PICKERING — North Picker-

The Rouge Valley Health Sys -
[cm — which includes the Ajax
and Pickering Health Centre and
Centenary Health Centre in Scar-
borough — has had its annual op-
erating funding from the
Province cut by $7 million, in-
stead of getting the S2 -million in-
crease it asked for this year.
That means the hospitals are
facing a S9 -million budget deficit
for the 1999/2000 fiscal year. The
cut has prompted RVHS chief ex-
ecutive officer Al Whiting to call
a meeting with Conservative

Former Durham elementary school
teacher jailed

On the surface, Martin
Hungerford was the "model citi-
.zen;' respected in his community
as an elementary school teacher
and a volunteer at the local food
bank.
Beneath this image, however,
was what an Oshawa court judge
described yesterday as a "darker
side:'
Mr. Hungerford, 51, associat-
ed with drug addicts, shared an
.apartment with a known traffick-
er and allowed his room to be
used as a "storage depot„ for
crack cocaine, said Judge Norm
Edmondson of Ontario Court of
Justice. The former French
teacher at Dr. Robert Thornton
Public School in Whitby, found
guilty last June of possession of
cocaine for the purpose of traf-
ficking, was sentenced to six
- months in jail and two years pro-
bation.
'The Durham Regional Police
drug unit raided Mr. Hunger -
ford's Oshawa apartment in July
1997 and seized 16 rock -sized
pieces of crack, wrapped in cel-
lophane and four pipes used to
smoke the crystalized cocaine.

drugs were his and while there

Prosecutor Paul Greenway
noted Mr. Hungerford's criminal
record included several convic-
tions for crimes of dishonesty
and one for possession of hash
oil in 1995. He asked for a sen-
tence in the range of six to nine
months.
Defence lawyer John Oliver
requested the judge impose a
conditional sentence to be served
at home.
During an interview for a pre-
sentence report, Mr. Hungerford
admitted smoking crack with a
friend in April, while his trial
was still ongoing, court was told.
Based on this admission and
the 1995 drug conviction, it is
clear "to this day Mr. Hungerford
has been undeterred," said Mr.
Greenway. "Mr. Hungerford is
an ongoing risk to the communi-
ty... He's a recidivist... Serving
this sentence in the community
would be a danger and could
send the wrong message," said
Mr. Greenway.
Mr. Oliver said Mr. Hunger-
ford has been punished severely

teacher's certificate by the On-
tario College of Teachers, among
other repercussions. A bank re-
fused to serve Mr. Hungerford
and subsequently closed his ac-
count and publicity of the case

countered, "Mr. Hungerford is
the author of his own misfor-

Mr. Oliver said Mr. Hunger-
ford has "made mistakes" in the
past but is not a drug dealer and
poses no threat.

How to protect yourself from medical radiation
Bow many people will
die from having too many
X-rays'? Last week I wrote
that patients and doctors
had both become too blase
about the hazards of radia-
tion. That 87 per cent of the
public's exposure to radia-
tion now comes from med-
ical X-rays. Yet technicians
and radiologists are often
unaware of the amount of
radiation received by pa-
tients.
Dr. John W. Gofman, a
world authority on radiation
hazards, says, "Clear evi-
dence exists that there is no
harmless dose of X- ray ra-
diation:'
Gofman stresses that ra-
diation can trigger the onset
of cancer many years later.
He estimated that during
the next 30 years over two
million people in the U.S
will die from a combination
of medical and dental X-
rays. And that some of these
deaths are due to excess ra-
diation given by faulty ma-
chines or inexperienced
technicians.
It's shocking that the X-
ray dosage used for the
same examination can vary
as much as ten -fold and in
some cases up to 100 times.
Excessive radiation is
not good for anyone. It is
particularly dangerous for
children.
A child at the age of five
is about five times more
likely to get radiation-in-
duced cancer than an adult
given the same radiation at
age 35.
The good news is that as
people age they become
less likely to develop a radi-
ation-induced cancer. For

instance, it takes about 300
times more radiation to pro-
duce cancer in a 55 -year-
old man than in a new-born
infant.
But the basic message
for everyone regardless of
age is to avoid needless ra-
diation like the plague. I
admit this is easier said than
done. But there are some
common sense ways to
keep your radiation expo-
sure to a minimum.
First, keep a radiation
record. This shows your
doctor and dentist that
you're aware of the dangers
of X-rays as well as the
benefits.
Today there's no substi-
tute for a family doctor who
looks after your total care.
One who knows you is less
likely to order a question-
able X-ray. He or she also
knows what X-rays have
been done in the past. Wan-
dering from doctor to doc-
tor means wandering into
needless radiation. Sooner
or later someone pushes the
button.
Never, never say, "Doc-
tor, can't you take an X-
ray'?" That's like raising a
red flag in front of a bull.
Immediately the doctor re-
alizes that unless an X-ray
is done you'll he worried
something has been missed.

