Student advisory body to public board picks leaders
Student leaders from public
high schools across the region
met last Wednesdav for the first
session of the Durham District
School Board's newly -formed
student senate.
The advisory body, ap-
proved by trustees last spring.

each of the board's 18 high
schools, the board's two student
trustees, an Ontario Secondary
School Students' Association
(OSSSA) representative and
senate adviser Mary Shea of the
public board.
Tracy Russell, one of two
student trustees on the public
board this year, says it's hoped
the senate will provide advice
to trustees on important issues
and serve to increase communi-
cation between pupils and the
board.

have since graduated.
The student senate plans to
meet three times each year —
once during the first semester,
once in the second semester
and a third time in June to hand
over responsibilities to incom-
ing members.
The next meeting is planned
for Nov. 10.

A 54.2 -million technology plan
designed to increase the number of
computers in Catholic schools
across Durham is on-line, reports a
separate board official.

Board superintendent of business
David Visser told trustees Monday
the board is making progress as it
moves ahead with several technolog-
ical initiatives.
"The summer of 1999 saw many
technology related activities occur-
ring simultaneously in sites across
the board:" he said in his report.
"As we prepare to meet the in-
structional and administrative re-
quirements of the upcoming school
year, many accomplishments have
been achieved and we continue ef-
forts to complete the many objec-
tives which will serve to enhance
both the learning environment for
students and teachers as well as to
provide the tools necessary for ad-
ministrative efficiency and improved
productivity."
The board's 1999-2000 school
year budget, approved in June, in-
cludes a 54.2 -million technology
plan to increase the number of com-
puters in classrooms throughout
Durham.
The goal is to have one computer
for every five students in separate
schools this year as the number of
computers within the system in-
creases to approximately 5.000.
Internet access for students is also
being improved as part of the pro-
ject.

Financing sources for the project
are to include about $1.3 million al-
ready set aside by the Town; 5350.000

branch; and S468,000 in development
Burges. That leaves about 51.25 mil-
lion still needed. rhe Town treasurer
will report on financing options avail-
able for the remainder amount during
the 2000 budget process.
It's expected construction could
begin in Feb. 2000, with occupancy
late in the year.
In urging his colleagues to support
the project. Ward 1 local Councillor
Dave Ryan pointed out it would serve
the fast-growing northwest section of
Pickering.
"The need for a new western
branch has been recognized for quite
some period of time," noted Coun.
Ryan.

Lakeshore jewel
needs TLC, polish
Pickering waterfront's future
should be clearly mapped out
If something's worth doing, it's worth doing right.
That old saw applies today in Pickering where two de-
velopments are proposed for the town's waterfront at a time
when citizens and community groups want civic officials to
guard the lakeshore as they would valuable jewels. And.
Pickering's lakefront is a precious gem indeed.
One developer wants to build a 'marine village' includ-
ing 40 townhouse units on the west side of Liverpool Road
just south of Wharf Street. A second phase could include a
marina, 140 -unit hotel. restaurant, retail outlets, office
space and other residential uses.
A second builder has submitted a development applica-
tion to the Town for another 'marine village' on the east
side of Liverpool just south of Wharf. That developer plans
19 townhouses, some parking and boat storage, and limited
commercial uses like professional offices and day care.
As should be apparent to any reasonable person. there's
nothing objectionable about either proposal. In fact, as the
proponent of the second project pointed out to Pickering
council last week, the development application conforms to
the Town's Official Plan and adheres to recommendations
of the citizens' task force established in 1997 to conte up
with a plan for the waterfront. The citizen advisory body's
suggestions for the area included mixed residential and
commercial development, which are being proposed in
both projects.
So, the planned projects aren't the problem. If they were
being proposed elsewhere in Pickering, they'd probably
win Town council's rubber stamp with few objections from
residents.
The rub is in the location and the fact developers want to
tinker with Pickering's jewel on the lakefront. That jewel
needs the perfect combination of tender, loving care and ex-
pert polish to make it the precious item it could and should
be. And, it must be considered in its totality as one valuable
commodity, not simply treated as an under -developed area
that can be !wilt up in a piecemeal fashion.
Or. as Ward 2 local Councillor Mark Holland so elo-
quently put it "We've waited a long time for a waterfront
to come torr er and we want to make sure now that it
canes together and that it comes together the right way.-
Coun. Holland was merely reflecting the wishes of Picker-
ing residents and most right-thinking people.
To accomplish that goal, Coun. Holland convinced col-
leagues to approve a 'detailed review' of the south Liver-
pool Road area. That will effectively halt residential and
commercial development there until a study is completed
that will map out the long -teen fate of the entire Pickering
lakeshore.
That's simply good planning. especially when it comes
to the future of such a sensitive and valuable jewel as our
lakefront.

