"Volunteers can't run the program; it's got to be connected to a staff mem- ber," Mr. Yeo says. And, he reports, the board won't be insuring volunteers to run programs on their own. "We can't do that under our insurance with the On- tario School Board Insurance Ex- change." However, some parents believe extracurricular activities won't resume unless community members can orga- nize them without the need for a staff, member to be present. They're sure that requirement could mean activities will continue to be limited. Mr. Yeo recognizes the limitations "because of the (necessary) connection to a teacher'. But, he says there's no way around it. A teacher, a retired teacher, a principal or a vice-principal can act as "an agent of the board" to work with volunteers to run sports teams and clubs. The director reports high schools across the region will receive letters by Monday clarifying how the board will implement a plan to resume extrac:urric- ulars with volunteers and school staff. They have maintained amalgamation would enable the two towns to maximize their resources, save taxpayers money, and jointly achieve a higher position in the power structure of the Greater Toronto Area. They have also stated the merger would avoid the future absorption of Ajax and Pickering into a future 'City of Durham' forced into existence by the Province as the new City of Toronto was. "We are clearly disappointed at this stage but await direct cor- respondence from the minister advising us what his intentions are," says Pickering Mayor Wayne Arthurs, explaining the Town hZ% not received a direct reply to its resolution and ex- pects one won. Mayor Arthur% notes the minister seems to have taken the position that he won't be forcing any amalgamations in Durham or the rest of the GTA. "It would appear from the correspondence to the Regional chairman that in absence of joint consent there will be no restruc- turing mergers in the GTA in the foreseeable future. On Sept. 20, Ajax council de- cided to hold a referendum in the November 2000 municipal elec- tion asking voters if they want the Town to amalgamate with one or more municipalities. Coun. Brown says she was "very upset" over the media re- port stating Mr. Gilchrist would appoint a facilitator to look at the merger. "We're learning again what's happening to the Town of Ajax via the media rather than hearing it from our MPPs or the minister." She's pleased the amalgamation issue isn't com- pletely being taken out of the Town's hands. "Pickering has decided they want to amalga- mate and it's just being steam - rolled. If (Mr. Gilchrist) sticks by his letter, then he won't be brain- washed." With child poverty rates growing every year, the Breakfast Club program in area schools takes on critical impor- tance. In Durham Region, stats show one in seven children live below the poverty line. Of 21,656 people living on social assistance in Durham in June 1999, 10,994 or 50.8 per cent are chil- dren. Their need for a proper morning meal is self-evident. Now in 22 schools across the region with the promise of more coming on board, the Breakfast Club program pro- vides a nourishing start to the school day for young students. Children who are part of the program arc eligible, free of charge, to get a bowl of cereal, toast, muffins, milk and juice in the hour before classes start, five days a week. It's exactly what they need to fully appreciate their lessons and get the most from their school experience. The program wouldn't be possible without the generosity of a number of partners. Take young Justin Picov, for example. The 10 -year-old Ajax student donated $300 he earned this past sum- mer so his fellow students would have the chance to get a good breakfast. Justin obviously has an excellent exam- ple in father Barry. a business owner who presented a $5,000 donation for the program to Lord Durham Public School in Ajax this past Thursday. Businesses and churches help to keep the program going and allow it to expand. That community involvement is cer- tainly appreciated by Lord Durham principal Lynette Nastich who feels the Breakfast Club is "a wonderful connec- tor for the community" It only costs 55 cents a day to provide breakfast to a child, reports Carla Rhody, Durham Child Nutrition Project co-ordinator. Yet, 42 per cent of kids go to school without receiving adequate nu- trition. The Picovs and others who donate to the program realize how important nu- trition is to growing youngsters. The Canadian Living Foundation is getting out the message through Breakfast for Learning Week. Certainly, not all children rived to participate in the Breakfast Club be- cause their parents can't afford to feed them. Some children are not ready to cat first thing in the morning while other kids have busy parents who are working and don't have time to feed them. The Breakfast Club can help fill the gap. In the best of all worlds, the Break- fast Club wouldn't be needed. But since it is, it's heartwarming to see individuals and organizations coming forward to support it. I suggest that we merge all the towns in the Region of Durham, both urban and rural, into one city. This city would comprise the wards of Pickering, Ajax, Whitby, etc. For the pur- Show me the money merger will save Amalgamation proponents must back up their arguments If the continuing spat between Ajax and Pickering over amalgamation was- n't so silly, this ongoing saga would be sad. Or vice -versa, depending on your point of view. Pickering councillors have been pushing this merger using the argu- ment that 'it's better if we do it our- selves rather than have the Province do it'. There has to be a better reason to amalgamate than that. Some merger proponents contend it will save taxpayers money, make gov- errunent services more efficient, and reduce the number of local politicians. Still others argue a bigger municipality is better than a small one. Well, it's time for those urging amalgamation to prove it. Don't just talk the talk, walk the walk. Put it down on paper how much money will be saved and how. Prove how amalgamation will make for a more efficient local