its draft EA report around Jan.
24, 2000, with AECB staff finaliz-
ing the report by March 20 and the
EA results going to the AECB
board for a decision on May 19.
If the restart is approved then,
the first of the four Pickering 'A'
reactors could be back on line in
mid -2001, with the last returning
to service in late 2002.
OPG has already prepared a 14 -
page draft table of contents for its
EA report, which was available to
the public at the open house. It
provides an outline of the environ-
mental information and studies
OPG expects to have to provide in
the EA.
"It is a working draft that we're
using as an interim framework for
conducting the studies;' says Mr.
Johansen. "We believe it's a pretty
thorough table of contents."
According to Mr. Johansen,
OPG has been doing as much
work as possible on the EA, based
on Canadian Environmental As-
sessment Act requirements and
discussions with AECB staff.
That's because the faster the EA is
completed and approved the soon-
er the upgrading and refurbishing
work on the 'A' station needed for
its restart can begin.
"We have a lot to work with al-
ready so we don't need to sit and
wait for the AECB to finalize its

than two months after the final
scope is released because so much
of what is expected to be required
has already been done, even before
this past July when the AECB or-
dered the assessment.
"We had a head start, if you
will, on this environmental assess-
ment in that we've been monitor-

charged
with
stalking
denied bail

A Toronto Police detective has
been denied bail after being
charged with criminal harrassment
for allegedly stalking a female
colleague over a three year period.
Anthony David Young. 39, of
Oshawa, was also charged Friday
with unlawfully using the
woman's credit card. A veteran of
17 years, Det. Young is head of the
major crime unit at 33 Division, in
the citv's east -end.
Durham Regional Police said
the charges arise from off-duty al-
legations a 36 -year-old Pickering
woman. also a Toronto officer,
was continually harassed after
ending a two-year relationship
with a man in 1996.
A lengthy investigation was
conducted by members of the
Toronto Police internal affairs
branch_
Det. Young was arrested at 7
p.m. Thursday by a Toronto detec-
tive following a traffic stop by
Durham Region officers on Hwy.
2 in Ajax, said Sergeant Jim Grim-
ley, spokesman for Durham po-
lice.
He was taken to Oshawa police
headquarters to be fingerprinted
and was then held in custody
overnight.
A statement issued by Toronto
Police said Det. Young has been
suspended by the department, but
revealed no other details about the
case.
At a bail hearing Friday, prose-
cutor linwon Kim read a lengthy
synopsis of the allegations against
Det. Young and requested the offi-
cer be held without bail.
A publication ban on evidence
presented during the hearing was
imposed by Justice of the Peace
Jack Wiley.
Duty counsel Mary McKinnon,
representing Det. Young at the
hearing, requested the justice of
the peace approve the officer's
brother as a bail surety.
However, in his ruling, Mr.
Wiley found the Crown produced
evidence to "show cause" why
Det. Young should be held in cus-
tody, and refused to grant him
bail.
Wearing a khaki trenchcoat and
a black T-shirt, the bearded man
held his cuffed hands over the
prisoner's box and shook his head
as the ruling was made. A woman
in the courtroom, believed to be
his sister, wept.
Det. Young will return to court
on Monday.

Children of Neverland: A silent human disaster
"Doctor, you wouldn't believe what I see
every week" remarked one of my patients.
She was a social worker deploring that irre-
sponsible young mothers on welfare abuse
both the system and their unborn children.
She, of all people, trained in the sympathetic
care of society, wondered at the folly of it all.
Patient X has a caseload of 200 women
ranging from 16 to 29 years of age. In her
Toronto office there are 16 other social work-
ers with the same caseload. Add it up across
the country and it represents a huge number of
women.
My patient claims many of her cases in-
volve young women glassy -eyed from taking
crack cocaine. They are given $550 and they
go on their way, intending not to buy food, but
drugs. Many are pregnant and every time they
bring into the world another drug -injured in-
fant they get more money. She wonders how
long we can tolerate such a situation and so do

at the University of Toronto, is dedicated to
the well-being of women and their unborn ba-
bies. He's the author of the box)k 'The Chil-
dren of Neverland,' about a silent human dis-
aster.
Dr. Koren remarks, "Neverland is the place
where many children will reside permanently,
not being able to reach their full potential.
When millions of children world-wide are af-
flicted by drugs, illness or poverty this stops
being a scientific issue and turns into a global
disaster."

