North York theatre troupe's
newest production later this
month.
Shannon Standen, 10, of
Ajax, Jessica Diamond, 10,
and Rebecca Van Gijn, 10,
both of Pickering, will play
the role of orphans in Curtain
Call Players' production of
Annie, on stage at the
Fairview Library Theatre Oct.
14 to 23.
Despite their young ages,
all three actresses have been
involved for several years with
the amateur theatre troupe.

'Open those books again': Johnson
Pickering calls
for changes to
Hwy. 407 plan

PICKERING — Town
councillors want the Province
to make changes to plans for
the Hwy. 407 extension into
Pickering rather than barrelling
ahead with the project despite
local concerns about its impact.
To that end, council passed a
resolution last week calling for
Ministry of Transportation of
Ontario (MTO) staff to attend
meetings of a tack force of local
residents, politicians and Town
and Regional staff already
working to address 407 -related
issues.
In bringing forward the reso-
lution. Ward 3 local Councillor
David Pickles noted the task
force has come up with ideas
for dealing with several of the
problems identified.

"The board will revise its
current procedure on (head
lice) to meet the revised guide-
lines of the Durham Region
Health Department," Ms.
Brown said following the
board's administrative council
meeting held Tuesday morn-
ing.
"rhe board's current proce-
dure will retrain in place until
the revisions are complete and
(are) released to the system,"
she added.
The Durham Region Health
Department, which has adopt-
ed a new policy on head lice,
has been working with the re -

of Oz five years ago.
Annie will be the most
challenging role for the talent-
ed thespians. Not only will
they be acting in the full-scale

They're looking forward to
it nonetheless.

partment to get their latest in-
formation and research.
"We will revise our admin-
istrative procedure relative to
what the health department is
saying;' he says.
According to the health de-
partment, the key to treating
head lice is to wash a child's
hair with a medicated sham-
poo available at drug stores,
and then repeat that same
treatment seven days later.
Once a child has been treat-
ed, the lice should have died
and the child should be read-
mitted to school.

ed by both municipalities. He
noted everything has been com-
plicated by the fact the Province
sold the highway project to a
private consortium and the
agreement for its construction
would have to be reopened in
order to make changes.

cant roles in the play as orphans. Re-
becca and Jessica will sing two ducts
in the play, while Shannon will ap-
pear in a fight scene.
The three were among 10 young-
sters invited to perform in the pro-
duction because of their previous
work with the Curtain Call Players.
The remaining 10 children's roles
in the production were heavily
sought after as more than 70 audi-
tioned for the parts.
The girls say the fun and cama-
raderie among cast members keeps
them coming back.
Thev'rc also fans of long-time
Curtain Call Players' director Keith
O'Connell, whose wealth of theatre
knowledge and his penchant for chal-
lenging child actresses hasn't gone
unnoticed by the local trio.
-We've been in it so long that
they're kind of like your family:'
says Shannon.
..When you first come in you're a
little scared, but after four years, you
get to know everyone."
Tickets for Annie are $18 and $14,
with all seating reserved. Thursday to
Saturday performances start at 8 p.m.
The curtain rises on the Sunday mati-
nee show at 2 p.m.
The Fairview Library Theatre is at

pleased with the concessions to tax
relief for parents and the introduc-
tion of family -friendly employer
policies particularly around
parental leave.
"There did seem to be a com-
mitment to strengthening the social
safety network, but not the things

a leading role in making the
world a safer place in the
21st century are the key-
stones of the federal govern-
ment's platform as it leads
Canada into the new millen-
nium.
In Tuesday's Throne
Speech given by Governor
General Adrienne Clarkson,
emphasis was placed on in-
vestments in our young peo-
ple, research and develop-
ment, a national action plan
on skills and learning, ex-
pansion of the country's
knowledge, culture, infor-
mation and physical infra-
structure and working with
other governments to build
stronger, safer communities,
a stronger country and safer
world.
There was also the
promise of tax cuts over a
number of years, tougher
pollution standards and a
stronger RCMP to address
public security threats.
"No commitment we
make today will be more
important for the long-term
prosperity and well-being of
our society than the com-
mitment to invest our efforts
in very young children.- Ms.
Clarkson read in the speech.
The government will ex-
pand and make more acces-
sible employment insurance
benefits for parental leave,
make its workplace policies
-more family friendly:" pro-
vide more tax relief for fain -

In the economy, the gov-
emment promised to build
on Canada's advantage by
supporting innovation and
development of new tech-
nologies. Investment 'ream

launched to make the world
aware of investment and
growth opportunities in
Canada.
A heavy emphasis on
technology will sec young
people used to help bring
the information highway
into rural and isolated parts
of Canada and will provide
more access to high-speed
Internet service for class-
rooms and libraries. The
government also promised
to link 1,000 institutions
across Canada to create a
virtual museum, putting the
collections from the Nation-
al Archives, National Li-
brary and other key institu-
tions on-line.
The federal government
also promised to give in-
creased prominence to glob-
al human security in its for-
eign policy and to work to-
wards greater protection of
children's rights. The
Throne Speech also men-
tioned ensuring the Canadi-
an Forces -have the capacity
to support Canada's role in
building a more secure
world and will further de-
velop the capacity of Cana-
dians to help ensure peace
and security in foreign
lands"