up getting one that wasn't
needed. Remember if your
doctor believes you need
one he'll order one.
One radiologist re-
marked to me, "Some pa-
tients are like the walking
wounded. They're continu-
ally complaining of trivial
pains that come and go.
And all of a sudden they're
scheduled for kidney, stom-
ach and gallbladder films.
Some patients have even
had them done a few
months previous by another
doctor."
Try to avoid routine
chest X-rays that are done
prior to admission to hospi-
tal or prior to surgery. Stud-
ies show that these do little
to help doctors improve the
health of patients. For in-
stance, in 1997 about
250.000 chest X-rays were
done in Saskatchewan
which has a population of
990.000! These X-rays are
a holdover from the days
when tuberculosis was
widespread.
Beware of defensive X-
rays. A doctor may be 99
per cent sure no injury was
sustained during an acci-
dent. For instance, you may
have suffered a minor ankle
sprain. But the doctor Is
fearful of being sued for
negligence if he misses a
fracture. Tell your doctor
you don't want a defensive
X-ray and be willing to sign
the record that you've as-
sumed this responsibility.
Be careful where X-rays
are done. Hospitals are
more likely to have more
up-to-date machines than

good judgment in taking X-

Some reports indicate
that dental X-ray exposures
are on average eight times
greater than chest film ex-
posures.
Past studies have shown
that certain types of dental

the exposure to cosmic ra-
diation of 5,000 transconti-
nental flights. Fortunately
most dental offices now
have up -to -elate machines

the ones who came up with
the programs and ideas that
made all of this possible:'
Over the 1994 -to -1998
period, OPG accumulated
annual savings of 1.7 terawatt
hours, which is about the
same amount of electricity as
Scarborough might consume
in just over six months. This
energy conservation also
saved the company $70 mil-
lion annually.
At the Pickering nuclear
plant, the annual savings
have been approximately
258,(X)n megawatt hours,
about equal to the amount of
energy a town the size of
Pickering would consume in
half a year.

The Durham Catholic District School
Board will spend $400,000 of its capital re-
serve fund to cover "unanticipated costs" in-
curred during renovations to three elementary
schools.
Trustees voted Tuesday to transfer
$400,000 from the board's reserves to fund
upgrades to Holy Redeemer Catholic School
in Pickering. St. John the Evangelist Catholic
School in Whitby and St. Christopher
Catholic School in Oshawa.
"As these projects draw to a close...it is
necessary to draw upon the board capital re-
serve funds to overcome unanticipated costs,"
`Unanticipated costs' cited in board report to trustees
states a board report. "Essentially, expendi-
tures on these combined projects are signifi-
cantly in excess of the costs originally expect-
ed."
At Holy Redeemer, renovations are being
made to the administrative area and the
school's kindergarten facilities.
St. John upgrades include the creation of a
new administrative area and a library resource
centre.
Work at St. Christopher, which is expected
to be completed by the end of the month, in-
clude renovations to the library and adminis-
trative areas and upgrades to the ventilation

for projects at Holy Redeemer and St.
Christopher resulted in an additional cost of
$131,595. And, between November 1998,

projects, and June 1999, when the tenders
were awarded, the cost increased by
$ 200.000.
The report also states, "As the construction
progressed at St. John the Evangelist Catholic

sion were not as great as first thought."
Revisions to the "hydro capability" of the
school cost approximately $77,000.

Registration for Trojan Basketball

gymnasium Monday, Oct. 2.5 from 5
p -in. to 7 p.m.
Co-ed basketball leagues will he
run at the school Monday nights from
Nov. 8 to March 6 for youths aged
eight to 12 years.
Eight and nine year olds take to the
court from 6 to 7 p.m., followed by 10
and I I year olds from 7 to 8 and 11
and 12 year olds I*rom 8 to 9.
Each evening will consist of 25
minutes of instruction and 30 minutes
of playing time.