line of duty.
People such as police, like our very own Durham Region-
al Police.
Robbery welt detectives Phil Lillie and Chris Ostler would
probably say they were just doing thew jobs a couple days be-
fore Christmas when they arrested a bandit after a Pickering
bank robbery.
They were bonourcd for their heroics recently at the
Durham police awards night.
Thew actions were anything but routine. Last Dec. 22, the
detectives responded to the report of a bank heist here. With-
out regard for thew own safety, they oohed the suspect. Na
just any suspect but an armed one capable of killing them.
The bandit was crabbed as he attempted to flee in a getaway
car. Na just any getaway car but a citizen's vehicle he in -
waded to hijack. Na just any car but one with a child inside.
So, detectives Lillie and Oster not only arrested a robbery
suspect: they may well have saved the life of an innocent
youngster -

Re Enc Dowd's column head -
lived 'Let's hear it for to cuts' in
the Sept 22 News Advertiser:
Mr. Dowd points can that 'only'
13 per cent of Canadians who fin-
ished university in 1995 left to work
in the U.S. What he fails to retention
is that this 1.5 per coat was the top
13 per cent of graduates that year,
the 'cream of the crop'.
That is the true 'brach drain' We
may not be losing a kx but we are
k>vag the very best. If Mr. Dowd
doesn't see this as a problem for
nay country thea I'm sure we won't
be losing him to the States as part of

bone graft. Our military is Luing
equipment that is outdated and dan-
germs. our troops are depending on
food banks at home and allied sol-
diers in the field. Our highways and
other infrastructure need major re-
pairs. Many of our native people arc
living in abject third -world condi-
tions. Or education system is fail-
ing from lack of funds for supplies.

Mr. Dowd can get the idea.

Harris squeezes squeegee issue
Problem small but blown up for political reasons
There are only a few hundred
of them in a few larger cities and
the vast majority of Ontarians
have no contact with them - so
why is Premier Mike Harris
spending so much time attacking
squeegee kids?
The Progressive Conservative
premier has decided since winning
re-election in June that getting rid
of squeegee kids will be a symbol
of law he is determined to protect
middle-class Ontarians.
The squeegee kids, who wash
windows of cars stopped at inter-
sections for a fee, have been on
some downtown streets in Toronto
for a couple of years and some dri-
vers feel they are harmless while
others feel they intimidate them
into accepting their services.
Thee are nearly 200 in Toron-
to and probably another 100 or so
elsewhere. Most Ontario residents
probably have never seen one.
But Mr. Harris has made them
appear a huge threat to society by
making them the main target of his
policy statements since the elec-
tion. In it, he promised tougher
laws to eliminate them and other
aggressive panhandlers.
When he retreated to the coun-
tryside with his caucus to plan for
the fall session of the legislature,
the premier put squeegee kids at
the top of his agenda.
He put the same emphasis on
squeegees when he announced the
legislature will start on Wednes-
day, Oct. 20 and has rarely
emerged from his office to talk to
media without seizing the oppor-

tunity to blast squeegee kids.
His new attorney -general, Jim
Flaherty, has joined in eeagetical-
ly. He told the caucus be is deter-
mined to stop the intimidation. He
announced on a TV program be
hopes to have legislation passed
before: the end of this year and
would not exclude sending to jail
any squeegee kids who disobeyed
it.
M. Flaherty, who is Whitby -
Ajax MPP, also called one of those
hokey news conferences of which
the Tories have become enam-
oured where he brandished a
squeegee, promised such tools in
future will be seen only in gas sta-
tions and tossed it into a conve-
niently placed garbage can.
Mr. Harris seems to be going to
a lot of effort to crack a small
problem, but he has been looking
for a new issue. He won tie last
two elections on tax cuts, but this
magic is wearing off.
He won in June with 45 per
cent of the votes compared to the
Liberals 40 per cent, not a com-
fortable margin considering the
Tories' advantages.
Mr. Harris has leaned toward
promoting himself as the champi-
on of law and order, but did not
push it much in the election and
did not need to.
He knows many middle-in-
come Ontarians who are doing
well under his regime are wary of
anything that seems to threaten
their privileged lives.
The premier hopes to convince
them the squeegee kids are a men-
ace rather than a petty, localized
nuisance and get them off the
streets, and they will reward him
for saving them from the barbar-
ians at the gates.
Attacking squeegee kids also
helped Mr. Hams sound busy, al-
though he has done little and had
the legislature sit only seven days
this yea. His new social services
minister, John Baird, called a
news conference to claim the To-
ries have moved many recipients
to workfare, but had no statistics
to prove it and later admitted they
moved only 5 per cent.
Transportation Minister David
Turnbull pronounced a highway
safe but had to improve it after ac-
cidents and Consumer Minister
Bob Runciman wanted to combat
rising gas prices, but Mr. Hams
had to tell him that is a federal re-
sponsibility. No wonder Mr. Har-
ris would rather smear squeegee
kids.