government. There are probably a million ques- tions that could be asked about the pro- posed merger. I wouldn't -expect every one to be answered, but the major ones c�c�l Keith Gilligan Staff Writer must be. I also don't expect the an- swers will be greeted warmly by all. More information should be on the table than how much a councillor will make under a merged Ajax -Pickering municipal government. By the way, how do taxpayers feel about politicians getting $50,000 a year for a full-time job? The only figures Pickering has re- leased are on councillors' salaries. Amazingly, the council Pickering is considering could end up costing tax- payers more than the current set-up. It's not a good sign that right off the bat taxpayers would be forking out more for politicians. Ajax and Pickering currently have a consultant working on merging transit systems. A report released in June in- dicated there would be savings of about $12,800 a year for Ajax by amal- gamating the two bus services. To be fair, Ajax Chief Administrative Officer Richard Parisotto said at the time there would be limited short-term savings, but merging the two transit properties would provide long-term cost savings. What isn't known now are the hid- den costs of amalgamation. For in- stance, Ajax Transit employees aren't unionized, but Pickering bus drivers are. What would the cost be of putting those two groups together? Also working against the merger of Ajax and Pickering is the fact there's a different corporate culture in each community. That would have to be overcome and it will take a lot of blood, sweat and tears. Sometimes I think this issue was in- vented by reporters to give themselves something to write about. Other times I think it's an invention of consultants so they can make a few bucks. this new city the City of Durham. Our current Region of Durham government to which j we already belong would be the skeleton for building this new city. The city would be tasked with the job of eliminating dupli- cation and waste of services re - suiting from the merger. For ex- ample, we would need only one mayor, fewer politicians, one fire department, one library and tran- sit system and so forth. The creation of the City of Durham is the scope of the de- bate I would like our politicians to undertake and present to us for consideration in the 2000 municipal elections. Ron Bowyer Newspaper's merger argument dubious logic To the editor: Re Sept. 17 News Advertiser editorial headlined 'Forged merger may avert forced one': Amalgamating with Pickering in order to avoid being forced to amalgamate with Pickering seems to be dubious logic at best. As well, if amalgamation must be considered, why not amalgamate Ajax with Whitby? Both Whitby and Ajax have competent municipal govern- ments which put their residents first. Funded through a grant from The Diana, Princess of Wales Memorial Fund, the Teen Survival program is a joint initiative of Hospice Durham and Eastdale Collegiate and Vocational Insti- tute. "Too often the suffering of teenagers and young people is overlooked (when a family mem- ber is diagnosed with cancer):" said Hospice Durham chairman John Fowles during a press con- ference at the Harmony Road school on Wednesday. That's the message the Canadian Living Foundation is spreading as schools across the country cele- brate Breakfast for Learning Week, a national dknpaign to raise aware- ness of the link between nutrition and learning. Here in Durham, 22 schools have either a snack or breakfast program in place, reports Durham Child Nutrition Project co-ordina- tor Carla Rhody, who was on hand at Lad Duuluam Public School in Ajax Thursday to celebrate the suc- cess of the school's Breakfast Club. "The benefits are just tremen- dous," Ms. Rhody says. And, she reports, "We really are trying to promote qty in- volvement:' Lynette Nastich, principal of Lord Durham, which kicked off its breakfast program last April, says it wouldn't have been possible with- out community support. "It's a wonderful connector for the community„ as several local businesses and churches have sup- ported the program since its incep- tion. "We find it's built a social net- work for the kids in the morning — kids who wouldn't normally eat breakfast:' says Ms. Nastich. And, more importantly, "The kids are more focused in class and they're more attentive so that helps us all." ' The Breakfast Club is a good place to go for kids who don't eat breakfast. "Small amounts of money go a long way." In fact, Ms. Rhody reports it only costs 55 cents a day to provide breakfast to a child, yet she notes approximately 42 per cent of kids go to school every day without hav- ing had a nutritious meal. Bev Freedman, superintendent of programs for the Durham District School Board, reports representa- tives from public, separate and French -language boards, who met several times this summer, planned to "produce some definite sugges- tions" for the Ministry of Education. Although Ms. Freedman says her 'wish list" would include a re- quest for "a ton of money for special education", the group is trying to keep its proposals "as realistic as possible". Many school boards across the Province have complained the gov- ernment's guidelines on eligibility for funding to address students' special needs are too narrow, leav- ing many pupils who need extra help and support without it. Meanwhile, Education Minister Janet Ecker has said special edu- cation is one of her top priorities. The Pickering Museum Village Foundation's annual read-a-thon is under way and last year's first- and second -place winners, Southwood Park Public School in Ajax and Glen - grove Public School in Pickering, have been challenged by Claremont Public School in Claremont and Kathleen Rowe Public School in Whitby. The event, sponsored by Chapters in Ajax, began Sept. 20 and contin- ues until Oct. 15. Prizes will be awarded to those schools where the highest number of Canadian books ;per capita are read. Chapters has donated $1,000 to the foundation's Puterbaugh School- house reconstruction project and will provide a first prize of $600, second - prize of $350 and third prize of $150 in resource material for the schools' libraries. Rouge Valley book work under way Plans are in the works to feature the country's largest urban park in a cof- fee-table book, though help is being sought to offset costs. Authors of `Wild in the City' be- lieve the book "will do more than bring the beauty of the Rouge Valley System into people's living rooms; it will persuade readers that they, too, can make a difference to the health of planet Earth;' says a news release. "Some people say you can't fight city hall, but this book shows how suc- cessful you can be, if you have a vi- sion and work hard;' says Glenn De Baeremaeker, one of the book's au- thors. Mr. De Baeremaeker was one of several volunteers who in 1987 envi- sioned and proposed a park in the Rouge Valley, despite government plans for highways, subdivisions and garbage dumps. "With the help of thousands of citizens, that vision be- came a reality," notes the news release. Though the book has the support of such sponsors as Fuji Graphic Canada Inc., a Scarborough printer and a Markham graphic imaging company, Save the Rouge Valley System Inc. is still looking for donors to help with the cost of binding and paper. So now the question is: Where do you go to breast- feed your child? Do you feel comfortable nursing your child on a bench in the middle of the mall? Or do the hostile stares of passers- by chase you into the seclu- sion of a smelly bathroom stall? Scientific research shows that breastmilk is one of the best things a mother can possibly give her baby, pro- viding perfect nutrition and containing antigens to pro- tect against illness. So why do so many people still think breastfeeding moms should hide themselves away from any possible view? A local breastfeeding initiative, called Breastfeed- ing Families of Durham Re- gion, wants to change all that. The group's primary goal is to turn Durham Re- ��7c�tt•teclincl -7riuttll� gion into a breastfeeding - friendly place. The group is comprised of mothers who are nursing or have nursed, public health nurses and lactation consultants who feel that there is a tremendous need to encourage mothers to es- tablish a certain level of comfort, while out in public with their hungry babies. This group is surveying family restaurants and retail stores in Durham and ask- ing them to post a small sign with an attractive 'Breastfeeding Friendly' logo (created by Health Canada) in their windows. The group also hopes to help raise the level of public awareness, informing peo- plc of the benefits of breast- feeding. Many moms stop breast - feeding sooner than they would like to, depriving their babies of much valu- able nutrition. That's partly because many are discour- aged by the lack of support and the negative reactions of those around them. In order to support the families who breastfeed, we need to develop a support- ive and encouraging public environment - and that in- cludes breastfeeding -friend- ly restar.:ant tables, retail stores and shopping malls. The Durham District Football League — made up of the St. Mary Catholic High School Mon- archs, the Dunbarton High School Spartans, the Pickering High School Trojans and the Uxbridge Secondary School Tigers — began play Thursday afternoon with a game between St. Mary and Dunbarton. In a highly entertaining con- test, the Monarchs, playing their first-ever game at the senior level, defeated the visiting Spartans 27- 26. The idea for the upstart league came about three weeks ago, notes Monarchs' head coach Bob Bridgeman. Coaches from the four schools banded together and formed the new loop as the ongo- ing Durham teachers' dispute was in danger of making high school football in the area permanently extinct. "We got together because we didn't like what was going on," says Bridgeman, who was in- volved in taking a St. Mary foot- ball team to Alberta last year. "The thinking was if we didn't do it this year then that would be the end of football" And, while Bridgeman admits he's been the recipient of some sideways glances from col- leagues, he says he's willing to take flak in order to resurrect the football program at the school. "I got that last year when we went out west," says Bridgeman of the reaction from some fellow teachers. "We have rights to make our own decisions. I respect coaches who are not coaching. Some of them have families and don't have the time to do this. I understand that." While Bridgeman admits the new league is a far cry from the Lake Ontario Secondary School Athletics organization, the new four -team loop is having the de- sired results of allowing high school students to play competi- tive football. "It's not LOSSA, but the world is a different place right now. The most important thing to these kids is that they want to play football;' notes Bridgeman. But, teams in the Durham league will still be' able to com- pete for the Metro Bowl, emblem- atic of the provincial high school championship. The league will host an Eastern Ontario champi- onship, with the winner repre- senting the region at the Metro Bowl. The week before, the Monarchs travelled to eastern Ontario to visit the cam- pus of Queen's University and Richardson Stadium where the university's football team plays. The Pickering team then travelled to Ottawa where it beat Sir Robert Borden school 12-0 at Lansdowne Stadium. The story for the Monarchs in Thursday's season opener was the play of quarterback Marko Glavic and running back Phil Dehaney. Dehaney rushed for three touch- downs, with two majors coming on 82- and 44 -yard carries. On the day, the talented back rushed for 180 yards before being injured at the start of the fourth quarter. Meanwhile, Glavic, a 6'5" pivot who's caught the eye of nu- merous U.S. university recruiters, had an excellent passing day, throwing for more than 115 yards and scoring a touchdown. "We had a lot of good drives. We controlled the ball really well," says Bridgeman. "But, you've got to give Dunbarton credit. They kept coming back." Dane Okrasa kicked two con- verts and also connected for a big single point with a kick-off in the second half.