this as cool, but adults hear alarm bells.
So parents may want to watch their
child's reaction to a new series of televi-
sion ads, aimed at taking the glamour out
of smoking.
Among the commercials, produced by
Health Canada, one features a woman
smoking a cigarette from a surgical inci-
sion in her throat caused by cancer, hardly
the stuff of which glamour is made.
Another shows a young girl talking
about her mother who died from smoking-
related cancer.

tribes were aware of the potential pharmaco-
logical effects of the leaves when chewing
them.
The active ingredient, cocaine, has a potent
effect inducing mood elevation, optimism,
anti -fatigue, and initially better sexual perfor-
mance.
These "adrenaline -like" properties made
cocaine popular among young professionals
in the 1970's. Sniffing it gave them longer
hours of effective work, more positive and op-
timistic attitudes and uninhibited sexual drive.
But eventually the bad news about severe
adverse effects hit the media Several well-
publicized incidents hit the news of famous
athletes who died from heart attack and bleed-
ing into their brains, the effect of cocaine on
heart rate and blood pressure. This scared
many middle and upper class users. And the ill
effects of cocaine on unborn babies forced
many yuppies to stop using it.
During the 1980's and 1990's cocaine and
its free base form (crack) has been used more
and more by low -middle and low class ado-
lcscents and young adults.

Chances are at least one of them is

started the habit at a fairly young age.
Of the kids between 15 and 19 who
smoke, most say they started before the
age of 14.
Most young people buy their cigarettes

14 -year-old age group will get them from
another person, an older sibling, older
friend and quite often from their parents.
1n Ontario, 28 per cent of students in
grades 7 to 13 were smokers in 1997.
Why? They think it is cool, they are curi-
ous and most importantly for them, it's
what their friends are doing.

Studies in American inner cities show that
up to 40 per cent of sexually active young
women have used cocaine. Consequently
many unborn babies have been exposed to this
drug. This has raised concern ahout the long-
term effects of cocaine on millions of chil-
dren.
For a few years the medical community
harboured a major misconception, that the
placenta acted as a barrier preventing danger
ous chemicals from reaching the fetus. Then
the thalidomide disaster destroyed this theory.
Now we know cocaine can be found in the
urine and blood of new-born infants whose
mothers have used cocaine.
Some people argue testing for cocaine in-
fringes on women's rights. But is cocaine
abuse any different form other types of abuse'?
As Dr. Koren says "Few would argue that it's
ethically wrong to X-ray the bones of a child
suspected of being physically abused"
Now all studies show overwhelmingly co-
caine exposure in pregnancy is associated
with serious health hazards to the fetus.

How much protein should you be eating everyday?
The question that seems to
be on the minds of many health
conscious people these days is
"How much protein should I be
eating everyday?"
Many factors affect a per-
son's protein requirements: recu-
peration from illness, adoles-
cence, activity level, pregnancy,
lactation and advancing age.
"Because many factors
affect optimal protein intake, the
best way to determine how much
protein you should eat is to
experiment with different
amounts and see how you feel,"
says Nutritionist Robert
Crayhon.
Common symptoms that
can signal a need to eat more pro-
tein (and fewer carbohydrates)
include fatigue, poor mental
focus, frequent susceptibility to
illness, yeast overgrowth, bloat-
ing, inability to lose weight, pre-
menstrual syndrome, and sugar
and carbohydrate cravings.
Also, if you're one of the
growing number of people who's
gained weight or developed Type
II diabetes or other health prob-
lems on a high-carb diet, experts
suggest you should eat a higher
percentage of dietary protein.
You can achieve a good protein -
,to -carbohydrate balance by eat-
ing small servings of animal pro-
tein with lower-carb vegetables
instead of higher-carb grains.
Adequate complete protein
is the cornerstone of any good
nutritional program, but some
sources of protein are better than
others.
Here are some health -pro-
moting guidelines to remember
`about protein:
(1) Don't try ✓to meet all
.:your protein needs in one sitting.
It's better to eat small amounts of
protein throughout the day,
preferably at every meal and
snack. This encourages better
blood sugar balance, weight con-
trol, improved mental focus and
increased energy.
(2) If you're a vegetarian,
make a special effort to
eat a wide variety of
plant protein sources
such as legumes, nuts,
seeds, nut butters,
whole grains and super
grains such as amaranth,
teff and quinoa. Avoid
nutrient - depleted
processed carbohy-
drates such as white
pasta and white bread.
(3) If you're a veg-
etarian who hasn't fared
well on a high -carbohy-
drate diet, emphasize
restricted -carbohydrate
vegetable protein meat, balance it with lots of veg-
sources such as firm or etables, especially rlonstarchy
extra -firm tofu, soy- vegetables such as broccoli, zuc-
based imitation -meat chini, asparagus and dark leafy
products, vegetable pro- greens. Vegetables are rich in
tein powders and spir- nutrients, fiber and other protec-