Ahhh. Retirement. You can't
wait... Escape from the rat race.
Time will be your own. The term
'road rage' will lose its meaning.
Life will be one big, wonderful
long weekend.
Or at [cast it should be, as long
as you've squirrel led enough away
by the time you're 60-65, to live
comfortably. If you are aiming for
that cushy retirement, you should
be planning it now - whether
you're months from retirement, or
decades away still.
Talking to a financial adviser is
the best way to have your family's
situation assessed in detail. But
there are certain problems that
POP up frequently. Here are some
typical scenarios Faced by couples
in their 30s, 40s, 50s and 60s, and
what two experts have to suggest:

time job and Nancy is
working most of the week at
home, raising their two-year-old
daughter Emily, in addition to
holding down a part-time job.
They have just bought a house
and they're starting to think seri-
ously about how to allocate their
weekly earnings. They are un-
comfortable with the idea of
owing money, so they want to pay
off the mortgage as soon as possi-
ble. But they are aware of the im-
portance of saving for their chil-
dren's education and their own re-
tirement. Should they pay off the
mortgage first and worry about
RRSPs later'?
"For families in their 30s bal-
ancing the budget is a big issue."
says John Woods. a senior finan-
cial adviser with Fortune Finan-
cial in Pickering.
"Many young people view the
mortgage as the big monster they
have to get rid of. They tend to let
RRSPs go. But you can't make up
for lust time. If they don't start
contributing until their mid -to
late -40s when the house is paid off,
then they don't have enough time to
build up «dough money for them to re-
tire comfortably on."
Mr. Wtxds suggests easing off on
the mortgage; put some money into
RRSPs and think about putting money
aside for your children's education.
"It's got to be a balanced plan in other
words."
He says families should use up their
RRSP space every year as much as
possible. "Don't let it accumulate be-
cause then, all of a sudden, youll have
$20,000 of RRSP room and you won't
be able to catch up." Not only will it he
difficult to catch up, he says, but you'll
be losing out on the advantage of com-
pounding. bur. W,xxts hat a formula for
estimating how fast your money will
grow. "It's called the rule of 72, and it's
kind of a neat formula."
How it works is: you take your rate
of return and divide it into 72 - and that
tells you how long it will take for your
money to double. Let's say you're get-
ting eight per cent return each year. So
72 divided by eight equals nine - there-
fore it will take nine years for your
money to double.
Retirement may seem like it is a
long way away for those in their 20%
and U4-. but Mr. Woods says starting
up your,RRSPs at that early stage is the
wisest thing to do. "They should be try-
ing to keep all their priorities in focus."
Joan and Ken haven't given much
thought a, RRSP,. over the years -
life seemed co get in the way. Their
mortgage, the car loan, the kids' hock-
ey, annual vacations.
Now they're in their late 40s and
they finally have some excess cash.
The children have left the nest. The
mortgage is all but paid off and they're
both making more money, due to raises

