Councillors voted Tuesday to 'make changes to a resolution they approved last week accepting a team of academics and scientists from Toronto and McMaster uni- versities to act as the Town's inde- pendent reviewers for the environ- mental assessment. Ontario Power Generation has promised to cover the cost of a review team for the Town, but details of the arrange- ment have not been Iina!ved. Pickering votes for merger mediator BY MARIANNE TAKACS Staff Writer PICKERING — After weeks of debate and controversy on both sides of the Ajax/Pickering border, Pickering has finally done the deed. Pickering councillors voted unanimously Tuesday night to for- mally ask the Province to appoint a mediator to facilitate the Town's merger with its reluctant neighbour by December 2000. While several councillors talked about the need for amalga- mation to avoid being later forced by the Province to become part of a 'City of Durham', Mayor Wayne Arthurs stated that was not his major motivation in bringing the issue to a head now. Sergeant Jim Grimley said a crowd had gathered in front of a res- idence to watch a consensual fight involving two teens, one being the victim's brother, just before 8:20 p.m. After stepping in to aid his broth- er, the 18 -year-old was punched and kicked several times by an unknown number of youths. The victim was found on the ground bleeding heavily. He suf- fered an assortment of bumps, bruises, scratches and chipped teeth - and was expected to be discharged from hospital yesterday or today, according to police. That's the upshot after a full calendar year of squabbling over the future of ex- tracurricular sports and clubs. The logi- cal answer has been arrived at by the Durham District School Board: if teach- ers refuse to take part, open up the su- pervisory/teaching responsibilities for extracurricular% to volunteers. Mind you, these will be well-qualified volun- teers who will have to pass a police check, an interview and show proper qualifications before being given the reins to run the school band, coach a soccer team or direct a play. The inevitable conclusion on teacher participation was predictable long ago. Teachers, unhappy at the Province for mandating more time in the classroom have decided to give less of themselves after class. That's their choice and their right. Extracurriculars have always been seen as a 'favour' done by teachers for student.,. out of a love for sports, music or theatre and a desire to give student% an experience they would not otherwise have. The teachers who feel this is an in- trinsic part of their jobs will still wish to coach, direct or supervise. Teaching an extra class won't stop them if the desire and will to carry on are firmly en- trenched. Many young teachers, perhaps unen- cumbered by family responsibilities, might want to gain the experience of coaching or leading an extracurricular activity. Older teachers, those with high school -aged children themselves, might want to take part to ensure their own children enjoy a full secondary school experience. Still others, for their own varied reasons, will want to carry on. But the hard new economic realities offer a chance for community volunteers to add their skills to the mix. There are plenty of highly qualified, motivated adults in every community across Durham who, given a chance, can be first-rate coaches. band leaders or the- atre directors. Each school will have to seek these individuals out, explain the parameters of each position needed, and make sure those who come forward are ready and willing to do the job. It won't be easy and it will require organization. This school year will provide an oppor- tunity to bring volunteer% into high school life and will allow school admin- istrators a chance to work out a system that has a long-term future Just because high school extracurric- ular% always ran a certain way in the past is no rection to expect the same in the fu- ture. Although he has some interesting ideas on current music, l feel the need to rebut some of his comments. His opinion certainly reflects the views of his generation and I would like to take the time to express to him and others of his age YMCA's great but at a price Cost seems high, but facility offers a lot The new Durham YMCA facility in downtown Oshawa looks to be coming along nicely. If the exterior is any indication, the inside of the 60,000 -square -foot facili- ty should be impressive. Then again, you wouldn't expect a 514.5 -million structure to be any less. And that figure seems to fall in the norm for facilities of this type, especially when you con- sider the more than 1,000 pieces of equipment and furniture alone. The building will feature a pool, a full-size gym, dance room, fitness area, running track, two squash courts and a climbing wall. Other amenities include meeting rooms available for rental, five separate locker rooms, a cafe featuring cafeteria -style food, a child-care room for members' children and a separate child-care facility. So, I was reading about the state-of- the-art Durham YMCA when I nearly choked on my coffee as I came across the cost of becoming a member of this facility. John Duarte Staff Editor Let's see. An adult monthly mem- bership goes for $45, kids can join for $28 and it's $35 for young adults (ages 16 to 21). My immediate reaction was 'YIKES!,' but I read on. If you want to sign up the family, the first adult pays full price and then you get a 15 -per cent discount for all other family mem- bers. Some quick math put the mem- bership fee for a family of four at ap- proximately $130 per month and over $1,500 a year. Yes. That sounds like a lot to me, too. Balance in what we write is some- thing all reporters strive for and I made calls to various recreation facilities as a means of 'comparison shopping'. I quickly found out the membership pricing spelled out in the Durham YMCA story falls in line with fees at other recreation facilities. Perhaps, the fees quoted for the YMCA are not a bad deal, when you consider what's available at the facili- ty. The positive side of a family enjoy- ing what the YMCA has to offer is there are enough activities to cater to the appetites of the various family members and you know where every- one is. I'm sure it's worth it if you use it a lot - say at least three times a week for each family member. It still sounds like a lot of money to me. Due to our global village and the Internet I am in any country in the virtual sense anytime I like. And due to that same global village, music all over the world spreads its influence far and wide, much more than when my elders were young. You may have heard Of these places but we get to feel their spirit. As a final thought, grandpa, re- member that although you think the kids of today don't have catchy songs to sing, just approach a par- ent with a young teenager (as you all were then) and ask them to sing a few lines of one of the songs their child sings over and over. And if you really don't believe me just hang out in the mall more often on a Saturday. Grandpa, the song you wrote was great and I could hook you up with my friends' hard rock band to write the music if you're interested. She reports, "We're trying to ed- ucate the kids as much as we can, but the general public has to start taking it a bit more seriously and (start) obeying the law." Enforcing the rules of the road related to school bus safety is the goal behind Operation Bus Watch, an educational program launched by Durham Regional Police in Jan- uary- Set an- uarySet up to increase driver aware- ness about their responsibilities when approaching a sd:hcx)l bus, the program also assists police with en- forcement, as it calls on bus drivers, crossing guards and citizens who witness a violation to collect as much information they can regard- ing the vehicle and driver and then file a report with police outlining the incident. And, as Constable John Hinds of the police force traffic management unit reports, "About 300 complaints have corse in from the bus compa- nics, witnesses and crossing guards (since the program was launched)." He says he's been receiving about four or five complaints a day from bus drivers lately. The violation fortes arc then re- viewed by police who can send a cautionary letter to the registered owner of the vehicle or issue a sum- mons in more serious offences. And, in some cases, buses can be re-routed to avoid those trouble spots. Kathleen Pezzarello, supervisor of transportation for the Durham Catholic District School Board, re- ports the board has altered some routes to avoid problem areas or roadways after receiving feedback from police. She says staff review monthly reports from police outlining the number and locations of offences and use that information to review routes where possible. "Anything that safeguards kids, I'm pleased about," she says. "Me driver% think it's wonder- ful:" Ms. Petsinis adds. "It makes them feel like they have some con- trol over a very serious situation. The school butt drivers themselves take the job seriously. These people do the job for the love of the kids ... It's a good program." Meanwhile, Const. Hinds notes, "There have been no fatal, or seri- ous injury, collisions (involving a schox)l butt in Durham) since 1992. I'm hoping if we bring the aware- ness to a higher level, we can try and prolong the inevitable." Pickering councillor raps peers over review terms PICKERING from page I now?" asked Mr. Steele, adding some council members were trying to "box in" the university team. The amended resolution only makes a recommendation to OPG that the universities team be hired as the Town's independent reviewer, instead of stating unequivocally that it will be hired. . As well, council deleted a sec- tion of the resolution asking OPG to confirm it will pay for the review team according to "funding specifi- cations outlined in that team's pro- posal". Instead, another section was added stating OPG and the review team are to "outline their terms of reference and determine their work plan" and report back to council for confirmation. Ward I Regional Councillor Maurice Brenner and Ward 3 local Councillor David Pickles also op- posed the amendments. Ratification of council's choice of review team was almost derailed by news from Town staff that OPG has placed a $100,000 cap on the amount it's willing to spend on the reviewers, and has informed the Town three of the bidders (not in- cluding the Toronto/McMaster uni- versities team) are affiliated with firms currently doing work for OPG, so they have potential con- flicts of interest. Cost estimates from the six bid- ders for the job ranged from $29,075 to $350,000 (from the uni- versities team), though all suggest- ed it was hard to provide an esti- mate when the Atomic Energy Con- trol Board has not yet determined the scope of the environmental as- sessment. All the