vent any broken braces or pok-
ing wires.
If it is "stick," "chewy,"
"hard," or "crunchy," it is a treat
that anyone wearing braces
should avoid. This includes
foods such a; caramel, gum,
taffy, tortilla chips, and hard
pretzels. If children wearing
braces try to "sneak" foods such
as those mentioned, this could
harm their braces and may also
lengthen their treatment time.
For patients wearing
removable retainers, remember
to keep the retainer in its case
when bobbing for apples. Too
many retainers are thrown away
when wrapped in napkins.
What to do if your child
has a treat related emergency?
Contact vour orthodontist
immediately. Most doctors have
emergency numbers where they
can be reached. Usually small
problems can be handled over
the phone, Loose braces or pok-
ing wires can be held in place
with orthodontic wax until the

Public board to take
over teaching at
teen lock-up

Youth counsellors at St.
John's School in Uxbridge
will soon be ending their
temporary stint in the class-
room after the public board
reached a deal with the
Province to take over tcach-
ing at the secure custody fa-
cility, reports a board offi-
cial.
Durham District School
Board chairman Doug Ross
says the two parties reached
a dea! last week and trustees
approved the plan during an
in -camera session Monday.
"Me deal was it couldn't
cost us any money;' he says.
Details of the agreement
with the Province won't be
released until the contract
has been finalized.
Mr. Ross says it could he
up to three weeks before the
hoard's teachers tab, over in
the classroom.
"We expect to have
teachers in there in approxi-
mately 20 days."
The Whitby trustee re-
ports there is a fair bit of
construction to be complet-
ed on site before the board's
staff move in.
"Me buildings are in bad
repair" and classrooms need
to be fitted with blackboards
and wired for computers.
Staff at the young offend-
ers' facility have been taking
turns teaching inmates since
the school year began Sept.
7.
And, Charlie Bryans,
president of Local 361 of the
Ontario Public Service Em-
ployees Union (OPSEU),
which represents workers at
the school, says, "We're glad
to see it's coming to an end"
Mr. Bryans reports the 70
inmates have been without
certified teachers in their
classrooms for more than six
weeks while the board nego-
tiated with the Province.
The public board was ap-
proached to provide educa-
tion for the inmates after the
Durham Catholic District
School Board pulled out of
the school this summer
when it became apparent the
facility would be sold by the
Christian Brothers in the
new year.
"Sonic of our counsellors
were getting pretty fed up
with it ... It put an awful
strain on staff," Mr. Bryans
say S.
He adds union members
are not qualified teachers
and reports "They're happy
to be getting back to doing
their regular jobs."

This position will tw responsible for securing of contracts/saics agreements and nurturing
relationships with new and existing accounts including property owners, managers and
developers. Through the effective communication and execution of these programs, the
incumbent will ensure the overall success of existing and future sales programs. In addition, this

RESPONSIBILITIES INCLUDE:
1. Identification of sales opportunities within the New Construction, Commercial and Multi
Dwelling Unit (MDU) environment;
2. Securing contracts/sales agreements within Cable Business Unit (CBU) level accounts;
3. Nurturing relationships with new and existing accounts including owners, managers and
developers;
4. Execution of sales/revcnue growth programs within the CBU accounts;
5. Provision of local input and implementation of national programs;
6. Execution of sales programs to achieve predetermined objectives based on fiscally
responsible measures;
7. Communication of program objectives and responsibilities within the CBU
8. Interaction with national and regional departments (i.e. Major Accounts, National MDU
Marketing, etc.) as required
MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS AND
EXPERIENCE REQUIRED):
I. Minimum Post -Secondary education required, preferably a 112 Comm. or cquivalcnt.
2. Minimum three years of contract sales experience.
3. Extremely organized and detailed oriented.
4. Action -oriented with strong implementation skills.
5. Strong relationship management skills dealing with internal/external contacts.
6. Experience in contract negotiation a must.
7. Excellent oral and written communication skills.
8. Proficiency in computer based office environment (Word, Excel, PowerPoint, PowerPlay,
Database software).
9. Able to work independently and willingness to travel.