also in pretty good shape physical-
ly - they watch what they eat and
they get plenty of exercise, so
there's a good chance they'll live
longer than average. And consider-
ing age expectancy rates for men
and women in North America are
continually on the rise• they'll
probably enjoy a couple of
decades of retirement. They're
looking forward to it, they're just
hoping they've saved enough.
"For people in their 60%, the
primary issue, bar none, is: Will
their money run out?" says Ken
Showalter, president of Pensions
Solutions Inc., a Whitby -based
company that does retirement and
financial planning for individuals
and company employees. He says
it wasn't as much of an issue years
ago, because life expectancy was a
little lower at that time.
"Back in 1961, the average
person lived to 67 -years -old. When
the Canada Pension Plan came in,
people were just drawing on it for
a couple of years. Now people are
living until age 79. So it's a lot
tougher - there's the same working
period, but you have to save
enough for a ;onger retirement pe-
riod than before."
For present-day retirees, the
CPP is something they will be able
to rely on for a little while at least.
"Those who retired 15 years ago•
and those who retire today, will get
out considerably more than they
put in."
Future generations won't be as
lucky; with the baby boomer gen-
cration beginning to retire in
droves, look out.
He says a recent study showed
that, when CPP came in nearly 30
years ago there were five working
people for every retired person. In
the year 2020, there will be only
two working people for every re-
tired person.
Government pensions simply
won't be sustainable at that point.
"People won't be too enthusiastic
about putting 20 to 30 per cent of
their income into pension funds." says
Mr. Showalter.
The moral of this story:' Don't be so
sure government pensions are going to
be there to support you when you're
ready to put your feet up and cni-%

Planning
to retire?
You'll need plenty of money after you leave work
and promotions in recent years. But
their RRSP room has grown larger over
the years and they're not taking home
money enough to fill that gap. Is there
any way to catch up, or is it too late?
"1 run across a lot of families in
their late 40% and early 50s who have a
lot of unused RRSP room," says Mr.
Wexxls. "People in this situation may
choose to borrow money to invest in an
RRSP."
While he says this strategy is not for
the faint-hearted, it may be a good idea

Borrowing money is not something
he recommends for everyone. "It's an
aggressive tactic." He says it can be
worth it, however, since having the
mortgage paid off, in itself, isn't going
to feed you when you're retired "and it
certainly won't pay for that trip to
Florida."
But what about the Y2K issue? Arc
markets, and therefore mutual funds
and RRSPs, at risk over the next year?
Is borrowing money going to add to
that risk?
Mr. Woods says you have to keep in

It doesn't sound like much — although most
children would rather spend the six cents on a
piece of candy — but that pocket change sure
does buy an awful lot.
To start with, Durham spends about $9.9
million a year on roads, traffic signals, line
painting and signs. That's broken down into
$7.4 million for maintenance, which includes
road repairs, cutting grass next to roads, and
cleaning culverts.
Slightly less than half of the $7.4 million, or
$3.5 million, is for winter maintenance — snow
plowing, sanding, salting and such.
The Region spends $1.4 million on those in-
fernal traffic lights, and another 51.1 million on
signs, painting lines and other miscellaneous
stuff.
All told, Durham is responsible for 2,050

Further to last week's column
on 'The Blue Box Comes Into Its
Own', I attended a milestone
birthday celebration that created
little garbage considering the
size of the event.
I was asked it I could be a
helper for this party — little did
the other ladies in the kitchen
know that they would inherit me
with my Blue Box and compost-
ing pail.
These gals were not only
happy to see a Blue Box placed
beside the party room garbage
can, which, without any fanfare,
became full of cans by the end of
the evening, but they were also
willing to use the compost buck-
et. Salad trim and vegetable plate
scrapings were all deposited
without hesitation or complaint,
even during the peak rush time.
All cardboard and boxboard,
from Pop cases to picture film
boxes, were recycled. Empty
aluminum foil containers from
caterer, were washed for either
reuse or recycling. As I was part
of a busy team to cater food, I
tried not to be too annoying and
had to let some things pass.
But with such a positive re-
sponse everything ran smoothly
and the experience proved it
could be done easily'

PICKERING — The losses are
mounting for the Pickering Boyer
Pontiac Panthers, who'vc been un-
able to score with any regularity in
the new junior hockey season.
The Panthers' latest loss was a 3-
2 defeat by the Vaughan Vipers at the
Pickering Recreation Complex Sun-
day night. The setback was the Pan-
thers' fourth in five OHA Ontario
ProvincialJunior 'A' Hockey League
contests this season. And, it was
Pickcring's third one -goal loss in
league play.
Pickering also suffered a 5-3 dc-
feat
o-feat by the visiting Oshawa Legion-
aircs Friday night.
The 0-4-1 Panthers sit in next -to -
last place In the nine -team South
Conference ahead of the upstart Sr.
Michael's Buzzers who are 0-5-0 in
the early going of the 1999-2000
campaign.
Calling the team's 0-4-1 start
-borderline embarrassing-. Panthers
head coach Eric Ross notes the
club's inability to score, despite good
overall team efforts thus far in the
regular season, is a major source of
concern.
"A year ago we were winning
these (one -goal) games because we
had more firepower and experience. -
notes Ross. 'chis year. the kids are
working hard, but they're just com-
ing up short. It's not like we're not in
the game and not giving ourselves a
chance to win-
-We've scored 11 goals in four
games and that just isn't enough. We
just can't generate enough offence"
Ross believes the rookie players'
lack of confidence may he to blame.
-When you're making the jump from
bantam and midget hockey to junior,
there's going to be a period of ad-
justment. They have to get comfort-
able to score at this level.-
The