Throne Speech
helps needy
Poor children need a hand up
Children must come first.
It's something most of us take for granted. but statistics
show children often come last in our society.
That's why Tuesday's Speech from the Throne with its
promises to help children is absolutely critical.
Many children in Durham have been suffering over the
past decade. Since Parliament made a promise back in 1989 to
abolish child poverty by 2(XX), the problem has actually dou-
bled in severity. Certainly we've had a significant population
increase over the past 10 years. but not enough to create twice
as many children living in polvem today as did in 1989.
Perhaps the MPs who were sitting in opposition a decade
ago and who now sit on the front benches of government -
Paul Martin among them - have felt some guilt pangs. Perhaps
they now realize child poverty must he attacked with full
force. Perhaps only now they fully understand a country as
wealthy as ours. judged No. 1 in the world in which to live for
the past five years by the United Nations, should not put up
with having one in five children going hungry. living in inad-
equate housing or even homeless and without proper clothe.
There needs to be real action taken by the federal govern-
ment to lessen child poverty. A comprehensive day-care pro-
gram. long a Liberal staple. has still not materialized. It's
something that was promised way back in the 1993 Liberal
election platform - the infamous 'Red Book.' Along with
scrapping the GST. it's not been delivered. Day care funding
would allow the poverty-stnckcn parents of poor kids the
chance to find meaningful jobs without having to stxulder
heav-, child-care bills. Tln speech did inclose increased Child
Tax credits for low-income parents and guarantees to improve
nutrition and health care programs for children.
The promise in the Throne Speech to provide hroad-baud
federal incise tax cuts is long overdue. The Cris have tin-
kered with %o me minor 'window dressing' cuts over the past
few years. but to link effect and usually with increases to Em-
ploymcni Insurame and Canada Pension Plan premiums
thrown in to balance any cut%. But tax relief has been earned
by mi dlc-clasv wage earners, tune who have provided the
brunt of the revenues to eliminate the fDderal budget deficit.
More take-home pay will result in more spending and invest-
rwm aro a hxoost to the econorny. Thus will in turn result in
sonic tax revenue heck to the federal government. It's a win-
win situation for all.
The federal -provincial infrastructure program, so success-
ful in the years following the 1993 federal election is back as
well and rot a minute trio soon. It's taped in Ontano much of
the funding between all three levels of government will go to
badly needed road repairs and new road construction.

Ail in all, the speech is a typical Lihcral free-for-all with

MPs must remember to do it for the children. After all, today's

Waste not wanted

Pickering residents arc tired of being dumped on. we've
been home to more than our fair share of landfill sites and
other people's garbage fix far too long, thank you very much.
Soo. at conies as welcome news that Pickenng council
wane to re-examine Town policies on the location of waste
management facilities here. Municipal staff arc reviewing ex-
isting Official Plan and zoning regulations relating to waste
management facilities, and to identify possible strategies to
strengthen the Town's ability to deal with such facilities.
Changes arc needed to avoid the types of battles we've
seen in the past over the location of waste transfer and pro-
cessing plants. Waste management facilities are currently per-
mitted in 'M F zones which could result in Pickering getting
applications to build them near residential neighbourhoods or
in places that would have an impact on nearby homeowners.
We don't have to think far back to remember the battle in-
volving the Brock Fast Community Association, the Towns of
Pickering and Ajax, and 1 & F Waste Systems Inc. over a pro-
posal by the company to build a waste recyclinghransfer sta-
tion on Notion Road in Ajax near the Pickering border. Area
residents opposed the facility on the grounds it would bring
noise, odour, dirt and excessive truck traffic into their neigh-
bourhood, and because it posed a threat to Duffin Creek. The
fight over the recyclinghransfer station went to the Ontario
Municipal Board before the application for it was withdrawn.
Municipal staff must conte back to council with a policy
that will place tight restriction on where waste management
facilities can be located in Pickering. Such facilities must be
banned anywhere near residential neighbourhoods.
Pickering residents could write the policy paper in five
words: Not In My Back Yard.

Mr. Harris won two elections has
lost some of its magic appeal ac-
cording to recent elections else-
where. If the premier has any other
ideas about which he is enthusias-
tic he is mot showing it.
The Liberals under Dalton
McGuinty arc the only party which
showed any substantial upward
momentum in the election. They
won five more seats than in 1995 in

Although Mr. Harris won a sec-
ond consecutive majority, no small
feat in a year in which other gover-
ments found it difficult to be re-
elected, his share of the vote rose

he lost seats. The New Democratic
Party won only nine seats, its worst
performance since the 1960s.
Only the Liberals could claim to
be on a roll. Mr. McGuinty was
seen by many as a fresh, new face,
young, earnest and sincere -sound-
ing. He finished strongly and was
the only leader to stay around
much after the vote, continuing to
attack Mr. Harris agressively while
the premier hibernated and the
NDP went into seclusion for
months to lick its wounds (al -

