HomeMy WebLinkAboutNA1999_10_19Durham"' teens get down to business with Junior Achievement Junior Achievement of Durham Region is aiming to increase stu- dents' knowledge of the business world with the launch of two new programs in local high schools this fall. "We're trying to provide a larg- er scope for the high school stu- dents." says local JA director Donna Raetsen Kemp. JA, which is celebrating its 30th anniversary this year, is a non-profit organization which provides schools programs de- signed to prepare young people to be productive and contributing members of society. Since JA has experienced "tremendous growth in our ele- mentary school programs in the last two years", Ms. Raetsen Kemp says, "We felt the time was right to expand our reach to high school students. "We're excited about the addi- tion of Student Venture and Busi- ness Gamc to our program selec- tion. These proven programs will provide a unique, hands-on learn- ing experience to high school stu- dents in Durham." Ms. Raetsen Kemp reports both new programs involve local business volunteers who act as consultants in the classroom and provide students an opportunity to work with knowledgeable role models. The Student Venture program gives pupils an opportunity to cre- ate a company and experience the challenges faced by entrepre- neurs. Maryan Madany of Scarborough was travelling north on Brock Road north of Hwy. 7 with a second cy- clist when she was struck and thrown onto the shoulder of the road, police report. The suspect reportedly fled north on Brock Road toward Clare- mont. It's believed the suspect vehi- cle was a dark-coloured Dodge Ram pick-up truck. It was travelling at a high rate of speed in heavy traf- fic along with a white Grand -Am, police report. Ms. Madany was taken to the Ajax and Pickering Health Centre. Police would like to talk to any- one who was travelling along Brock Road at that time. The Supreme Court an- nounced Thursday it had agreed to rule on whether the Ontario government violated the constitution when it re- moved school boards' right to raise their own taxes under the controversial Education Quality Improvement Act. And, local members of the Ontario English Catholic Teachers' Association (OECTA), which launched a court challenge in June 1998 claiming the bill is unconsti- tutional because it violates the entrenched right of Roman Catholics to control their own educational sys- tems, are hopeful the funding formula will be undone. -We're hoping for some success to prove that our con- tentions are correct;' says Bill Stratton, OEC -FA Durham el- cmentary president. -Things are proceeding as they should and hopefully we'll be suc- cessful;' Under Bill 160, school boards are totally dependent on the Province for financing education. But, charter schools are not on the Province's agenda, says Edu- cation Minister Janet Ecker, who maintains the government is committed to "strengthening" the public education system in On- tario. The Case for School Choice, recently released by The Fraser Institute in British Columbia, is calling for educational reforms in Canada similar to those imple- mented in the United States, New Zealand, Denmark and Sweden where charter schools and vouch- er programs are flourishing. "International evidence sug- gests that public vouchers, pri- vate vouchers and charter schools offer plausible answers to the problem of declining academic achievement among Canadian students and public frustration with the Canadian education sys- tem," notes the study's author Claudia Rebanks Hepburn. Yet, Ms. Ecker says while "we obviously watch what's happen- ing in other jurisdictions with great interest... we were very clear about our agenda and charter schools are not on the list." barter schools, which began appearing in Alberta about four years ago, are independent public schools, de- signed and operated by educa- tors, parents and community leaders. Each school develops a charter outlining student achievement goals and the facilities are held accountable based on how well they meet those objectives. As of this September, there were close to 1,700 charter schools operating across the U.S. with approximately 350,0(x) stu- dents, which is less than one per cent of pupils enrolled in the American public school system "Charters provide opportunity for better child -centred educa- tion," reports the Centre for Edu- cation Reform in Washington, D.C. "They provide the chance for communities to create the greatest range of educational choices for their children...And, charters, bound only by the high standards they have set for them- . She's ..skeptical" about whether charter schools would bring more choice for students and maintains "It's a marketplace for a private school system." The creation of a voucher program in Canada "would cast light on what is missing in gov- ernment education - parents' right to seek the best possible educa- tion for their children." Bev Freedman, superintendent of programs for the Durham Dis- trict School Board. reports "there haven't been any movements" calling for charter schools or voucher programs in this area. But, she notes some parents have suggested there's a need for "theme schools," such as an all - girls facility or an arts school. "I think we're moving towards more choice," Ms. Freedman says of the variety of programs offered within Durham. The Fraser Institute also makes a case for tax credits for educational spending that would give taxpayers and parents the power to direct their school taxes to the system of their choice. For example, in Minnesota, families with lower incomes can earn tax credits, while families with higher incomes receive tax deductions for their child's learn- ing expenses. "Tax credits for education en- courage both school efficiency and civic responsibility," Ms. Re - banks Hepburn notes. —Where government schools are good, few people will redirect their taxes to independent schools, but where government schools are failing, parents may send their children and taxpayers may direct their money to independent alter- natives." Ecker notes. "There are certainly parents who would like (to di- rect their tax dollars to the school system of their choice). There's no question about that." However, she says the Province is committed to "restor- ing confidence in the quality of the public education system. "The best ticket for future suc- cess that a young person has is a good education and the best guar- antee that a society has for a good quality of life and economic pros- perity is to have a good public ed- tication system," she concludes. According to a Durham Catholic District School Board report, up- grades to Holy Redeemer Catholic School in Pickering, St. John the Evangelist Catholic School in Whit- by and St. Christopher Catholic School in Oshawa should be wrapped up by the end of the month. And, construction of a seven - classroom addition to St. Mark the Evangelist Catholic School in Whit- by is slated for completion by the end of November while an eight - classroom addition to St. Wilfrid Catholic School in Pickering should be finished by mid-December. Building of joint separate -public secondary school facility in north Ajax should begin in January, board director Grant Andrews said in an interview. The 360,000 -square -foot facili- ty, being constructed on a 42.5 -acre site at Rossland Road and Harwood Avenue, will combine two high schools with the capacity for more than 2,800 students. Pupils will share a number of facilities, includ- ing sports fields, a 516 -seat audito- rium, a large food court and a park- ing lot. The Durham District School Board school will accommodate ap- proximately 1,560 students while the Catholic school will hold 1,246 pupils. Mr. Andrews reports the boards are currently finalizing the sketch plans for the facility. "We expect to be out to tender late this fall." He says while there are still sev- eral details to be worked out by the school boards, the Town of Ajax and the developer before the project goes to tender, the school should be ready to open in September 200 1.