ed number of games with the Pan-
thers last season and scored 23
points. Lopez suffered severe back
injuries in a car accident last May.

on him this season:' says Ross.
In Sunday's game, the Panthers
trailed Vaughan 1-0 through 40 min-
utes of play before falling behind 3-0
midway through the third period.
Pickering rallied to score two goals
late in the game, but it was too little
too late.
Dave Visconti and Patrick O'Hal-
loran tallied for the Panthers.
In Friday's loss to Oshawa, the
Panthers squandered an early 2-0
lead as the Legionaires roared back
So tie the game at 2-2 after the open-
ing 20 minutes of play. The visitors
took the lead for good in the second
period and were up 4-3 at the inter-
mission. Oshawa added an insurance
marker in the final frame.
Garret Winder. O'Halloran and
Dan Schofield scored for the Pan-
thers.
Pickering outshot Oshawa by a
wide 36-14 margin. Again. the Pan-
thers were unable to capitalize on
their scoring chances, while the Os-
hawa snipers buried their opportuni-
ties behind Pickering starting goal -
tender Mike Andreoff, who returned
to the Panthers after a short-lived
stint with the Ontario Hockey
Leagues Belleville Bulls.
The Panthers return to action Fri-
day night at the Pickering Recreation
Complex where they host the Wex-
ford Raiders. Game time is 7:30 p.m.
The Panthers are on the road to
Thornhill for a game against the Rat-
tlers Saturday. then play in Ajax Sun-
day afternoon against the Axcmen.

ball Club's tykes played bombs away
to pound the host Newmarket Young
Bucs 58-6 in Central Ontario Minor
Football League action last Sunday.
The Dolphin tykes' offensive line
completely dominated the game, al-
lowing the offence to score at will.
Huntley Richard scored two first-half
touchdowns to lead Ajax -Pickering.
Also scoring majors were Travis
Thomas. Andre Shand. Darnell Brown
and Robert Spagnola. who added a
convert. Place kicker Jordan
McLaughlin scored a touchdown and
added five converts to round out the
scoring.
The tykes' defence was led by de-
fensive captain Brett Jamison, who
plaved a solid. dominating game.
The offensive game star was right
guard lido Utomi. Tbc defensive star
was Spagnola, who had an intercep-
tion as well as an offensive touch-
down.
Meanwhile. the Dolphin peewees
were edged by the Burlington Stam-
peders 2422.
Defensive star of the game was
Dennis Cole. Joe Dublin earned offen-
sive game star honours.
The Dolphin atoms also played the
Newmarket Young Bucs on Sunday.
but no details from the game were
made available to the News Advertiser.
The Dolphin peewees will host the
Nc%%market Young Bucs Sunday. Oct.
3 at the Pine Ridge Secondary School
field. On Friday. Oct. N. the atoms play
the Scarborough Thunder in Scarbor-
ough. On Monday. Oct. 11, the Dol-
phin tykes and atoms will host Etobt-
coke at Pine Ridge, white the peewees
will play in North York.
Church hockey
league puts Athletes
in Action
PICKF-RING — the Athletes in
Action Church Hockcy league is
looking for players tor the coming
season.
AIA offers children from ages five
to 16 a chance to play in leagues this
winter. Youngsters five to nine take to
the ice Monday afternoons from 4
p.m. to 6 p.m. at Don Beer Arena.
K d4 10 to 16 play Saturday. from 3
p.m to 7 p.m. at Pickenng Village
Arena.
Players will get hockey skills train-
ing and equal ice time. They'll play on
balanced teams and dcvek7p physical-
ly, mentally, socially and spiritually.
ALA offers a 30 -minute practice
and skills traiaing prior to each game,
two -minute shifts and a closing pini
banquet with prizes and spacial guest
Wake-.
Cog is $160 per, player for the sea-
son which runs until April.