Because of the extent the NDP
has to climb back Mr. McGuinty is
seen as the only politician who
could defeat Mr- Harris in the next
election.
But the Liberal leader also has
problems- His comparative success
so far has been achieved mainly by
criticizing the premier and he has
yet to come up with comprehensive
policies.
To attract voters from Mr. Har-
ris, he will be tempted to barrow
from the right, but this could cost
him support he attracted from the
NDP.
Mr. McGuinty will now be the
target of both the Tories and NDP.
The Tories recognize he is proba-
bly the only threat to them next
election and the NDP will be anx-
ious for revenge because his call
for New Democrats to join him as
the only leader capable of defeating
Mr. Harris proved effective and
cost them many seats.
The Torics arc already showing
their determination to check Mr.
McGuinty by putting out a series of
news releases supposedly from
backbenchers pointing to issues on
which Mr. McGuinty has changed
his mind.
An example is photo radar,
which the Liberal leader said dur-
ing the campaign he had no inten-
tion of bringing back, but which he
now supports after a series of high-
way deaths.
Mr. McGuinty is trying to get a
formier MPP with big business con-
necuops made patty president hop-
ing he will lure donations from big
business, which overwhelmingly
funds Mr. Harris. He will be ham-
pered because the premier brought
in anti -labour laws which Mr.
McGui ity cannot support for fear
of losing his new friends on the
left.
Mr. McGuinty also may not be
marshalling his resources to his
best advantage. In what appears to
be change for change's sake, he has
dropped deputy leader Gerry
Phillips, who las unsurpassed re-
spect in the kgislaore for authori-
ty and accuracy. He's been re -

patello, vivacious, outspoken and
sometimes strident, although she
will certainly bring him publicity.
Mr- McGuinty, also has dumped
Jim Bradley, the longtime house
leader who knows issues and

On top of this Mr. McGuinty
has inexplicably cut communica-
tions staff who served reasonably
well and brought back those who

campaign in 1995, keeping her lik-
able personality hidden from vot-
ers, which reminds that the Liber-
als also have long experience in
blowing their chances.

SUBSIDIZED COMPOSTER SALE
As part of our continuing efforts to reduce the amount of waste
being sent to Landfill, the Town of Pickering will be subsidizing the
purchase of backyard composters from Norseman Plastics. The sale
of the "Earth Machine" will take place in the parking lot of the
Pickering Civic Complex between 8:00 a.m. and 4:00 p.m. on
Saturday. October 23, 1999. The subsidized cost of each backyard
composter will be $20.00, taxes included.
Please note that a total of only 200 composters will be available.

work and contributions to the South Pickering Seniors Group and the
Community. The new space created will provide room for expanded seniors
programs as well as community group use.

Raiders
The Durham Clearnet Lightning
returned home without a win to show
for a two -game set in the nation's
capital against the Ottawa Raiders in
women's hockey action this past
weekend.
The Raiders doubled the score on
the Lightning 8-4 on Saturday in Na-
tional Women's Htxkey League play.
The Lightning were blanked by the
Raiders 4-0 in Sunday's contest.
Although beaten soundly by the
Raiders. Lightning head coach Don
Henwood was anything but discour-
aged by the losses as the fledgling
Durham women's team showed im-
provement, especially on offence.
"We came out with some posi-
tives, although we had two losses
and they were penalty -filled games. I
thought the girls continue to show
improvement from the beginning of
the season. On Saturday, we were
very competitive. If we had of stayed
out of the penalty box we would have
had a great opportunity to come out
with a win.-
Henwood gave kudos to his for-
ward lines for their fierce forecheck-
ing which kept Ottawa to its own
zone numerous times in the two con-
tests. Team defence, however, con-
tinues to be a work 1n progress for
the Lightning.
-Offensively, we kept them in
theirown end a lot of the time. We've
shown our biggest improvement on
offence. But, we have a lot of work
to do on our defensive game. -
Scoring for the Lightning in Sat-
urday's game were Elizabeth Chias-
son, Jessica Allen, Kathy Ryckman
end Jacqueline Cocas. Drawing as-
sists were Katie Quinn with two,
Chlasson. Jcnn Goulet and Shanley
White.
The Durham Ciearnet Lightning
return to NWHL play this Saturday
for another contest against the Ot-
tawa Raiders. Game time at the Ajax
Community Centre is 7:30 p.m.

Y basketball
PICKERING -Ajax and Picker-
ing youth are lmned to travel over to
a local high school for 18 weeks of
basketball.
The YMCA is offering the pro-
gram to kids aged eight to 10 years
and 1 I to 13 years.
Basketball will be played at Pine
Ridge Secondary School, 2155 Liver-
pool Rd. N.. Pickering on Mondays
from 6:30 to 8 p.m. starting Oct. 18.
The program focuses on teamwork
and self-improvement. The cost is
$90.
Volunteers are welcome to help
run the program.