bidders' estimates were based on billing rates of about $100 per Rout. Ward 2 Regional Councillor Doug Dickerson was calling for the issue to be deferred for further clar- ification and consideration before Mayor Wayne Arthurs came up with the suggestion of recommend- ing the universities team to OPG in- stead of accepting its bid. The mayor said council would otherwise be risking "unilateral rejection" of its chosen team. Coun. Dickerson then added the section requiring OPG and the team to negotiate a work plan and report back to coun- cil. "I want to be damn certain I know what it is we're doing," he said. Mayor Arthurs noted the changes made would avoid "unnec- essary confrontation" among the Town, OPG and the universities team. Coun. Ryan stated he was only reluctantly supporting the final res- olution. "If we don't support it we lose it all," said the councillor, who has maintained area residents want an independent team of academics and scientists as the Town's reviewers rather than consulting firms that have worked for OPG and the nu- clear industry. Councillors approved a proposal from Ward 3 local Councillor David Pickles to ask the Province to in- clude consultation with the public in the facilitation process for the amal- gamation. Ward 3 Regional Coun- cillor Rick Johnson suggested the facilitator might help clarify what savings could result from amalga- mation. He said he was supporting the resolution because there could be savings and because the public will be given a chance to have their say on it. But he did not commit himself to amalgamation. "If it costs more money, then I'm sorry," he said. On Monday, Ajax Council voted to hold a referendum in No- vember 2000 asking residents if they want Ajax to amalgamate with one or more of its neighbours. That's what Pickering Boyer Pontiac Panthers new head coach Eric Ross is preaching as the team is in a rebuilding mode this season. The new -look and mainly green- horn Panthers of this section are a marked departure from last year's veteran team which set new club standards for wins, finished first in the East Conference and captured the conference championship title. But, that was then. This is now. Between then and now, the Pan- thers have undergone many changes for the 1999-2000 season which got under way last week. The OHA Ontario Provincial Junior 'A' Hockey League team has a new coach in Ross, who took over from former bench boss Rod McGillis after he stepped down last summer to be closer to his family and to take on the coaching chores of his hometown Peterbor- ough Bees. The Panthers have also moved into the newly -created South Con- ference for this season. 111c:y'll suit up against the Ajax Axcmen, Os- hawa Legionaires, Thornhill Rai - tiers, Markham Waxers, Wexford Raiders, North York Rangers, Vaughan Vipers and St. Michael's Buzzers, who've rejoined the league after a year's hiatus. And, the Panthers have 15 rookies in the line-up who will need time to adapt to their new ju- nior hockey surroundings, notes Ross. "I'm a believer in the need to allow the kids to feel comfortable and ge U' They haven't gelled yet so the club is still winless with a mark of 0-2-1 early in the regular season after going 4-4 during the presea- son. "We've got 15 kids who played minor hockey last year, so there's going to be a transition period;' says Ross. "I don't want to let los- ing become acceptable, because it's not, but we certainly can't have a negative attitude. Ross feels the strong local contingent is a result of a good feeder system in the Pickering minor hockey pro- gram. "You have to give full marks to the minor hockey program. Guys like Dan Schofield, Allan Maclsaac and Dave Visconti have stepped in and will play regularly at the junior level which is not an easy thing to do. These kids have answered the bell and they're going to be good junior hockey players by the time their junior ca- reers are over." If there's a question mark for 1-1 hard pressed to duplicate that feat this year. Th e Panthers boast a big local presence as 13 play- ers on this year's team played their minor hock- ey in Pickering. Eric Ross is the new head coach this year, taking over from Rod McGillis. the Panthers in the early stages of the regular season, it's their lack of proven goal scorers. With mainly rookies at the forward positions, Ross expects the club will struggle in the scoring department in the early going. "Unfortunately, there's going to be a period of adjustment for our offence to come around. There's a big difference between junior and minor hockey. (In junior hockey), there's less time to react, the goal- tending's better, and the defences are better. Hopefully, these kids can adjust." Defensively, the team is in solid shape with three rearguards return- ing from last season. Back with the Panthers are team captain Bill Duncan, T.J. Kemp, Doug Carr and Aaron Wilson, the latter who played the last half of last season with the Panthers. In goal, Paul Guthrie is entering his sophomore season with the Panthers after recently returning from the Ontario Hockey League's Sarnia Sting training camp. With three games under the Panthers' belt and no wins yet, Ross reports no one in the organi- zation is contemplating any changes to the roster yet. ""Riese are the kids we're going to go with," he says. "No one's pressing the panic button yet. They deserve every opportunity to es- tablish themselves as good junior hockey players."
