The founder of the Canadian Insti- tute for Advanced Research and co- chairman of a provincial study entitled 'Reversing the Real Brain Drain: Early Years Study' was on hand at the Durham District School Board's edu- cation centre. Dr. Mustard discussed the impor- tance of early childhood development as regional officials here begin devel- oping a community action plan to im- prove services for youngsters in Durham. And, he told the crowd of 200 gath- ered for the Region's conference that the pre-school years are the most im- portant time in a child's life for growth and development. "Education doesn't have much of an effect if you've neglected early childb(Kxl development:' he told the crowd, which included representatives from day cares across Durham, the public and separate school boards, the police, regional councillors and par- ents. The development of the brain in the early years of life, particularly in the first three years, sets the base of com- peterice and coping skills for the later stages, Dr. Mustard explained. And, while the study indicates so- cioeconomics impact a child's devel- opment, parenting is also key, Dr. Mustard noted. "Parenting is a prob- lem in all social classes." So, the study recommends commu- nities establish early childhood devel- opment and parenting centres that would be open to all citizens and would provide parent support and edu- cation, opportunities for play -based learning for children, toy and resource libraries, prenatal and postnatal sup- ports and nutrition programs. Early childhood programs "deserve the same level of support" as elemen- tary and secondary schools and post- secondary institutions, Dr. Mustard said in an interview. '"Ibis is a community that is slight- ly dysfunctional:' he added. "The community has to agree this is an im- portant challenge and decide to do something about it" And, as Durham Councillor Larry O'Connor explained, the conference hosted by the Region's services for children committee, the health depart- ment and social services department, is the "first step" in addressing the prob- lem in Durham. "It's the beginning of coming up with an action plan to put Durham in the forefront of early childhood devel- opment:" said the chairman of the Re- gion's health and social services com- mittee. He noted, as Dr. Mustard pointed out, there is a wealth of services in Durham "but our direction needs to be placed in early childhood develop- ment:' "This is not a one -day event. "[itis is part of a process that will make Durham a centre for excellence:' said Keith Marlowe, co-ordinator of family services for the Region. He said conference participants will likely meet again in October to contin- ue working on an action plan. "We've all been given a map;" Mr. Marlowe told Dr. Mustard following his presentation. "We're in agreement about what the destination is ... We are going to put a plan in place that re- spects the research you have so skill- fully put together." But, members of the Community Advisory Council estab- lished by Pickering nuclear station management can hardly be blamed for quitting the panel if their claims are we. Pickering -Ajax Citizens Together for the Environment, Durham Nuclear Awareness, the Liverpool West Community Association and the Pickering Fast Shore Community Associ- ation have withdrawn from the advisory council set up to pro- vide public input on operations and improvements at the nu- clear station here. The reason" The four community groups say they're frustrated they're not being listened to by plant management. And they say so in a rather terse letter to station chief Bob Stricken announcing their departure. -We have contributed considerable advice, comments and ideas to the process to date. We find we are repeating ourselves in an effort to be heard by Pickering Nuclear. and see very little progress on the part of Pickering Nuclear management in acting in a mean- ingful way on the input that we have been providing. We fail to find the evidence that would continue to justify the extcn- sive time and energy that we have been committing to this ex - Mise Harsh words. Troubling too, especially since nuclear plant management promised to listen to the panel when they an- nounced its formation. After all, it is an advisory council de- signed to represent the community while providing input on the troubled nuclear station. They have the wherewithal and the willingness to make things happen, to change things for the better. So, everything was par for the course last Thursday when 144 of the community's best and brightest played a round at Cherry Downs Golf and Country Club in north Pickering during this year's Pickering Town Centre Mayors Chanty Classic. And, they raised S 125,000 toward a 51.2 -million state-of- the-art computerized tomography scarcer for Ajax -Pickering Health Centre which will enable hospital staff to make a di- agnosis much more quickly, without stripping the patimt to another location. Lower U.S. taxes are only one lure. A supportive poll by a Toronto newspaper nevertheless claimed 82 per cent of Canadians believe a rising number of educated Canadi- ans is moving to the U.S. because of higher taxes, which Mr. Hams repeated in Japan. Such orchestrated campaigns have made it difficult to stand up against tax cuts. Every year a right- wing think tank gets huge publici- ty and applause from media by de- claring a day, which was July 1 this year, as Tax Freedom Day, when average families 'have paid all the taxes imposed on them by all lev- els of government for the year and started working for themselves.' These taxes in fact paid for many services for Canadians, in- cluding medicare, which lower taxes in the U.S. do not provide. They paid also for police and fire protection, repairing streets, pensions, clean water, collecting garbage and ensuring safer work- places so, although it is not fash- ionable to say so, they were most- ly money well spent. There are also jobs in the U.S. i not available in Canada, particular- ly in nursing and other health care, precisely because governments here have reduced taxes by cutting spending on hospitals. Lower U.S. taxes are only one lure. A supportive poll by a Toronto newspaper nevertheless claimed 82 per cent of Canadians believe a rising number of educated Canadi- ans is moving to the U.S. because of higher taxes, which Mr. Hams repeated in Japan. Such orchestrated campaigns have made it difficult to stand up against tax cuts. Every year a right- wing think tank gets huge publici- ty and applause from media by de- claring a day, which was July 1 this year, as Tax Freedom Day, when average families 'have paid all the taxes imposed on them by all lev- els of government for the year and started working for themselves.' These taxes in fact paid for many services for Canadians, in- cluding medicare, which lower taxes in the U.S. do not provide. They paid also for police and fire protection, repairing streets, pensions, clean water, collecting garbage and ensuring safer work- places so, although it is not fash- ionable to say so, they were most- ly money well spent.
